Abstract |
This paper presents the Elektronische Lagedarstellung für den Bevölkerungsschutz (ELD-BS, engl. Electronic Situation Dashboard for civil protection), a software suite for managing crisis relevant information in the German federal state Baden-Württemberg. ELD-BS serves as an easy-to-use and functional tool to support administration work in larger operational situations and in the event of a disaster. The ELD-BS supports communication and data exchange between the authorized access points in the event of an incident, yet it does not replace the formal reporting channels and the communication between the units involved in the operation. ELD-BS is conceptually intended for the overarching use of the administrative levels and particularly allows the exchange of information between the administrative authorities in large-scale operations. The software suite comprises 4 applications, which are accessible from the web and offer different functionalities during crisis response. This paper introduces the individual components and their interaction. |

Abstract |
The objective of crisis management is to limit the impact of a feared event that has occurred and to restore the conditions corresponding to a nominal situation. In this context, we will focus on emergency response plans for mass casualty crises. In this paper, we propose a functional modelling of the French generic emergency plan, ORSEC plan, using the Business Process Model and Notation (BPMN). On the basis of this representation, a dysfunctional analysis is performed from a new approach identifying Failure mode, effects and criticality analysis (FMECA), in order to better anticipate, the events likely to interrupt the intervention plan. This work will then be used in a multi-agent dynamic planning and scheduling model to allow an actor to choose among the dynamic planning approaches the one that allows him/her to reach his/her goal. |

Abstract |
This paper explores opportunities for information systems to support emergency response to multiple natural hazards. Interviews were conducted with 12 representatives from actors of the Swedish emergency response system about response to multiple natural hazards. Challenges and needs connected to five themes influencing the response effort were identified: Cooperation, Resource management, Command and control, Common operational picture, and Risk management. The results illuminate a lack of technology to support decisions and analyses during emergency response to both single and multiple natural hazards. Based on this, the paper suggests and discusses information systems and decision support tools to assist in satisfying the identified needs. The findings can inform policy makers in emergency response of where to concentrate the development of collaborative preparedness and response work, and the scientific community of future research directions. |

Abstract |
Information and communication technology (ICT) and digitalization are often seen as enablers of co-production. But if its potential is not implemented, technology will rather act as a barrier. In Sweden, new types of “hybrid” co-production initiatives that engage civil citizen volunteers as first responders emerged a decade ago. Even though the benefits are recognized, the initiatives’ expansion are hampered by the ICT solutions. In this study, we explore why, by comparing the perspectives of national authorities, needs-owners, suppliers, and end-users. We describe the barriers, e.g., insufficient geofencing, to develop ICT for various mobile platforms, unavailability of a joint API, competitiveness and double roles among stakeholders, and ICT costs. We suggest how to address the barriers and argue that digitalized co-production of the type presented will likely increase. Here our study can contribute to the successive accumulation of knowledge. |

Abstract |
Building construction and building layout represent two key critical pieces of information for a fire suppression operation. However, fireground incident commanders (FGCs) frequently do not have access to critical, updated information about a structure, including details that could potentially support more effective response. This gap in the information pipeline has led to significant injuries and fatalities for both civilians and first responders. Towards this end, this paper focuses on evaluating the efficacy of a user interface prototype for supporting decision-making during a simulated commercial structure fire. Sixty-four firefighters (n = 64) from North America participated in this study. Overall, there were no statistical differences in the performance of the firefighters between the two experimental conditions (2D vs. 3D). This study provides preliminary support for the use of 3D models in pre-incident planning practices. More importantly, this initial data serves as a baseline for the development of evidence-based standards for displaying pre-incident planning information to FGCs digitally. |

Abstract |
Public-Safety Answering Points (PSAPs) coordinate emergency response by gathering critical information from 911 callers for dispatch to first responders. However, PSAPs fail to gather this information if 911 callers are unable, unwilling, or unavailable to report key details about an emergency. To address this problem, early-adopter PSAPs employ communication specialists to gather multimedia information from multiple sensing tools, including automated alarms, cameras, government databases, location systems, open-source websites, social media, and alternative communication channels such as text-to-911. Using preliminary usage data from an early- adopter PSAP, this study identifies 11 breakdowns in 911 call taking that create opportunities for multisensor integration. This study then characterizes use cases for multisensor tools based on usage patterns observed across five incident types. These findings highlight multisensor integration as a critical area for crisis informatics research. |

