Abstract |
Offshore wind farms in the German North and Baltic Seas have a key role to play in the context of the shift towards renewable energy and in securing electricity supplies in the future. At the same time, however, shipping routes in the North and Baltic Seas are among the busiest in the world, wind farms are increasingly being operated unmanned and conflicts increasingly involve a hybrid element. From these constellations and competing interests, various risk and threat scenarios emerge. By means of a survey among experts from offshore wind industry, this paper first captures the subjective assessment of the risk situation in order to subsequently develop an approach for their evaluation. The paper uses Bayesian networks in order to enable a risk assessment also under inclusion of uncertain parameters. |

Abstract |
As a result of the ongoing commitment to climate protection in more and more countries and the corresponding expansion of renewable energies, the importance of renewables for the security of electricity supply is also increasing. Wind energy generated in offshore wind farms already accounts for a significant share of the energy mix and will continue to grow in the future. Therefore, approaches and models for security assessment and protection against threats are also needed for these infrastructures. Due to the special characteristics and geographical location of offshore wind farms, they are confronted with particular challenges. In this context, this contribution outlines how an approach for threat analysis of offshore wind farms is to be developed within the framework of the new research project “ARROWS” of the German Aerospace Center. The authors first explain the structure of offshore wind farms and then present a possible modeling approach using Qualitative function models and Bayesian networks. |

“Recent events have shown the vulnerability of IT systems of companies, organizations or even governments to hacker attacks. At the same time, information technologies are becoming increasingly established and important in various industries (digitalization). With a view to the modern development of terrorism, cyber-attacks can be used to physically damage critical infrastructures (CI). This leads to a new dimension of cyber-attacks, which are called terrorist cyber-attacks. The following research contributes to the identification of weak information technology components of railway operating systems and thus improves the safety of public transportation in the context of the European railway traffic management system (ERTMS). The core of this paper is an extended literature research on security flaws in the ERTMS. The future introduction of a methodology for evaluating the criticality of information technology system components will build on this using cyber threats and public transportation as examples.” |

Abstract |
The constantly increasing number of passengers using public transportation leads to an expansion of the ser-vices offered by public transportation companies. The existing transportation infrastructures, especially rail-way stations, can only partly cope with this rapid growth. There is already overcrowding on platforms and access routes, especially during disruptions caused by natural disasters or major public events. This crowding may result in personal injury or shutdown of operations for safety reasons. The research project CroMa aims at improving robustness, safety, security and performance of railway stations at peak loads. The paper contributes thereto by developing an approach to assess railway infrastructure in terms of the risk of overcrowding. The core of this research is to combine qualitative workshop results with quantitative database analysis. Furthermore, the paper gives an outlook on the ongoing process model development as a basis for a semi-quantitative evaluation tool for railway stations applicable by end users. |

Abstract |
Recent events have demonstrated the vulnerability of IT-systems of different companies, organisations or even governments to hacker attacks. Simultaneously, information technologies have become increasingly established and important for institutions of various branches. With respect to modern terrorism developments, cyber-attacks may be used to physically harm critical infrastructures. This leads to a new dimension of cyber-attacks called “terrorist cyber-attacks”. This research-in-progress paper aims to develop a process model for data acquisition and support of decision making that seeks to enhance the security of public transportation in the context of counterterrorism. Therefore, a generic process model for terrorist cyber-attacks – produced in the research project RE(H)STRAIN1 – is intro-duced as a basis for a decision support system (DSS). In the future, such models could improve the decision process by comparing the effectiveness of different security measures. |

Abstract |
During the past decade there has been a steady increase in cyber attacks targeting Critical National Infrastructure. In order to better protect against an ever-expanding threat landscape, governments, standards bodies, and a plethora of industry experts have produced relevant guidance for operators in response to incidents. However, in a context where safety, reliability, and availability are key, combined with the industrial nature of operational systems, advice on the right practice remains a challenge. This is further compounded by the volume of available guidance, raising questions on where operators should start, which guidance set should be followed, and how confidence in the adopted approach can be established. In this paper, an analysis of existing guidance with a focus on cyber incident response and recovery is provided. From this, a work in progress framework is posited, to better support operators in the development of response and recovery operations. |

