Abstract |
The project Systemic Pandemic Risk Management (SPRM), funded by the Research Council of Norway, has developed methods to assess and manage pandemic systemic risks. The project consortium includes an enterprise leading the project, public partners and research institutions in Norway, Sweden, and Italy. Kristiansand municipality, a partner in the SPRM project, adopted the project methods to assess and manage systemic risks. Based on a scenario about the potential spread patterns of the COVID-19 Omicron variant developed by the Norwegian Institute of Public Health, staff from Kristiansand employed the SPRM project’s approach to facilitate systemic risk assessment and management workshops. Practitioners and decision-makers from the main hospital in the Agder county and several municipalities proposed risks, their causal consequences and identified practical and impactful mitigation strategies. The strategies were implemented at the county level. The approach can improve handling of systemic risk scenarios beyond pandemics. |

Abstract |
Owing to the complexity of Critical Infrastructures and the richness of issues to analyze, numerous approaches are used to model the behavior of CIs. Organizations having homeland security as mission often conduct desktop-based simulations using judgmental assessment of CI interdependencies and cascading failures. Expert estimates concern direct effects between the originally disrupted CI sector and other sectors. To better understand the magnitude of aggregate cascading effects, we developed a system dynamics model that uses expert estimates of cascading failures to compare the aggregate effect of cascading failures with the primary direct cascading failures. We find that the aggregate effect of compounded cascading failures becomes significantly greater than the primary cascading failures the longer the duration of the original disruption becomes. Our conceptually simple system dynamics model could be used to improve desktop-based exercises, since it illustrates consequences that go beyond judgmental assessment. |

Abstract |
Innovative technologies such as monitoring the quality of surface water aquifers with satellite images, applying UAV (Unmanned Aerial Vehicle) and drone technology for a variety of operations, water quality measurements with improved techniques along with IoT (Internet of Things) and ICT (Information and Communication Technologies), can provide sufficient data for enhancing water safety in urban water utilities. Specifically, these data could be an effective tool for improving risk assessment process and management of water supply systems. Nevertheless, till now, there is a relative lack of published works that validate the efficiency of combing these technologies on water safety processes by incorporating most of them with a systematic way and during real working conditions in water utilities. This work aims to present the preliminary design concept of a platform that embraces innovating water safety technologies planned to be applied to Thessaloniki's Water Supply and Sewerage Co. S.A Standard Operating Procedures (SOP). |

Abstract |
Offshore wind farms in the German North and Baltic Seas have a key role to play in the context of the shift towards renewable energy and in securing electricity supplies in the future. At the same time, however, shipping routes in the North and Baltic Seas are among the busiest in the world, wind farms are increasingly being operated unmanned and conflicts increasingly involve a hybrid element. From these constellations and competing interests, various risk and threat scenarios emerge. By means of a survey among experts from offshore wind industry, this paper first captures the subjective assessment of the risk situation in order to subsequently develop an approach for their evaluation. The paper uses Bayesian networks in order to enable a risk assessment also under inclusion of uncertain parameters. |

Abstract |
This paper presents an innovative IT solution, a virtual studio, enabling security professionals to formulate, test and adjust security measures to enhance the security of critical buildings. The concept is to virtualize the environment, enabling experts to examine and assess and improve on a building?s security in a cost-effective and risk-free way. Our virtual studio solution makes use of the latest advances in computer graphics to reconstruct accurate blueprints as well as 3D representations of entire buildings in a very short timeframe. In addition, our solution enables the creation and simulation of multiple threat situations, allowing users to assess security procedures and various responses. Furthermore, we present a novel device, tailored to support collaborative security planning needs. Security experts from various disciplines evaluated our virtual studio solution, and their analysis is presented in this paper. |

