Abstract |
Despite recent work on information systems, many first responders in the UK Fire and Rescue Services (FRSs) are unable to develop sufficient understanding of the situation to enable them to make good decisions. As a partial requirement of the development of information system for the UK fire and rescue services, a software prototype consisting of a number of human computer interfaces are developed and subsequently evaluated to explore how to present useful information for firefighters during their response operations. This paper exclusively discusses the findings arising from end-user demonstration sessions conducted via participative type of prototype evaluation which is aimed to understand the appropriateness and usefulness of the proposed software prototype. This paper contributes to improve the designing of the human computer interfaces and human computer interaction for supporting fire fighters during fire emergency response. |

Abstract |
As a partial requirement of the development of an information system for the UK fire and rescue services, this paper describes the development and application of a protocol capable of capturing the information requirements of fire and rescue first responders. After evaluating the existing techniques commonly used in difficult decision-making environments, a Goal Directed Information Analysis (GDIA) protocol is proposed. The clearly defined, repeatable steps of GDIA make it a requirements-gathering protocol which can be easily administered by an investigator without any prior knowledge or experience of the tool. This makes GDIA one of the very few information requirements-gathering protocols capable of capturing the requirements of the emergency-related domains. |

Abstract |
One of the key assumptions in Endsley's three-level Situation Awareness (SA) model is the critical role of mental models in the development and maintenance of SA. We explored a prescriptive way of modeling this essential mental process of the fire incident commanders' fire ground assessment. The modeling was drawn from the Fast and Frugal Heuristics (FFHs) program, given the strong parallels between its contentions on ecological rationality and the environment demanding of the emergency response context. This paper addresses a number of issues being encountered in the attempt of our empirical investigation. |

Abstract |
Recent flooding events happening in our city demonstrate frequency and severity of floods in the UK, highlighting the need to plan and prepare, and efficiently defend. Different from the numerous evacuation model and optimization algorithms, this paper aims to address flood evacuation planning with flood inundation as inputs. A dynamic flooding model and prediction to estimate the development of both surface water and flooding from rivers and watercourses has been fed into evacuation planning at various levels. A three-step approach is proposed. The first step is to identify assembly point designation. The second step is to find the candidate shortest path from each assembly point to all safe areas for all evacuees with consideration of possible inundation. The last step is to determine the optimal safe area for evacuees in the inundation area. The work presented in this paper has emphasized timing issue in evacuation planning. A case study is given to illustrate the use of the approach. |

Abstract |
Curriculum guidelines are presented for Master?s level programs that combine core topics from the disciplines of Emergency Management (EM) and Information Systems (IS). Based on responses to an online survey from 111 respondents from 19 countries who were mainly identified through ISCRAM (Information Systems for Crisis Response and Management), all ten courses described for all EM master?s programs are considered important, as are all ten courses for an EM degree program with an IS focus. The two top-rated IS courses for such programs are Social Media for EM and Decision Support Systems for EM. Differences in opinions related to respondent characteristics such as nationality, educational level, and roles (academics vs. practitioners) are described, and suggestions for future expansion of this research suggested. |

Abstract |
Flood evacuation planning models are an important tool used in preparation for flooding events. Authorities use the plans generated by flood evacuation models to evacuate the population as quickly as possible. Contemporary models consider the whole solution space and use a stochastic search to explore and produce solutions. The one issue with stochastic approaches is that they cannot guarantee the optimality of the solution and it is important that the plans be of a high quality. We present a heuristically driven flood evacuation planning model; the proposed heuristic is deterministic, which allows the model to avoid this problem. The determinism of the model means that the optimality of solutions found can be readily verified. |
