Abstract This discussion paper focuses on conceptualizing the ultimate goal in disaster management, i.e. reduction of future risks and impacts and explicitly highlights how actions taken in various phases of integrated disaster risk management influence vulnerability and eventually overall risk characteristics. First, the advancement of the disaster management concept evolving from a cyclic perspective to a spiral view is described and the various stages of disaster management including risk analysis, mitigation, and response are explained. In an attempt to improve and advance disaster risk management, next, the concepts of foresight and prediction are described and its major differences are highlighted. Finally, the basic framework of risk governance is considered for integrating foresight and prediction and thus lifting disaster management to the next level. Active and transparent communication and participation is seen as the key for successfully implementing risk governance.

Abstract The OSIRIS project addresses the disaster management workflow in the phases of risk monitoring and crisis management. Risk monitoring allows the continuous observation of endangered areas combined with sensor deployment strategies. The crisis management focuses on particular events and the support by sensor networks. Four complementary live demonstrations will validate the OSIRIS approach. These demonstrations include water contamination, air pollution, south European forest fire, and industrial risk monitoring. This paper focuses on the latter scenario: the industrial risk monitoring. This scenario offers the special opportunity to demonstrate the relevance of OSIRIS by covering all the aspects of monitoring, preparation and response phases of both environmental risk and crisis management. The approach focuses on non-restrictive linking in a wireless sensor network in order to facilitate the addition and removal of nodes providing open interaction primitives allowing the comfortable integration, exclusion, and modification. A management layer with an event-triggered and service-based middleware is proposed. A live lab with real fire is illustrated.

Abstract To observe psychosocial effects of the Covid-19 pandemic on the population, multiple retrospective studies have been performed in Germany. However, this approach may lead to response bias regarding affective and cognitive processes as it fails to capture situations as they occur (‘in situ’). Identifying those situations in daily life where individuals are emotionally and cognitively affected by Covid-19 can provide valuable insights for mobile experience sampling method studies (MESM) that evaluate participants’ affective and cognitive processes. This study presents an MESM solution (a self-developed smartphone app and server backend) to detect Covid-19 induced ‘in-situ frames’ which was successfully used in a long-term psychosocial study in Berlin (Germany) from November 2021 to January 2022. As highly sensitive personal data (e.g., emotional state, vaccination status and infection state, socio-demographics) have been collected, the solution places a strong emphasis on privacy, pseudo-anonymization, data-minimization, and security. To support long-time motivation for the participants, good usability and user experience containing gamification elements were also realized. The results indicate that Covid-19-related situations expressed by means of a high emotional risk perception could be identified even though participants located themselves in “rather Covid-19 free” private spaces.

Abstract This paper describes research in progress exploring the use of mobile device technology and citizen sensors, as tools for emergency managers and planners to quickly to gather and map citizen perceptions of risk in communities exposed to tsunami hazards. VAPoR is an agile, deployable system developed at the Spatial Interface Research Lab that does this. It is currently being field tested on the West Coast of Vancouver Island, British Columbia. This evaluation assesses these technologies and methods, and their potential to help emergency planners mitigate risk in coastal communities. © 2012 ISCRAM.

Abstract When Hurricane Sandy swept over the US eastern seaboard in October 2012, it was the most tweeted about event at the time. However, some of the most affected areas were underrepresented in the social media conversation about Sandy. Here, we examine the hurricane-related experiences and behaviors shared on Twitter by residents of Far Rockaway, a New York City neighborhood that is geographically and socioeconomically vulnerable to disasters, which was significantly affected by the storm. By carefully filtering the vast Twitter data, we focus on 41 Far Rockaway residents who offer rich personal accounts of their experience with Sandy. Analyzing their first-person narratives, we see risk perception and protective decision-making behavior in their data. We also find themes of invisibility and neglect when residents expressed feeling abandoned by the media, the city government, and the overall relief efforts in the aftermath of Sandy.

