  Abstract In this paper we present a new approach to enhance information extraction from social media that relies upon the geographical relations between twitter data and flood phenomena. We use specific geographical features like hydrological data and digital elevation models to analyze the spatiotemporal distribution of georeferenced twitter messages. This approach is applied to examine the River Elbe Flood in Germany in June 2013. Although recent research has shown that social media platforms like Twitter can be complementary information sources for achieving situation awareness, previous work is mostly concentrated on the classification and analysis of tweets without resorting to existing data related to the disaster, e.g. catchment borders or sensor data about river levels. Our results show that our approach based on geographical relations can help to manage the high volume and velocity of social media messages and thus can be valuable for both crisis response and preventive flood monitoring.

  Abstract Recent development in disaster management and humanitarian aid is shaped by the rise of new information sources such as social media or volunteered geographic information. As these show great potential, making sense out of the new geographical datasets is a field of important scientific research. Therefore, this paper attempts to develop a typology of geographical information crowdsourcing. Furthermore, we use this typology to frame existing crowdsourcing projects and to further point out the potential of different kinds of crowdsourcing for disaster management and humanitarian aid. In order to exemplify its practical usage and value, we apply the typology to analyze the crowdsourcing methods utilized by the members of the Missing Maps project developed in South Kivu.

  Abstract Identifying the assets of a community that are part of its Critical Infrastructure (CI) is a crucial task in emergency planning. However, this task can prove very challenging due to the costs involved in defining the methodology and gathering the necessary data. Volunteered Geographic Information from collaborative maps such as OpenStreetMap (OSM) may be able to make a contribution in this context, since it contains valuable local knowledge. However, research is still due to assess the quality of OSM for the particular purpose of identifying critical assets. To fill this gap, this paper proposes a catalogue of critical asset types, based on the analysis of different reference frameworks. We thus analyze how good the emergent OSM data model is for representing these asset types, by verifying whether they can be mapped to tags used by the OSM community. Results show that critical asset types of all selected sectors and branches are well represented in OSM.

  Abstract Collaboration is the foundation to strengthen disaster preparedness and for effective emergency response actions at all levels. Some studies have highlighted that remote volunteers, i.e., volunteers supported by Web 2.0 technologies, possess the potential to strengthen humanitarian relief organizations by offering information regarding disaster-affected people and infrastructure. Although studies have explored various aspects of this topic, none of those provided an overview of the state-of-the-art of researches on the collaboration among humanitarian organizations and communities of remote volunteers. With the aim of overcoming this gap, a systematic literature review was conducted on the existing research works. Therefore, the main contribution of this work lies in examining the state of research in this field and in identifying potential research gaps. The results show that most of the research works addresses the general domain of disaster management, whereas only few of them address the domain of humanitarian logistics.

  Abstract The damage caused by recent events in Japan in 2011 and USA in 2012 highlighted the need to adopt measures to increase the resilience of communities against extreme events and disasters. In addition to the conventional and official information that is necessary for adaptation to disasters, recently, common citizens residents in the affected areas also began contributing with voluntary qualified and updated information. In this context, this work-in-progress presents an approach that uses voluntary information – Also known by VGI (Volunteered Geographic Information) – As a data source for Spatial Decision Support Systems (SDSS) in order to assist the decision-making in disaster management. Our approach consists of a framework that integrates voluntary and conventional data, a SDSS and processes and methods for decision-making. As a result, it is expected that this approach will assist official organizations in disaster management by providing mechanisms and information.

  Abstract Flood management is an important approach to reduce damage caused by floods. In this context, technological architectures which work in real-time are needed. However, Brazil has faced many structural difficulties in obtaining updated information on the current state of its rivers. To address this problem, this paper outlines a geosensor dashboard called AGORA-GeoDash, which processes data streams from wireless sensor networks and makes them available in the form of a set of performance indicators that are essential to support real-time decision-making in flood risk monitoring. The dashboard was built on open-source frameworks, made use of geoservices that comply with the standards of Open Geospatial Consortium, and established a Wireless Sensor Network which monitors the rivers of São Carlos/SP in Brazil. The analysis of the indicators available in two rainfall events revealed that the dashboard can provide the key information required for the decision-making process involved in flood risk management.

