  Abstract In this paper we imagine that one day soon, mass crisis events will result in thousands of people trying to get emergency help multiple via multiple mediums. Public Access Service Points and 911 Centers will not be able to meet the demand of text-message calls for help during a large scale disaster. While 911 dispatchers will need to respond directly to each individual text message, we present the development and testing of a system that aims to provide this data, in real-time, directly to emergency managers during a large-scale crisis. The system is designed to accept, sort, triage and deliver hundreds of direct text messages from the PSAP and provide them directly to emergency management staff, who can leverage their content. In the hands of the emergency manager, these data can be used to inform resource allocation decisions, enhance their operational situational awareness, and potentially improve the response to the crisis.

  Abstract Emergency management tasks are inherently complex and dynamic, requiring quick knowledge sharing and decision coordination among multiple organizations across different levels and locations. However, there is a general lack of understanding about how to describe and assess the complex and dynamic nature of emergency management tasks and how knowledge integration help managers improve emergency management task performance. This paper describes a research project that aims at (1) developing the concepts of task complexity and uncertainty of emergency management tasks and (2) testing the mediating role of knowledge sharing and knowledge integration between emergency management task characteristics and performance. The overall research agenda, approaches, challenges and the advantages of utilizing a virtual Emergency Operations Center (vEOC) for this line of research are discussed.

  Abstract Business continuity planning for private sector organizations has not reached the level of readiness as has the public sector. This disparity has reached national attention as the Secretary of the U.S. Department of Homeland Security addressed it in a statement, “ensuring Americas small businesses have the critical information and training they need to better respond to disasters will strengthen the entire nations preparedness and resilience (DHS, 2010).” The release of this statement and the DHS program (PS-Prep) was a promise to provide the necessary tools to small business owners so they could build effective business continuity plans. The major contributions of this research will be to provide an evaluation of the applicability of PS-Prep to small businesses, and to provide the needs assessment for parallel research of leveraging the current capabilities of a Business Emergency Operations Center in the development of a Virtual Small Business Emergency Operations Center (VSBEOC).

  Abstract For more than half a century the Emergency Operations Center (EOC) has been a key component of emergency management (EM), homeland security and business continuity practice. Changes in the technical, threat, economic and social environments are placing new pressures on the concept of the EOC in the public, private and community sectors. Investigation of the desirable attributes of a “Next Generation EOC” has led to alternative EOC roles and configurations. This paper describes emerging pressures on, and trends in, emergency and business contingency management systems, and describes a research program to explore solutions to both new and persistent design challenges.

  Abstract Emergency response planning is a complex task due to multiple organizations involved, different planning considerations, etc. Using artificial intelligence collaborative planning helps in the automatic planning for complex situations. Analyzing all impacting factors along with plans that are executable can facilitate the decision making in Emergency Operations Centers for an agile emergency response. A main component of a planner is a knowledge base. Although many systems are developed to support decision making in emergency response or recovery, they either focus on specific or small organizations, or rely on simulations. To the best of our knowledge, there is a gap that there is no common knowledge base for provincial level mass emergencies for automatic planners. The multiplicity of the emergency response documents and their structure makes the knowledge acquisition complex. In this paper, we explain the process of extracting knowledge based on hierarchical task networks and how it speeds up the reactivity to a disaster.

  Abstract In the USA the basic objective of local and state government's Emergency Operations Plans (EOP) is to implement mitigation measures to reduce the loss of life and property damage by the efficient mobilization and deployment of resources. The evacuation of citizens out of harms way either before an impeding disaster or after the occurrence of one is a critical component of any EOP. This document represents a summary of the Evacuation Plan designed for the City of New Orleans. Results of live field exercises conducted during the 2006 Hurricane Season and suggestions for improvement will be highlighted. The ideal Emergency Evacuation Tracking System will be designed to operate within a System of Systems framework with interfaces: to field personnel, emergency managers and logisticians operating in an Emergency Operations Center (EOC), with state and local government systems such as public information emergency hotline (311 Centers in the USA), asset tracking management systems and others.

  Abstract We have been studying the standardization of an emergency-management support system mainly for natural disasters at the local-government level. The system provides information from three viewpoints, “Plan: What should we do?”, “Do: What are we doing?”, and “See: What kind of situations are we in?” to support decision making at an emergency operations center. Rapid and accurate judgment prevents the occurrence of new damage and the expansion of damage, and as a result resilience will increase. We investigated its applicability to emergency management for cyber incidents through a cyber-defense exercise.

  Abstract An important aspect of working in an emergency operations center (EOC) is determining what information is credible and what actions to take based on that information. Information during an emergency may come from various sources and EOC workers may not know the information providers personally. Information may come from electronic sources where the exact source of the information may be unknown and credibility may be affected. For this study, we conducted ethnographic interviews with emergency management subject matter experts to gain insights on credibility. The interviews included a series of questions to learn about the current processes of an EOC, what sources generally provide information about the situation and what factors determine credibility. These interviews are ongoing and this paper provides a summary of the interviews completed at this point. The expected outcome of this study is a potential software system with features to enhance credibility despite weak source information.

  Abstract The magnitude seven earthquake that rocked Haiti has been a devastating disaster for the small country (USGS 2010). They are not alone in this crisis, however. When the earthquake struck, thousands of US citizens responded by donating money, resources, people, and time to aid in the disaster relief. To respond to the incident and to create a secure information-sharing environment, the Florida Miami-Dade County and State Emergency Operations Centers (EOC) were activated. The main information system in use at the Miami-Dade EOC is WebEOC, a web-based crisis information management system that aids in secure coordination and collaboration among EOC staff, liaisons, and emergency managers. As a result of the earthquake response efforts using this system, we have identified seven main insights and lessons learned with respect to crisis information management software. In this paper, we discuss Miami-Dade's role in the Haitian relief efforts and how this lead to these insights and lessons learned.

  Abstract Automated coordination is regarded as a novel approaches in Emergency Response Systems (ERS), and especially resource allocation has been understudied in former research. The contribution of this paper is the introduction of two variants of a novel resource allocation mechanism that provide decision support to the centralized Emergency Operations Center (EOC). Two quantitative models are computationally validated using real-time, data-driven, Monte-Carlo simulations promoting reliable propositions of distributed resource allocations and schedules. Various requirements are derived through a literature analysis. Comparative analyses attest that the Monte-Carlo approach outperforms a well-defined benchmark.

  Abstract In the realm of emergency operations, planning and training is a critical ingredient for success. The use of virtual environments can offer a convenient means of practicing and simulating activities in an emergency operations center (EOC). Although many virtual environments strive to offer realism in their simulations of weather, population, and incident happenings, they often fall short in terms of collaboration among simulation participants: unless participants are at the same physical location, their ability to see and interact with one and other is limited. Moreover, interactivity that is possible may not be truly synchronous (e.g., network lag can cause activities to happen out of order). These are compelling drawbacks to computer-based EOC simulators/trainers, since collaboration is a cornerstone for successful EOC teams. To address these problems, we present the virtual EOC. Our prototype aims to provide a collaborative virtual environment that enables interactivity among participants while executing synchronous, script-driven tests and simulations.
