  Abstract (up) A crisis can involve multiple organizations during high pressure events, and it is up to the Command & Control (C2) unit to provide direction and coordination for the response (Brehmer, 2006). Hard as this problem is, there is still no ?one-solution?. Dissimilar organizations with very different methods seem to be able to master the problem. This paper presents the initial development of a new evaluation method for C2 in the context of multi-organizational crisis response. The data is collected at an emergency water exercise series conducted in several cities in Sweden. Each exercise involves multiple agencies and organizations, with up to 76 participants from 15 unique organizations/units. The analysis is brief, but presents the possibility of observing Sensemaking as it unfolds, and that generic behavioral patterns can be found. The existence of generic and observable behavior patterns suggests the possibility of assessing, and maybe even quantifying, Sensemaking performance in C2.

  Abstract (up) A framework for an emergency response system is proposed which is an extension of, but significantly different from, traditional group and distributed group support systems.   Abstract (up) A real-life exercise is a scientific method used by the TH Köln to generate data sets of new technologies and operational concepts derived from research projects. The Institute of Rescue Engineering and Civil Protection (German acronym: IRG) uses a real-time locating system (RTLS), video surveillance, observers and a mass casualty incident benchmark to generate motion profiles, information flows and information on the quality of care. In this practitioner paper these different methods will be discussed and the combination of different data is described. Furthermore, an outlook is given on the extent to which the method will be improved and expand-ed in the future. Concluding it can be said that the combination of all collected data is essential for the evalua-tion of a real-life exercise in security research or civil protection.

  Abstract (up) A recent review of the procedures covering the RPII's responsibilities under the National Emergency Plan for Nuclear Accidents has shown the need for a management information system (MIS) to support the organisation's operational plan for emergency preparedness and response. This paper describes the design objectives and the development of a prototype version of this system. Specific functions of the MIS are highlighted along with a description of the motivation behind their development. This very simple MIS has already helped RPII staff members to operate more efficiently. Finally, some ideas for future development are outlined. © Proceedings ISCRAM 2004.

  Abstract (up) After a lot of recent natural and human-made disasters all over the word, the large scale emergency response process is becoming very critical and challenging. Lives can be lost and property can be harmed. To respond to these major threats, an effective operational emergency response system needs to address the necessity of data sharing, information exchange and correlation between different Emergency Responders (ERs) including firefighters, police, health care services, army, municipality and so on to successfully respond to large scale disasters. Therefore, the goal of this paper is to introduce POLARISC, an interoperable software solution based on a common and modular ontology shared by all the ERs. Its main objective is to solve the problem of semantic difference and heterogeneity of data to guarantee a common understanding among the various ERs in order to coordinate and to obtain a real time operational picture of the situation.

  Abstract (up) Although considered of low risk, incidents with dams may cause significant damage both directly and indirectly. Direct losses are usually easier to assess (assuming human lives are quantifiable), but indirect losses are difficult to measure and may take some time before the original situation is restored. Disaster prevention and vulnerability reduction have been topics of major concern in many local, national or international organisations for some years. These can be accomplished through emergency management which begins with hazard identification and planning for disaster mitigation but encompasses other activities as risk analysis, risk response and recovery. Therefore, an emergency management system with capacity to: i) forecast critical situations; ii) warn the population as well as the authorities; and iii) support the civil protection system to deal with an emergency, is a most helpful tool to minimize the impact of an accident. The Information System described herein fulfils mainly the third objective, i.e. it is intended to help the Civil Protection System in Portugal, to respond to an emergency caused by the failure of a dam. It is an Internet-based application, which integrates all relevant data for the implementation of a dam emergency plan. These data include the main characteristics of the dam and its reservoir, the character-isation of the dam downstream valley as well as the response procedures to be followed in an emergency. © Proceedings ISCRAM 2004.

  Abstract (up) As a partial requirement of the development of an information system for the UK fire and rescue services, this paper describes the development and application of a protocol capable of capturing the information requirements of fire and rescue first responders. After evaluating the existing techniques commonly used in difficult decision-making environments, a Goal Directed Information Analysis (GDIA) protocol is proposed. The clearly defined, repeatable steps of GDIA make it a requirements-gathering protocol which can be easily administered by an investigator without any prior knowledge or experience of the tool. This makes GDIA one of the very few information requirements-gathering protocols capable of capturing the requirements of the emergency-related domains.

  Abstract (up) As part of ongoing research into optimizing the response to large-scale emergencies, an agent-based simulation (ABS) is being developed to evaluate different rescue plans in silico. During the development of this software, decisions regarding its design have been required in order to best satisfy the following specific application requirements: (1) the construction of a sufficiently detailed virtual environment, representing a real geographical area; (2) the programming of a wide variety of agent behaviors using a minimal amount of code; (3) the computational handling of the “large-scale” nature of the emergency; and (4) the presentation of a highly visual user interface, to encourage and facilitate use of the software by practitioners involved in the project. This paper discusses the decisions made in each of these areas, including the novel use of policy-based class design to efficiently program agents. Future developments planned for the software are also outlined.

