Abstract This paper introduces two concepts-dialogical emergency management and strategic awareness-as means to use and understand the content of social media for the purpose of emergency communication. Dialogical emergency management denotes that the emergency management organizations follow what people publish in various social media on emergencies and ongoing emergency response, and then adjust their information strategies in a way that matches the expectations and needs for emergency information of the public. The concept of strategic awareness suggests that it is essential to have an understanding of the receiver (public) of emergency information but also to have an understanding of the receivers' idea about the emergency and emergency response. Hence, the notion of strategic awareness incorporates structured awareness of how people interpret, value, and reacts on communication based on what they think about the sender's (emergency management organization's) actual intentions and motives.

Abstract This paper discusses serious games developed as part of a training program developed for a Dutch crisis response group, which acts during a (potential) flooding crisis. Training in general contributes to a wide range of learning objectives and can address different target audiences. For each combination of learning objective and target audience, the proper form of education has to be selected, ranging from self-tuition to large scale multi-party training and exercises. Serious games can be a useful and educational addition to the set of existing training tools. For operational crisis response groups a high match with real-time warning systems is essential. Our approach shows how to integrate both serious games and early warning systems for effective training and exercises. We end with our lessons learned in designing serious games based on early warning systems, in the context of a training program for a crisis response group.

Abstract Even though the adoption of emergency alerting systems may improve the safety and security of individuals, participation in existing systems that utilize mobile alerting in universities in USA varies and does not match the high adoption rate of mobile phone technology itself (Sullivan, Häkkinen & Piechocinski 2009; Wu, 2009). As the adoption of mobile alerting system (MAS) can be viewed as a critical life safety benefit, there is motivation to better understand factors that affect the acceptance of MAS. Among the possible, alternative methods of implementing mobile alerting, an opt-in type of system can enable the alerting process to be executed in a way that is more suitable and useful for a diverse community of individuals. As a result of this study, a refined version of technology acceptance model (TAM) is proposed, extended with factors of perceived trust and perceived financial cost to better interpret the acceptance of MAS. This model is being evaluated in ongoing research on MAS in a university and community context.

Abstract The paper provides an overview of past, present and future development in the program to implement a Flood Forecasting and Decision-Support System (DSS) for the SAIH network in some Spanish basins. These tools represent a significant advance by embedding the decision-making components for management of hydraulic infrastructure into the flood forecasting and flood early warning procedures. The DSS has been implemented based on an open-shell platform for integrating various data sources and different simulation models. So far, it covers the Segura, Jucar, Tajo, Duero and Miño-Sil basins, which represent 42% of Spanish territory. Special attention is paid to the decision-support for the operation of the 66 major reservoirs as a fundamental part of flood management.

Abstract As of today, investments into early warning systems are, to a large extent, politically motivated and “disaster-driven”. This means that investments tend to increase significantly if a disaster strikes, but are often quickly reduced in the following disaster-free years. Such investment patterns make the continuous operation, maintenance and development of the early warning infrastructure a challenging task and may lead to sub-optimal investment decisions. The paper presented here proposes an economic assessment model for the tangible economic impact of early warning systems. The model places a focus on the false alert problematic and goes beyond previous approaches by incorporating some socio-cultural factors (qualitatively estimated as of now). By doing so, it supports policymakers (but also private investors) in their investment decisions related to early warning applications.

Abstract The delivery of user-tailored warning messages for heterogeneous user groups is a challenge rarely covered by hazard monitoring and early warning systems. While attention is mostly focused on sensor measurements and disaster prediction, warning message dissemination is often based on technical terminology and is not appropriate for the majority of interested user groups. This article describes the concepts of generic information logistics developed for the distant early warning system (DEWS). It is designed to not be limited to specific hazard types, languages or other deployment specifics. Instead, it enables the generation of user-tailored warning messages that account for specific needs and it provides several filter mechanisms to avoid unintended message flooding in emergency situations. Moreover, the importance of spatial references in messages is highlighted and accounted for in both automatic message processing and message reception by humans. Warning messages are based on the common alerting protocol (CAP) to allow interoperability with other early warning systems.

