Abstract |
To face the urgent need to train strategic and operational managers in dealing with complex crises, we are researching and developing an innovative decision support system to be used for crisis management and interactive crisis training. This paper provides an overview of current decision-support systems, simulation software and other technologies specifically designed to serve crisis managers. These findings inform the design of a new interactive simulation technology system, where a 3D Common Operational Picture (COP) is shared between tactile digital whiteboard in the command center and mobile devices in the field. © 2012 ISCRAM. |

Abstract |
This review addresses current educational and research efforts in disaster medical education (DME) in the United States. Since the events of 9/11, DME has received greater attention. However substantial problems remain in terms of ensuring that large numbers of medical students and residents are exposed to high quality DME – not only Emergency Medicine residents. Barriers to widespread adoption of DME include lack of performance metrics, disagreement task areas, and lack of emphasis on physician leadership. Further, such efforts must ensure retention of key information over periods that are disaster free; utilize objective training metrics that will allow for an evidence base to form; and develop low cost, scalable training approaches that offer greater fidelity to the disaster environment than classroom based instruction. To improve the state of the art, we argue that DME research must move toward a translational science model that integrates important advances in basic information science into application that improve the clinical performance of frontline medical staff who are called on to respond to individual and community needs in the aftermath of disaster. Mid-fidelity, team-in-the-loop simulations developed for disaster manager training may provide an avenue toward improved DME by exposing medical students to scenarios that fundamentally challenge their assumptions in real-time game play. This can be accomplished with lower costs and greater scalability than live exercise or mock-up training approaches. © 2012 ISCRAM. |

Abstract |
Security of network assets is a high priority with little traditional return on investment. Increasingly, cyber attacks are being used by both terrorist and unfriendly government organizations. The HACKING Game, a Cross Impact Analysis planning tool, can be used to plan security resource allocation in computer networks. Cross Impact Analysis provides a mathematical basis to determine the interrelationships of one event with a set of other events. Output from the HACKING Game's Cross Impact Analysis model can be used to help justify security expenditures, with an added benefit of being a training tool for employees learning to protect networks. This paper presents details of the Hacking Game's design and its capabilities. Cross impact modeling can be used to develop games for any situation characterized by a set of offense and defense events to produce an individual or collaborative model for such things as natural and man-made disasters. |

Abstract |
Planning processes, including simulations and games, can help emergency workers to prepare for the unexpected. Rehearsal using software based gaming techniques not only helps planning, but is also cost effective. Computer-based groupware systems can make experts available regardless of location. A new approach, Virtual Simulation (VS), uses networking to create a flexible learning and planning environment. To date two prototype trials of this approach have been implemented at NJIT with major revamps between each one. This paper gives the results of the latest prototype trial, a simulation of attacks on university computer centers. The insights from this second prototype trial of virtual simulation will help us to improve the design and approach for future offerings. |

Abstract |
Upon developing a software agent-based simulator for training roles in emergency response scenarios, the PARVAC team at the University of Washington has pursued building a tool for better investigative review and insight generation on the performance of an emergency response game session team. While our RimSim Response software included the opportunity to re-run a simulated team performance in order to review player and agent behavior, we did not provide our trainees the ability to visually query their performance outside of a sequential review of the emergency response effort. By integrating our RSR visualization components with an existing visual query software package called Improvise, we were able to construct highly-coordinated visualizations of our data model for the ability to apply a sense making approach in the investigation of live player and software agent-based behavior – both as individual players and as combinations of players working on tasks associated with an emergency response scenario. The resultant tool is now our primary visualization tool for discussing first responder team performance and supports the overall RSR objective of training teams to make the most effective, recognition-primed decisions when a real emergency crisis occurs in their community. This paper reviews our visualization tool and demonstrates its use. |

Abstract |
Crisis management requires stakeholders to not only show strategic, organisational preparedness for crisis events (e.g. by systematising and professionalizing coping work), but also to develop skills to deal with unanticipated events and other stakeholders involved in the same crisis. They should not only rely on established information flows and behaviour patterns, but should be able to deal with situational aspects. This usually involves communication work within and between organisations involved in crisis management. We describe the practice of the crisis communication training of a German electricity provider and the prototype we developed, implemented and evaluated. The collaborative training tool targets not only the local practice, but aims at inter-organisational trainings that would also allow improving the mutual understanding for communication practices and information needs of other stakeholders. |