Abstract |
This work in progress paper presents an initial evaluation of the observation protocol of the Team Resilience Assessment Method for Simulation (TRAMS) conducted in a crisis response simulation project. TRAMS is designed to assess the resilience of crisis response teams. The TRAMS observation protocol uses six core resilience functions from the Systemic Resilience Model as its theoretical foundation. Three independent observers used the protocol during a pilot study and six actual simulation games. Strategies relating to three out of six core resilience functions could be identified. The observations made were distributed similarly among the observers, indicating that the components of the TRAMS protocol are stable enough to continue developing the protocol. This study describes changes made to the protocol since the original design, and describes how the strategies relating to the six core resilience functions can be identified in the simulation games. |

Abstract |
One of the important aspects of the crisis management consists in a comprehensive analysis of the impacts generated and their associated cost. The capacity to carry out an efficient holistic management, through the development of preventive measures and response programs relies on a proper estimation of impacts which helps to mitigate the harshness or can even avoid impacts in face of future crises. The aim of this paper is to analyse existing methodologies for natural disasters' impact evaluation, the identification of the different impact categories as well as the explanation of a natural disasters impact framework, which includes a list of indicators for a correct impact assessment. The framework also analyses the evolution of impacts, that is, how immediate impacts can also generate delayed impacts. |

What role should operational risk leaders have in the executive suite? This paper argues that, when nervous CEOs ask “What can go wrong? How can we get ahead of the curve?”, they should look to their operational risk leaders. Those leaders oversee corporate and information security as well as business continuity, crisis management and disaster recovery programs inside companies. That makes them ideally qualified to take the process of crisis management, including analysis of aggregate risk across all silos – To the CEO and then into the boardroom when the need arises, before the corporate crisis is full-blown. |

Abstract |
To assess current situation properly is crucial for effective decision-making in crisis management. However, gathering accurate information from incidence sites and providing appropriate support for assessment practices faces several challenges. The unique information demands of each crisis situation, the information availability or inter-organizational problems and obstacles to information exchange are important factors that need to be considered in designing ICT. In this contribution we present results from an empirical study about decision-making practices in scenarios of medium to large power outages in Germany. We focused on the needs and practices on information exchange at the level of inter-organizational cooperation. We examined the cooperation of fire departments, police, public administration, electricity infrastructure operators and citizens. Our empirical material reflects particularly conditions and challenges in current situation assessment practices, and we were able to derive design requirements for an inter-organizational situation assessment client as a complementary tool for existing crisis management infrastructures. © 2012 ISCRAM. |

Abstract |
Currently, there is a lack of assessment approaches for evaluation of resilient capabilities in simulation games. This paper presents work-in-progress to create such an instrument to be used in crisis management simulation games for the fuel, food, and finance sectors. The “Team Resilience Assessment Method for Simulation” (TRAMS) is based on the Systemic Resilience Model and departs from the assumption that resilient crisis management teams will be able to develop strategies for assuring that anticipation, monitoring, response, recovery, and learning are established and maintained in their respective organizations as well as in the crisis management team. A prototype version of the TRAMS, based on the experiences of representatives from the involved sectors and firmly related to resilience theory, is presented and discussed. The TRAMS instrument will be tested in 30 planned simulations games including participants from the fuel, food, and finance sectors. |

Abstract |
Various terms and approaches currently exist on outlining the constituent components of crisis management as well as their interrelations, focusing mainly on the effective communication between the members of the crisis management unit. A gap emerges regarding a high-level and holistic approach on crisis management that will have the organization’s preparedness as its main pillar. In this work, crisis is organized into three macro-stages, i.e., pre-crisis, crisis, post-crisis. Preparedness is conceptualized as an overarching concept that frames an organization’s crisis management approach to reduce its vulnerability in a potential crisis. The study focuses on developing a high-level tool to enhance the preparedness of water utilities. The tool aims to serve as a holistic crisis management framework to support stakeholders in qualitatively assessing and improving their level of preparedness. The “Preparedness against hazardous events” tool was the result of this work, which was positively assessed through experts’ evaluation. |