Abstract |
The simulation of radioactive pollutants dispersion is critical for emergency response of the nuclear terrorism. The radioactive ?dirty bomb?, also called radiological dispersion device (RDD), produced and used by the terrorist to make fearful and radioactive pollution in general, has a great risk on humans. Numerical investigation of the impact of different configurations on radioactive pollution release and dispersion in urban buildings is made in this paper. The numerical simulations used the OpenFOAM, a free and open source software for computational fluid dynamics (CFD), and the simulations can be implanted to the information system of the nuclear terrorism emergency decision support system(EDSS) as the consequence assessment subsystem conveniently. The study showed that the configurations of building canyon and the position relationship of the source item and the buildings both affect the concentration distributions around the buildings. |

Abstract |
Emergency response plays an important role in reducing the loss of an accident. And the excellent plan is important to ensure the high efficiency of the emergency response system. However, actions of emergency response arranged in emergency plan can hardly be assessed before the plan is used. Stochastic Petri Net (SPN) is proposed to analyze the performance of emergency response for oil and gas pipeline accident. The results show that the average execution time of SPN model can be used to evaluate effectiveness of emergency response. Then place average mark number indicates that emergency decision-making is the most important segment to optimize emergency work flow. And utilization rate of transition shows that decreasing the cost time of maintenance is the key to improve efficiency of emergency response. |

Abstract |
A crisis can involve multiple organizations during high pressure events, and it is up to the Command & Control (C2) unit to provide direction and coordination for the response (Brehmer, 2006). Hard as this problem is, there is still no ?one-solution?. Dissimilar organizations with very different methods seem to be able to master the problem. This paper presents the initial development of a new evaluation method for C2 in the context of multi-organizational crisis response. The data is collected at an emergency water exercise series conducted in several cities in Sweden. Each exercise involves multiple agencies and organizations, with up to 76 participants from 15 unique organizations/units. The analysis is brief, but presents the possibility of observing Sensemaking as it unfolds, and that generic behavioral patterns can be found. The existence of generic and observable behavior patterns suggests the possibility of assessing, and maybe even quantifying, Sensemaking performance in C2. |

Abstract |
Availability and access to information is critical for providing a highly effective response to an ongoing event ? however, often information reported by citizens over the phone may be unclear, inaccurate, biased or subjective, based on the context of the reporter. This can often lead to inadequate response to an emergency, which can in turn result in loss of property or worse, lives. On the other hand, excessive response to an emergency can also result in a highly expensive exercise. Our solution to address this problem is to make the citizen act as a camera for the control room by exploiting the user?s mobile camera. The system is designed to provide a live view of the citizen?s immediate surroundings, while control room personnel can provide instructions. In this paper, we introduce the system and share initial insights from a focus group evaluation conducted within a separate but closely related domain. |

The term semi-professional can be used to denote occupational groups that do not have emergency response as their primary profession but who get additional responsibilities within rescue and response, e.g. by performing a first response or assisting the professional emergency services. In this study, four different groups of possible semi-professional resources are analyzed and compared. Similarities and differences between the four groups are discussed. Factors, important for the successful implementation of a cross-sector collaboration of this kind, are highlighted. The preliminary results show that all four groups have the potential to act as semi-professional resources within emergency response. Interestingly, the basic requirements are the same for all groups, despite different prerequisites. |

During a disaster event there are many actors, some officially, others unofficially involved in the event. This paper explores the relationships between these individuals and between them and the activities performed during the response time. We claim that understand the roles and these relationships is an important starting point for developing information systems for response management. Many systems focus on the supporting activities played by these roles and not on the communication channels that enable a better understanding of the system requirements. This article describes a preliminary study towards this goal. |