Abstract |
This paper reports research in progress into a study of information flow and teamwork in Incident Management Teams (IMTs) in Australia. The research project, funded by the Bushfire Co-operative Research Centre. The overall research design includes interviews with experienced personnel, observations of real-time incidents and training simulations and a national questionnaire of incident management practices. Data reported in this conference session will focus on a sample of observation data conducted in two training simulations of a wildfire incident. Observations were video recorded and key IMT members wore lapel microphones. Video data has been coded for use of artifacts (e.g., maps, status boards) and room movement. Audio data has been coded for by the quantity and quality of interactions within and between IMT functions. The presentation aims to contribute to an understanding of what enables and constrains effective teamwork and information flow within Incident Control Centers (ICCs) in Australia. |

Abstract |
Serious games are an effective tool for giving players a hands-on, immersive experience of crisis situations. To simplify the design of such games while ensuring their relevance, we propose a design method that is based on reference tasks. The feasibility of this approach is demonstrated by the improved design of the serious game “Disaster in my Backyard” that has been played during ISCRAM Summer school 2013. The design incorporates humanitarian logistics, search-and-rescue and coordination tasks. We also present the lessons learned from this instantiation of the game and give an outlook towards future research, such as the evaluation of tools for crisis response and management through the use of serious games and reference tasks. |

Abstract |
The tunnel operator monitors and regulates the flow of traffic inside a tunnel, and takes actions in case an incident occurs. TNO has developed a training simulator that enables the operator to train incident situations. We are currently improving the simulator by developing intelligent agents that support a qualified operator, who trains himself, without the presence of a human instructor. This paper provides an overview of research activities in this project. In particular, it describes two types of educational agents, the authoritative instructor agent and the non-authoritative companion agent. |

Abstract |
The aim of this paper is to describe I-Sim, a simulation tool that is a fully integrated part of the underlying agent framework, I-X. I-Sim controls a discrete event simulator, based on the same activity model that is shared between all I-X components, and multiple process-level simulators that model the continuous change caused by actions that are considered as primitives by the rest of the system. The primary purpose of this tool is to support instructors during exercises that are used for training in emergency response. The main advantage the I-Sim tool gives the instructors is flexibility, allowing them to orchestrate and modify existing training scenarios on the fly, adapting them to trainees' needs as required. |

Abstract |
The first hours after a disaster are essential to minimizing the loss of life. The chance for survival in the debris of a collapsed building for example decreases considerably after 72 hours. However the available information in the first hours after a disaster is limited, uncertain and dynamically changing. A goal in the development of the Disaster Management Tool (DMT) was to support the management of this situation. Its module DMT-EOC specifically deals with problems of the members in an emergency operation centre (EOC) by providing a training environment for computer based table top exercises and assistance during earthquake disasters. The system is based on a flexible and extendible architecture that integrates different concepts and programming interfaces. It contains a simulation for training exercises and the evaluation of decisions during disaster response. A decision support implemented as a multi-agent system (MAS) combines operation research approaches and rule-base evaluation for advice giving and criticising user decisions. The user interface is based on a workflow model which mixes naturalistic with analytic decision-making. The paper gives an overview of the models behind the system components, describes their implementation, and the testing of the resulting system. |

Abstract |
The regulatory environment is no longer the primary hindrance to the full application of telecommunications technology in the service of emergency response, disaster prevention and relief, and crisis management. Nowadays the restricting factor is the lack of knowledge about the capabilities, but also the limitations, of the multitude of specialized and of public communication systems. This paper will analyze the situation with the help of some practical examples and will recommend an interdisciplinary multi-stakeholder based approach to an educational concept for emergency and disaster telecommunications. |

