  Abstract This paper outlines practitioner work-in-progress in Canterbury, New Zealand, to develop a regional approach for geographical information systems (GIS) for emergency management. This is based upon recent events in Canterbury including earthquakes, floods, and fire; as well as New Zealand-wide work that is being done under the NZ GIS4EM banner. It introduces our approach, discusses a mind map that is being used to track desired data sets, plans to develop applications to support response functions in emergency operations centres, and the goal of using the common data sets as the basis of a common operating picture for Canterbury. Risks and issues associated with this work are highlighted, and then the draft strategy is introduced with desired outcomes and principles to achieve this goal. While initial work is primarily focused on GIS, the expectation is that the approach will be expanded to take a broader information management perspective in future.

  Abstract Data represents an essential resource to the management of emergencies: organizations have been growingly investing in technologies and resources to lever data as an asset before, during, and after disasters and emergencies. However, research on data usage in emergency management remains fragmented, preventing practitioners and scholars from approaching data comprehensively. To address this gap, this research in progress consists of a systematic review of the literature in a two-steps approach: we first propose a socio-technical framework and use it in an exploratory mapping of the main topics covered by the literature. Our preliminary findings suggest that research on data usage primarily focuses on technological opportunities and affordances and, hence, lacks practical implementation aspects in organizations. The expected contribution is double. First, we contribute to a more comprehensive understanding of data usage in emergency management. Second, we propose future avenues for research on data and resilience.

  Abstract Disaster exercises are intended to improve disaster responses effectiveness. Exercises exist in a wide variety, ranging from table-top scenarios to full-scale disaster simulations, offering participants different learning experiences. However these exercises can be overwhelming to newcomers, especially when involving large scale simulations, reducing the effectiveness of the learning experience. In order to make the learning experiences more effective to newcomers, researchers or professionals, a new exercise is proposed. This exercise, designed as a serious game, provides a new way to introduce people to the field of disaster management in general and information management in particular. The first version of the game was played during the 2012 ISCRAM summer school where it yielded positive reactions from both novice participants and experienced professionals.

  Abstract The application of Information and Communication Technologies in emergency management environments is a challenging research topic; particularly, the applicability of C4ISR (Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance) systems specifically designed for these environments. A key aspect in emergency management is the training of operatives at all levels, from intervention to operational, including tactical command and control. Virtual reality is widely used for training and learning purposes, but the interaction of real and virtual worlds with new standards (i.e. MPEG-V), going a step further from the traditional approach to create virtual environments based in expensive simulation dedicated equipment and allowing data streaming between both worlds, has not yet been exploited in training for emergency management. This paper proposes an architecture for a C4ISR training system providing interoperability between real and virtual worlds using the MPEG-V standard and allowing simultaneous and real time training of both real and virtual units.

  Abstract Maintaining the critical infrastructures, such as Drinking Water Treatment Plants (DWTP), transportation, power generation and communications systems, in a safe state is a complex problem. The effective collaboration, as well as the collection aggregation and dissemination of early warning information among the stakeholders of the Safety Management System (SMS) responsible for the safety of these critical infrastructures are some of the challenges that need to be addressed. This paper argues that the Software as a Service (SaaS) deployment model can offer new ways of enhancing the fusion of early warning information during the operation phase of critical infrastructures. It presents the requirements, the architecture and a number of features of a working prototype SaaS-based early warning information fusion system for DWTP safety issues in the Republic of Ireland. It is the first time that a SaaSbased working prototype system is reported of providing early warning information fusion services in the literature.

  Abstract Information is the most valuable resource for coping and recovery work in crisis management. It is the foundation for coordination, collaboration and decision-making. However, several challenges face information retrieval, evaluation and exchange processes in inter-organizational crisis management. On the one hand, due to the dynamic nature of crisis situations, information demands are hardly predictable and change in the course of time. Moreover, inter-organizational issues like terminology issues, policy constrains or even the lack of awareness about information available are influencing factors and need to be considered in designing appropriate ICT. In this paper we report from an empirical study, where we had a closer look on information retrieval and exchange practices in scenarios of medium to large power outages in Germany on an interorganizational level. Derived from these results, we were able to present a reference implementation of an interorganizational information repository (IOIR) and report our findings from a related evaluation.

  Abstract Technological advances, such as software tools for citizen reporting, first responder support, and online collaborative information management and mapping, are enabling new or improved forms of volunteering in humanitarian crisis. However, the change is largely driven by the technical community and many proposed solutions are never integrated into community response efforts, indicating mismatches between designs and real world needs. This paper offers readers with a technical background insight into roles, goals and constraints of humanitarian crisis response. In particular, we present three seemingly conflicting views regarding how citizens can contribute to response activities as spontaneous volunteers. With examples from two field studies and grounded in literature review, we integrate the three viewpoints into a framework explaining how the roles of volunteers and trained professionals shift with increasing severity and scale of a crisis. Based on this framework, we also discuss high-level opportunities for supporting crisis response with new software tools.