Abstract |
ICT-enabled or digitalized co-production of public services has become increasingly relevant to emergency response and crisis management. This study provides a literature review on this phenomenon, exploring both large-scale crises and frequent emergencies. We found that research in the domain is scarce and focuses mainly on the phenomenon in terms of digital volunteerism. In large-scale crises, they mostly refer to spontaneous forms of volunteering, and in smaller emergencies, to more organized volunteers that collaborate with a response organization over time. Similarities to digitalized co-production in the public sector generally include financial, administrative, ICT, and demographic factors. Differences include, e.g., aspects of coordination, support, and processing by formal actors. We argue that there are benefits of adding a theoretical co-production perspective to digital volunteerism in emergency response and that our literature review can guide future research on models and (the double) use of volunteers in both kinds of emergencies. |

Abstract |
The COVID-19 pandemic has had a global impact om society. Different countries and organizations have chosen different approaches to manage this crisis. This paper aims to describes how public Swedish actors (county administrative boards, municipalities, and regional councils) evaluated their management of the COVID-19 pandemic. Also, the paper aims to suggest improvements for crisis management strategies. Applying a meta-evaluation approach to open reports from the public organizations means collecting evaluation reports, determining if they fit the inclusion criteria, and if so, include them in the analysis. Included reports were categorized and given points indicating different types of merits. In addition, a thematic analysis of conclusions was conducted. 110 evaluation reports from 98 different organizations are included in the analysis. The importance of evaluating, having a structure for data collection, analysis, and reporting is reflected in the quality of the reports. Four identified themes offer an understanding of areas in need for development among Swedish regional councils, municipalities, and county administrative boards. |

Abstract |
The 17th annual conference on Information Systems for Crisis Response and Management (ISCRAM 2020) was scheduled to be held in Blacksburg, Virginia from May 24th-27th, 2020. Unfortunately, due to the widespread impacts of the COVID-19 pandemic, the conference organizers and the ISCRAM Board decided to postpone the conference until May 2021. Even though we could not hold the conference as originally planned, all papers accepted for presentation at ISCRAM 2020 are published in the conference proceedings presented here, and the authors of these papers will have the opportunity to present their papers at the 2021 conference. The 2021 conference will once again be hosted at Virginia Tech in Blacksburg, Virginia, and it will take place during the week of May 23rd, 2021.
The theme of ISCRAM 2020 is �Bringing Disaster Resilience into Focus.� These proceedings seek to highlight resilience in Crisis and Emergency Management and to stimulate discussions that enable the design of crisis and emergency management systems that contribute to more resilient organizations and communities. We are pleased to present the accepted papers for ISCRAM 2020, which consist of excellent contributions on a wide range of topics. |

Abstract |
Practice and research collaborations in the disaster domain have the potential to improve emergency management practices while also advancing disaster science theory. However, they also pose challenges as practitioners and researchers each have their own culture, history, values, incentives, and processes that do not always facilitate collaboration. In this paper, we reflect on a 6-month practice and research collaboration, where researchers and practitioners worked together to craft a social media monitoring system for emergency managers in response to the COVID-19 pandemic. The challenges we encountered in this project fall into two broad categories, job-related and timescale challenges. Using prior research on team science as a guide, we discuss several challenges we encountered in these two categories and show how our team sought to overcome them. We conclude with a set of best practices for improving practice and research collaborations. |

Abstract |
This work in progress paper presents an initial evaluation of the observation protocol of the Team Resilience Assessment Method for Simulation (TRAMS) conducted in a crisis response simulation project. TRAMS is designed to assess the resilience of crisis response teams. The TRAMS observation protocol uses six core resilience functions from the Systemic Resilience Model as its theoretical foundation. Three independent observers used the protocol during a pilot study and six actual simulation games. Strategies relating to three out of six core resilience functions could be identified. The observations made were distributed similarly among the observers, indicating that the components of the TRAMS protocol are stable enough to continue developing the protocol. This study describes changes made to the protocol since the original design, and describes how the strategies relating to the six core resilience functions can be identified in the simulation games. |