Abstract Assessing a system's vulnerability is a widely used method to estimate the effects of risks. In the past years, increasingly dynamic vulnerability assessments were developed to display changes in vulnerability over time (e.g. in climate change, coastal vulnerability, and flood management). This implies that the dynamic influences of management strategies on vulnerability need to be considered in the selection and implementation of strategies. For this purpose, we present a strategy evaluation framework which is based on dynamic vulnerability assessments. The key contribution reported in this paper is an evaluation framework that considers how well strategies achieve a predefined target level of protection over time. Protection Target Levels are predefined objectives. The framework proposed is inspired by Goal Programming methods and allows distinguishing the relevance of time-dependent achievements by weights. This enables decision-makers to evaluate the overall performance of strategies, to test strategies, and to compare the outcome of strategies.

Abstract Project ERMA (Electronic Risk Management Architecture) develops a platform for risk managers that can be cus-tomised to individual risk management scenarios in order to meet the needs of small and medium-sized municipali-ties. Due to their limited resources, smaller boroughs call for flexible and intelligent platforms that can be tailored to a set of risk management scenarios that might range from natural disasters to man-made hazards. This paper will promote a process-oriented stance for supporting emergency management operations. The scope of services ranges from decision support via key-indicators with attached process management system up-to alarming services that incorporate citizen relationship management services to keep the citizen well informed and use him for the capture of additional information.

Abstract The evaluation of an emergency scenario is often based on the use of simulation models. The specificity of these models involves the need for a complex evaluation of the problem domain, including the physical conditions behind the considered threat. Based on emergency occurrences data, provided by the Portuguese National Civil Protection Authority, we are currently developing a methodology for evaluating a real situation, based on past occurrences. The aim is to develop a platform that will enable the evaluation of a risk scenario based on existing civil protection data. The methodology under development should enable the evaluation of different scenarios based on the collected available data. This will be achieved thanks to the facilitated configuration of several aspects, such as the geographical region and relevant properties of the considered threat. In this paper, we describe the methodology development process and the current state of the platform for risk evaluation.

Abstract This paper reports the progress that is being made in developing a software tool (the Flood Warning Communicator, FWC) that helps communication professionals constructing effective flood-warning messages. The program provides authorities with a warning message that contains open spaces where event specific information can be inserted. The program uses a database containing (parts of) phrases. Based on the specific situation, a communication professional receives the most suitable standard phrase by clicking on information buttons in a user interface. Together, the phrases form the warning message that sometimes requires minor adjustments such that it suits the specific circumstances. FWC is a well working prototype that allows constructing messages for web sites and short text messages (sms). Research is needed to test and validate these warning messages. In addition, cooperation with public authorities is necessary to make the program suitable for local circumstances (e.g., safety regions and municipalities).

Abstract The proposed research consists of an innovative research design and piloting to compare traditional and contemporary approaches to loss-related decisions, concerning flooding risk in particular. By developing and implementing the integration of multiple methods, the proposed research aims to provide detailed and compelling evidence of how disaster-related decisions can be evaluated using an out-of-frame (capacity) and out-of-sample (occurrence) criterion, i.e. instead of taking a more reductive approach to real world problems. Together with other research being conducted around the world, the current initiative will address the contemporary scientific problem of whether traditionally axiomatic or ecological rationality should be used for evaluating disaster-related decisions. Where ecological rationality is found to be more effective, the same research will inform how ecologically rational approaches to flood risk can be improved through promoting particular areas of an information display or interface under particular conditions.

Abstract This paper discusses the impact of different dimensions of risk perception on people?s decision to take protective measures against natural hazards. Initial basis of the analysis was the winter storm XAVER which affected huge parts of Northern Europe including Berlin, Germany on 5 December 2013. Preliminary results of a representative online survey within the Berlin population show that affective variables such as fear of severe weather and confidence in weather forecasts showed a significant effect on people?s decision to take protective action. Contrary, high experience of natural hazards did not necessarily lead to action.

