  Abstract The 17th annual conference on Information Systems for Crisis Response and Management (ISCRAM 2020) was scheduled to be held in Blacksburg, Virginia from May 24th-27th, 2020. Unfortunately, due to the widespread impacts of the COVID-19 pandemic, the conference organizers and the ISCRAM Board decided to postpone the conference until May 2021. Even though we could not hold the conference as originally planned, all papers accepted for presentation at ISCRAM 2020 are published in the conference proceedings presented here, and the authors of these papers will have the opportunity to present their papers at the 2021 conference. The 2021 conference will once again be hosted at Virginia Tech in Blacksburg, Virginia, and it will take place during the week of May 23rd, 2021.

The theme of ISCRAM 2020 is �Bringing Disaster Resilience into Focus.� These proceedings seek to highlight resilience in Crisis and Emergency Management and to stimulate discussions that enable the design of crisis and emergency management systems that contribute to more resilient organizations and communities. We are pleased to present the accepted papers for ISCRAM 2020, which consist of excellent contributions on a wide range of topics.

  Abstract Monitoring and evaluation can help organizations involved in disasters learn from their responses to prior events and improve their performance over time. Using a data set of non-emergency service requests in New York City (NYC), this paper provides a method to evaluate and compare the performance of local governments in terms of service request response times after different disaster events. In particular, the proposed method can be used to compare such performance across divisions or boroughs in a city. To illustrate this, we evaluate the performance in five of NYC's boroughs: the Bronx, Brooklyn, Manhattan, Queens, and Staten Island, across seven major natural disaster events from 2010 to 2012. Our analyses show that Queens and Brooklyn demonstrate better performance than the other boroughs in almost all of the seven events under consideration.

  Abstract The local government’s continuous support is critical for the well-being of a community during disaster events. E-Government systems that establish and maintain ongoing connections with the community thus play a vital role in supporting crisis response and recovery. Such systems’ ability to adapt to the crisis circumstances and to address emergent needs helps them continue their fundamental functions during disasters. Considering various services might require different amounts and types of resources, prioritization strategies are helpful in determining the processing order of requests. This paper discusses the role of prioritizing services within an e-Government system, to better understand how such a system can be managed to best utilize available resources. The study examines how a well-functioning e-Government system, the Orange County, Florida 311 non-emergency service system, responded to the COVID-19 pandemic and how the changes in service operations requirements can affect service provision, specifically with respect to assigning or re-assigning priority levels.

  Abstract Securing the accessibility of emergency vehicles using specific emergency transportation road (SETR) is crucial for the rapid activities of emergency vehicles after a large earthquake. In this paper, we construct a simulation model that describes collapse of roadside buildings and following street blockages, and evaluate the accessibility of emergency vehicles. Performing the simulations, we demonstrate the effects of quake-resistant-conversion of roadside buildings as follows: (1) the accessibility of emergency vehicles using SETR is not good enough under the current situation, but (2) can be significantly improved by performing seismic retrofit of buildings according to seismic index of building structure.

  Abstract The field of crisis informatics now has a decade-long history of designing tools that leverage social media to support decision-makers situation awareness. Despite this history, there remains few examples of these tools adopted by practitioners. Recent fieldwork with public safety answering points and first responders has led to an awareness of the need for tools that gather actionable information, rather than situational awareness alone. This paper contributes to an ongoing discussion about these concepts by proposing a model that embeds the concept of actionable information into Endsley's model of situation awareness. We also extend the insights of this model to the design implications of future information processing systems.

  Abstract An active shooter event is one of the most complicated situations a police officer could face. Today the standard procedure for an active shooter event is to enter the scene and try to prevent casualties. This involves taking great risks and puts the police officers in a situation they have not been trained for. This is a work in progress paper where the long-term goal is to develop modern technology that could increase the chance of saving lives and decrease the risk of being injured or killed during an active shooter event. Six active shooter event exercises taking place in Sweden have been studied using an ethnographic field study approach. Four themes have been identified where we argue that technology could enhance the police mission: A) Situational awareness; B) Decision making/prioritization; C) Localization of both sound and people; D) Decreasing time of intervention.

  Abstract Mitigation, preparedness, response, and recovery are the four phases of emergency management that have arguably been unchanged since their inception nearly 43 years ago. This paper proposes to replace recovery with adaptation as the post incident phase of emergency management. Recovery focuses on a return to normal while adaptation better encompasses acknowledgement, healing, strengthening, and improving quality of life for a more resilient outcome. This paper reviews seminal work within emergency management and work pertaining to other types of adaptation to better comprehend adaptation as applied to emergency management.

