Abstract |
Technological advances, such as software tools for citizen reporting, first responder support, and online collaborative information management and mapping, are enabling new or improved forms of volunteering in humanitarian crisis. However, the change is largely driven by the technical community and many proposed solutions are never integrated into community response efforts, indicating mismatches between designs and real world needs. This paper offers readers with a technical background insight into roles, goals and constraints of humanitarian crisis response. In particular, we present three seemingly conflicting views regarding how citizens can contribute to response activities as spontaneous volunteers. With examples from two field studies and grounded in literature review, we integrate the three viewpoints into a framework explaining how the roles of volunteers and trained professionals shift with increasing severity and scale of a crisis. Based on this framework, we also discuss high-level opportunities for supporting crisis response with new software tools. |

Abstract |
Information is the most valuable resource for coping and recovery work in crisis management. It is the foundation for coordination, collaboration and decision-making. However, several challenges face information retrieval, evaluation and exchange processes in inter-organizational crisis management. On the one hand, due to the dynamic nature of crisis situations, information demands are hardly predictable and change in the course of time. Moreover, inter-organizational issues like terminology issues, policy constrains or even the lack of awareness about information available are influencing factors and need to be considered in designing appropriate ICT. In this paper we report from an empirical study, where we had a closer look on information retrieval and exchange practices in scenarios of medium to large power outages in Germany on an interorganizational level. Derived from these results, we were able to present a reference implementation of an interorganizational information repository (IOIR) and report our findings from a related evaluation. |

Abstract |
During a disaster, health and medical decision makers need accurate, timely information. However, it is seldom readily available to the right decision makers, at the right time. Quite a number of databases currently exist with information about health and medical organizations which decision makers need during a disaster. Some of these databases have functions that facilitate decision-making and communication before, during and after a disaster. In theory, linking several existing databases will supply this information. Also, other functions can be provided in one package for incident management and monitoring of the preparedness capacity of a State's health and medical systems. But, this has not happened yet in Florida. This research assessed the different users needs, defined the information required to make good decisions and is testing a pilot decision support system of linked databases. |

Abstract |
In this paper we present findings from interviews conducted with representatives from large international disaster response organizations concerning their use of social media data in crisis response. We present findings in which the barriers to use by responding organizations have gone beyond simple discussions of trustworthiness to that of more operational issues rather than mere data quality. We argue that the landscape of the use of microblogged data in crisis response is varied, with pockets of use and acceptance among organizations. We found that microblogged data is useful to responders in situations where information is limited, such as at the beginning of an emergency response effort, and when the risks of ignoring an accurate response outweigh the risks of acting on an incorrect one. In some situations, such as search and rescue operations, microblogged data may never meet the standards of quality required. In others, such as resource and supply management, microblogging data could be useful as long as it is appropriately verified and classified. |

Abstract |
In an emergency, people need to be able to report and find relevant information quickly. Fulfilling these information needs is the design goal of E-SOS: Emergency Situation Overview and Synthesis, a research project in progress. E-SOS will consist of (1) a website where users can report information, (2) web services that find and synthesize related information from multiple sources, and (3) interface tools that visualize and display links to this information. In this paper we describe three of these services and tools: the topic, geographic, and information space awareness tools. When a user writes a report, the topic awareness tool will execute a federated search and display links to related information. The information space awareness tool will highlight these links in a visualization of the information space. If the user refers to a location, the geographic awareness tool will focus a map on this location and display topic-related icons. |

Abstract |
On the morning of April 15, 2013, an Improvised Explosive Device (IED) was detonated near the finish line of the Boston Marathon, resulting in a large number of casualties. This generated a week-long response under the US National Incident Management System. In this paper, we examine online, terse messages broadcast by responding organizations and their amplification by other official entities via retransmission. Content analysis of official messages shows strong similarities with posting patterns previously observed in response to natural hazards, with the primary exception of themes related to the criminal investigation, suggesting a possible revision of guidelines for public information in light of the needs arising from extended counterterrorism operations undertaken in an urban environment. Network analysis demonstrates message posting and amplification were dominated by local actors, underscoring the importance of local readiness for management of official public information activities in the context of extremely high-profile events. |