Abstract Live team training of firefighters has several disadvantages. Firstly, it is costly because many team members and training staff are involved. Secondly, not all team members have the same competency level, and some individuals may just not be ready to train in a team context. Thirdly, live training in high-risk situations is difficult and dangerous. Consequently, critical situations can not be trained adequately. Following a scenario-based and a rapid prototyping approach, we are designing and developing a pc-based virtual training environment to train individual firefighters in making decisions in a team context operating in high-risk situations. This individual training program can better prepare the firefighters for live training, enhancing the effectiveness and efficiency of these team-training exercises. In this paper we describe the training-method, we outline how this is technologically implemented and discuss how we are planning to test the prototype.

Abstract With the increased use of electronic patient files in Health Care Organizations (HCOs), addressing the risks related to the storage and use of patient information has become increasingly important to avoid intentional or unintentional disclosure, damage to or abuse of patients' personal health records. This has lead governments from various countries to introduce and impose information security standards for HCOs. The Dutch government introduced the NEN 7510 national information security standard; a standard derived from the international ISO 17799 norm. Preceding the implementation phase of NEN 7510 standard at a Dutch HCO, we conducted a field study to identify the information security risks as perceived by the main stakeholder groups in the HCO. We present the differences in the perceived information security risks and threats by end users, management and suppliers, and the degree to which these identified risks will be addressed by the implementation of the NEN 7510 standard.

Abstract Microblogging platforms have been increasingly used in crisis, facilitating more participatory communication between official response channels and affected communities. Despite the potential benefits, research has shown that disaster response organizations could not effectively utilize social media data due to data deluge (Knox 2022). To better understand the information needed for disaster response, we turn to the National Incident Management System Guidance for public information officers (PIOs) (NIMS Basic Guidance for PIOs 2020), the primary spokesperson for emergency management organizations. The guidance indicates that PIOs use social media for two major purposes, supporting their operational needs and gauging public perception of risk and incident response. To support the operational needs, the crisis informatics literature has heavily focused on information types supporting situational awareness, including serviceable, eyewitness or actionable information. However, the information representing public perception, such as people’s cognitive and perceptual processes in response to incidents, has been less addressed at scale. To bridge the gap between quantitative study in crisis informatics and information representing cognitive and perceptual processes and better support the task of PIOs, I focus on the study of people’s cognitive and perceptual processes on social media for my research. Cognitive and perceptual processes refer to the way that people pay attention to or process environmental inputs, including the mental activities of acquisition, processing or evaluation of environmental cues, social cues, and warnings. These processes reveal people’s perception of- and decision-making in response to potential threats. With this focus, I seek to answer the following research question: How could people’s cognitive and perceptual processes be inferred from their social media activities in crisis to benefit stakeholders in incident response? My interest in tracing this overall theme through a varied range of sub-tasks produces three more specific research questions: RQ1. How can information exposure and attention be operationalized to highlight cognitive and perceptual processes? RQ2. How do people’s perception of risk communications from stakeholders vary in crisis? RQ3. How could a principled and scalable pipeline be designed to identify people’s cognitive and affective perceptions on Twitter? I took cues from the Protective Action Decision Model (Lindell and Perry 2012) and leveraged baselines in the literature to address these research questions. To address the first research question, I proposed a metric that conceptualized and operationalized the predecision process. The proposed metric was incorporated into a pipeline and applied to two real-word events to recommend messages that represent the shift of collective attention of those locally affected with a specialized focus on cognitive and perceptual processes. To address the second research question, I went beyond the perception of risks to include perceptions of risk communications by stakeholders. I performed an empirical study of the relation between risk communications by stakeholders and different kinds of public perceptions (Lindell and Perry 2012). To address the third research question, I proposed a future work to provide benchmark coding schemes, datasets and models to quantitatively identify information representing cognitive and perceptual processes. I will leverage existing benchmark datasets in the literature (Olteanu et al. 2014; Imran et al. 2016; Alam et al. 2018; Zahra et al. 2020; Rudra et al. 2017; Mazloom et al. 2018; Purohit et al. 2018) and coding schemes in qualitative studies (Trumbo et al. 2016; Demuth et al. 2018) and create benchmark classification models.

