Abstract |
In public safety communications the first responders are getting directions about the tactical action plan with multicast voice whereas they can report back to the dispatcher with unicast voice. In this paper, the aim is to find the maximum number of voice calls for situation reporting in the presence of multicast voice for tactical coordination. In order to increase the reliability of our analysis we verify our simulator against a test bed prototype consisting of three 802.11 terminals. The simulation study is applied within a mobile cell. The proposed mobility model applies for initial deployment in emergency scenarios. We investigate the statistical properties of the model by simulations. |

Abstract |
After large-scale disasters, diverse partner agencies rely heavily on an information-sharing environment that supports collaborative work. In the U.S., this occurs under the Incident Command System (ICS), a structured organizational framework for coordinated action. We explore obstacles to information sharing and coordinationobserved at a county-level Emergency Operations Center (EOC) operating under ICS during the response phase of a large-scale regional disaster exercise. Textual observations collected in situ are analyzed for both the effect/manifestation and cause/source of barriers to information sharing. Two-thirds of barriers that manifest as computational issues are not caused by technology breakdowns, and a third caused by unclear processes manifest as computational issues. Overall, obstacles to collaborative work that appear to be related to computational issues are generally attributable to non-technical causes. This indicates that resources directed at improving collaborative management of disasters by enhancing technological capabilities are likely to be misdirected. |

Abstract |
Results from disaster research suggest that methods for coordination between individual emergency responders and organizations should recognize the independence and autonomy of these actors. These actor features are key factors in effective adaptation and improvisation of response to emergency situations which are inherently uncertain. Autonomy and adaptability are also well-known aspects of a multi-agent system (MAS). In this paper we present two MAS strategies that can effectively handle aircraft deicing incidents. These MAS strategies help improve to prevent and reduce e.g. airplane delays at deicing stations due to changing weather conditions or incidents at the station, where aircraft agents adopting pre-made plans that would act on behalf of aircraft pilots or companies, would only create havoc. Herein each agent using its own decision mechanism deliberates about the uncertainty in the problem domain and the preferences (or priorities) of the agents. Furthermore, taking both these issues into account each proposed MAS strategy outperforms a naive first-come, first-served coordination strategy. The simulation results help pilots and companies taking decisions with respect to the scheduling of the aircraft for deicing when unexpected incidents occur: they provide insights in the impacts and means for robust selection of incident-specific strategies on e.g. deicing station delays of (individual) aircraft. |

Abstract |
This paper is a case study of an emergency medical dispatch system that describes its operations and difficulties Emergency Management in Andalusia is the responsibility of the Internal Affairs Authority that operates in each province a Coordination Center that receives Emergency Calls and in cases where there is a medical emergency, passes the information to the Emergency Coordination Centers. The 112 Centers gather all the information generated in emergency situations and supposedly coordinate the response of the several emergency services (Police, and Fire Departments) that operate their own coordination centers. If necessary they send a medical request to the 112 Center that, acting as a hub, sends to EPES the information about the medical incident. |

In emergency response, parallel working coordination groups and command and control centres are responsible to deal with complex events. A well-functioning exchange of information between organizations, officials and these coordination groups is the basis for an efficient risk management. This paper describes a methodical ap-proach for field observation to understand and improve the inter-organizational information management be-tween the involved partners. The method was tested within a practical approach and possible occurring problems during the observation were identified and solutions for these problems are provided. |

Abstract |
Over the last decade, the disaster response landscape is increasingly complemented by voluntary citizen initiatives on digital platforms. These developments have opened up opportunities for response agencies and NGOs to organize local community involvement. In this paper we focus on the question how citizen involvement can be proactively organized toward disaster relief and what kind of dilemmas may arise in this process. We studied Ready2Help, an online platform developed by the Dutch Red Cross. Bringing together 36.000 volunteers, the platform plays a significant role in addressing the current refugee crisis. In our analysis we demonstrate the platform?s potential, but also note a tension between control and cooperation. Our results indicate that, in contrast to their initial objective, during the crisis the Red Cross falls back on principles of control to organize citizen response efforts. We end by discussing our future research agenda aimed at bridging formal and emergent citizen responses. |