  Abstract (up) Automated coordination is regarded as a novel approaches in Emergency Response Systems (ERS), and especially resource allocation has been understudied in former research. The contribution of this paper is the introduction of two variants of a novel resource allocation mechanism that provide decision support to the centralized Emergency Operations Center (EOC). Two quantitative models are computationally validated using real-time, data-driven, Monte-Carlo simulations promoting reliable propositions of distributed resource allocations and schedules. Various requirements are derived through a literature analysis. Comparative analyses attest that the Monte-Carlo approach outperforms a well-defined benchmark.

  Abstract (up) Availability and access to information is critical for providing a highly effective response to an ongoing event ? however, often information reported by citizens over the phone may be unclear, inaccurate, biased or subjective, based on the context of the reporter. This can often lead to inadequate response to an emergency, which can in turn result in loss of property or worse, lives. On the other hand, excessive response to an emergency can also result in a highly expensive exercise. Our solution to address this problem is to make the citizen act as a camera for the control room by exploiting the user?s mobile camera. The system is designed to provide a live view of the citizen?s immediate surroundings, while control room personnel can provide instructions. In this paper, we introduce the system and share initial insights from a focus group evaluation conducted within a separate but closely related domain.

  Abstract (up) Building community resilience to natural disasters represents a major policy priority for the United States as hazards impact vulnerable urban regions with increasing frequency and severity. Applying network analysis techniques, we examine the dynamics of emergency response to Superstorm Sandy, which struck the United States east coast in late October 2012 and caused over $72 billion in damages. Drawing on a variety of data sources and analytical techniques, we document the storm's impact on a system of interacting private, public, and nonprofit organizations. We find that the storm's response network exhibited clear patterns of information gaps and flows among different types of organizations. Our findings suggest a general lack of communication between government agencies and businesses, an area of potential improvement in future regional-scale emergency response systems.

  Abstract (up) Building construction and building layout represent two key critical pieces of information for a fire suppression operation. However, fireground incident commanders (FGCs) frequently do not have access to critical, updated information about a structure, including details that could potentially support more effective response. This gap in the information pipeline has led to significant injuries and fatalities for both civilians and first responders. Towards this end, this paper focuses on evaluating the efficacy of a user interface prototype for supporting decision-making during a simulated commercial structure fire. Sixty-four firefighters (n = 64) from North America participated in this study. Overall, there were no statistical differences in the performance of the firefighters between the two experimental conditions (2D vs. 3D). This study provides preliminary support for the use of 3D models in pre-incident planning practices. More importantly, this initial data serves as a baseline for the development of evidence-based standards for displaying pre-incident planning information to FGCs digitally.

  Abstract (up) Co-location as a form of network governance is a way of organizing response teams when responding to an emergency situation. At the 'Safety house' in the province of Jämtland in Sweden main emergency response actors and supporting actors work together in a shared physical place in order to facilitate the process of cooperation and joint decision making. In order to identify the strengths, weaknesses, obstacles, needs and information system role, we explored this case by looking at how the involved actors experience this new working context. We applied an analytical framework developed specifically for new forms of emergency response. It was found that co-location of actors increases the efficiency in using professional response resources and shortens the emergency response time. Information systems can have a significant role in improving the collaboration between actors at the 'Safety house'. However secrecy issues, the problem of control and politics and the evaluation of the performance of actors are major challenges which face further development of the co-location concept.

  Abstract (up) Collaborative information foraging refers to the collective activities of seeking and handling information in order to meet information needs. This paper delineates requirements for modeling salient factors that shape collaborative information foraging behavior of groups. Existing modeling approaches are assessed based on their adequacy for measuring identified salient factors that shape collaborative information foraging behavior. A view of information foraging behavior as a dynamic process is presented. Consequently, this paper purports that modeling methods employed to aid understanding of foraging behavior must allow for plausible explanation of the inherent dynamism in foraging activities. This work therefore provides an initial roadmap to defining salient factors that need to be addressed in order to adequately model collaborative information foraging behavior within teams that operate in extreme environments. Implications of this work in practice and research are discussed.

  Abstract (up) Collational interfaces gather information from a range of sources and present them to users. Information overload is tackled by processing information in the back-end and providing interactive means to filter and browse data. Such interfaces have applications in emergency response – giving users the right information to act effectively. In this paper we explore a collational interface for emergency response, carrying out a user study that compares it to a paper based interface and one which presents data without collating it. We demonstrate that a collational interface allows users to build a picture of an emergency, but not necessarily in less time. © 2012 ISCRAM.

