Abstract Understanding the performance of disaster monitoring systems is a key to understanding their success, therefore; various qualitative and quantitative measures and metrics can be applied in the characterization and analysis of such systems. Through evaluation studies, problems that impede a disaster monitoring system performance can be identified. The results can be used for system control, design, and capacity planning. Previous studies address technical performance analysis metrics for analyzing monitoring systems leaving out human and organizational dimensions of such systems. Thus, the primary objective of this study is to identify and describe a set of disaster monitoring systems performance analysis metrics that may be employed to evaluate such systems. This study may be valuable to researchers and practitioners involved in disaster and emergency response studies in planning the transportation of vital first-aid supplies and emergency personnel to disaster-affected areas, and in improving chances of survival after a natural disaster.

Abstract This paper develops a set of design considerations for information systems to support the management of interdependent critical infrastructure systems. Constraints on how these systems are managed are oriented along technical, political and organizational dimensions, though objectives along these dimensions may conflict and thus be difficult to satisfy. This paper harnesses methodologies from software engineering and cognitive science in order to specify opportunities for using information systems to support human-centered management of critical infrastructure systems. The particular focus of this work is on developing information systems to support visualization and visual problem solving. Progress to date is discussed in terms of an ongoing research project which uses as a test-bed data associated with lower Manhattan (New York, USA).

Abstract This paper examines inter-organizational governance within the context of a County wide Emergency Medical Services (EMS) system. Through a case study approach that included an action research methodology, this paper reports research findings on how one multi-organizational EMS system in California designed a process to establish an inter-organizational IT governance structure. The process resulted in EMS stakeholders defining architectural qualities that could be used to drive the EMS enterprise to a higher level of architecture maturity. That is, away from inherent business silos and towards greater levels of standardization and integration of information and technology across all stakeholder groups. The San Mateo County, CA Emergency Medical Services (EMS) system provided the case study context to better understand characteristics of a high performing emergency response system. The unique governance structure of this case allowed researchers to formulate a preliminary understanding of what IT governance is within this context and how it plays a role within private and not-for-profit sector large-scale, inter-organizational, emergency response systems. We applied the time critical information services (TCIS) framework to the specific setting of the San Mateo EMS strategic redesign initiative. The TCIS framework was used to drive roundtable discussions and in addition to obtaining a better understanding of the governance dimension, much was also learned about the operational and organizational dimensions of a high performing emergency response system. From these discussions, a set of 11 key findings were developed in order to guide the county's procurement strategy and future strategic direction. The impact of these findings is that they will be used to formulate public and private sector service contracts that will remain in effect for the next 10 years.