Abstract |
EGCERSIS is a starting research program aiming at defining a virtual collaborative training space for crisis management. It should provide the users (first and second aid, firefighters, etc.) with a way to virtually perform operational and strategic tasks of crisis management in digital twins of critical infrastructures. The training system is structured according to four main components: (i) protocol and tools for digital twins generation, (ii) scenario editor dedicated to defining crisis use-cases within the modeled digital twins, (iii) integration with the technological crisis management platform (RIO-Suite), and (iv) monitoring component in charge of the continuous edition of dashboards (real-time and afterward). The main expected benefit of the EGCERSIS program is to create a breakthrough in the way training and exercises are performed in critical sites. |

Abstract |
Recent disasters have shown that wireless sensors and unmanned systems are increasingly becoming a valuable aid for first responders. Depending on the kind of incident and its extent, different assets are to be used. The more diverse these assets are, the more complex their simultaneous use and coordination. Therefore, integrated solutions are needed which comprise all necessary components such as power supply, communication infrastructure, data acquisition and processing, decision support and information dissemination. In this paper, an architecture for an open framework is proposed and its advantages over dedicated solutions are discussed. The flexibility of the universal control station presented here is demonstrated using the example of integrating a smartphone as an additional mobile sensor. © 2012 ISCRAM. |

Abstract |
Agile crisis response organizations can be seen as actor-Agent communities, where artificial coordination strategies are applied to manage activities. This paper provides a classification of artificial coordination strategies, specified in terms of the Rasmussen's three-level model for supervisory control: skill, rule and knowledge based. Three distinct strategies to artificial coordination based on Rasmussen's levels are described. These approaches are applied in a small case study related to the problem of medic-casualty allocation in the crisis response domain. In terms of effectiveness and efficiency, the knowledge-level coordination strategies seem to be the most effective, where the skill-level strategies are the most efficient. Concerning flexibility there is a reverse trade-off with efficiency. Opposed to skill-level strategies, knowledge-level strategies easily adjust to changing operational requirements. On all aspects, the performance of rule-level strategies is in-between knowledge-level and skill-level strategies. The results of this work can be used to improve the performance and effectiveness of actor-Agent communities for mission critical applications. |

Abstract |
Spontaneous volunteers have always been a relevant factor in disaster management. Digitalization and modern technologies such as social media and mobile devices had a great impact on the quality of spontaneous volunteer engagement and their mobilization. However, their targeted integration into official disaster management measures remains often challenging. In the last decade, there were different scientific and practical approaches to develop information systems for coordination of spontaneous volunteers addressing different scopes and scenarios. In this article, we have analyzed the current state of the art and use a methodological approach to develop a taxonomy for classifying existing and emerging developments in the field. The taxonomy is intended to assist practitioners in selecting appropriate systems for their respective purposes as well as support researchers in identifying research gaps. The resulting research artifact has undergone an initial evaluation and can support maintaining a better overview in a growing subject area. |

Abstract |
Emergency response involves collaboration among search and rescue workers, medical staff, transportation coordinators, and others to save human lives and minimize damages. While carrying out local activities, members of the teams must also attend to new events happening elsewhere that may affect their work, and be prepared to adjust their activities accordingly. This paper describes a computer supported coordination system, DACE (Dependency-based Awareness and Coordination Environment), which offers a scalable solution to coordination in emergency response. The system serves as a cognitive aid to human actors in both maintaining a group mental model of the overall collaborative activities and their dependencies, and determining the effects of events as they propagate through the web of dependencies. We demonstrate the principles and utility of the DACE system through a hypothetical scenario of search and rescue exercise. Abstract |
This paper analyses the social media communications surrounding the 2015 – 2016 series of winter storms in the UK. Three storms were selected for analysis over a sustained period of time; these were storms Desmond, Eva and Frank which made landfall within quick succession of one another. In this case study we examine communications relating to multiple hazards which include flooding, evacuation and weather warnings using mainstream media content such as news stories, and online content such as Twitter data. Using a mixed method approach of content analysis combined with the application of a conceptual framework, we present (i.) the network of emergency responders managing events, (ii.) an analysis of crisis communications over time, and (iii.) highlight the barriers posed to effective social media communications during multi-hazard disasters. We conclude by assessing how these barriers may be lessened during prolonged periods of crisis. |

