Abstract Crisis management information often has a geospatial dimension that allows it to be visualized on a map. As

more and more systems are developed as web-based applications, maps have also become a common sight in such

applications. The de-facto solution to add maps to web-based applications is to integrate a third-party service.

For web-based crisis management information systems, this approach has two disadvantages. First, the third-party

service must be available and reachable. Second, by using third-party services you implicitly share what you are

viewing, with the risk of unintentionally exposing sensitive location information. In this Tool Talks paper, we show

how to create a robust and private alternative for web-based maps using open source tools and open data.

Abstract Maps, showing the tactical or the administrative situation at any particular time, play a central role in disaster management. They can be realized as interactive map mashups. In addition to classical information (weather, water levels, energy network, forces), they can also be used to present a view on citizen-generated content, e.g. from social media. In this paper we offer insights into how mobile map mashups can assist citizens during infrastructure failures that often occur in large-scale emergencies. Based on a review of approaches and mobile applications from literature and especially from practice, we present SOMAP (social offline map), a mobile app we developed in Android. It offers offline map functionality in terms of (A) pro-active loading and storing of potentially needed maps of the respective area as well as (B) the possibility of exchanging information from social media using Bluetooth. The application was evaluated qualitatively, to gain insights into the potential of such applications.

Abstract The coordinated response of fire has become a priority need for effective participation of actors. Within this scope, Geo-Information Technologies (GIT) will help to reduce of catastrophic results of disaster and protect lives and resources, with dynamic use of geo-data in fire disaster management. Interoperable geo-data is urgent need for fire disaster management. With assigned tasks, fire brigade is the most effective actor for the fire disaster management at different phases. In this study, actors that could act in a GIT based fire disaster management are defined. Activities in management phases of the possible fire disaster and geo-data needs to manage these activities were determined. According to this background, case activities such as producing fire risk map, optimizing locations of response teams, and the like were developed by using GIT. This approach can be a preliminary work to trigger effective and collaborate use of geo-data in fire brigade services.

Abstract Crisis management (CM) is an aspect of command and control characterized by complexity, uncertainty, and severe time pressure. To address these challenges, CM teams can use collaborative work support systems (CWSS) to help plan their intervention and coordination activities. However, the use of CWSS is not necessarily beneficial and in some cases, can impede more than augment performance. Hence, it is essential to understand the impact of a CWSS on team performance and CM teamwork. We have developed a methodology to assess the effectiveness of CWSS by comparing the use of an interactive Smartboard with that of a traditional topographic map during team planning activities. To do so, a dynamic CM situation is simulated using a forest firefighting functional simulation – the C3Fire microworld. We compared two groups of participants on the basis of performance, communication, coordination efficiency, and planning quality. Based on a preliminary analysis, in comparison to maps, the use of a CWSS seems to be beneficial to planning activities and CM coordination. At this point the main contribution of the current on-going project is to provide a method and metrics for the objective assessment of new technology in the context of CM.

Abstract People who own animals are faced with complex decision making in evacuations. In the US, the Emergency Operations Center is often inundated with calls from animal owners who are aware they are under pre- or mandatory evacuation, but are unsure of what to do about evacuating their animals. Often animal evacuation is a highly improvised activity for owners and responders, though there is a now a general push toward streamlining procedures because of the high impact the matter of animals has on society?s welfare during times of emergency. This paper reports on the use of participatory design methods in a mapping project to support the range of people involved in animal evacuation during mass displacement events. The work provides insight into both procedures and standards for creating evacuation maps that communicate clearly with the public and across the range of emergency responders.

Abstract Exercise managers and instructors have a particularly challenging task in monitoring and controlling on-going exercises, which may involve multiple response teams and organizations in highly complex and continuously evolving crisis situations. Managers and instructors must handle potentially incomplete and conflicting field-observation data and make decisions in real-time in order to control the flow of the exercise and to keep it in line with the training objectives. In simulation-based exercises, managers and instructors have access to a rich set of real-time data, with an increased potential to closely monitor the trainees' actions, and to keep the exercise on track. To assist exercise managers and instructors, data about the on-going exercise can be filtered, aggregated and refined by real-time decision-support systems. We have developed a model and a prototype decision-support system, using stream-based reasoning to assist exercise managers and instructors in real-time. The approach takes advantage of topic maps for ontological representation and a complex-event processing engine for analyzing the data stream from a virtual-reality simulator for crisis-management training. Aggregated data is presented both on-screen, in Twitter, and in the form of topic maps. © 2012 ISCRAM.

Abstract Over the last couple of years Volunteered Geographic Information (VGI) and particularly OpenStreetMap (OSM) have emerged as an important additional source of information in disaster management. The so-called OSM Crisis Maps are primarily developed by OSM contributors who work remotely. While local OSM contributors know their area of interest and rely upon local knowledge, often the sole basis for the remote mapping is satellite imagery. This fact may raise doubts about the quality of the Crisis Maps. This study introduces an experimental approach to assess the data quality that remote mappers produce. In an experimental setting, data sets produced by a group of remote mappers are evaluated by comparing them to data sets created by a selected expert mapper with local knowledge. The presented approach proved to be useful for assessing data quality of remote mapping and can be used to support decisions about the suitability of crowdsourced geographic data.

Abstract The Canadian Multi-Agency Situational Awareness System (MASAS) is rapidly becoming Canada's national system for exchanging emergency management incident-relevant information amongst multiple agencies and jurisdictions. Through the use of structured information aligned with open standards, and a centrally managed open architecture, MASAS provides a trusted virtual community with the ability to seamlessly exchange emergency management information. MASAS offers an information exchange architecture that is based around a highly resilient system of data aggregation hubs that are easily accessible directly or through third party commercial tools by emergency management officials at all levels, from the smallest community in the most remote areas of Canada's north to key federal stakeholders such as the federal Government Operations Centre or the Canadian military. This paper highlights the key design principles, experimental activities, and technology implementation strategies that are positioning MASAS as a Canadian success story in the making – from coast to coast to coast. © 2012 ISCRAM.

Abstract In the near future, first responders may become equipped with mobile devices providing navigation, decision and communication support. Because of the complex and chaotic circumstances in which these devices will be used, the devices should support the creation and maintenance of adequate situation awareness. Extensive testing of such devices for crisis management in real-life is expensive, complex, risky and only possible for specific settings. Therefore, we developed a synthetic task environment that is suited for developing and evaluating new concepts. In this paper, we present the results of the first experiment in this environment. Participants had to rescue victims in a synthetic world, and were supported by a map of the area showing the location and orientation of the participant and the victims. The experiment focused on the effects of map size and user's spatial ability on the quality of the situational awareness that was developed by the first responders. Besides the results of the experiment, experiences with the use of a synthetic environment for evaluation and development purposes are presented.

Abstract This paper describes the design, implementation, and evaluation of pen input recognition systems that are suited for so-called interactive maps. Such systems provide the possibility to enter handwriting, drawings, sketches and other modes of pen input. Typically, interactive maps are used to annotate objects or mark situations that are depicted on the display of video walls, handhelds, PDAs, or tablet PCs. Our research explores the possibility of employing interactive maps for crisis management systems, which require robust and effective communication of, e.g., the location of objects, the kind of incidents, or the indication of route alternatives. The design process described here is a mix of “best practices” for building perceptive systems, combining research in pattern recognition, human factors, and human-computer interaction. Using this approach, comprising data collection and annotation, feature extraction, and the design of domain-specific recognition technology, a decrease in error rates is achieved from 9.3% to 4.0%.
