Abstract | One of the main design challenges of any Emergency Management System (EMS) is the diversity of users and responsibilities that must be considered. Modelling the access capabilities of different communities of users is a relevant concern for which the RBAC (Role-Based Access Control) paradigm provides flexible and powerful constructs. In this paper we describe how we used an RBAC meta-model to specify at different levels of abstraction the access policy of a specific EMS called ARCE (Aplicación en Red para Casos de Emergencia). This approach has made it possible to face access modelling at earlier development stages, so that stakeholders got involved in analytical and empirical evaluations to test the correctness and effectiveness of the access policy. Moreover, since the RBAC meta-model is embedded into a web engineering method, we put into practice a holistic process which addresses different design perspectives (structure, navigation, presentation, interaction and access) in an integrated way. | ||||

Abstract | This paper presents the learning experiences from the development of a mobile-based communication platform, called OrdningsVaktsCentralen (OVC). OVC can be translated to Security Guard Central. OVC is designed to enable the Swedish Police Force (SPF) to comply with new legal requirements and enhance their collaboration with Appointed Security Guards (ASG). The focus of this paper is on the early phases of development; in particular on the specific technical issues such as interoperability and standards used in the development of mobile based systems. The learning experiences are as follows: firstly, when developing mobile based systems we suggest and recommend that the analysis phase should be enhanced and it should address the interoperability between mobile phones on one hand and operators on the other hand. Secondly, global and national standards, such as the MMS7 for sending multi-media messages, are not always standardized. It seems that operators and mobile phone manufacturers make minor alterations and interpretations of the standard and thereby some of the benefits found in standards disappear. Thirdly, mobile based communication platforms have a large potential for contributing to the field of emergency management information systems since they can be based on open and nationally accepted standards. | ||||

Abstract | In this paper we imagine that one day soon, mass crisis events will result in thousands of people trying to get emergency help multiple via multiple mediums. Public Access Service Points and 911 Centers will not be able to meet the demand of text-message calls for help during a large scale disaster. While 911 dispatchers will need to respond directly to each individual text message, we present the development and testing of a system that aims to provide this data, in real-time, directly to emergency managers during a large-scale crisis. The system is designed to accept, sort, triage and deliver hundreds of direct text messages from the PSAP and provide them directly to emergency management staff, who can leverage their content. In the hands of the emergency manager, these data can be used to inform resource allocation decisions, enhance their operational situational awareness, and potentially improve the response to the crisis. | ||||

Abstract | Large-scale crisis events require coordination between the many responding stakeholders to provide timely, relevant, and accurate information to the affected public. In this paper, we examine how social media can support these coordinated public information efforts. This research considers how emergency responders mentioned different organizations, institutions, and individuals by examining the social media communications of police and fire departments during Hurricane Sandy. We find that these departments use mentions to reference other sources of information, recommend credible information and sources, and rebroadcast information. These mentions offer insight into how emergency responders fit within a broader crisis information network and the types of entities that responders trust and recommend to provide information to the public. | ||||

Abstract | This paper introduces two concepts-dialogical emergency management and strategic awareness-as means to use and understand the content of social media for the purpose of emergency communication. Dialogical emergency management denotes that the emergency management organizations follow what people publish in various social media on emergencies and ongoing emergency response, and then adjust their information strategies in a way that matches the expectations and needs for emergency information of the public. The concept of strategic awareness suggests that it is essential to have an understanding of the receiver (public) of emergency information but also to have an understanding of the receivers' idea about the emergency and emergency response. Hence, the notion of strategic awareness incorporates structured awareness of how people interpret, value, and reacts on communication based on what they think about the sender's (emergency management organization's) actual intentions and motives. | ||||

Abstract | Critical Infrastructure (CI) failures are aggravated by cascading effects due to interdependencies between different infrastructure systems and with emergency management. Findings of the German, BMBF-funded research project ?CIRMin? highlight needs for concrete assessments of such interdependencies. Driven by challenges of limited data and knowledge accessibility, the developed approach integrates qualitative information from expert interviews and discussions with quantitative, place-based analyses in three selected German cities and an adjacent county. This paper particularly discusses how the mixed methods approach has been operationalized. Based on anonymized findings, it provides a comprehensive guidance to interdependency analysis, from survey and categorization of system elements and interrelations, their possible mutual impacts, to zooming into selected dependencies through GIS mapping. This facilitates reliably assessing the need for maintenance of critical functionalities in crisis situations, available resources, auxiliary powers, and optimization of response time. |

