  Abstract The project Systemic Pandemic Risk Management (SPRM), funded by the Research Council of Norway, has developed methods to assess and manage pandemic systemic risks. The project consortium includes an enterprise leading the project, public partners and research institutions in Norway, Sweden, and Italy. Kristiansand municipality, a partner in the SPRM project, adopted the project methods to assess and manage systemic risks. Based on a scenario about the potential spread patterns of the COVID-19 Omicron variant developed by the Norwegian Institute of Public Health, staff from Kristiansand employed the SPRM project’s approach to facilitate systemic risk assessment and management workshops. Practitioners and decision-makers from the main hospital in the Agder county and several municipalities proposed risks, their causal consequences and identified practical and impactful mitigation strategies. The strategies were implemented at the county level. The approach can improve handling of systemic risk scenarios beyond pandemics.

  Abstract The Spatial Futures Forum, held in Sydney in September 2017, highlighted issues that governments, emergency management organisations, academics and spatial systems research and development groups should carefully consider as they work towards a future that provides 'inter-connectedness with inclusiveness' for individuals and the societies in which they live. This is especially important when we consider the implications for disaster management when situational awareness and community resilience will be reliant on the: successful connection and integration of the 'islands' of spatial information generated by and stored in current systems; development of a real-time 'data on demand' approach to spatial systems; and the development and careful curation of an individual's 'virtual identity' from an ethical, legal, property ownership and risk perspective.

  Abstract Although one of the dominant paradigms in managing disaster operations is that of modeling decisions around the activities of humanitarian organizations, recent literature has highlighted the importance of managing disaster operations from the perspective of the affected community. Modeling community-driven disaster operations has a unique set of challenges, however, several of which are highlighted in this research effort. These include engaging the community and coordinating amongst multiple decision makers, defining a clear community objective, and planning with long decision horizons. Using the urban area of Portsmouth, Virginia as a case study, this work in progress paper demonstrates a decision approach which addresses these critical elements of community-driven disaster operations management.

  Abstract Monitoring and evaluation can help organizations involved in disasters learn from their responses to prior events and improve their performance over time. Using a data set of non-emergency service requests in New York City (NYC), this paper provides a method to evaluate and compare the performance of local governments in terms of service request response times after different disaster events. In particular, the proposed method can be used to compare such performance across divisions or boroughs in a city. To illustrate this, we evaluate the performance in five of NYC's boroughs: the Bronx, Brooklyn, Manhattan, Queens, and Staten Island, across seven major natural disaster events from 2010 to 2012. Our analyses show that Queens and Brooklyn demonstrate better performance than the other boroughs in almost all of the seven events under consideration.

  Abstract The aim of this work is defining fundamental principles of an Internal Security System in the presence of intentional risks in Public Administration. The relevance of this object of study has increased even more with the emergence of new terrorist groups and the proliferation of organized crime, which have been categorized as a maximum threat to Security by the government. This context has led to new regulations and legislation on Security matters at the national and international level to protect assets, people and the activity of the Administration itself. Despite the large number of regulations and relevance of this topic, there is not any study which defines in a comprehensive manner the requirements that a security system must have in the presence of intentional risks in Public Administration. The results of this work are intended to be a reference for the Public Administration, for the prevention and reaction to damage to people, property, and operation, intentionally caused by external agents, personnel themselves or users. These principles have been applied and validated through a Delphi process in the Administration of the Regional Government of Andalusia in which more than 40 security-related managers have participated.
