  Abstract The project CIM, started in 2003, addresses the problem of automated support for incident management. In this paper some intermediate results are shown, especially on automated support of analysis of errors in traces of incident management. For such traces it can be checked automatically which dynamic properties hold or fail. The potential of the approach is shown in the formal analysis of a given empirical trace. The approach can also be applied in conjunction with simulation experiments. © Proceedings ISCRAM 2004.

  Abstract Mobile communications networks and devices can be and have been used by authorities to warn and instruct the general public during crises. However, our understanding of how mobile technologies could best be used for emergency announcements (public warnings) is currently limited. To clarify one part of this field of study, we define and describe a simple taxonomy for mobile emergency announcements (MEA) systems. The taxonomy has three categories: preplanned MEA systems, ad-hoc MEA systems and semi ad-hoc MEA systems. Differences in functional, security and other requirements were found between MEA systems belonging to different taxonomy categories, both concerning how each category of MEA systems can meet the common requirements, and concerning which requirements are the most important for each category of MEA systems. The differences between the categories were especially clear for these requirements: the understandability and credibility of the MEAs and the security of a MEA system.

  Abstract Traffic congestion creates multidimensional impacts that require stakeholders' integration and coordination. This paper tries to close the research gaps in congestion management by examining a case study of integrated solutions of congestion measures and analyzing future challenges in congestion management based on two selected factors. The authors develop the result from the literature study and an expert interview that provides a better perspective on the case study. The study generates a new perspective on reviewing the organizational aspect of integrated congestion management measures. Secondly, it starts a discussion on future challenges in congestion management and connects the domain of future mobility with congestion theories as an independent discussion.

  Abstract Qualitative research methods like GABEK WinRelan are advantageous tools to analyze and thereby improve crisis management planning and communication systems by interrogating crisis management personnel. This paper describes the usage and advantages of the qualitative method GABEK WinRelan within crisis management research, particularly within the e-Triage project which aims at the development of an electronic registration system of affected persons in mass casualty incidents.   Abstract Voice, analogue mobile radio, and paper have een successfully used for decades for coordination of emergencies and disasters, but although being simple and robust this approach cannot keep pace with todays requirements any more. Emerging and established digital communication standards open the door to new applications and services, but the expected benefit needs to be carefully evaluated against robustness, interoperability, and user-friendliness. This paper describes a framework for IT-supported management of mass casualty incidents, which is currently under implementation and study. The four pillars of the concept are handheld devices for use both in daily rescue operations and in disasters, autonomous satellite-based communication infrastructure, a distributed database concept for maximal availability, and psychological acceptance research.

  Abstract During the past decade there has been a steady increase in cyber attacks targeting Critical National Infrastructure. In order to better protect against an ever-expanding threat landscape, governments, standards bodies, and a plethora of industry experts have produced relevant guidance for operators in response to incidents. However, in a context where safety, reliability, and availability are key, combined with the industrial nature of operational systems, advice on the right practice remains a challenge. This is further compounded by the volume of available guidance, raising questions on where operators should start, which guidance set should be followed, and how confidence in the adopted approach can be established. In this paper, an analysis of existing guidance with a focus on cyber incident response and recovery is provided. From this, a work in progress framework is posited, to better support operators in the development of response and recovery operations.

  Abstract Business continuity planning for private sector organizations has not reached the level of readiness as has the public sector. This disparity has reached national attention as the Secretary of the U.S. Department of Homeland Security addressed it in a statement, “ensuring Americas small businesses have the critical information and training they need to better respond to disasters will strengthen the entire nations preparedness and resilience (DHS, 2010).” The release of this statement and the DHS program (PS-Prep) was a promise to provide the necessary tools to small business owners so they could build effective business continuity plans. The major contributions of this research will be to provide an evaluation of the applicability of PS-Prep to small businesses, and to provide the needs assessment for parallel research of leveraging the current capabilities of a Business Emergency Operations Center in the development of a Virtual Small Business Emergency Operations Center (VSBEOC).