Abstract | Continuous Auditing systems require that human judgment be formalized and automated, which can be a complex, costly and computationally intensive endeavor. However, Continuous Auditing systems have similarities with Emergency Management and Response systems, which integrate Continuous Auditing's detection and alerting functions with the tracking of decisions and decision options for the situations that could be more effectively handled by human judgment. Emergency Management and Response systems could be an effective prototype to help overcome some of the implementation obstacles that are impeding Continuous Auditing systems' implementation rate. Continuous Auditing has the potential to transform the existing audit paradigm from periodic reviews of a few accounting transactions to a continuous review of all transactions, which thereby could vastly strengthen an organization's risk management and business processes. Although Continuous Auditing implementations are occurring, their adoption is slower than expected. With the goal of providing an empirical and methodological foundation for future Continuous Auditing systems and possibly inspiring additional investigation into merging the Continuous Auditing and Emergency Management streams of research, this paper provides several definitions of Continuous Auditing, suggests possible architectures for these systems, lists some common implementation challenges and highlights a few examples of how Emergency Management research could potentially overcome them. | ||||

Abstract | Emergency management tasks are inherently complex and dynamic, requiring quick knowledge sharing and decision coordination among multiple organizations across different levels and locations. However, there is a general lack of understanding about how to describe and assess the complex and dynamic nature of emergency management tasks and how knowledge integration help managers improve emergency management task performance. This paper describes a research project that aims at (1) developing the concepts of task complexity and uncertainty of emergency management tasks and (2) testing the mediating role of knowledge sharing and knowledge integration between emergency management task characteristics and performance. Abstract | Web 2.0 can be viewed as a platform where users can develop their own web applications. It is also characterized by a vast amount of user-generated contents presenting spatial and temporal components, by means of associated metadata. These metadata has been successfully exploited to generate map-based mashups (web applications gathering data from different sources) facing different kind of crisis situations, ranging from natural disasters (earthquakes, wildfires, floods...) to human-made disasters (terrorist attacks, school shootings, conflicts...). The social and collaborative dimensions of the Web 2.0 can be also exploited for managing crisis-related information. We present here a survey of current crisis-related mashups we employed to extract design dimensions and provide a conceptual framework that can be used: A) to understand current systems and; b) to design next generation of crisis-related mashups. We propose the eStoryS system as an example of application developed following the design principles presented in this paper. On the basis of our analysis, we believe that the design dimensions posited here provide useful insights for the design of novel web mashups in the emergency management domain. | ||||

Abstract | New crisis response and management approaches that incorporate the latest information technologies are essential in all phases of emergency preparedness and response, including the planning, response, recovery, and assessment phases. Accurate and timely information is as crucial as is rapid and coherent coordination among the responding organizations. We are working towards a multi-pronged emergency response tool that provide stakeholders timely access to comprehensive, relevant, and reliable information. The faster emergency personnel are able to analyze, disseminate and act on key information, the more effective and timelier their response will be and the greater the benefit to affected populations. Our tool consists of encoding multiple layers of open source geospatial data including flood risk location, road network strength, inundation maps that proxy inland flooding and computer vision semantic segmentation for estimating flooded areas and damaged infrastructure. These data layers are combined and used as input data for machine learning algorithms such as finding the best evacuation routes before, during and after an emergency or providing a list of available lodging for first responders in an impacted area for first. Even though our system could be used in a number of use cases where people are forced from one location to another, we demonstrate the feasibility of our system for the use case of Hurricane Florence in Lumberton, a town of 21,000 inhabitants that is 79 miles northwest of Wilmington, North Carolina. | ||||

Abstract | To overview the site of operation in case of an emergency is crucial for effective emergency management. This is a difficult task, in particular within large buildings or underground structures. Information about the whereabouts of the staff is a key element of effective disaster management. This paper presents an indoor positioning system which is able to track and locate people within buildings independent of any infrastructure (global navigation satellite system, WLAN installations, etc.). The system is based on inertial measurement units computing the track of its wearer and a component verifying this position estimates using floor plans of the building. This novel approach allows robust tracking and locating of action forces within buildings and underground structures. | ||||

