  Abstract In this article, we briefly describe a crisis management case that has been chosen (in the European funded project PLAY) to test the federated-open-trusted platform for event-driven interaction between services. A description of such complex use case in natural language is obviously limited and should be completed with a formal description methodology to gather the necessary knowledge. Considering our technical requirements we suggest to combine the S-Cube approach with the model driven architecture approach to propose a complete and structured case study description framework. Then this article presents a nuclear crisis case modeled according to these guidelines.

  Abstract To reduce a crisis, heterogeneous actors must coordinate their actions and exchange information. The ISyCri project aims at facilitating this collaboration by providing a Mediation Information System (MIS), which change the set of partners into a system of systems. The design of this MIS is based on the characterization of the crisis and services of actors. The first step of MIS design consists in deducing a collaborative process involving partners of the crisis reduction (from the characterization of the crisis and services of actors). This step is based on a metamodel, which allows to build models (consistent with each other) and ontologies. The inference of the collaborative process is not a trivial issue: The deducing approach uses ontologies and models transformation to organize services according to characteristics of the crisis. This paper discusses this global approach and an illustrative case of study.

  Abstract Although they can make a significant contribution to crisis response and management, citizens tend to be underestimated and under-integrated by official crisis responders. There is a necessity to take citizen contribution into crisis management tools, both for the information they can provide (information-focused volunteers) and the actions they can carry out (action-focused volunteers). Therefore, professionals need to be aware of the diverse ways citizens can help them to manage a critical situation: obviously by improving the situational awareness, but also by spontaneously performing tasks to meet specific needs on the ground.

After presenting the RIO-Suite software, a crisis management tool based on collaboration of stakeholders, this paper suggests ideas about how to make the most of action-focused volunteers to improve the orchestration of the crisis response. Given a volunteer action, four possible decision types are identified: Ignore, Stop, Consider and Support, and their consequences on 1) the crisis response and 2) the collaboration process are presented.

  Abstract The EGCERSIS project aims at using virtual reality to improve the efficiency of the crisis management preparation phase. The idea is to tackle the drawbacks of regular crisis management exercises thanks to fully configurable scenarios taking place in digital twins of real critical sites. Virtual exercises will improve, among other things, the frequency, efficiency, and modularity of crisis management preparation, while reducing its costs. In this article, we demonstrate the idea of the project through a simple use-case taking place in a metro station and involving three crisis responders. By linking virtual exercises to our crisis management platform, we also want to demonstrate the usefulness of decision-support systems during a crisis.