Abstract |
The Automated Remote Triage and Emergency Management Information System (ARTEMIS) project seeks to provide situational awareness to all level of commands in order to increase patient survival rate during emergencies. By moving the burden of triage off of the medic and into an automated system, more time will be able to be spent on casualty care rather than assessment. Continual monitoring of responders and casualties will alert medics of critical changes in a patient's health that might normally have gone undetected after a patient is initially triaged. ARTEMIS employs a network of embedded sensors worn by responders and casualties to gather the data required for greater situational awareness and to relay the data back to appropriate levels of command both on the field and in remote locations. |

Abstract |
The current scope of ICT support for disaster coordination is primarily focused at either the network or data levels. There is significant opportunity for ICT to play an even more important role for disaster coordination at the information level. This paper reviews the information structures and requirements gathered from disaster coordination centres based on exercise observations. Such coordination of information is usually based on national frameworks that document structures, roles, and responsibilities, but are seldom supported by relevant ICT infrastructure or systems. This paper uses the lessons learned from the exercise observations to identify future opportunities for information management software to support disaster centre operations. In particular, the paper introduces a prototypical Crisis Information Management System we are developing to support two challenges: incident notification and resource messaging. The system is based on open standards under development within the OASIS standards consortium, and will be evaluated as part of future exercises. |

Abstract |
Effective responsiveness to disasters requires the management of information in a network of autonomous response agencies. Yet, the information quality is often insufficient. Information is scattered throughout the network and needs to be collected from heterogeneous information sources. As such, adaptive information orchestration is the key to effective response. The aim of this paper is to develop a prescriptive, conceptual architecture guided by architectural principles for orchestration aimed at improving information quality. Information orchestration refers to an information architecture in which multiple orchestrators match information supply according to the information demand in order to assure a high information quality for relief workers. A primarily element is that information needs to be 'enriched' before it is provided to relief workers and necessary resources (human, information and technology) should be available to accomplish this. This should ensure that the right information will be delivered to the right persons at the right moment. Future research is aimed at detailing the concept of information orchestration. |

Abstract |
Volunteered Geographic Information (VGI) integrated with Disaster Information Management Systems (DIMS) has great potential to assist managers and the community in times of emergency. However, there is little research focusing on integrating VGI with DIMS, in addition, there are a lack of use of standards of interoperability and emergency, which can impair interoperability and the quality of the information contained in these systems. This work presents a fully interoperable framework aimed at the construction of DIMS, which integrates official data and VGI through ISO and OGC standards, allowing managers and the community to work with official data and VGI in order to assist managers in decision making. To show the viability of the framework, a case study using data from the risk situation of dams located in the municipality of Barão de Cocais in Brazil was carried out. |

Abstract |
Information is a critical component to improved inter-agency coordination during disaster response. Coordinated information and communication technologies deployments as well as coordinated information management processes are important tools in the provision of this information. However, multilateral agency coordination faces many challenges, which has sparked the formation of coordination bodies. This research examines three such bodies and describes their organizational arrangements as well as identifies common challenges they face to effective coordination. It finds that the bodies differ on a variety of dimensions including funding mechanisms, autonomy, and number of members, which will likely have implications for the strategies they employ. Abstract |
Data represents an essential resource to the management of emergencies: organizations have been growingly investing in technologies and resources to lever data as an asset before, during, and after disasters and emergencies. However, research on data usage in emergency management remains fragmented, preventing practitioners and scholars from approaching data comprehensively. To address this gap, this research in progress consists of a systematic review of the literature in a two-steps approach: we first propose a socio-technical framework and use it in an exploratory mapping of the main topics covered by the literature. Our preliminary findings suggest that research on data usage primarily focuses on technological opportunities and affordances and, hence, lacks practical implementation aspects in organizations. The expected contribution is double. First, we contribute to a more comprehensive understanding of data usage in emergency management. Second, we propose future avenues for research on data and resilience. |