  Abstract Processes in disaster response management (DRM) and business processes are similar due to their general structure and goals. This encourages us to analyze the suitability of business process management tools and methods in the domain of DRM. One main challenge is the coverage of disaster specific aspects by existing process modeling languages. Since interdependencies between time, activities, and place are critical for process planning, we discuss the necessity for model extension. A special focus lies on the integration of place-related information as well as interdependencies resulting from stationary and mobile activities and resources. The integration of such place-related information is discussed as pre-condition for effective and efficient planning of disaster response processes and their successful management by disaster response workflow management systems.

  Abstract This paper describes the work that is being done within the EU research project DISASTER to solve interoperability issues in cross-border emergency operations by applying a technical solution that is able to create a common operational picture. To that end a twofold solution is proposed: The development of a common and modular ontology shared by all the stakeholders taking into account different countries cultural, linguistic and legal issues. And, from that point, bearing in mind that most legacy EMSs (Emergency Management Systems) rely on Service-Oriented-Architectures (SOA), the implementation of transparent SOA mediation algorithms compliant with current data formats and existing solutions. That way, a mediation solution is provided by the DISASTER Mediator, which plays the role of gateway for each EMS enabling a communication based in Web Services. In order to avoid a misunderstanding of shared information it is necessary to create a solution that offers more than a plain translation of terms but rather a concept mediation so the corresponding user is able to understand the situation in its own framework of reference.

  Abstract In this paper we present findings from interviews conducted with representatives from large international disaster response organizations concerning their use of social media data in crisis response. We present findings in which the barriers to use by responding organizations have gone beyond simple discussions of trustworthiness to that of more operational issues rather than mere data quality. We argue that the landscape of the use of microblogged data in crisis response is varied, with pockets of use and acceptance among organizations. We found that microblogged data is useful to responders in situations where information is limited, such as at the beginning of an emergency response effort, and when the risks of ignoring an accurate response outweigh the risks of acting on an incorrect one. In some situations, such as search and rescue operations, microblogged data may never meet the standards of quality required. In others, such as resource and supply management, microblogging data could be useful as long as it is appropriately verified and classified.

This paper describes work in progress within the FP7 EU-funded project SMART project to develop a multimedia search engine over content and information streaming from both the physical world and the Internet. We will identify some ethical problems regarding the use and storage of such data.

  Abstract Information systems that support crisis responders and disaster risk management efforts are complex sociotechnical phenomena comprised of human capacities and relationships, data and software tools. Research in crisis informatics has highlighted the ways in which emergent groups of digital volunteers, or volunteer technical communities, have mobilized during disaster events to support information management efforts. This paper describes an action research project to support the creation of an ex ante volunteer technical community from among the potentially affected population in Kathmandu, Nepal, one of the most seismically at-risk cities in the world. In exploring this case, we argue that projects that attempt to create local open data ecosystems can be valuable but require investment in their design, execution and on-going maintenance.

  Abstract On the morning of April 15, 2013, an Improvised Explosive Device (IED) was detonated near the finish line of the Boston Marathon, resulting in a large number of casualties. This generated a week-long response under the US National Incident Management System. In this paper, we examine online, terse messages broadcast by responding organizations and their amplification by other official entities via retransmission. Content analysis of official messages shows strong similarities with posting patterns previously observed in response to natural hazards, with the primary exception of themes related to the criminal investigation, suggesting a possible revision of guidelines for public information in light of the needs arising from extended counterterrorism operations undertaken in an urban environment. Network analysis demonstrates message posting and amplification were dominated by local actors, underscoring the importance of local readiness for management of official public information activities in the context of extremely high-profile events.

  Abstract This paper is about European networked crisis and disaster management and how to achieve more intelligent decision support and better collaboration. Although collaboration processes are established, the underlying information management tools today don?t support integrated electronic information management in multi-organizational scenarios. This leads to a fragmentation of relevant information into pieces held by different stakeholders. Recently, the concept of the Common Information Space has been introduced as possible solution. This paper looks to the domain of Air Traffic Management where a similar problem was tackled by a concept called System Wide Information Management. The paper starts with describing the operational context, the unresolved needs, and the derived requirements. Experiences from the Air Traffic Management domain are gathered and compared with current solution concepts from the public safety domain. The paper concludes with lessons learned during the on-going development in the public safety domain.

  Abstract Fostering community resilience in the aftermath of a disaster constitutes a significant challenge and requires an adequate understanding of the community?s specific capabilities and vulnerabilities. We carried out a field study in Nepal as a multi-disciplinary research team that explored how the humanitarian response enabled community resilience after the devastating earthquakes. We explored three elements of resilience: persistence, adaptability and transformability by zooming in and out between the local community and humanitarian organizations operating at the national level. Our combined insights from three disciplines, social sciences, information management and logistics, show that humanitarian organizations operating in Nepal still primarily aimed to (re)build community resilience ?from above? instead of enabling communities to strengthen their own resilience in a bottom up way. In this paper we contend that fostering an inclusive and networked response has the potential to strengthen the adaptive capacity of humanitarian organizations and community groups and boost local resilience.

