  Abstract The goal of the paper is to discuss the framework for an interdisciplinary human-computer interactive technology that facilitates information and resource exchange and forms core groups for crisis management. The social networks discussed here are designed to incorporate local knowledge and participation and to foster institutional and academic ties by modeling interrelationships among global communities and exploring policy options. Social interactions between individuals and organizations are explored especially in situations when directed responses are helpful in predicting the complex interplay between social, political, and technological systems and practices that result in a transfer of information and resources in disaster situations. In the future, such networks shall identify patterns through which groups interact in responding to critical issues and shall incorporate more complicated actions by individuals and organizations allowing them to move away from a rigid path to manage disasters via the most situationally appropriate routes.

  Abstract The increasing amount of falling rain may cause several problems especially in urban areas, which drainage system can often not handle this large amount in a short time. Confirming a flooded scene in a timely manner can help the authorities to take further actions to counter the crisis event or to get prepared for future relevant incidents. This paper studies the detection of flood events comparing two successive in time Sentinel-2 images, a method that can be extended for detecting floods in a time-series. For the flood detection, fine-tuned pre-trained Deep Convolutional Neural Networks are used, testing as input different sets of three water sensitive satellite bands. The proposed approach is evaluated against different change detection baseline methods, based on remote sensing. Experiments showed that the proposed method with the augmentation technique applied, improved significantly the performance of the neural network, resulting to an F-Score of 62% compared to 22% of the traditional remote sensing techniques. The proposed method supports the crisis management authority to better estimate and evaluate the flood impact.

  Abstract Efficient management of mass casualty incidents is complex, since regular emergency medical services structures have to be switched to a temporary “disaster mode” involving additional operational and tactical structures. Most of the relevant decisions have to be taken on-site in a provisional and chaotic environment. Data gathering about affected persons is one side of the coin; the other side is on-site patient dispatching requiring information exchange with the regular emergency call center and destination hospitals. In this paper we extend a previous conference contribution about the research project e-Triage to the aspect of patient data and on-site patient dispatching. Our considerations reflect the situation in Germany, which deserves from our point of view substantial harmonization. © 2012 ISCRAM.

  Abstract Information is the most valuable resource for coping and recovery work in crisis management. It is the foundation for coordination, collaboration and decision-making. However, several challenges face information retrieval, evaluation and exchange processes in inter-organizational crisis management. On the one hand, due to the dynamic nature of crisis situations, information demands are hardly predictable and change in the course of time. Moreover, inter-organizational issues like terminology issues, policy constrains or even the lack of awareness about information available are influencing factors and need to be considered in designing appropriate ICT. In this paper we report from an empirical study, where we had a closer look on information retrieval and exchange practices in scenarios of medium to large power outages in Germany on an interorganizational level. Derived from these results, we were able to present a reference implementation of an interorganizational information repository (IOIR) and report our findings from a related evaluation.

  Abstract Coordination bodies that attempt to overcome coordination barriers in humanitarian relief face many challenges. Among them are general organizational barriers to coordination as well as functionally-oriented barriers arising specifically from information management (IM) and information technology (IT) issues. Based on data collected from three coordination bodies, the research presented here examines IM and IT-related barriers, identifying similarities and differences between them as well as requirements for resolving them. The research finds that while many similarities exist, resolving IM issues typically requires higher levels of organizational change as compared to IT-related barriers. The research concludes that coordination bodies need to address a mixture of IT and IM related issues both to foster better coordination but also to ensure their efforts are successful.

  Abstract This paper analyses the collaborative dynamic of community in response to urgent situations. Community emergencies arising from natural or man-induced threats are considered as exogenous events that stimulate community resources to be unified around the response, action, and recovery activities related to the emergency. A structured equation model is derived to depict the actions of the community system. The system is described in terms of its resources including the propensity to trigger community action and collaboration among diverse groups. The community is profiled with respect to its ability to respond. The system defines the trigger mechanisms that are considered to be the drivers of collaborative action. A simulation model is presented to enact the system emergencies, community profiles, and collaborative response. The results develop an improved understanding of conditions that engage community collaborative actions as illustrated by examples from community research in the EnRiCH and the C-Change community research projects.