  Abstract Early warning systems are an important means of improving the efficiency of disaster response and preparedness. However, in its analysis of the technological aspects of the infrastructure, the literature has failed to carry out an investigation of early warning process. This paper has sought to take a step toward understanding this issue by carrying out a qualitative analysis of the early warning process in disaster management. This has involved participatory observations and conducting interviews with practitioners from the National Center for Monitoring and Early Warning of Natural Disasters (CEMADEN). The results have shown that this research area is a promising way of increasing efficiency and reducing the response time to warnings. This might be achieved by conducting a process analysis, which could provide evidence and information about bottlenecks or investigate the misuse of information systems or tasks by the players involved.

  Abstract Crowd sensing data (also known as crowdsourcing) are of great significance to support flood risk management. With the growing volume of available data in the past few years, researchers have used in situ sensor data to filter and prioritize volunteers' information. Nevertheless, stationary, in situ sensors are only capable of monitoring a limited region, and this could hamper proper decision-making. This study investigates the use of weather radar precipitation to support the processing of crowd sensing data with the goal of improving situation awareness in a disaster and early warnings (e.g., floods). Results from a case study carried out in the city of São Paulo, Brazil, demonstrate that weather radar data are able to validate flooded areas identified from clusters of crowd sensing data. In this manner, crowd sensing and weather radar data together can not only help engage citizens, but also generate high-quality data at finer spatial and temporal resolutions to improve the decision-making related to weather-related disaster events.

  Abstract In the past few years, volunteered geographic information (VGI) has emerged as a new resource for improving the management of emergencies. Despite the growing body of research dedicated to the use of VGI in crisis management, studies are still needed that systematically investigate the incorporation of VGI into practical emergency management. To fill this gap, this paper proposes a research design for investigating and planning the incorporation of VGI into work practices and decision-making of emergency agencies by means of simulation exercises. Furthermore, first lessons are drawn from a field study performed within a simulation exercise of an urban fire in Coimbra, Portugal, implemented together with local civil protection agents. Emergency management practitioners identified a high potential in the pictures taken in-situ by volunteers for improving situational awareness and supporting decision-making. They also pointed out to challenges associated to processing VGI and filtering high-value information in real-time.

  Abstract The paper presents results from a validation process of OpenStreetMap (OSM) rapid mapping activities using crowdsourcing technology in the aftermath of the Gorkha earthquake 2015 in Nepal. We present a framework and tool to iteratively validate and update OSM objects. Two main objectives are addressed: first, analyzing the accuracy of the volunteered geographic information (VGI) generated by the OSM community; second, investigating the spatio-temporal dynamics of spontaneous shelter camps in Kathmandu. Results from three independent validation iterations show that only 10 % of the OSM objects are false positives (no shelter camps). Unexpectedly, previous mapping experience only had a minor influence on mapping accuracy. The results further show that it is critical to monitor the temporal dynamics. Out of 4,893 identified shelter camps, 54% were already empty/closed six days after the first mapping. So far, updating geographical features during humanitarian crisis is not properly addressed by the existing crowdsourcing approaches.

  Abstract Flood is a critical problem that will increase as a result of climate changes. The problem of flooding is particularly challenging over the rainy season in tropical countries like Brazil. In this context, wireless sensor networks that are capable of sensing and reacting to water levels hold the potential of significantly reducing the damage, health-risks and financial impact of events. In this paper, we aim to outline our experiences with developing wireless sensor network for flood monitoring in Brazil. Our approach is based on Open Geospatial Consortium's (OGC) Sensor Web Enablement (SWE) standards, so as to enable the collected data to be shared in an interoperable and flexible manner. We describe the application of our approach in a real case study in the city of São Carlos/Brazil, emphasizing the challenges involved, the results achieved, and some lessons learned along the way.