Abstract |
A large inter-organizational Swedish crisis management exercise was carried out during two months in 2011. It was unique in the sense that it combined both short-term and long-term crisis management involving more than 60 organizations and 6000 participants. This has never been done before in this context and therefore required an elaborated and sophisticated exercise concept. The purpose of this paper is to present the concept of the exercise as well as lessons learned about the concept and the Swedish crisis management system. The exercise was composed of three different phases each involving different methods with respect to exercising and evaluating effective and efficient crisis management. The general conclusion is that the exercise enabled analyzes and handling of both short-term and long-term crisis management. This implies that the exercise concept could be of great use in Sweden and other countries where emergencies call for cooperation between numerous distributed organizations. © 2012 ISCRAM. |

Sector wide collaboration in humanitarian information management will occur in a context defined by professionalization of information management more generally as well as evolving needs for data within the humanitarian relief sector. By accounting for these broader trends this research contributes to our understanding of collaboration in the humanitarian relief sector. In particular, the research analyzes the desire for greater standardization within the sector as a function of both the process of professionalization for information management as well as greater specialization in information technology that is a response to technological change. Based on these insights, recommendations for future actions for the community are made. |

Abstract |
Coordination bodies that attempt to overcome coordination barriers in humanitarian relief face many challenges. Among them are general organizational barriers to coordination as well as functionally-oriented barriers arising specifically from information management (IM) and information technology (IT) issues. Based on data collected from three coordination bodies, the research presented here examines IM and IT-related barriers, identifying similarities and differences between them as well as requirements for resolving them. The research finds that while many similarities exist, resolving IM issues typically requires higher levels of organizational change as compared to IT-related barriers. The research concludes that coordination bodies need to address a mixture of IT and IM related issues both to foster better coordination but also to ensure their efforts are successful. |

Abstract |
We are interested in rescue management in crises such as in terrorist attacks. Today, there are emergency plans that take into account all the stakeholders involved in a crisis depending on the event type, magnitude and place. Unfortunately, they do not anticipate the evolution of the crisis situation such as traffic and hospital overcrowding. In addition, decisions are taken after the information has been passed from the operational level to higher levels. This work focuses on the operational level of the emergency plan. What will happen if the actors at this level, can make certain decisions without escalating the information to higher levels? To answer this question, a multi-agent dynamic planning approach is proposed and it will be tested in two different architectures in order to see how much autonomy can be given to an agent and how they coordinate to save the victims. |

Abstract |
Collaboration awareness, as extension to organization awareness, is knowing how organizations do work and achieve their goals. This knowledge moves on a scale from stated prescribed ways of acting (such as procedures and protocols) to informal channels of communication, teamwork and decision-making. Based on available static and dynamic data, standardized insights can be given about collaboration in emergency situations in the form of organigraphs. We argue that for gaining practical collaboration awareness, both the formal structure of an organization as well as informal interactions should be inspected. Informal interaction includes informal communication channels, actual decision making on the spot and multi-disciplinary joint activities. We have implemented our system in the form of a web-based visualization tool. This tool would have been useful in the Hercules disaster, giving insights in informal information exchange, possibly preventing fatal decisions. |

Abstract |
In 2014 a small fire started in a forest in central Sweden. Within a few days it developed into the largest wildfire in Sweden in the last 50 years. As the scale of the fire increased, so did the need for direction and coordination of the resources engaged in the response operation. Both official investigators and the research community have studied the challenges and come up with recommendations for improvements of the Swedish crisis management system. All authors of this paper have been involved in such efforts. This paper is a result of us trying to formulate lessons learnt based on several written reports and official discussions. The development of the narratives constructed by individuals involved in the response, investigators and researchers is analyzed. We conclude that researchers need to pay attention to their own role in this development. Maybe there is a need for a game changer on the methodological side? |