  Abstract The improvement of disaster resilience in cross-border areas causes special challenges. Involved countries use different structures in their civil protection systems and have to work together facing more difficult conditions than in local incidents. Furthermore, in the past involved countries mainly worked individually and focused on the concerned areas in their territories regardless transnational activities. The project INCA will develop a resilience framework to support decision-makers. The framework will focus on information management, the implementation of volunteers and the needs of citizens who are receiving medical care. Therefore, a case study region on the German-French border was defined and a scenario-based approach will be used to investigate resilience opportunities through disaster collaboration. The tested scenario is a transnational long-lasting power-outage in the German-French region.

  Abstract Health response plays a major role during disasters and information management plays a crucial role in situational awareness to adapt to evolving needs. Health organizations exchange information often through narrative-based documents called situation reports. Although situation reports are widely shared, they are an increasingly challenging information source from which to infer knowledge for situational awareness. This paper analyzed health information from traditional health reports using mixed methods during the aftermath of the 2010 Haiti Earthquake and provides insights into the patterns of what?s being said, how it?s being said, and trends over time. Opportunities lie ahead to analyze narrative documents at scale by combining human knowledge from qualitative coding with machine intelligence. In addition, developing unifying health domain ontologies representing diverse humanitarian health concepts will advance computational techniques to improve

the efficiency and accuracy of retrieving knowledge for improved situational awareness and potential decision

making during humanitarian health response.

  Abstract Volunteered Geographic Information (VGI) integrated with Disaster Information Management Systems (DIMS) has great potential to assist managers and the community in times of emergency. However, there is little research focusing on integrating VGI with DIMS, in addition, there are a lack of use of standards of interoperability and emergency, which can impair interoperability and the quality of the information contained in these systems. This work presents a fully interoperable framework aimed at the construction of DIMS, which integrates official data and VGI through ISO and OGC standards, allowing managers and the community to work with official data and VGI in order to assist managers in decision making. To show the viability of the framework, a case study using data from the risk situation of dams located in the municipality of Barão de Cocais in Brazil was carried out.

  Abstract Remote sensing and Geographic Information Systems (GIS) have the potential to provide United Nations (UN) humanitarian agencies and their partners with much needed disaster related information and improved management of resources. However, the technical nature of these tools requires considerable expertise to fully benefit from satellite images and related geographic information. The UN Office for Project Services (UNOPS) is implementing the UNOSAT service on behalf of the UN Institute on Training and Research (UNITAR) together with several private actors. UNOSAT provides the UN and its partners with the expertise in Earth Observation (EO) and GIS applications. As a crisis is part of a spectrum of disaster related events, UNOSAT provides services in all phases of humanitarian assistance, including planning, crisis response, relief and development. UNOSAT's objectives are to facilitate the territory planning and monitoring processes of local authorities, local technicians, development project managers and humanitarian field operators working in coordination with or within the framework of UN activities, on issues such as disaster management, risk prevention, peace keeping operations, post conflict reconstruction, environmental rehabilitation and social and economic development. A key part of this work is to accelerate and expand the use of accurate geographic information derived from EO-satellite imagery. UNOSAT is also involved in several international initiatives aimed at improved crisis response and management, such as the International Charter “Space and Major Disasters”, an important asset in providing timely information to relief personnel on the ground. By working closely with its UN sister agencies, UNOPS/UNOSAT offers a one-stop-shop for satellite imagery and GIS services related to disaster response & management within the United Nations. © Proceedings ISCRAM 2004.

  Abstract Creating a 'common view' between all stakeholders on the course of an emergency situation and the possible consequences is a challenge for any crisis management organisation. In the SCKâEUR¢CEN nuclear emergency preparedness research two projects address two different and particular communication or information management challenges. The HINES system aims at creating a common view by using an information system as a communication tool in an on-site nuclear emergency response room. The MODEM project uses XML-technology to stimulate communication between scientific experts from different countries and institutes by facilitating the exchange of information used in decision support models used to assess the impact of a release of radioactive material in the environment. Special attention has been given to network security and the information infrastructure to manage virtual workplaces.   Abstract The paper presents a four-phase action research project that was (and still is) conducted at the department of Information Management Customer Support and Operations (IM\CS&O) of a large multi-national company. The department is in charge of ICT-service continuity and has to produce ICT recovery plans that are integrated with the organization's overall Business Continuity plan. Interviews, Group Support System (GSS) technologies as well as a risk survey have been used to gather information and identify risks and threats. A systematic quantitative classification, measuring the impact of loss of ICT services on the company's business processes in terms of cost and risk will allow in the near future to utilize an economic decision model to prioritize the core activities of training and implementation of a recovery disaster plan.