Therefore, several authors have started investigating different methods to assess the quality of CGI. Some of the existing methods have been summarized in different classification scheme. However, there is not an overview of the methods employed to assess the quality of CGI in the absence of authoritative data. On the basis of a systematic literature review, we found 13 methods that can be employed to this end.

  Abstract Over the last couple of years Volunteered Geographic Information (VGI) and particularly OpenStreetMap (OSM) have emerged as an important additional source of information in disaster management. The so-called OSM Crisis Maps are primarily developed by OSM contributors who work remotely. While local OSM contributors know their area of interest and rely upon local knowledge, often the sole basis for the remote mapping is satellite imagery. This fact may raise doubts about the quality of the Crisis Maps. This study introduces an experimental approach to assess the data quality that remote mappers produce. In an experimental setting, data sets produced by a group of remote mappers are evaluated by comparing them to data sets created by a selected expert mapper with local knowledge. The presented approach proved to be useful for assessing data quality of remote mapping and can be used to support decisions about the suitability of crowdsourced geographic data.

  Abstract Floods are considered the most common and devastating type of disasters world-wide. Therefore, flood management is a crucial task for municipalities- a task that requires dependable information to evaluate risks and to react accordingly in a disaster scenario. Acquiring and maintaining this information using official data however is not always feasible, especially for smaller municipalities. This issue could be approached by integrating the collaborative maps of OpenStreetMap (OSM). The OSM data is openly accessible, adaptable and continuously updated. Nonetheless, to make use of this data for effective decision support, the OSM data must be first adapted to the needs of decision makers. In the pursuit of this goal, this paper presents the OpenFloodRiskMap (OFRM)- a prototype for a OSM based spatial decision-support system. OFRM builds an intuitive and practical interface upon existing OSM data and services to enable decision makers to utilize the open data for emergency planning and response.

  Abstract Natural disasters are phenomena that can cause great damage to people in urban and rural areas, and thus require preventive and reactive measures. If they involve multiple sources of information, these measures can be more useful and effective. However, the integration of heterogeneous data still poses challenges due to the differences in their structures and contents. To overcome this difficulty, this paper outlines a service-oriented architecture, as part of the AGORA platform, which aims to support the integration of sensor data and Volunteered Geographic Information (VGI) related to floods. The composition of the architectural components enables sensor data to be integrated with VGI by using several algorithms in a flexible and automated manner. The architecture was implemented by means of a prototype as a proof of concept and the results were used to generate thematic maps. These maps can improve flood risk awareness and support decision-making in flood risk management.

  Abstract The use of social media during disasters has received increasing attention in studies of the past few years. Existing research is mostly focused upon analyzing text-based messages from social media platforms such as Twitter, while image-based platforms have not been extensively addressed hitherto. However, pictures taken on-the-ground can offer reliable and valuable information for improving situation awareness and could be used as proxy indicators for relevance. To test this hypothesis, this work explores various social media platforms, including image- and text-based ones in the case of floods in Saxony 2013, Germany. Results show that there is a significant association between disaster-related messages containing images and their proximity to the disaster event. Hence, the existence of an image within a social media message can serve as an indicator for high probability of relevant content, and thus can be used for enhancing information extraction from social media towards improving situation awareness.