  Abstract In the response to emergencies and disasters, effective cooperation and information exchange between military and civil actors is essential. However, in practice, the quality of civil-military interaction (CMI) leaves much to be desired. Our research takes an engineering approach, which is complementary to most behavioral-oriented research in the CMI domain. In particular, we seek to support CMI processes with innovative Information Technology solutions. To this end, we are developing a comprehensive conceptual model of the CMI domain, which is currently lacking. This paper contributes to its development by investigating candidate technologies and defining CMI domain model requirements. Exploiting these requirements as criteria, we have evaluated three modeling methods and languages, i.e. the Unified Modeling Language (UML), the Business Process Modeling Notation (BPMN) and the Design and Engineering Methodology for Organizations (DEMO). Based on the comparative study, we conclude that a combination of these is required for modeling the CMI domain.

  Abstract In Germany, the public safety system is largely organized by the German Federal States, which operate, among other equipment, a fleet of Nuclear, Biological and Chemical Reconnaissance Vehicles (NBC RVs) to take measurements in contaminated areas. Currently, the NBC RVs, which have been centrally designed and procured by the German Center for Civil Defense, verbally report measured values to a Central Control Unit (CCU) over the assigned Public Safety Organization (PSO) analog voice radio channel. This procedure has several disadvantages. The channel is not secure, puts a natural limit on the achievable throughput and thus on the number of NBC RVs that can be operational simultaneously. Also, while data is being reported, other PSO members are blocked from sending. Finally, a proprietary model is used to structure the NBC RV data, so the data can only be aggregated and evaluated at the CCU but not by any other PSO unit. To overcome these problems, we propose in this paper a heterogeneous and flexible communication platform that complies with reliability and coverage requirements for PSO. More specifically, our proposed system is designed to replace current ways of communicating between NBC RVs and the CCU. We also propose to standardize data structures for data exchange to enable PSO cooperation. A drastically higher number of measured values can then be transmitted to the CCU, and the data can be processed in a much more effective manner in the CCU as well as in cooperating PSO task forces. Ultimately, this will improve NBC RV missions and consequently shorten PSO response time when dealing with NBC disasters. © Proceedings ISCRAM 2004.

  Abstract As freshwater availability for domestic and agro-industrial uses is highly sensitive to climate change, there is an urgent need for the management of this critical resource to be resilient, i.e., to cope with and rapidly recover from climate risks. To achieve this resilient goal, decision-makers need to have a comprehensive understanding of (i) the current and future local water resources, (ii) the ways these resources are and will be impacted by climate change, and (iii) the effects their management decisions can have. In this paper, we present an innovative scenario based modeling tool that help decision-makers make the most appropriate decision towards managing water resources: the Resilience Performance Assessment (RPA). This GIS-based decision support tool illustrates the current and future effects of climate change on local water resources and simulates the outcomes of different water resources management strategies. The RPA helps guide decision-makers towards the implementation of context specific adaptation strategies.

  Abstract The characteristics of a crisis cannot be predicted and no two crises are alike. The responders in a crisis also vary creating two axis of uncertainty that inhibit rapid and accurate scope definition of a crisis. How and what a responder chooses to communicate in a crisis can impact subsequent response efforts placing importance on the clarity and cohesion of information exchange. Training and increased practice of clear and accurate message content between responders is proposed to improve the situation details needed for rapid scope identification. SMS text-messaging is one viable, mobile interoperable communication technology, accessible for everyday use. This research studies message content exchanged between responders and begins with the message-prompt to message-response relationship during crisis response training. A web-enabled training application has been designed to simulate two-way SMS text-message exchange and captures communication responses based on defined task prompts. Leveraging Speech Act Theory and the use of plain language protocols for communication exchange, the SMS text-message responses are assessed for ongoing training and practice.

