  Abstract In disaster scenarios, emergency operators/first responders need to collaborate in order to reach a common goal. The use of mobile devices and applications in these scenarios is very valuable as they can improve collaboration, coordination, and communication amongst team members. But there are also risks involved while using these mobile applications, e.g., decreasing of performance. Most of the tasks are highly critical and time demanding, e.g., saving minutes could result in saving people's life. Therefore, it is unacceptable to use systems that lack proper interaction principles. In this paper, we provide some suggestions, in the form of lessons learned and/or hints for possible future research activities, on how to effectively support on-the-field collaboration of emergency operators. Such suggestions are based on the authors' experience in a recently concluded successful research project on the use of mobile devices for supporting first responders.

  Abstract Traffic congestion creates multidimensional impacts that require stakeholders' integration and coordination. This paper tries to close the research gaps in congestion management by examining a case study of integrated solutions of congestion measures and analyzing future challenges in congestion management based on two selected factors. The authors develop the result from the literature study and an expert interview that provides a better perspective on the case study. The study generates a new perspective on reviewing the organizational aspect of integrated congestion management measures. Secondly, it starts a discussion on future challenges in congestion management and connects the domain of future mobility with congestion theories as an independent discussion.

  Abstract Future laboratories allow users to experiment with future technologies in as realistic as possible conditions. We have devised this method because, to realize the potential of ubiquitous computing technologies it is essential to anticipate and design for future practices, but for prospective users it is often difficult to imagine and articulate future practices and provide design specifications. They readily invent new ways of working in engagement with new technologies, though and, by facilitating as realistic as possible use of prototype technologies in Future Laboratories designers and users can define both opportunities and constraints for design. We present 11 scenes from a Major Incidents Future Laboratory held in September 2005. For each scene we point out key results. Many raise tough questions rather than provide quick answers. In the discussion we summarize important lessons learnt.

  Abstract This paper is a position paper, presenting an original but very anticipative and mainly imaginative vision of the evolution of the crisis management domain. After analyzing the options to make the past evolutions of that domain somehow explainable (mainly by analyzing the data of all the articles of the last fifteen editions of the ISCRAM conference), the paper aims at providing a framework to assess and evaluate the maturity of the domain of crisis management. Moreover, this framework is also used to tentatively infer some future evolutions and some directions that could be relevant, dangerous, tricky or of great benefit for the crisis management domain. These future trends are mainly based on the current maturity of crisis management (according to the proposed framework) and current or future influential practices, technologies or threats. It will be necessary to wait for fifteen years to see if these bets should be considered as accurate.

  Abstract Effective emergency communication between citizens and authorities after a power outage can be a challenging task. In such situations, citizens may be in danger and need to contact authorities in case of an emergency. However, overloaded cellular networks and failing network infrastructure can severely hamper citizens' ability to communicate with authorities, even if their smartphones are still functioning. Addressing these challenges requires the development of effective post-blackout communication systems that can operate in a range of emergency scenarios. In this work we investigate smartphone state of charge during the day in order to evaluate the impact of a power outage on the citizens ability to communicate in a post-blackout scenario. The results are then used to propose future-proof communication networks that are suitable for post-blackout emergency communication especially after cellular network infrastructure has failed. We introduce two post-blackout communication phases named communication-burst and communication-void. Our study indicates that a significant amount of smartphones remain usable even after a long-lasting blackout and communication infrastructure failure. Not utilizing these devices could lead to missed opportunities for emergency communication