  Abstract Affected locations by flash floods are rich in information for flood management. Usually, there are several types and sources of information which can be related to achieve better reliability to decision-making. However, a major challenge is to achieve the reliability this information within datasets so heterogeneous or complex. For instance, reports of Volunteered Geographic Information (VGI) through a crowdsourcing-based platform can be confirmed by means of images available on site. Thus, we carried out an experiment to identify water level of river through clustering from static images using an evolutionary method of hierarchical data clustering, called DAta-MIning COde REpositories (Sanches, Cardoso, and Delbem, 2011). Our experiment aimed answering the following question: Is DAMICORE able to find matching clusters between static images gathered from the sensor in-situ and water levels provided by the non-automatic interpretation mechanisms in the riverbed? These mechanisms (Figure 1 (a) water level ruler, (b) puppet, and (c) multi-color band) refer to the hazard index at hydrology field and help volunteers to report into the crowdsourcing-based platform (Degrossi, Albuquerque, Fava, Mendiondo, 2014). Moreover, our dataset contains 288 images categorized in (gray) 124 undefined, (orange) 109 acceptable, (red) 17 high, (dark red) 6 very high, and (blue) 32 flood which were obtained from in-situ sensor in a 5-minute temporal resolution on November 23rd, 2015, when a flash flood occurred at 4 p.m. (Figure 1 (d) ) at São Carlos, São Paulo, Brazil. Our preliminaries results have shown a possible matching between clusters found (Figure 2) and interpretation mechanisms of the water level in the riverbed. Therefore, there is evidence that the DAMICORE can support VGI reports collected from dedicated platforms, improving the credibility of information. Nevertheless, further experiments should be performed considering a greater number of images per category and matching between other types of VGI and authoritative data, e.g. social media and sensor.

  Abstract The identification of elements at risk is an essential part in hazard risk assessment. Especially for recurring natural hazards like floods, an updated database with information about elements exposed to such hazards is fundamental to support crisis preparedness and response activities. However, acquiring and maintaining an up-to-date database with elements at risk requires both detailed local and hazard-specific knowledge, being often a challenge for local communities and risk management bodies. We present a new approach for leveraging Volunteered Geographic Information to identify elements at risk from the free and open-source mapping project OpenStreetMap. We present initial results from a case study in the city of Cologne, Germany, to validate our approach in the case of flood-hazard. Our results show that the identification of elements at flood risk from OpenStreetMap is a suitable and cost-effective alternative for supporting local governments and communities in risk assessment and emergency planning.

  Abstract The idea on Linked Open Data (LOD) for Disaster Management was stimulated by the experience with the integration of heterogeneous environmental data based on well-known OGC based web services. A lot of spatial data is available 'via the Web' – but not “really on the web': many datasets can be viewed, queried and downloaded via web services, but it is usually not possible to reference an entity within a dataset, like a web page. However, persistent identifiers and deep and reliable linking between datasets and tools are frequently required, beyond file level, to items “within” files. This becomes possible using Semantic Web (SW) technologies, such as the “Resource Description Framework” (RDF), and opens possibilities to integrate or aggregate subsets of datasets based on logical criteria. Ontological modelling is used to represent conceptual knowledge. This SW approach is able to handle SPARQL queries considering property relations and ontological models. Disaster related data is multidisciplinary by nature, and comprises data entities from observations, experiments, surveys, simulations, models, and higher-order assemblies, along with associated metadata. The present work with AGORA´s SDI-NODE focuses on connecting dispersed disaster-relevant data to enable easier and faster discovery and access of disaster-related data. The cloud-based geographical information system is hereby explored in 3 ways: Firstly it serves as a reference implementation for the current state of art in SDI; Secondly it serves as praxis relevant use case for disaster relevant data and information management: it is worldwide developed and earlier versions are already used by many countries for their national disaster preparedness – with regard to its ability in rapid and easy mapping and its flexibility to be quickly adapted to unpredictable and fast changing crisis scenarios, and thirdly because it serves already, “partially”, as a SDI-LOD-bridge: The SDI node is composed by underlying components (like GeoServer, GeoNode and GeoNetWork) and some of the supporting communities are already developing different facilities to promote the desired SDI+LOD integration. Thus, the “LOD-enabled SDI-node” explores LOD related technologies to query, integrate and aggregate, over distributed datasets, at feature-level. Final example: The LOD-enabled SDI-Node is a highly appropriate approach and solution to integrate, track, map, catalog and serve information on the ZIKA VIRUS, the AEDES MOSQUITOES and their environmental conditions.