“Participatory Sensing is an approach to data collection and interpretation in which individuals, acting alone or in groups, use their personal mobile devices and web services to systematically explore interesting aspects of their worlds ranging from health to culture.”[ http://www.mobilizingcs.org/about/participatory-sensing] Data from the physical world of sensors and the virtual world of social networks and Linked Data can be combined into interesting high-level information. Sensor data can assist in localized information retrieval by giving the search engine direct access to events happening locally in the real world. Participatory sensing enables individuals and communities to collect and share granular, accurate data about a particular area. This paper describes work in progress within the FP7 EU-funded project SMART project to develop a multimedia search engine over content and information streaming from both the physical world and the Internet. We will identify some ethical problems regarding the use and storage of such data. |

Abstract |
The improvement of disaster resilience in cross-border areas causes special challenges. Involved countries use different structures in their civil protection systems and have to work together facing more difficult conditions than in local incidents. Furthermore, in the past involved countries mainly worked individually and focused on the concerned areas in their territories regardless transnational activities. The project INCA will develop a resilience framework to support decision-makers. The framework will focus on information management, the implementation of volunteers and the needs of citizens who are receiving medical care. Therefore, a case study region on the German-French border was defined and a scenario-based approach will be used to investigate resilience opportunities through disaster collaboration. The tested scenario is a transnational long-lasting power-outage in the German-French region. |

The Global Disaster Alert and Coordination System, jointly developed by the European Commission and the United Nations, combines existing web-based disaster information management systems with the aim to alert the international community in case of major sudden-onset disasters and to facilitate the coordination of international response during the relief phase of the disaster. The disaster alerts are based on automatic hazard information retrieval and real-time running of impact models. This paper describes impact models for earthquakes, tsunamis and tropical cyclones. |

Project ERMA (Electronic Risk Management Architecture) develops a platform for risk managers that can be cus-tomised to individual risk management scenarios in order to meet the needs of small and medium-sized municipali-ties. Due to their limited resources, smaller boroughs call for flexible and intelligent platforms that can be tailored to a set of risk management scenarios that might range from natural disasters to man-made hazards. This paper will promote a process-oriented stance for supporting emergency management operations. The scope of services ranges from decision support via key-indicators with attached process management system up-to alarming services that incorporate citizen relationship management services to keep the citizen well informed and use him for the capture of additional information. |

Successful emergency response and control center operations rely on a great number of information sources. The importance of said information becomes immediately obvious if it is not available when required during an emergency situation. This can be described as the criticality of information, signifying a potential need for action to prepare for functional failures. The concept described in this paper approaches the criticality via an analysis that examines various combinations of information sources and situations in order to identify weaknesses and improve existing procedures. The proposed semi-quantitative assessment was developed taking several attributes and characteristics of criticality into account and afterwards conducted in close cooperation with emergency response institutions. |

Abstract |
Situation assessment in crisis management applications can be supported by automated information fusion systems, such as Distributed Perception Networks. DPNs are self-organizing fusion systems that can infer hidden events through interpretation of huge amounts of heterogeneous and noisy observations. DPNs are a logical layer on top of existing communication, sensing, processing and data storage infrastructure. They can reliably and efficiently process information of various quality obtained from humans and sensors through the existing communication systems, such as mobile phone networks or internet. In addition, modularity of DPNs supports efficient design and maintenance of very complex fusion systems. In this paper, a fully functional prototype of a DPN system is presented that fuses information from gas sensors and human observations. The task of the system is to compute probability values for the hypothesis that a particular gas is present in the environment. It is discussed how such a system could be used for crisis management. |