  Abstract Information on large-scale disaster areas, like the location of affected civilians, is highly valuable for disaster relief efforts. This information can be collected by an Aerial Monitoring System, using UAVs to detect smart mobile devices carried by civilians. State-of-the-art systems typically rely on a purely passive detection approach. In this paper, we present a cooperative communication system between UAVs and ground-based devices to improve the detection performance of such an Aerial Monitoring System. We provide different approaches for the cooperative information collection and evaluate them in a simulated inner-city scenario. The results highlight the effectiveness of the cooperative system, being able to detect civilian devices in the disaster area faster and more comprehensively than a non-cooperative approach.

  Abstract Twitter is widely being used by researchers to understand human behavior, e.g. how people behave when an event occurs and how it changes their microblogging pattern. The changing microblogging behavior can have an important application in the form of detecting events. However, the Twitter data that is available has limitations in it has incomplete and noisy information and has irregular samples. In this paper we create a model, calledTwitter Behavior Agent-Based Model (TBAM)to simulate Twitter pattern and behavior using Agent-Based Modeling(ABM). The generated data can be used in place or to complement the real-world data and improve the accuracy of event detection. We confirm the validity of our model by comparing it with real data collected from Twitter

  Abstract The COVID-19 epidemics has now lasted for 2 years. A vaccine has been found, but other complementary measures are still required, in particular testing, tracing contacts, isolating infected individuals, and respecting sanitary measures (physical distancing, masks). However these measures are not always well accepted and many fake news circulate about the virus or the vaccine. We believe that explaining the mechanisms behind the epidemics and the reasons for the sanitary measures is key to protect the general population from disinformation. To this end, we have developed a simple agent-based epidemic simulator that includes various screening strategies. We show that it can be used to compare the efficiency of various targeting strategies, starting date, and number of daily tests. We also ran an optimisation algorithm that proves that the best strategies consist in testing widely and early. Our simulator is already available to play online, to raise awareness in the general population.

  Abstract The frequency of wildfires is growing day by day due to vastly climate changes. Forest fires can have a severe impact on human lives and the environment, which can be minimised if the population has early and accurate warning mechanisms. To date, social media are able to contribute to early warning with the additional, crowd-sourced information they can provide to the emergency response workers during a crisis event. Nevertheless, the detection of real-world fire incidents using social media data, while filtering out the unavoidable noise, remains a challenging task. In this paper, we present an alert framework for the real-time detection of fire events and we propose a novel multimodal event detection model, which fuses both probabilistic and graph methodologies and is evaluated on the largest fires in Spain during 2019.

  Abstract In case of sudden and extreme life-threatening situation, the most efficient system fulfils the requirement of mobile phone emergency alerting information services. But how much information and what type of content must be used in a textual message, and how adapt this alert to a large audience and diversified contexts? This paper proposes to address this challenge, 1) by presenting results obtained in France during simulated “alerting days”, with sampling revealing the perception and understanding of SMS and CB by a non-specialized audience (161 respondents), and 2) by comparing findings obtained in different contexts (students and teaching staff in a university, crisis managers and stakeholders in an industrial context, citizens working near high-risky areas). Even if reactions to an alert are individual, similar patterns emerge, suggesting that standardized and non-random needs exist.

  Abstract Due to the high popular concentration of large-scale events, once an emergency (like a stampede) occurs, it will often cause severe casualties. Moreover, since the widespread of the COVID-19, the prevention of the novel coronavirus should also be considered during mass gatherings. How to reduce the probability and potential consequence of emergencies is of great significance. This research designs an emergency management framework using ArcGIS-based geographic information technology for large-scale events. To verify the effectiveness of our framework, we take the Winter Olympic torch relay in university as an example. The paper is mainly divided into two parts, emergency resource allocation and the emergency prevention model. The former part focuses on the site selection of emergency sentries and emergency hospitals during the torch relay. In the latter part, an emergency prevention model is designed for two significant emergencies: stampede and epidemic.

  Abstract During natural disasters, automatic information extraction from Twitter posts is a valuable way to get a better overview of the field situation. This information has to be geolocated to support effective actions, but for the vast majority of tweets, spatial information has to be extracted from texts content. Despite the remarkable advances of the Natural Language Processing field, this task is still challenging for current state-of-the-art models because they are not necessarily trained on Twitter data and because high quality annotated data are still lacking for low resources languages. This research in progress address this gap describing an analytic pipeline able to automatically extract geolocatable entities from texts and to annotate them by aligning them with the entities present in Wikipedia/Wikidata resources. We present a new dataset for Entity Linking on French texts as preliminary results, and discuss research perspectives for enhancements over current state-of-the-art modeling for this task.