  Abstract Emergency response scenarios are characterized by the participation of multiple agencies, which cooperate to control the situation and restore normality. These agencies can come from diverse areas of expertise which entails that they represent knowledge dierently, using their own vocabularies and terminologies. This fact complicates the automation of the information-sharing process, creating problems such as ambiguity or specialisation. In this paper we present an approach to tackle these problems by domain-aware semantic matching. This method requires the formalisation of domain-specific terminologies which will be added to an existing system oriented to emergency response. Concretely, we have formalised terms from the UK Civil and Protection Terminology lexicon, which gathers some of the most common terms that UK agencies use in these scenarios.

  Abstract In response to the Australian Federal Government's legislative changes, including the Disaster Management Act 2003, both State and Local Government are finding it necessary to work ever more closely to ensure the successful development, approval and operation of local disaster management plans and activities. Working closely with numerous Local governments and their stakeholders, Faulkner Technologies has developed a web-based information management exchange to facilitate the timely and accurate collation, dissemination and sharing of event-related information during an incident or disaster. Challenges such as geographically-dispersed operations, information management, communication management, reporting and logging and capturing key learnings are common to all local councils. Our web-based information management exchange dovetails with both the paper-based Standard Operating Procedure and multiple communication systems significantly enhancing the management of disasters and incidents. In conjunction with NICTA (National ICT Australia) and their Smart Applications for Emergencies (SAFE) project, the solution uses the Common Alerting Protocol (CAP) and Emergency Data eXchange Language (EDXL) standards for message distribution.

  Abstract The Canadian Multi-Agency Situational Awareness System (MASAS) is rapidly becoming Canada's national system for exchanging emergency management incident-relevant information amongst multiple agencies and jurisdictions. Through the use of structured information aligned with open standards, and a centrally managed open architecture, MASAS provides a trusted virtual community with the ability to seamlessly exchange emergency management information. MASAS offers an information exchange architecture that is based around a highly resilient system of data aggregation hubs that are easily accessible directly or through third party commercial tools by emergency management officials at all levels, from the smallest community in the most remote areas of Canada's north to key federal stakeholders such as the federal Government Operations Centre or the Canadian military. This paper highlights the key design principles, experimental activities, and technology implementation strategies that are positioning MASAS as a Canadian success story in the making – from coast to coast to coast. © 2012 ISCRAM.

  Abstract Integration of social media in emergency response environments presents specific organizational challenges, such as lack of resources or information credibility. Additionally, there exists individual resistance to change in these environments that could potentially discourage adoption. To identify and understand these challenges, we conducted semi-structured group interviews with emergency call takers and dispatchers. We find that these PSAP operators desire participation and explanation of changes throughout the organizational change process. Participants also articulated they desired training regarding change even when not directly affected. Though change management procedures often call for these strategies, they are commonly overlooked, leaving individuals to imagine worse case scenarios that manifest as additional stress in an already stressful work environment. It is suggested that a formalized change management process which directly addresses the identified challenges within the organizational technology adoption process (OTAP) is needed in order to mitigate undue stress.

  Abstract Informal online communication channels are being utilized for official communications in disaster contexts. Channels such as networked microblogging enable public officials to broadcast messages as well as engage in direct communication exchange with individuals. Here we investigate online information exchange behaviors of a set of state and federal organizations during the Deepwater Horizon 2010 oil spill disaster. Using data from the popular microblogging service Twitter, we analyze the roles individual organizations play in the dissemination of information to the general public online, and the conversational microstructure of official posts. We discuss characteristics and features of following networks, centrality, and conversational dynamics that may affect information exchange in disaster. This research provides insight into the use of networked communications during an event of heightened public concern, describes implications of conversational features, and suggests directions for future research. © 2012 ISCRAM.