Abstract |
Crucial to improving the management of emergency situations is the definition of suitable Emergency Plans and training of participants in the application of such plans. In order to design a good Emergency Plan, experts from different areas need to work collaboratively to identify all the events and the relationships among such events. The main purpose of this project is to study different information technology techniques that can be used in the elaboration of and training for Emergency Plans, based on the use of scenarios. The use of such techniques will support collaborative development of Emergency Plans, the use of rich formats that provide different perspectives on a plan, the exportation and sharing of plans in order to increase their evolution and improvement, the instruction of participants, as well as better interaction, participation and exchange of knowledge. Key aspects of the plans for this recently begun project are described in this paper. |

Abstract |
Since crisis management training requires extensive resources, a computer-simulated environment where communication plays a crucial role, can be an effective and efficient way to complement real-life training. With the aim of designing a simplified communication interface for a training simulator, this paper analyzes the complex communication network of crisis management, based on observations of a real-life, large-scale exercise of emergency services. Three research objectives were pursued to reach this goal. The results show that a selection of the most useful communication metaphors suggests that face-to-face and radio should be provided in a virtual environment. Consolidation of the communication groups highlights two groups, namely, the first responders and commanders. And, the analysis of the communication flow identifies different roles and the information flow between and within the groups. With this approach we aim to provide a single, multi-role interface that will be easily scalable and reconfigurable, while saving implementation costs. |

Abstract |
In most nations, continued concern exists regarding the potential for acts of terrorism. Healthcare providers, specifically those in Emergency Medicine, will find themselves in the forefront of responding to such events. Training for Emergency Preparedness for all potential hazards is critical. Many approaches to training in individual for All Hazard Preparedness exist. The authors describe a multifaceted approach to training for All Hazards Preparedness and planning for terrorism. The approach includes classroom exercises designed specifically at understanding hazardous material threats, high fidelity patient simulation, strategic management simulation, and simulated care exercises in a non-hospital based emergency department facility. The authors believe that this multifaceted training will provide the broadest most potentially useful training and evaluation for emergency providers to ensure optimal response in times of any and all future terrorist attacks. |

Abstract |
We describe a co-design method for emergency response scenario creation, to support the evaluation of new information technologies. The aim of our use of the method were to achieve scenarios that could be used in experiments or training sessions with professional emergency response personnel. We have analyzed how the method facilitated the design of scenarios (events, resource demands, communication between players), and the description of constraints in a resource management matrix. Our research indicates that the resource management matrix could be an important complement to function-centric analysis methods such as Functional Resonance Analysis Method (FRAM). We also illustrate how the interplay between play and situation description allowed us to simultaneously design and validate the scenarios with respect to playability versus resource demands. We discuss how the resource matrix can be used to adjust the validated scenarios after the design sessions. © 2012 ISCRAM. |

Abstract |
Crisis management exercises require a lot of preparation and planning to ensure that the training objectives are met. This is often a time consuming and expensive process and can be a major barrier to setting up frequent crisis management training sessions. The introduction of virtual training environments to supplement the live exercises enables the development of tools to support the instructors in their planning, management, observation and analysis of training exercises. This can simplify the planning process, and give instructors control over the configuration of the exercises to tailor them to the needs of individual trainees. In this paper we present a tool that supports instructors in the planning of virtual exercises, and can be used to provide templates for live exercises. This tool has been developed with ongoing feedback from instructors and crisis management personnel and forms part of a crisis management virtual training system. © 2012 ISCRAM. |

Abstract |
Current crisis management training, at the strategic level, is predominantly focused on two approaches, table-top exercises and large-scale physical simulations. Unfortunately, neither of these approaches provides the necessary realism to accurately prepare trainees for the stress, volume and speed of decision-making required in an actual crisis situation. The development of virtual environments, rich multimedia, and games technologies has resulted in considerable work in developing new training support tools. Some of this work has introduced more realistic stress into the training environment, but to date there has been no systematic approach to the creation and management of stress in crisis management training. The Pandora project has built from existing models taken from crisis management Gold Commander training, timeline-based event network modelling, augmented and virtual reality serious games environments, affective computing research, and emotional ambience models from film and TV, to develop a rich multimedia training environment offering just such an approach. © 2012 ISCRAM. |