  Abstract As crisis are complex systems, providing an accurate response to an ongoing crisis is not possible without ensuring situational awareness. The ongoing works around knowledge management and ontologies provide relevant and machine readable structures towards situational awareness and context understanding. Many metamodels, that can be derived into ontologies, supporting the collect and organization of crucial information for Decision Support Systems have been designed and are now used on specific cases. The next challenge into crisis management is to provide tools that can process an automated population of these metamodels/ontologies. The aim of this paper is to present a strategy to extract concept-instance relations in order to feed crisis management ontologies. The presented system is based on a previously proposed generic metamodel for information extraction and is applied in this paper to three different case studies representing three different crisis namely Ebola sanitarian crisis, Fukushima nuclear crisis and Hurricane Katrina natural disaster.

  Abstract Big disasters as increasingly observed all over the world, often require the involvement of a large number of personnel, in particular personnel acting in the field, i.e., First Responders. By far not always local teams are sufficient. As a consequence, in particular in Europe, teams from different member states are dispatched to support the local teams. However, this bears a potential of miscommunication since it cannot be taken for granted that English is mastered to a sufficient degree by everybody to serve as lingua franca. In this paper, we present work in progress carried out in the context of the INGENIOUS project on an automatic speech translation module that facilitates the interaction between First Responders speaking different languages. The module is embedded into the Telegram Messenger Application and consists of three main modules: Automatic Speech Recognition, Machine Translation, and Text-to-Speech, which are applied in sequence. We opt for a pipeline solution instead of end-to-end speech translation in order to guarantee the availability of the original speech transcriptions and their translations.

  Abstract Emergency response services face massive pressure during global crises, such as COVID-19. The food supply logistics sector is one of the pressures that impacted the emergency response services, due to crisis restrictions. A regulatory framework to deploy autonomous vehicles, in any nominated country, has been presented to boost the food supply logistics as an emergency response to critical situations to serve isolated areas. This framework resulted in three steps to deploy AVs in the nominated country, which are evaluating their legislation, modifying their existing regulations accordingly, and ensuring the full deployment of the innovative technology. This is done by minimising person-to-person contact during the transportation and distribution phase. In conclusion, fully autonomous vehicles can help lift the pressure from the emergency response teams in the food supply transportation and distribution phase to meet the basic living requirements for human needs during global crises.

  Abstract Several nations have signaled their intent to phase out petroleum-based engines for passenger vehicles and promote a transition to battery electric vehicles (BEVs). While researchers have established the long-term environmental benefits of BEVs, there are critical considerations for policymakers in areas prone to natural disasters. This research intends to develop a geospatial-based model to explore and simulate the evacuation of BEVs during a disaster. This work-in-progress (WiPe) paper examines the variables essential to creating an effective hurricane simulation. The final simulation model is intended to allow for the evaluation of BEV policy options under a variety of scenarios. We describe the considerations made during the development of this geospatial agent-based simulation under various hurricane parameters. Finally, we mention the expected benefits of our work and hint at possible policy directions.

  Abstract During the course of this pandemic, the use of social media and virtual networks has been at an all-time high. Individuals have used social media to express their thoughts on matters related to this pandemic. It is difficult to predict current trends based on historic case data because trends are more connected to social activities which can lead to the spread of coronavirus. So, it's important for us to derive meaningful information from social media as it is widely used. Therefore, we grouped tweets by common keywords, found correlations between keywords and daily COVID-19 statistics and built predictive modeling. The features correlation analysis was very effective, so trends were predicted very well. A RMSE score of 0.0425504, MAE of 0.03295105 and RSQ of 0.5237014 in relation to daily deaths. In addition, we found a RMSE score of 0.07346836, MAE of 0.0491152 and RSQ 0.374529 in relation to daily cases.

  Abstract The objective of this paper is to understand understanding at the boundaries of inter-organizational crisis management – through different practitioner accounts of the Swedish COVID-19 response. Large-scale crisis management is challenging, as it demands cooperation across organizational boundaries. This paper presents an interview study conducted in Sweden during the COVID-19 response. Findings suggest that cooperative work at the inter-organizational boundaries depends on the ability to bridge discursive boundaries. From the perspective of an organization, this demands understanding of the rationale, values, constraints and capabilities of other organizations. Interviewees expressed frustration due to the time demands of establishing such an understanding. Despite time demands, establishing understanding was needed as the ability to conduct basic tasks such as sharing information and resources, and coordinating action emerge from that understanding. In this paper, it is suggested that new approaches to training that comprise general boundary-crossing skills be added to existing training and exercise programs.

  Abstract Wildfire events are increasingly threatening our lands, cities, and lives. To contrast this phenomenon and to limit its damages, governments around the globe are trying to find proper counter-measures, identifying prevention and monitoring as two key factors to reduce wildfires impact worldwide. In this work, we propose two deep convolutional neural networks to automatically detect and delineate burned areas from satellite acquisitions, assessing their performances at scale using validated maps of burned areas of historical wildfires. We demonstrate that the proposed networks substantially improve the burned area delineation accuracy over conventional methods.