  Abstract Computer and virtual simulation-based training (CST) offer several benefits for emergency response and management preparedness. However, organizations responsible for training are often hesitant to use CST, based on cost and perceived lack of benefit when compared to live simulation training (LST). This paper investigates how CST can complement LST, and how it contributes to achieving the necessary learning objectives for level one fire and rescue service incident commanders (ICs). Data and examples come from an experimental study with students from different fire and rescue services trained in the role of the IC in LST and CST, in a similar scenario. Results show the cost and benefits of the CST implementation based on evaluations from learners, instructors and responsible managers. Participants had a positive attitude towards using virtual simulations, but the results also point to barriers regarding the suitable design of learning scenarios and implementation.

  Abstract In order to cope with increasing complexity of catastrophic disasters, resilience is considered an essential capability of an incident management system (IMS). As resilience is manifested during systems operation, a naturalistic observational study was conducted to understand how resilient performance dynamically takes place in this domain. The study results were presented using the concept of episodes, each of which uncovers a trace of such resilient performance following an information input called an inject. The episode analysis also facilitated the identification of complex and dynamic interactions among human and technological agents to satisfy work demands, representing work-as-done (WAD) in large-scale emergency response operations.

  Abstract Multi-criteria decision analysis (MCDA) is a technique for decision support which aims at providing transparent and coherent support for complex decision situations taking into account subjective preferences of the decision makers. However, MCDA does not foresee an analysis of multiple plausible future developments of a given situation. In contrast, scenario-based reasoning (SBR) is frequently used to assess future developments on the longer term. The ability to discuss multiple plausible future developments provides a rationale for strategic plans and actions. Nevertheless, SBR lacks an in-depth performance evaluation of the considered actions. This paper explores the integration of both techniques that combines their respective strengths as well as their application in environmental crisis management. The proposed methodology is illustrated by an environmental incident example. Future work is to conduct validations on the basis of real-world scenarios by public Dutch and Danish chemical incident crisis management authorities.

  Abstract The environment of many HROs in modern, western countries have undergone dramatic changes in the last decades. They have changed from High Reliability Organizations (HROs) into High Reliability Networks (HRNs). In nearly all industries, the formerly vertically integrated, state-owned monopolies were 'unbundled' and in many segments, competition was introduced. Consequently, the services of modern-day large-scale technical systems are provided by networks of organizations. In-depth research in a number of infrastructure industries explored the consequences of these changes for the reliable provision of services in networks of organizations. In networks of organizations, reliability is increasingly achieved through 'real-time' management. This paper highlights three important consequences of these findings and provides some tentative conclusions about their effect on the design and use of Information Systems in complex, large-scale technical systems.

However, unexpected incidents may arise and cause additional difficulty in the emergency control process. The knowledge that team members develop to deal with these incidents and keep the system ?functioning? improves resilience and response and is very valuable for such organizations. This research addresses the problem of how to capture the incidents and knowledge generated during the emergency response through a conceptual framework. The framework defines a structured process for preparation and capture of incidents during an emergency through direct observations, to assist in the capture and proper representation of the incidents to produce knowledge within other practitioners.

  Abstract Efficient management of mass casualty incidents is complex, since regular emergency medical services structures have to be switched to a temporary “disaster mode” involving additional operational and tactical structures. Most of the relevant decisions have to be taken on-site in a provisional and chaotic environment. Data gathering about affected persons is one side of the coin; the other side is on-site patient dispatching requiring information exchange with the regular emergency call center and destination hospitals. In this paper we extend a previous conference contribution about the research project e-Triage to the aspect of patient data and on-site patient dispatching. Our considerations reflect the situation in Germany, which deserves from our point of view substantial harmonization. © 2012 ISCRAM.

  Abstract Given unexpected incidents on routes of guards that check security objects, like banks, one of the most challenging problems is still how to support improvisation by security personnel in taking decisions to prevent or resolve such incidents. Another as important associated problem is how a security company can naturally take advantage of its existing and novel knowledge about its organizational and ICT infrastructures, and the introduction of a decision support system to help leverage of improvisation by humans. To tackle all this, on the one hand we present a dynamic coalition formation framework that allows the (re)configurations of agents that are associated with joint tasks in situational contexts to be evaluated by appropriate value functions. On the other hand, we present a dynamic scale-space paradigm that allows a security company to distill ranked lists of robust context-dependent reconfigurations at critical scales. We highlight the merits of ASK-ASSIST as a solution to the problem of supporting human improvisation.

