Abstract A complex challenge facing those involved in crisis management relates to how to manage cascading effects in crisis situations. This paper provides a practice-based insight into the use of General Morphological Analysis (GMA), a non-quantified modelling method that can enable a shared understanding of the various interdependencies involved in cascading crises, by creating a conceptual model of a problem space. This insight paper provides an understanding of the nature of the method, and to reveal the project-related experiences of the facilitator and researchers, thereby contributing to an understanding of the benefits and challenges associated with GMA. Authors find that GMA provided a useful means of a multidisciplinary group developing an initial conceptual model for a complex problem. Whilst a challenging experience, the method will be used for conducting gap analyses at a later stage in the project, thus providing benefits to understanding and managing cascading effects in crises.

Abstract The use of social media in a crisis has been applauded, and is witnessing an increase in uptake among those involved in crisis management activities, including citizens. Whilst some challenges have been discussed elsewhere, somewhat lacking is a discussion on the impact of sharing information on the security of those that may have been recorded. Accordingly, this working paper aims to provide preliminary results of an initial mapping task that seeks to examine the impact of the use of social media in a crisis on the social and ethical wellbeing of the security of the citizen. Authors argue that the heightened involvement of citizen journalism results in the filtering of information after its online publication which raises concerns relating to the dissemination of false information and a threat to an individual's privacy. Such issues should be adequately addressed in the encouragement and use of citizen contributions in crisis response.

Abstract Studies examining the role of social media (SM) use in a crisis often examine the use of SM following a largescale crisis requiring an immediate response. In contrast, this working paper examines the usefulness of SM during an extended crisis, in the form of a heat wave. Authors use the 2013 UK heat wave as a case study to examine how SM was used by different stakeholders during the event, what function(s) SM had, how it was engaged with by the online community and accordingly, what value it contributed to crisis management activities. Findings show that ultimately the nature of the crisis, particularly in relation to populations who are most likely to be vulnerable to its effects, plays an integral role to the value of SM in preparation and response activities.

Abstract In a relatively new area of research for crisis management, this working paper presents a preliminary discussion of some of the privacy and ethical implications surrounding the use of social media in the event of a crisis. The paper uses the chaos caused by the eruptions of the Eyjafjallajokull volcano in 2010 to contextualise the analysis. It begins by presenting two case studies of the use of social media by members of the public and the aviation industry during the crisis caused by the ash plume. The paper then proceeds to briefly highlight some select ethical and privacy implications stemming from the use of social media such as privacy infringements and inequality. The paper concludes by briefly summarising the findings of the paper and considering next steps for future research in this area.

Abstract This paper focuses on the assessment of ethical, legal and social issues (ELSI) in relation to agile information systems in the domain of crisis management. The authors analyse the differing needs of a move from a traditional approach to the development of information systems to an agile approach, which offers flexibility, adaptability and responds to the needs of users as the system develops. In turn, the authors argue that this development requires greater flexibility and an iterative approach to assessing ELSI. The authors provide an example from the Horizon 2020 EU-funded project iTRACK (Integrated system for real-time TRACKing and collective intelligence in civilian humanitarian missions) to exemplify this move to an iterative approach in practice, drawing on the process of undertaking an ethical and privacy impact assessment for the purpose of this project.

Abstract The analysis of cascading effects in crisis situations can enhance crisis managers? understanding of how crises unfold and what prominent triggers of cascading effects are. By identifying and categorising triggers of cascading effects, a greater understanding of critical points in crisis situations can be reached, which can contribute to strengthening practices of crisis management, including preparedness and response. Accordingly, this paper provides an insight into triggers of cascading effects, gained through the analysis of six case studies of crises that took place between 1999 and 2014. The analysis produced six categories of triggers, which are discussed here: the disruption of pre-existing relations of information, organisation, and supply, disturbance relations, pre-disaster conditions, and the malfunctioning of legal and regulatory relations. Authors argue that the categorisation of triggers aids anticipating cascading effects, along with predicting risks and planning for potential bottlenecks in crisis management.

Abstract As growing emphasis is placed on engaging with big ?crisis? data, including data from social media, GPS, and satellite, adequate policies and measures must be in place in order to use this data in an ethically and legally responsible manner. The current working paper introduces the BYTE study, which is working towards identifying and understanding the various positive and negative externalities, or impacts, associated with the use of big ?crisis? data. This insight paper provides a preliminary discussion of various externalities that may be encountered in this study. By doing so, the authors highlight the need for additional research in this area to promote ethically and legally responsible crisis data practices.