Abstract This paper presents a practical risk analysis method for critical, large-scale IT systems in an organisation. The method is based on reliability block diagram modelling and was adapted to fit the requirements of governmental organisations and to reduce the effort required to capture complex failure behaviour. Through the use of different failure categories the risk analysis can be simplified, the input data becomes easier to estimate and the results are easier to use in an organisational risk and vulnerability analysis. The paper first explicitly describes the different steps of the method and then presents a case study in which the method was applied and evaluated in a real-life setting. The method is meant to help an organisation to communicate internally about the reliability of their critical IT systems and to prioritise proposed improvements to this reliability.

Abstract The Decision Support System (DSS) Emergency Planning is designed for use in the event of sea or river flooding. It makes accessible all the information related to the decision whether to evacuate an area. An important factor in this decision is the time required for the evacuation. The model used by the DSS Emergency Planning system to estimate the time required employs a strategy that prevents congestion on the road network in the area at risk. The use of the DSS Emergency Planning system during the proactive and prevention phases enables disaster containment organisations to prepare better for a flood situation. Moreover, all relevant information is saved and is therefore available for the post-disaster evaluation. The DSS Emergency Planning system can play a significant role in ensuring that the evacuation of an area at risk goes according to plan. In the future the DSS Emergency Planning system can also be used to evacuate people in the event of a nuclear, natural fire or extreme weather disaster.

Abstract With the aim of improving human-centric risk communication, this research in progress paper argues for a social-cognitive perspective focusing on the interaction between laypeople and the information environment. A model is designed to predict laypeople's environmental risk perception and information seeking behavior. Using data from a national online survey (N=1,032), our research is an effort to test the predictive power of the socialcognitive model. Practical implications are also discussed in this paper.

Abstract In the context of COVID-19, this study utilizes the Social Mediated Crisis Communication Model (SMCC) and the Protective Action Decision Model (PADM) to investigate the relationship between social media users' protective actions and crisis information during public health crises in China. By constructing a structural equation model, this study aims to identify the influencing factors that affect social media users' personal’s cognitive, emotional, and behavioral reactions given crisis relevant information. Results findings are that warning information can significantly increase risk perception; emotional responses are not significantly affected by warning information and risk perception; risk perception has a negative impact on information gathering and sharing behavior; risk perception has a significant mediating effect on the relationship between information features and protective action.

Abstract In order to conduct empirical casualty modelling in China, Chinese historical earthquake events is the essential basis. However, commonly used casualty databases that focus on Chinese earthquakes and provide comprehensive information rarely exist. Regarding this situation, we derived an earthquake casualty database of Mainland China from authorized Chinese published data sources. The casualty database records 520 earthquake events with magnitude 5.0 and greater where at least one casualty is recorded in the time span from 186 BC through December 2011. Each earthquake case contains information on seismic parameters, deaths tolls, number of heavy injuries and light injuries, as well as areas and population of affected regions from intensity VI to intensity IV. Compared with PAGER-CAT, this casualty database provides 146 unique earthquake events and provides more detailed information on heavy injuries and light injures, as well as areas and exposure population of affected regions. This casualty database is an essential supplement for global casualty databases and provides a basis for earthquake casualty modelling on post-earthquake risk estimation in China.

Abstract The aim of this paper is to briefly describe the characteristics of the Romanian emergency system, risk perception and the use of strategic planning and foresight methodologies in emergency preparedness. The core of the paper investigates the perception of the local leaders of the ES regarding the most probable risks, the uses and utility of long term strategic planning and foresight methodologies, using the Delphi technique. Earthquakes and floods are considered to e the greatest risks, but the leaders do not feel well prepared for them. Lessons drawn from the Romanian transition provide an interesting case study for other new emerging countries. © 2012 ISCRAM.