Abstract |
This work aims to analyse an emergency response tabletop simulation exercise undertaken as part of Rio de Janeiro (Brazil) State?s Fire Department?s officer training program and conducted at Rio de Janeiro State?s Command and Control Center (CICC). Eleven groups of three officers acting as one played the roles of unit commanders. The exercise concerned the use of a set of SOPs and our research sought to identify sources of resilience and brittleness. From an initial scenario, the inserts escalated the action so as to require the commanders? responses to exercise 12 different SOPs, many simultaneously. This provided the context for the simulation´s main goal, which was to exercise and verify the knowledge, use, and suitability of the procedure related to the management of operational events of larger scale, duration, or complexity. Data collection and analysis followed cognitive task analysis methodology and included audio and video recording of the simulation and parts of its two preparation workshops. The simulated exercise showed the relationship between standardization and resilience. Not all of the expected SOPs set were utilized, in part due to the exercise design, in part due to gaps in participants? knowledge of SOPs, and in part due to acknowledged limitations of SOPs to deal with all cases real world contexts. This need for adaptation is an aspect increasingly present in complex systems, such as the one studied here, as the unexpected variability arising from the interaction between the many different elements that compose them can exceed the capacity of the SOPs to deal with it. Knowledge and analysis of the need for adaptation can contribute on different fronts: (i) better training for more conscious and safer recognition, planning and implementation of adjustments; (ii) the design or reformulation of SOPs better able to deal with real activity by considering aspects revealed by brittleness; and (iii) artefacts design to support these demands for recognition and enforcement, ensuring increasingly resilient, efficient and secure systems. |

Abstract |
This research explores the potential determinants of trust in newly formed virtual teams to better inform the choice of communication media for virtual emergency response groups for which interpersonal trust is crucial. Results of a laboratory experiment indicate that the way that communicants view their teammates and themselves as part of that team is significantly correlated with the level of trust that they experience. Impression formation, public self-awareness, perceived social presence, and self-disclosure are all found to have significant correlations with trust among ad hoc teammates. It is therefore recommended that the design of emergency response communication systems include features to foster these feelings thereby promoting trust among teammates. Our results are applicable to ad hoc emergency teams who interact for a period of time to address relief and recovery efforts after a major disaster or emergency. |

Abstract |
This paper introduces two concepts-dialogical emergency management and strategic awareness-as means to use and understand the content of social media for the purpose of emergency communication. Dialogical emergency management denotes that the emergency management organizations follow what people publish in various social media on emergencies and ongoing emergency response, and then adjust their information strategies in a way that matches the expectations and needs for emergency information of the public. The concept of strategic awareness suggests that it is essential to have an understanding of the receiver (public) of emergency information but also to have an understanding of the receivers' idea about the emergency and emergency response. Hence, the notion of strategic awareness incorporates structured awareness of how people interpret, value, and reacts on communication based on what they think about the sender's (emergency management organization's) actual intentions and motives. |

Abstract |
This paper describes our work in progress on an approach and technology for providing integrated data access in situational awareness applications – particularly for disaster and emergency response. The key new aspect of our work is an approach where information aggregation, processing, and integration capabilities are offered as a service to any new application builder. Further, we provide a framework for possibly reusing prior information integration knowledge, the development of which demands the major fraction of time and complexity in a new application, in a customized fashion for new application. Our overall goal is to provide a framework where integrated access to critical data in an emergency response situation can be enabled very rapidly and by personnel with basic IT and data handling expertise. Our approach, while general purpose, is currently motivated by and grounded in the context of situational awareness systems for incident commander decision support in the fire response domain. |

Abstract |
Understanding the performance of disaster monitoring systems is a key to understanding their success, therefore; various qualitative and quantitative measures and metrics can be applied in the characterization and analysis of such systems. Through evaluation studies, problems that impede a disaster monitoring system performance can be identified. The results can be used for system control, design, and capacity planning. Previous studies address technical performance analysis metrics for analyzing monitoring systems leaving out human and organizational dimensions of such systems. Thus, the primary objective of this study is to identify and describe a set of disaster monitoring systems performance analysis metrics that may be employed to evaluate such systems. This study may be valuable to researchers and practitioners involved in disaster and emergency response studies in planning the transportation of vital first-aid supplies and emergency personnel to disaster-affected areas, and in improving chances of survival after a natural disaster. |