Abstract |
In this paper ongoing developments regarding the conceptual setup and subsequent implementation logic of a seamless spatio-temporal population dynamics model are presented. The DynaPop model aims at serving as basic input for social impact evaluation in crisis management. In addition to providing the starting point for assessing population exposure dynamics, i.e. the location and number of affected people at different stages during an event, knowledge of spatio-temporal population distribution patterns is also considered crucial for a set of other related aspects in disaster risk and crisis management including evacuation planning and casualty assessment. DynaPop is implemented via a gridded spatial disaggregation approach and integrates previous efforts on spatio-temporal modeling that account for various aspects of population dynamics such as human mobility and activity patterns that are particularly relevant in picturing the highly dynamic daytime situation. |

Abstract |
In order to coordinate emergency operations and evacuations, it is vital to accurately assess damage to people, property, and the environment. For decades remote sensing has been used to observe the Earth from air, space and ground based sensors. These sensors collect massive amounts of dynamic and geographically distributed spatiotemporal data every day. However, despite the immense quantity of data available, gaps are often present due to the specific limitations of the sensors or their carrier platforms. This article illustrates how nonauthoritative data such as social media, news, tweets, and mobile phone data can be used to fill in these gaps. Two case studies are presented which employ non-authoritative data to fill in the gaps for improved situational awareness during damage assessments and emergency evacuations. |

Abstract |
Project management has become a standard in business. Unfortunately, the projects as well as companies are increasingly subject to major disruptions. In this context, it is of prime importance to have the ability to manage the risks inherent to these projects to best achieve their objectives. The existing approaches of crisis management in the literature no longer seem to be adapted to this new normality. The future of research lies in a more systematic crisis assessment and a better conceptualization of the uncertainty associated with risks. It is necessary to rely on the collection of heterogeneous data in order to maximize the understanding of the project environment and to find a way that best describes and visualizes the influence of crises on the project management processes. This article uses the POD approach and applies it in the context of project management to address these issues. |

Abstract |
Critical energy infrastructures are more and more focused upon by politics and society. Modern society depends on these structures, since they enable the steady support of electricity and other types of energy. Deliberately precipitated hazards of certain critical parts of electrical transmission systems (ETS) can lead to catastrophic consequences. Therefore, the analysis of feasible security hazards and resulting consequences for the operation of transmission systems are a concern to transmission system operators (TSO). Alas, there is no common method available that comprehensively identifies these feasible security related scenarios and classifies them according to their overall criticality for the safe operation of the ETS. To tackle this challenge, we propose a comprehensive, yet easy-to-apply method to systematically identify and assess the criticality of security threat scenarios. It is conducted in four steps and consists of a matrix based consistency check of threat scenarios in a defined solution space and a convenient semi-quantitative assessment of a risk factor for the ETS. The approach is illustrated by the simplified generic example of an EETS. |

Abstract |
Risk assessment aims at improving prevention and preparedness phases of the crisis management lifecycle.
Qualitative risk assessment of a system is important for risks identification and analysis by the various stakeholders and often requires multi-disciplinary knowledge. We present an automatic approach to qualitative
risk assessment in metropolitan areas using semantic techniques. In particular, users are provided with a computational support to identify and prioritize by relevance risks of city services, through generation of
semantic descriptions of risk situations. This approach is enabled by a software system consisting of: TERMINUS, a domain ontology representing city knowledge; WS-CREAM, a web service implementing risk identification and ranking functions; and CIPCast, a GIS-based Decision Support System with functions of risk
forecast due to natural hazards. Finally we present the results of a preliminary validation of the generated risks concerning some points of interest in two different areas of the city of Rome. |