Abstract | The paper presents the results of interviews with representatives from Norwegian emergency management volunteer organizations on their current use of social media and their perception of the potential for extended use of social media in their operations. Our study shows that social media is currently mainly used for information to the public and for internal communication. The informants expressed some reluctance towards the concept of virtual operations support teams, and using social media to collect information from the public. Yet, based on the possible benefits reported in the literature from studies of early adopters of digital volunteer groups, we argue in this paper for establishing a similar service at the regional level in Norway that can support the local volunteer organizations. | ||||

Abstract | The COVID-19 pandemic has tested Canada's readiness capacity as emergency health needs continue to exceed some communities' capacity to respond. To address this variance, the Canadian Red Cross (in collaboration with local, provincial, territorial, national, and Indigenous partners) have leveraged international experience in humanitarian response and preparedness, developing innovative new response services, delivery modalities, and protocol through which to mitigate and manage risk. This approach breaks down emergency management into two main streams – health interventions and disaster management – to innovatively and effectively cope with increasingly complex and frequent requests for support. Using internal data from within the Canadian Red Cross, this paper presents and discusses the services, roles and expectations of this two-stream approach which has been designed to (i.) support COVID-19 testing and vaccination, (ii.) support outbreak crisis management, especially through epidemic, prevention, and control interventions, and (iii.) support traditional emergency management responses in the midst of a pandemic. It concludes by reporting on the successes of the two-stream approach to date while scoping further the potential evolutionary track of some of these services, their underpinning methodology, and appetite for recovery operations in the near future. This approach may therefore be of value to other organizations or practitioners coping with emergency management challenges during a pandemic. | ||||

Abstract | This paper explores issues of security, privacy and liberty arising in relation to ICT supported emergency management. Abstract | Despite the significant advances that software and hardware technologies have brought to the emergency management field, some islands remain where innovation has had little impact. Among them, emergency plan management is of particular relevance due to their key role in the direction of teams during responses. Aspects like coordination, collaboration, and others are spread in plain text sentences, impeding automatic tool support to improve team per-formance. Moreover, administrative management of plans becomes a mere document management activity. In this paper, we present SAGA, an architecture that supports the full lifecycle of advanced emergency plan management. By advanced we mean plans that include new types of interaction such as hypermedia and advanced process definition languages to provide precise specification of response procedures. SAGA provides all the actors involved in plan management a number of tools supporting all the stages of the plan lifecycle, from its creation to its use in training drills or actual responses. It is intended to be instantiated in systems promoted by civil defense agencies, providing administrative support to plan management; additionally, editing tools for plan designers and tools for analysis and improvement of such plans by organizations are provided. Plan enactment facilities in emergency response are also integrated. To our knowledge, it is the very first proposal that covers all the aspects of plan man-agement. © 2012 ISCRAM. | ||||

Abstract | Having the right information at the right time is crucial to make decisions during emergency responses. To fulfill this requirement, emergency management systems must provide emergency managers with knowledge management and visualization tools. The goal is twofold: on one hand, to organize knowledge coming from different sources, mainly the emergency response plans (the formal knowledge) and the information extracted from the emergency development (the contextual knowledge); on the other hand, to enable effective access to information. Formal and contextual knowledge sets are mostly disjoint; however, there are cases in which a formal knowledge piece may be updated with some contextual information, constituting what we call the composite knowledge. In this paper, we extend a knowledge framework with the notion of composite knowledge, and use spatial hypertext to visualize this type of knowledge. We illustrate our proposal with a case study on accessing to information during an emergency response in an underground transportation system. | ||||

Abstract | The widespread availability of network-enabled handled devices has made the development of pervasive computing applications an emerging reality particularly suitable for managing emergency/disaster situations. Moreover in emergency management scenarios, Geographic Information Systems (GIS) are gaining momentum for their capacity to capture, analyze and manage geo-referenced data. In this paper we discuss an architecture designed to support rescue teams operating in outdoor environments and equipped with mobile devices working in a P2P fashion within a Mobile Ad-hoc Network (MANET). Our system has been designed to effectively address the on-field working persons' need for geographic information that cannot be supplied by conventional paper-based maps. Our approach provides a transparent access to geo-information and to GIS functionalities, and it addresses issues specifically relevant to emergency management scenarios in open fields. | ||||