Abstract |
During the last decades there has been a lot of attention to issues of safety, emergency response and crisis management. Emergency response rooms (ERRs) are interesting public sector organizational arrangements in this respect. In our paper we pay attention to emergency response rooms in the Netherlands and especially in Amsterdam. Using an ethnographic approach, we studied the fire brigades (red), the medical services (white) and the police (blue) including their back-office organizations, their habits, and the systems in-use. As could be predicted, the (technical) integration of ERR systems in the Netherlands was not unproblematic. In our contribution we will make clear that the organization of the safety response in Amsterdam is rather fragmented. The latest discussion in the field is about the introduction of net-centric work, a concept based upon the interactive internet 2.0. Yet, it is not so much the technology, as well as the institutional arrangements that are at stake. |

Abstract |
Future laboratories allow users to experiment with future technologies in as realistic as possible conditions. We have devised this method because, to realize the potential of ubiquitous computing technologies it is essential to anticipate and design for future practices, but for prospective users it is often difficult to imagine and articulate future practices and provide design specifications. They readily invent new ways of working in engagement with new technologies, though and, by facilitating as realistic as possible use of prototype technologies in Future Laboratories designers and users can define both opportunities and constraints for design. We present 11 scenes from a Major Incidents Future Laboratory held in September 2005. For each scene we point out key results. Many raise tough questions rather than provide quick answers. In the discussion we summarize important lessons learnt. |

Abstract |
Other than the direct exposure of a seismic event, the interruption of the transportation network causes an indirect exposure of the population living in stricken areas. In spite of such evidences, current planning practices rarely address road network seismic risk concerns beyond the typical structural link-by-link approach. The underlying hypothesis of the current research work is that, when facing a major earthquake, the impacts on road networks performance for emergency response functions can be minimized namely by the introduction of measures, not only in terms of infra-structural reinforcement but also in terms of network connectivity and activities location. Potential applications of this work include urban planning micro and macro scale solutions to be included in specific instruments (such as urban master plans or emergency plans). Additionally, the proposed method may be integrated in loss estimation models, which still do not include earthquake losses due to inaccessibility. |

Abstract |
Upon developing a software agent-based simulator for training roles in emergency response scenarios, the PARVAC team at the University of Washington has pursued building a tool for better investigative review and insight generation on the performance of an emergency response game session team. While our RimSim Response software included the opportunity to re-run a simulated team performance in order to review player and agent behavior, we did not provide our trainees the ability to visually query their performance outside of a sequential review of the emergency response effort. By integrating our RSR visualization components with an existing visual query software package called Improvise, we were able to construct highly-coordinated visualizations of our data model for the ability to apply a sense making approach in the investigation of live player and software agent-based behavior – both as individual players and as combinations of players working on tasks associated with an emergency response scenario. The resultant tool is now our primary visualization tool for discussing first responder team performance and supports the overall RSR objective of training teams to make the most effective, recognition-primed decisions when a real emergency crisis occurs in their community. This paper reviews our visualization tool and demonstrates its use. |

Abstract |
Having the right information at the right time is crucial to make decisions during emergency responses. To fulfill this requirement, emergency management systems must provide emergency managers with knowledge management and visualization tools. The goal is twofold: on one hand, to organize knowledge coming from different sources, mainly the emergency response plans (the formal knowledge) and the information extracted from the emergency development (the contextual knowledge); on the other hand, to enable effective access to information. Formal and contextual knowledge sets are mostly disjoint; however, there are cases in which a formal knowledge piece may be updated with some contextual information, constituting what we call the composite knowledge. In this paper, we extend a knowledge framework with the notion of composite knowledge, and use spatial hypertext to visualize this type of knowledge. We illustrate our proposal with a case study on accessing to information during an emergency response in an underground transportation system. |

Abstract |
In case of emergencies (e.g., earthquakes, flooding), rapid responses are needed in order to address victims' requests for help. Social media used around crises involves self-organizing behavior that can produce accurate results, often in advance of official communications. This allows affected population to send tweets or text messages, and hence, make them heard. The ability to classify tweets and text messages automatically, together with the ability to deliver the relevant information to the appropriate personnel are essential for enabling the personnel to timely and efficiently work to address the most urgent needs, and to understand the emergency situation better. In this study, we developed a reusable information technology infrastructure, called Enhanced Messaging for the Emergency Response Sector (EMERSE), which classifies and aggregates tweets and text messages about the Haiti disaster relief so that non-governmental organizations, relief workers, people in Haiti, and their friends and families can easily access them. |