Abstract Dealing with multi-risk assessment needs reliable forecasting and warning systems able both to rapidly make available observational data and to make accessible forecast tools to the Decision Makers. In this paper we present Dewetra, a real-time integrated system for risk forecasting, monitoring and prevention. We provide a description of its features and examples of its operational use at the Italian Prime Minister Office – National Department for Civil Protection- Centro Funzionale Centrale. In particular is presented its application to flood risk management and to wild fire risk management.

Abstract In this contribution we evaluate the effectiveness of mobile services for passenger egress of a train station during a large public event using an agent-based simulation approach. For this simulation we built a virtual replica of the Cologne central train station and collected empirical data on passenger numbers and their movements during a large public event. We simulate several different scenarios and compare the results using key performance indicators, such as time for egress. Our results show that dedicated cell broadcast messages under the described circumstances can be used to decrease evacuation time significantly and that the simulation can be used to quickly investigate the relevant key performance indicators needed to asses and evaluate the effectiveness of different notification and evacuation strategies.

Abstract This paper describes MOIA, a numerical tool that evaluates sea-wave effects on port operations and broadcasts warning messages whenever the safety of such operations are deemed to be at risk. The evaluation of the sea-wave transformation from offshore – where the results of numerical models for sea-wave forecast at a regional level are available – up to the port area is described. Also, the procedures used to evaluate the sea-wave effects on sailing ships, focusing on the amplitude of the vertical movements of a selected point in the ship, are explained. Such procedures are combined and applied to an example where the average downtime for the navigation at four points along the sailing lane is evaluated for the entrance voyages into the port of Praia da Vitória (Azores) of a given ship.

Abstract This paper reports the progress that is being made in developing a software tool (the Flood Warning Communicator, FWC) that helps communication professionals constructing effective flood-warning messages. The program provides authorities with a warning message that contains open spaces where event specific information can be inserted. The program uses a database containing (parts of) phrases. Based on the specific situation, a communication professional receives the most suitable standard phrase by clicking on information buttons in a user interface. Together, the phrases form the warning message that sometimes requires minor adjustments such that it suits the specific circumstances. FWC is a well working prototype that allows constructing messages for web sites and short text messages (sms). Research is needed to test and validate these warning messages. In addition, cooperation with public authorities is necessary to make the program suitable for local circumstances (e.g., safety regions and municipalities).

Abstract The current work describes and evaluates an early warning system for meteorological risk in Lisbon that has been functioning in SMPC since February 2008. The system aims to integrate multiple sources of information and facilitate cross checking observations, forecasts and warnings, allowing for an efficient and timely evaluation of the alert level to issue. Currently, it comprises hourly weather and tide level forecasts and automated warnings for Lisbon city, given by MM5 and WRF models running at IST. Results show MM5 performing better than WRF except for warm weather. The overall skill of the warning system is 40% with some false alarm ratios, mainly for forecasts with more than 3 days in advance. This is a reasonable characteristic for early warning since a potentially problematic situation can be anticipated and checked avoiding unnecessary economic expenditures if the warnings do not persist.

Abstract Operational systems developed to monitor and forecast water quality can play a key role to counter and reduce the impact of harmful water quality events. Through these systems, many of the steps required to provide relevant information to the water quality manager can be automated, reducing the lead time required for a warning to be issued, as well as the potential for human error. The systems can also facilitate the routine dissemination of water quality forecasts to relevant parties in order to trigger early warnings or crisis response. This paper outlines some general characteristics of such water quality forecasting systems, focusing on the various elements from which such systems are composed. In addition, examples of existing systems to forecast bathing water quality and harmful algae blooms are provided as illustration. Such systems are either in a development stage (bathing water quality) or already used in operations (harmful algae blooms).