  Abstract This paper examines the problem of achieving efficient inter-organizational collaboration during emergency response. The authors interviewed 11 representatives from Norwegian emergency agencies and supporting organizations about a hypothetical scenario involving a large-scale chemical incident. The interviews resulted in the identification and categorization of more than 45 actors that would be involved in the response effort, clarification of the individual capabilities and knowledge those actors would possess, and descriptions of how they would interact and communicate with each other. The results illustrate the complexity and necessity of achieving inter-organizational collaboration by showing how capabilities and knowledge are distributed and communicated across different actors, and suggest that such communications are mainly verbal. Based on this, the paper discusses challenges and opportunities for improving inter-organizational collaboration in the future.

  Abstract In the new millennium new technologies (should) play an ever more prominent role in the management of mass casualty incidents (MCI). Drawing on empirical data from a four-year research project (SOGRO), the article reflects on the impact of information technologies (IT) on the organisation of emergency response and on rescue services against the backdrop of broader organisational shifts and contemporary demands. Because IT strengthens a particular way of MCI management, it is firstly described as expressing and reifying specific considerations of emergency response experts. Secondly, the benefits of an IT-based emergency response are critically reviewed. IT collects and makes available data about the rescue operation. Thus, it makes a formerly blurred rescue operation transparent. Although its operational benefit remains vague for on-scene executives, the visualisation reduces uncertainties among them. Thirdly, the article points out the inherent logics of IT. Its implementation not only satisfies newly evolved information needs, but also increases the control density.

  Abstract A central part of the work in Incident Commands (ICs) deals with handling messages that contain relevant information.   Abstract The purpose of this study was to develop a simulation model to evaluate bleeding control kit location strategies for a mass casualty incident scenario. Specifically, the event simulated was an explosion at a large sports arena. The model included a representation of the arena itself, simulated crowd movements following the detonation of an improvised explosive device, injuries and treatments, and different ways for immediate responders to help injured patients using tourniquets. The simulation model gave logically consistent results in the validation scenarios and the simulation outcomes were in line with the expected outcomes. The results of the different tourniquet location scenarios indicated that decentralized placement (more than one location) is better, easy access is important (between rather than at emergency exits) and that an increased number of available tourniquets will result in an increased number of survivors.

  Abstract This research project investigated the incident response mechanism used by the chemical industry for handling extremely hazardous chemicals. The mechanism was described as the policies, procedures, practices, tools, and methods used to conduct incident response. The results from the study determined what technologies, specifically software and information systems, could be utilized to improve the chemical facility incident response mechanism. The chemical industry is responsible for process safety management at all of its facilities, especially those that have off-site consequences in the event of an unplanned release. The processes and procedures of local, regional and national emergency responders have been studied thoroughly. An area of research that is lacking is the study of incident response policies and procedures within the boundaries of a chemical site. Results of the analysis determined that the chemical industry, in general, does not take advantage of available information technology when responding to unplanned releases.

  Abstract In mass casualty incidents (MCIs) different authorities and organizations with safety responsibilities (BOS) act in highly dynamic situations. BOS operating in MCI-scenarios have a large demand of different information. SpeedUp, a German government-funded research project, wants to support this information demand. From an IT-perspective, our basic concept is to model available resources (e.g., sources of information and communicative devices) as services and flexibly combine them to the information demand of the BOS. To achieve this, we have to know which kind of information is needed by whom and explore the structures, tasks and roles of the BOS involved. In this paper we employed an interdisciplinary and user – centered approach. It is the result of a close cooperation of two research groups: one from the Intercultural Business Communication (IWK) and one from the chair of computer sciences. While the IWK focused on identifying information needs via expert interviews and observations, the computer scientists were looking at the possibilities for technical support of these needs. Only both disciplines together can achieve viable solutions.

  Abstract Emergency Response involves multiple organizations and teams, geographically distributed operations, and a high need for coordinated control and decision making. As incidents evolve, the number of involved organizations, the geographic distribution of involved entities, and the level and complexity of decision making all tend to grow. Information technology can contribute to managing these and related dimensions of an emergency. The work described in this paper is based on longstanding MITRE Corporation experience working with organizations that have severe and demanding requirements for managing complex, rapidly evolving situations, including military conflict, law enforcement engagements, natural disaster response, and terrorist incident response.