  Abstract (up) Command and Control systems (C2) need to be highly usable to efficiently support communication during crisis situations. Short-term usability evaluations are typically carried out because of the cost and time advantage. However, even the most realistic evaluations (simulations) do not reflect the real issues encountered “in the wild”, such as the operators' stress or the multiple foci of attention. In this paper we carry out an experiment to measure the changes in usability of a C2 system between a short-term simulation and a long-term “in the wild” evaluation. We demonstrate that short-term usability measurements can differ significantly from long-term “in the wild” ones. Our results indicate that a different approach to usability assessment is needed when dealing with critical systems, that takes into account the temporal horizon and assesses the system in real-life conditions.

  Abstract (up) Complex and multifaceted problems such as emergencies typically require coordinated effort by a network of different organisations. These networks typically rely less on formal hierarchical structures and instead have a stronger focus on allowing the dynamics to emerge in the process of collaboration. A balance has to be achieved between the internal dynamics of the various member organisations that make up the network on the one hand, and the emerging dynamics of the network collaboration itself on the other ? and the precise nature of this balance will depend on the context. To help those making decision on how to achieve that balance, we have developed a framework describing four archetypal networked organisations: fragmented, deconflicted, coordinated, and collaborative and agile. The four archetypes have two purposes. Firstly, they can be used to guide networked organisations as they adapt to changing administrative and societal contexts. Secondly, they can be used to express the dynamics of the development of a response organisation in a particular emergency situation.

  Abstract (up) Computerized support systems enhancing taskforce performance are being increasingly used in different organizations in the emergency response, crisis management and military fields. Organizational demands for improved mission capabilities and reduced budgets impose new requirements on data content and system performance. More information needs to be provided by humans in the field, reporting observations from the evolving course of events in order to enhance possibilities for operational analyses and continuous development of organizational abilities. In this paper, we describe a method that can improve human data-collection abilities and data quality when using human observers as data collecting sensors in distributed tactical operations by applying model-based data collection. We introduce a tool that can support observers in the field, the network-based observer tool that can support human observers in determining what to report and how to report observations. We present results and findings from three different use cases. © 2012 ISCRAM.

  Abstract (up) Contemporary information and wayfinding design often disregard the changing personal circumstances and mental state of the user. This paper explores concepts and methodologies in user interface (UI) and user experience (UX) design to increase comprehension and retention through the inclusion of human centered design principles and a focus on the participants' individual context, mental state and abilities. The paper focuses on human factors and comprehension in fast changing situations demanding a sudden high cognitive load from the affected. In a highly stressed condition, visual perception and situation awareness may be restricted due to the impact of sensory symptoms (panic, tunnel vision or limited motor skills), thus calling for a linear course of action to enable the user to concentrate at the task at hand. Many user interfaces (UI) are designed for a specific task, but are limited in function if used in a context contrary to its original intent. Paired with the real-time data collecting abilities of current mobile devices, the model of calm technology can offer new ways of implementing anticipatory and adaptive UI in applications. Calm technology is capable of seamlessly moving in and out of the periphery of the experience and only comes into focus when needed. It can be consciously included, but intentionally unnoticeable features of a design utilising contextual information to adapt its behaviour and aid in calming an agitated person. Considering and incorporating the concepts of calm technology as a second layer into every day applications can not only aid in the perception of the displayed information but also offer an advantage in timely decision making.

In the SCKâEUR¢CEN nuclear emergency preparedness research two projects address two different and particular communication or information management challenges. The HINES system aims at creating a common view by using an information system as a communication tool in an on-site nuclear emergency response room. The MODEM project uses XML-technology to stimulate communication between scientific experts from different countries and institutes by facilitating the exchange of information used in decision support models used to assess the impact of a release of radioactive material in the environment.   Abstract (up) Decision making in extreme events presents a difficult challenge to emergency managers who are legally responsible for protecting life, property, and maintaining continuity of operations for their respective organizations or communities. Prior research has identified the benefits of gaining situation awareness in rapidly changing disaster contexts, but situation awareness is not always sufficient. We have investigated “option awareness” and the decision space to provide cognitive support for emergency managers to simulate computationally possible outcomes of different options before they make a decision. Employing a user-centered design process, we developed a computational model that rapidly generates ranges of likely outcomes for different options and displays them visually through a prototype decision-space interface that allows rapid comparison of the options. Feedback from emergency managers suggests that decision spaces may enable emergency managers to consider a wider range of options for decisions and may facilitate more targeted, effective decision making under uncertain conditions.

  Abstract (up) Despite recent work on information systems, many first responders in the UK Fire and Rescue Services (FRSs) are unable to develop sufficient understanding of the situation to enable them to make good decisions. As a partial requirement of the development of information system for the UK fire and rescue services, a software prototype consisting of a number of human computer interfaces are developed and subsequently evaluated to explore how to present useful information for firefighters during their response operations. This paper exclusively discusses the findings arising from end-user demonstration sessions conducted via participative type of prototype evaluation which is aimed to understand the appropriateness and usefulness of the proposed software prototype. This paper contributes to improve the designing of the human computer interfaces and human computer interaction for supporting fire fighters during fire emergency response.
