  Abstract Currently social media are largely used in interactions, especially in crisis situations. We note a big volume of interactions around events. Observing these interactions give information even to alert the existence of an incident, event, or to understand the expansion of a problem. Crisis management actors observe social media to be aware about this type of information in order to consider them in their decisions. Specific organizations are founded in order to observe social media interactions and send their analysis to rescue and crisis management actors. In our work, an experience feedback of this type of organizations (VISOV, a crisis social media analysis association) is capitalized in order to emphasize from one side, main dimensions of this analysis and from another side, to simulate some aspects using TextMining that help to explore big volume of data.

  Abstract According to the United Nations Secretary General, gender equality has advanced in recent decades we are leaving in unprecedented global efforts to advance on women' empowerment. For example, girls' access to education has improved, the rate of child marriage declined and progress was made in the area of sexual and reproductive health and reproductive rights, including fewer maternal deaths. Nevertheless, gender equality remains a persistent challenge for countries worldwide and the lack of such equality is a major obstacle to sustainable development (Golombok et al, 1994, UNSG report, 2017). There are various inequity factors women confront. Women are the population that suffers most from different forms of discrimination. All of them root women's inferiority, women's dependence and as a matter of consequence, create a vicious circle of a domination system. Domination systems of men over women are all the more pernicious and harsher when combined with extreme poverty, remote living areas and conflicts. We discuss in this paper the fact that women are the population which underlive most difficult living conditions especially when violence and tradition are combined. Modelling life conditions put on the main factors of this violence and its consequences.

  Abstract Nowadays, rescue actors still lack backing to exchange information effectively and ensure a common operational picture. Several studies report a low adoption of communication systems in rescue operations as well as a negative position of actors to such systems. The real needs of stakeholders, simply put, are not satisfied by the offered systems. Observing this circumstance through a user-centred design focal point, we notice that such issues ordinarily originate from inadequate design techniques. For this reason, we aim to implement Rescue MODES, a communication system oriented to support awareness amongst French actors in rescue operations based on their needs. In this paper, we propose an approach and introduce a platform that allows final users to design system interfaces in a customised way. This approach is based on an application ontology and an interaction model.

  Abstract All countries have to face the COVID’19 pandemic and its heavy consequences. This sanitary crisis differs from all others in terms of the quick spread of contaminations, the high number of deaths (more than 5,5 Million globally and 123,893 in France) and the accrued number of patients hospitalized and induced in intensive care units. All sanitary procedures have proven to be inadequate. Several actors at different levels, whether international, European, national and local, as well as at the level of public and private organizations have been involved in the management of this type of crisis. These actors deal with different aspects of it, i.e., health, people protection, and economic and social situations. Existing procedures revealed a big lack in the relationships between different local and departmental actors. We did a number of interviews with strategic actors addressing the COVID’19 crisis in the City of Troyes. The objective of these interviews is to identify lessons learned from their experience feedback about relational problems and modifications needed. We present in this paper the first results of this study.

  Abstract During rescue operations, being aware of the situation is very critical for rescuers and decision-makers to reduce the impacts. This work aims to support situation awareness amongst actors participating in rescue operations by adopting an ontology-based approach. An application ontology is proposed based on existing related ontologies and operational expertise collection. It will help to ensure common situation representation and understanding between different actors. After that, a knowledge-based system will be developed and integrated in actors? environment to support decision-making. Our preliminary results are shown in this paper.

  Abstract Regardless of the type of crisis and its complexity as well as the difference of culture, objectives and priorities of the multitude organizations involved, emergency response requires effective communication in order to achieve situational awareness within inter-organizational collaboration, make decision and achieve their own objectives. However, actors are challenged by several problems. Among them, weak interaction and information exchange, unavailability of information at the right time etc. Our contribution outlined in this paper is suggesting an approach based on an empirical study conducted in France. The objective of this approach is to mitigate inter-organizational communication problems and support situational awareness (SA) by distributing needed information at the right time.