  Abstract Inter-organizational issues are very challenging in emergency management (EM). In this paper, aspects of information and communication technologies (ICT), geographical information systems (GIS) and geospatial data (GSD) in the Swedish EM system, an EM system involving a large number of EM organizations, are reported based on a case study. The issues concerned include separated ICT & GIS development between organizations and formation of technological coalitions, problems of identification and access of GSD, located through the large number organizations, as well as uncoordinated launching of web-based GIS service. Possible implications of this situation for command and control are discussed. Additionally, areas for further research are suggested.

  Abstract Disaster relief operations are very different from the traditional war operations. In disaster relief operations everything has to go very fast, the relief workers have to leave on very short notice and cooperation with other organizations is needed in order to save as many human lives as possible. The communication and information system of those operations has to be small, flexible, rapidly deployable and mobile. Above that, it has to ensure the information exchange between the coordination center in the home nation and the relief workers in the field in all kinds of situations with changing bandwidths and impermanent connections. In this document the structure and the data warehousing of such an information system are described.

  Abstract Natural disasters are an age-old problem that occur regularly in alpine regions, posing a major threat to the safety of settlements and transport routes. Within the project “Safety of Alpine Routes – Application of Earth Observation Combined with GIS (Hannibal)”, financed by the Ministry of Transport and Innovation, information relevant for disaster management has been extracted from satellite remote sensing and integrated into a newly developed GIS based Decision Support System (DSS). Some of the required map information were inferred from ERS- or from SPOT5- and QUICKBIRD satellites, others were taken from conventional data sources such as maps or Digital Terrain Models.

  Abstract Distributed teams increasingly rely on collaboration environments, typically including chat, to link diverse experts for real time information sharing and decision-making. Current chat-based technologies enable easy exchange of information, but don't focus on managing those information exchanges. Important cues that guide face-to-face collaboration are either lost or missing. In some military environments, operators may juggle over a dozen chat rooms in order to collaborate on complex missions. This often leads to confusion, overload, miscommunication and delayed decisions. Our technology supports chat management. A summary display bar reduces the number of chat rooms operators need open by providing high level situational awareness pointers, in real-time, to: a) rooms with increasing message activity levels, b) rooms in which important collaborators are participating (those in the operator's social network), and c) rooms in which operator-selected keywords are used. This ability to peripherally monitor less critical chat rooms reduces operator overload, while enhancing the ability to rapidly detect important emerging discussion threads. © 2008 The MITRE Corporation.   Abstract Flood is a critical problem that will increase as a result of climate changes. The problem of flooding is particularly challenging over the rainy season in tropical countries like Brazil. In this context, wireless sensor networks that are capable of sensing and reacting to water levels hold the potential of significantly reducing the damage, health-risks and financial impact of events. In this paper, we aim to outline our experiences with developing wireless sensor network for flood monitoring in Brazil. Our approach is based on Open Geospatial Consortium's (OGC) Sensor Web Enablement (SWE) standards, so as to enable the collected data to be shared in an interoperable and flexible manner. We describe the application of our approach in a real case study in the city of São Carlos/Brazil, emphasizing the challenges involved, the results achieved, and some lessons learned along the way.

  Abstract This paper applies a Game-based Learning Evaluation Model (GEM) to assess whether the early warning ? early action serious game ?Ready!? is an effective component to add to existing Disaster Risk Reduction (DRR) training curricula, facilitated by NGO staff and applied at the community level. We developed a paper-based survey with 17 five-level Likert items and 15 open questions addressing the different GEM indicators to question 16 NGO staff, and used a simplified set of five questions with emoticons for 58 community people. The results showed that the staff saw great potential in embedding Ready! in DRR processes and that the community highly appreciated the game. The GEM was found to be a useful methodology to evaluate the effectiveness of this serious game. However, in the context of a lower educated and partly illiterate community, the importance of designing an individual, largely visual assessment instrument instead of a paper-based survey was acknowledged.