Abstract |
Information is a critical component to improved inter-agency coordination during disaster response. Coordinated information and communication technologies deployments as well as coordinated information management processes are important tools in the provision of this information. However, multilateral agency coordination faces many challenges, which has sparked the formation of coordination bodies. This research examines three such bodies and describes their organizational arrangements as well as identifies common challenges they face to effective coordination. It finds that the bodies differ on a variety of dimensions including funding mechanisms, autonomy, and number of members, which will likely have implications for the strategies they employ. Also, the coordination bodies identify a lack of standardization, capacity and information availability and analysis as challenges to improved coordination. |

Abstract |
We assess the usability of public inquiry report data to build a formal trace that can be used in later stages to create an agent model simulating crisis response coordination. The case taken is a train tunnel fire near the underground train station at Amsterdam Airport Schiphol that turned out to be harmless, but the incident illustrated key weaknesses in inter-organizational coordination causing a slower response than required in case of a more serious fire. We present a taxonomy of data problems resulting from our attempt to reconstruct a logical series of events. This highlights gaps or ambiguities in data pertaining to coordination practices, communication networks, situational properties and information and communication systems. Our formal trace cannot support all the report's claims that explain the failures in coordination. The report data show some critical problems, but can still serve as a basis for an information network model of the crisis. © 2012 ISCRAM. |

Abstract |
In peace support operations, military and civil actors are often cooperating in international coalitions. In such operations, effective and efficient coordination and information sharing is a prerequisite for effective Civil-Military Interaction (CMI), but the literature shows that this still leaves much room for improvement. Most research in this area takes a behavioral-science approach. We argue that existing research could be complemented with a design-science approach, which is an Information Systems problem-solving paradigm with its roots in engineering. After developing a high level CMI information exchange model and identifying inhibitors for information exchange, this paper provides a comparison between CMI in peace support operations and the collaboration of commercial enterprises using the e-Business paradigm. Based on observed similarities, the paper argues that the enabling technology for e-Business could overcome current inhibitors for effective and efficient information exchange for CMI in peace support operations, and is complementary to other mechanisms for information exchange. © 2012 ISCRAM. |

Abstract |
The objective of this international initiative was to provide an integrated framework for strengthening early warning systems in the Indian Ocean region by building on existing systems and facilitating coordination among specialized and technical institutions. The project supported the development of tsunami early warning systems in collaboration with numerous United Nations and other organizations devoted to disaster risk management and risk reduction. For the practitioner of early warning systems, the project has been divided into two areas-warning system development and preparedness. As a cross-cutting theme, the project promoted multi-hazard end-to-end systems in a regional context by emphasizing (i) risk knowledge, (ii) monitoring and warning service, (iii) communications and dissemination of understandable warnings and (iv) response capability and preparedness. The activities of the project were structured into five components-system implementation, integrated risk management, public awareness and education, community-level approaches and project coordination. Practitioners should note that the work represents a first step for establishing a complete tsunami early warning system within a multi-hazard framework. |

Abstract |
Given unexpected incidents on routes of guards that check security objects, like banks, one of the most challenging problems is still how to support improvisation by security personnel in taking decisions to prevent or resolve such incidents. Another as important associated problem is how a security company can naturally take advantage of its existing and novel knowledge about its organizational and ICT infrastructures, and the introduction of a decision support system to help leverage of improvisation by humans. To tackle all this, on the one hand we present a dynamic coalition formation framework that allows the (re)configurations of agents that are associated with joint tasks in situational contexts to be evaluated by appropriate value functions. On the other hand, we present a dynamic scale-space paradigm that allows a security company to distill ranked lists of robust context-dependent reconfigurations at critical scales. We highlight the merits of ASK-ASSIST as a solution to the problem of supporting human improvisation. |