Abstract |
The application of Information and Communication Technologies in emergency management environments is a challenging research topic; particularly, the applicability of C4ISR (Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance) systems specifically designed for these environments. A key aspect in emergency management is the training of operatives at all levels, from intervention to operational, including tactical command and control. Virtual reality is widely used for training and learning purposes, but the interaction of real and virtual worlds with new standards (i.e. MPEG-V), going a step further from the traditional approach to create virtual environments based in expensive simulation dedicated equipment and allowing data streaming between both worlds, has not yet been exploited in training for emergency management. This paper proposes an architecture for a C4ISR training system providing interoperability between real and virtual worlds using the MPEG-V standard and allowing simultaneous and real time training of both real and virtual units. |

Abstract |
In crisis situations different organizations have to cooperate to gain shared situation awareness and to take accurate decisions. However, several evaluation studies of crisis mitigation processes indicate that it is hard to effectively coordinate efforts of all organizations involved. The goal of our project is to improve coordination in crisis management teams, by improving the interaction processes in a crisis management team. The project consists of two main steps. First, the development of MIRROR, i.e. an overview of 16 relevant factors that influence team interaction. Second, the development of a training based on MIRROR. We expect MIRROR and its training module to be a useful tool for team members of crisis teams. In addition, MIRROR has the advantage that it can be applied in non-crisis teams, during daily situations, as well. This enlarges the chances for potential team members of crisis teams to increase their team interactions skills. © 2012 ISCRAM. |

Abstract |
Live team training of firefighters has several disadvantages. Firstly, it is costly because many team members and training staff are involved. Secondly, not all team members have the same competency level, and some individuals may just not be ready to train in a team context. Thirdly, live training in high-risk situations is difficult and dangerous. Consequently, critical situations can not be trained adequately. Following a scenario-based and a rapid prototyping approach, we are designing and developing a pc-based virtual training environment to train individual firefighters in making decisions in a team context operating in high-risk situations. This individual training program can better prepare the firefighters for live training, enhancing the effectiveness and efficiency of these team-training exercises. In this paper we describe the training-method, we outline how this is technologically implemented and discuss how we are planning to test the prototype. |

Abstract |
This study explored automated training for emergency managers and the effects of feedback on performance. A prototype emergency management training application was built to allow the usage of either immediate feedback or delayed, “hotwash” feedback. Users were split into two groups and asked to carry out two emergency management scenarios using one of the feedback mechanisms, and the difference in scores between each feedback type were analyzed There was a general increase in performance across sessions. Further, the improvements in scores between each feedback type showed that users performed significantly better when using the hotwash feedback mechanism compared with the immediate feedback mechanism. In contrast to the performance data, preference data showed no overall differences between the two procedures, although each user had a strong preference for one or the other feedback mechanism. The implications for the design of training systems offering both procedures are discussed. |

Abstract |
The work of first responders is marked by unpredictable situations, quick decisions and peak performance. Gathering all important information related to an emergency situation forms the basis for a meaningful and purposeful planning and action. For example during an accident scene the execution of complex individual orders is crucial. The many rescue facilities, rescue vehicles, and first responders needed lead to complex workflows. Real-life exercises are necessary to train controllers and first responders in handling these special situations, but are difficult and costly to organize. This paper gives a short overview of such an exercise and draws a rough practitioner-based vision of a potential simulation-based interactive system that could support exercise leaders and decision makers towards an effective utilization of real-life exercise data. |

Abstract |
Much research and technical development has been conducted to make crisis management more efficient, especially regarding crisis information systems used to streamline operations of authorities during a crisis. Experts from the German Red Cross mention that there is a need for the development and improvement of specific training methods and structures for such new crisis information systems in command and control centers. They also say that computer simulations could be a practical possibility to train crisis management and response staff. To substantiate this information, interviews were conducted with key officials in the field of German civil protection: command and control center staff, command and control center software trainers and crisis information system managers. This paper presents a qualitative study in the field of training German response personnel in crisis management information systems. The results are presented in three sections: suitable training strategies and structures, challenges and best practices for the implementation of trainings and using simulation as a training method for crisis information systems. The results contain personal experiences, opinions and known best-practices of the interview partners. |
