Abstract |
Crisis communication during power outages poses several challenges. Frist, the causes of power outages are often events such as severe weather, which also lead to complications. Second, power outages themselves lead to limitations in everyday life. Third, communication infrastructures, that are necessary for crisis communication, are often affected. This work focuses on the communication of the organizations responsible for recovery work (emergency services, public administration, energy network operators) to the public affected by the power outage. Therefore this paper investigates the perception and the information demands of citizens and communication infrastructures in different scenarios. Taking the users' needs into consideration, an Information and Communication Technology (ICT) based concept for crisis communication, which combines general information with location-specific and setting-specific information was implemented as a prototype smartphone application and evaluated with 12 potential end users. ICT-based concepts can gain acceptance, however they should be understood as supplemental for some target groups and in some scenarios. |

Abstract |
This research uses multiple methods to investigate the use of an enterprise mobile multimedia information system aimed at improving handover of patient and emergency incident information from pre-hospital Emergency Medical Services (EMS) to hospital emergency department providers. A field study was conducted across EMS and hospital organizations in the Boise, Idaho region of the United States for three months to examine use of the system and to assess practitioner perspectives. Findings include perceived benefits and challenges to using digital audio recordings and digital pictures, captured using a smartphone application, for improving the timeliness, completeness, accuracy, convenience, and security of patient information for handover in EMS; limitations on how much data can be collected in the field due to a wide variety of contextual constraints; and a need to better understand the value of video within the EMS handover context. |

Abstract |
The emergence of social media provides an additional channel for broadcasting information to the public and support two-way communication between governmental stakeholders and the public during crisis. Research has focused on large-scale events, and few have investigated how social media can contribute to civic awareness and participation of small-scale incidents in a community-oriented context. Moreover, social media have been criticized because it is overabundant with noisy, inaccurate, and unprofessional information that are often misleading. This presents a serious challenge for community members to identify information that are relevant to a local incident. We introduce Community Incident Chatter (CIC), a smartphone application that is designed to aggregate information reported by formal news agencies and social media surrounding local incidents. Participants in a preliminary user study indicate that the community-oriented information presented in CIC is informative, relevant to the community, and has the potential of empowering community residents for responding to and managing local incidents. |