Abstract |
This paper describes the work that is being done within the EU research project DISASTER to solve interoperability issues in cross-border emergency operations by applying a technical solution that is able to create a common operational picture. To that end a twofold solution is proposed: The development of a common and modular ontology shared by all the stakeholders taking into account different countries cultural, linguistic and legal issues. And, from that point, bearing in mind that most legacy EMSs (Emergency Management Systems) rely on Service-Oriented-Architectures (SOA), the implementation of transparent SOA mediation algorithms compliant with current data formats and existing solutions. That way, a mediation solution is provided by the DISASTER Mediator, which plays the role of gateway for each EMS enabling a communication based in Web Services. In order to avoid a misunderstanding of shared information it is necessary to create a solution that offers more than a plain translation of terms but rather a concept mediation so the corresponding user is able to understand the situation in its own framework of reference. |

Interorganizational coordination is crucial among human services providers responsible for responding to both personal and widespread crises. Too often, however, agencies providing disaster relief, shelter, and connection to other social service systems operate in information silos. Moreover, organizations that assist the same people may be duplicating services or ineffectively providing services to those in need. In the past, there has been no easy way for human service organizations to share information about clients, resources, and services. Over the last decade, distinct initiatives have begun to standardize data collection, storage, and transmission standards within human service domains. This paper describes several human services standards currently in use or under development in the United States and discusses how each support distinct, yet related, human service information management during disasters. The paper concludes with a call for the development of an overarching human services data interoperability standard. |

In the USA the basic objective of local and state government's Emergency Operations Plans (EOP) is to implement mitigation measures to reduce the loss of life and property damage by the efficient mobilization and deployment of resources. The evacuation of citizens out of harms way either before an impeding disaster or after the occurrence of one is a critical component of any EOP. This document represents a summary of the Evacuation Plan designed for the City of New Orleans. Results of live field exercises conducted during the 2006 Hurricane Season and suggestions for improvement will be highlighted. The ideal Emergency Evacuation Tracking System will be designed to operate within a System of Systems framework with interfaces: to field personnel, emergency managers and logisticians operating in an Emergency Operations Center (EOC), with state and local government systems such as public information emergency hotline (311 Centers in the USA), asset tracking management systems and others. |

Information systems that support crisis responders and disaster risk management efforts are complex sociotechnical phenomena comprised of human capacities and relationships, data and software tools. Research in crisis informatics has highlighted the ways in which emergent groups of digital volunteers, or volunteer technical communities, have mobilized during disaster events to support information management efforts. This paper describes an action research project to support the creation of an ex ante volunteer technical community from among the potentially affected population in Kathmandu, Nepal, one of the most seismically at-risk cities in the world. We propose a mathematically based approach for evaluating and quantifying the potential of a successful automatic integration between pairs of data resources. The integration potential, expressed as a percent, should influence assumptions and procedures of emergency response planners. |

Abstract |
Mobile communications networks and devices can be and have been used by authorities to warn and instruct the general public during crises. However, our understanding of how mobile technologies could best be used for emergency announcements (public warnings) is currently limited. To clarify one part of this field of study, we define and describe a simple taxonomy for mobile emergency announcements (MEA) systems. The taxonomy has three categories: preplanned MEA systems, ad-hoc MEA systems and semi ad-hoc MEA systems. Differences in functional, security and other requirements were found between MEA systems belonging to different taxonomy categories, both concerning how each category of MEA systems can meet the common requirements, and concerning which requirements are the most important for each category of MEA systems. The differences between the categories were especially clear for these requirements: the understandability and credibility of the MEAs and the security of a MEA system. |

Abstract |
In emergency response, parallel working coordination groups and command and control centres are responsible to deal with complex events. A well-functioning exchange of information between organizations, officials and these coordination groups is the basis for an efficient risk management. This paper describes a methodical ap-proach for field observation to understand and improve the inter-organizational information management be-tween the involved partners. The method was tested within a practical approach and possible occurring problems during the observation were identified and solutions for these problems are provided. |