Abstract |
With the increase of terrorist attacks and spreading extremism worldwide, countermeasures advance as well. Often
social media is used for recruitment and radicalization of susceptible target groups. Counter narratives are trying
to disclose the illusion created by radical and extremist groups through a purposive and educational counter
statement, and to initiate a rethinking in the affected individuals via thought-provoking impulses and advice. This
exploratory study investigates counter narrative campaigns with regard to their fight and prevention against
terrorism in social media. Posts with strong emotions and a personal reference to affected individuals achieved
the highest impact and most reactions from the target group. Furthermore, our results illustrate that the impact of
a counter narrative campaign cannot be measured solely according to the reaction rate to their postings and that
further analysis steps are therefore necessary for the final evaluation of the campaigns. |

Abstract |
QuEP is a framework that guides organizations in assessing and improving their emergency plan management by
following a set of principles, practices, and techniques at the different maturity levels established in the QuEP model.
Its main objective is to be applied to real cases to discover the state of an organization?s emergency plan management
and recommend techniques for improvement. In this paper, we describe the first application of QuEP as a prior step
to its implementation and possible use in official certifications for emergency plans with a guarantee of quality. So,
we have applied a real case in a UPV building towards the certification of the emergency plan management. |

Abstract |
This paper provides a descriptive analysis of the eMARS database, which contains compulsory information on major chemical incidents under the SEVESO Directive. This analysis serves to assess the installations with the highest number of direct fatalities and injuries. At present, the data collected to assess the status of chemical accident risk globally are rather limited. There are some sources of data on chemical accidents in government and industry that might be used to estimate the frequency and severity of some types of events, but they are far from providing a complete perspective that covers all chemical accidents, thus limiting the possibilities of obtaining a more homogeneous picture of the risk of chemical accidents worldwide. Waste storage, treatment and disposal is one of the industrial areas with the highest number of fatalities and injuries, so we must emphasize the importance of this type of industry within the risk maps. |

Abstract |
Cybersecurity logs are permanently generated by network devices to describe security incidents. With modern
computing technology, such logs can be exploited to counter threats in real time or before they gain a foothold.
To improve these capabilities, logs are usually shared with external entities. However, since cybersecurity logs
might contain sensitive data, serious privacy concerns arise, even more when critical infrastructures (CI), handling
strategic data, are involved.
We propose a tool to protect privacy by anonymizing sensitive data included in cybersecurity logs. We implement
anonymization mechanisms grouped through the definition of a privacy policy. We adapt said approach to the
context of the EU project CIPSEC that builds a unified security framework to orchestrate security products, thus
offering better protection to a group of CIs. Since this framework collects and processes security-related data from
multiple devices of CIs, our work is devoted to protecting privacy by integrating our anonymization approach. |

Abstract |
Despite the efforts that have been made to inform the community about the possible environmental risks, there is still a general lack of information. Currently, we are working on a flood risk scenario focused on a proposal towards a resilient culture together with the support of Information Technologies (IT) as a way to manage information. The goal is twofold: (i) on the one hand, to manage data in a small scenario to analyze and process the data collected from sensors in different sites in a micro-basin. Data get from data processing such as flow and velocity will then be the input data for hydraulic models to predict floods downstream; (ii) on the other hand, to publicize the predictions and the data already processed means people can benefit from information on flood risks, and the different participants may change their perception and consider cooperating in improving resilience. |

Abstract |
The increasing amount of falling rain may cause several problems especially in urban areas, which drainage system can often not handle this large amount in a short time. Confirming a flooded scene in a timely manner can help the authorities to take further actions to counter the crisis event or to get prepared for future relevant incidents. This paper studies the detection of flood events comparing two successive in time Sentinel-2 images, a method that can be extended for detecting floods in a time-series. For the flood detection, fine-tuned pre-trained Deep Convolutional Neural Networks are used, testing as input different sets of three water sensitive satellite bands. The proposed approach is evaluated against different change detection baseline methods, based on remote sensing. Experiments showed that the proposed method with the augmentation technique applied, improved significantly the performance of the neural network, resulting to an F-Score of 62% compared to 22% of the traditional remote sensing techniques. The proposed method supports the crisis management authority to better estimate and evaluate the flood impact. |