The present paper introduces a high level modeling language, capable of expressing the concepts and processes of the Strategic Risk Assessment and Contingency Planning in Interconnected Transportation Networks (STAR-TRANS) framework. STAR-TRANS is a comprehensive transportation security risk assessment framework for assessing related risks that provides cohered contingency management procedures for interconnected, interdependent and heterogeneous transport networks. STAR-TRANS modeling Language (STML) is a domain specific language combining language simplicity with a very clear syntax, providing all the necessary elements (assets, threats, incidents, consequences etc.) to model the STAR-TRANS risk assessment framework. © 2012 ISCRAM. |

Abstract |
As freshwater availability for domestic and agro-industrial uses is highly sensitive to climate change, there is an urgent need for the management of this critical resource to be resilient, i.e., to cope with and rapidly recover from climate risks. To achieve this resilient goal, decision-makers need to have a comprehensive understanding of (i) the current and future local water resources, (ii) the ways these resources are and will be impacted by climate change, and (iii) the effects their management decisions can have. In this paper, we present an innovative scenario based modeling tool that help decision-makers make the most appropriate decision towards managing water resources: the Resilience Performance Assessment (RPA). This GIS-based decision support tool illustrates the current and future effects of climate change on local water resources and simulates the outcomes of different water resources management strategies. The RPA helps guide decision-makers towards the implementation of context specific adaptation strategies. |

Abstract |
Crisis organisations depend on telecommunication services; unavailability of these services reduces the effectiveness of crisis response. Crisis organisations should therefore be aware of availability risks, and need a suitable risk assessment method. Such a method needs to be aware of the exceptional circumstances in which crisis organisations operate, and of the commercial structure of modern telecom services. We found that existing risk assessment methods are unsuitable for this problem domain. Hence, crisis organisations do not perform any risk assessment, trust their supplier, or rely on service level agreements, which are not meaningful during crisis situations. We have therefore developed a new risk assessment method, which we call RASTER. We have tested RASTER using a case study at the crisis organisation of a government agency, and improved the method based on the analysis of case results. Our initial validation suggests that the method can yield practical results. © 2012 ISCRAM. |

Abstract |
Protection of society against natural and man-made disasters is high on the societal and political agenda. Effective crisis management is more important than ever. Nowadays, crisis organisations depend crucially on reliable telecom services, and unexpected failure of telecommunication may have serious consequences. In order not to be caught unprepared, crisis organisations should therefore perform a risk assessment on telecom availability. Unfortunately, assessment of availability risks of modern, multi-operator telecom services is difficult; information sources are unreliable, and the relevant information is uncertain and difficult to obtain. This paper describes some of these difficulties, as well as the requirements of availability risk assessment methods for crisis telecommunication services. The paper outlines a new method that can be applied without requiring full knowledge of the physical layout of the telecom infrastructure. This new method relies on telecom service diagrams as a tool for risk analysis and to facilitate dialogue among the analysts. |

Abstract |
Telecommunication services are essential to modern information systems, especially so for crisis management. Telecoms systems are complex and difficult to analyse. Current risk assessment methods are either not used because of their complexity, or lack rigorous argumentation to justify their results because they are oversimplified. Our challenge has been to develop a risk assessment method that is both usable in practice and delivers understandable arguments to explain and justify its risk evaluations. After experiments to validate the method in laboratory environments, we now present the first results from successful application with practitioners in a regional crisis organization that provides evidence about the practical usability of the method. |

Abstract |
Agro Terrorism is “a hostile attack, towards an agricultural environment, including infrastructures and processes, in order to significantly damage national and international political interests”. This special session within the early warning track is aimed at reducing agro-terrorism related risks by either means of prevention (intelligence gathering using data mining and chatter mining, for example) or means to response to such an attack by early detection of exotic/foreign pathogenic agents, early prediction of disease dispersion patterns, implementation of biosecurity measures, and the development of future methodologies and techniques related to food defense and post-event response. This paper focuses on intention detection using overt data sources on the World Wide Web as they relate to agro-terrorism threats. The paper focuses on early detection that can lead to prevention of such acts, yet a variety of the techniques presented here are also useful for helping in post-event perpetrators detection. © 2012 ISCRAM. |