More specifically, we propose an integrated solution to support forecasting, early warnings, transmission and routing of the emergency data, aggregated analysis of multimodal data and management the coordination between the first responders and the authorities. |

Abstract |
The improvement of disaster resilience in cross-border areas causes special challenges. Involved countries use different structures in their civil protection systems and have to work together facing more difficult conditions than in local incidents. Furthermore, in the past involved countries mainly worked individually and focused on the concerned areas in their territories regardless transnational activities. The project INCA will develop a resilience framework to support decision-makers. The framework will focus on information management, the implementation of volunteers and the needs of citizens who are receiving medical care. Therefore, a case study region on the German-French border was defined and a scenario-based approach will be used to investigate resilience opportunities through disaster collaboration. The tested scenario is a transnational long-lasting power-outage in the German-French region. |

In emergency response, parallel working coordination groups and command and control centres are responsible to deal with complex events. A well-functioning exchange of information between organizations, officials and these coordination groups is the basis for an efficient risk management. This paper describes a methodical ap-proach for field observation to understand and improve the inter-organizational information management be-tween the involved partners. The method was tested within a practical approach and possible occurring problems during the observation were identified and solutions for these problems are provided. |

Abstract |
Mobile Instant Messaging platforms like WhatsApp are becoming increasingly popular. They have expanded access to digital text, audio, picture, and video messaging. Integrating them into existing crisis monitoring and response platforms and workflows can help reach a wider population. This paper describes a first attempt to integrate WhatsApp into Aggie, a social media aggregating and monitoring platform. We report on the deployment of this integration during Ghana's 2016 election, along with Twitter, Facebook, and RSS. The WhatsApp messages collected by Aggie during the election improved the eectiveness of the monitoring eorts. Thanks to these messages, more incidents were found and escalated to the Electoral Commission and security forces. From interviews with people involved in monitoring and response, we found that the WhatsApp integration helped their coordination and monitoring activities. |

Abstract |
Pre-positioning of supplies is important to facilitate disaster relief operations, however it is only after a disaster event occurs that the effectiveness of the pre-positioning strategy can be properly assessed. With this in mind, this paper analyzes a risk-based pre-positioning algorithm, developed for the American Red Cross, in the context of its actual performance in the 2013 Colorado Front Range floods. The paper assesses the relative effectiveness of the pre-positioning approach with respect to historical asset placements, and it discusses changes to the model that are necessary to support such comparisons and allow for further model extensions. |

Abstract |
To date, the management of waste-streams generated by natural and anthropogenic disasters in New Zealand has been ad hoc, with planning largely taking place post rather than pre event. A valid reason for this is that the severity and consequences of such events varies widely, dictating the type and quantity of waste produced. To help mitigate problems caused by unplanned waste, a web GIS tool is being developed for use in a pre-event planning exercise and for developing quick early estimates of waste during an event. The tool models the amount of waste generated by different types of natural disasters, quantifying the amount of waste for different waste-streams. The user can then find the nearest suitable waste disposal location, accounting for barriers. This tool could be of great value for local government. It is flexible, so that can quickly and simply be extended to other regions and the intention is for regional councils to host the tool within their own GIS environment. |

Abstract |
This paper details the creation of a massive (over 32,000 messages) artificially constructed 'Twitter' microblog stream for a regional emergency preparedness functional exercise. By combining microblog conversion, manual production, and a control set, we created a web-based information stream providing valid, misleading, and irrelevant information to public information officers (PIOs) representing hospitals, fire departments, the local Red Cross, and city and county government officials. Addressing the challenges in constructing this corpus constitutes an important step in providing experimental evidence that complements observational study, necessary for designing effective social media tools for the emergency response setting. Preliminary results in the context of an emergency preparedness exercise suggest how social media can participate in the work practice of a PIO concerning the assessment of the disaster and the dissemination of information within the emergency response organization and to the public. |
