Abstract |
In response to the Australian Federal Government's legislative changes, including the Disaster Management Act 2003, both State and Local Government are finding it necessary to work ever more closely to ensure the successful development, approval and operation of local disaster management plans and activities. Working closely with numerous Local governments and their stakeholders, Faulkner Technologies has developed a web-based information management exchange to facilitate the timely and accurate collation, dissemination and sharing of event-related information during an incident or disaster. Challenges such as geographically-dispersed operations, information management, communication management, reporting and logging and capturing key learnings are common to all local councils. Our web-based information management exchange dovetails with both the paper-based Standard Operating Procedure and multiple communication systems significantly enhancing the management of disasters and incidents. In conjunction with NICTA (National ICT Australia) and their Smart Applications for Emergencies (SAFE) project, the solution uses the Common Alerting Protocol (CAP) and Emergency Data eXchange Language (EDXL) standards for message distribution. |

Abstract |
Major incidents and disasters tend to be highly complex, contain high levels of uncertainty and may often force official responders to set aside their standard operating procedures and work collaboratively with a range of agencies and actors on the ground. Prior work has shown that establishing clear lines of communication and maintaining a shared understanding across organisational boundaries can be challenging to achieve, particularly in stressful and unusual circumstances. In the present paper we discuss ongoing work into specifying a meta-process for facilitating communication and collaboration based on the observation that common themes that emerge in communication within and across organisational boundaries can subsequently be tracked and built into an Ontology Broker. This work draws on experimental work in our laboratory, observations made in emergency control environments and, emphasised in this paper, lessons learned in the 2005 London bombings. © 2012 ISCRAM. |

Abstract |
Over the last two decades a significant number of projects tried to convey the concept of business process man-agement to the domain of emergency management. Most of these approaches sought a partial automation for the execution of standard operating procedures in the sense of workflow support, while others strived for the sup-port and integration of information management and data streams in command centres during a crisis. This pa-per focuses on the planning of disaster response for reasons of better preparedness. It discusses whether emer-gency management organisations can capitalize on off-the-shelf business process modelling tools to prepare for disasters more effectively, and whether the concepts of process modelling can be applied to standard operating procedures and vice versa. Moreover, it investigates whether such tools can efficiently support a collaborative preparation of police, fire departments, and rescue organizations. This paper will demonstrate why conventional business process means are inapplicable as planning tool in this domain. And it will also give an outlook to so called smart checklists that might be better suited both for the planning and response phase of emergency epi-sodes. © 2012 ISCRAM. |

Abstract |
The aim of this paper is to describe the I-X system with its principal user interface, the I-X Process Panel, its underlying ontology, , and how this panel can be used as an intelligent to-do list that assists emergency responders in applying pre-defined standard operating procedures in different types of emergencies. In particular, multiple instances of I-X Process Panels can be used as a distributed system to coordinate the efforts of independent emergency responders as well as responders within the same organization. Furthermore, it can be used as an agent wrapper for other software systems such as web services to integrate these into the emergency response team as virtual members. The heart of the I-X system is an automated planner that can be used to synthesize courses of action or explore alternative options manually. |

Abstract |
Individual situational awareness (SA) is crucial for building team SA, which is necessary for achieving a shared understanding of a situation, making informed decisions, and taking appropriate actions. This article examines the communication barriers that emerge when transitioning from individual to team SA in emergency management scenarios. We observed two emergency exercises on “ongoing life-threatening violence” and dam failure causing hospital congestion. The study was complemented with interviews with participants of these exercises, aiming at identifying barriers called SA-demons in the team setting. We discovered barriers that hinder the establishment of team SA, including a vicious cycle of mistrust, a fragmented information trap, a false feeling of mastery trap, and a decaying memory trap. These barriers can stem from individual, organizational, or technological factors. To complement existing SA theories, we applied the Cynefin framework and found that standard operating procedures can be potential barriers when transitioning into chaotic or complex domains. |

Abstract |
This paper describes the OpenVCE system, which is an open-source environment that integrates Web 2.0 technology and a 3D virtual world space to support collaborative work, specifically in large-scale emergency response scenarios, where the system has been evaluated. The support is achieved through procedural knowledge that is available to the system. OpenVCE supports the distributed knowledge engineering of procedural knowledge in a semi-formal framework based on a wiki. For the formal aspect it relies on a representation used in AI planning, specifically, Hierarchical Task Networks, which corresponds naturally to the way emergency response procedures are described in existing Standard Operating Procedures. Knowledge engineering is supported by domain analysis that may highlight issues with the representation. The main contribution of this paper lies in a reasonably informal description of the analysis. The procedural knowledge available to OpenVCE can be utilized in the environment through plans generated by a planner and given to the users as intelligent, distributed to-do lists. The system has been evaluated in experiments using emergency response experts, and it was shown that procedural uncertainty could be improved, despite the complex and new technologies involved. Furthermore, the support for knowledge engineering through domain analysis has been evaluated using several domains from the International Planning Competition, and it was possible to bring out some issues with these examples. |

This paper describes a system that supports the distributed development and deployment of Standard Operating Procedures. The system is based on popular, open-source wiki software for the SOP development, and the I-X task-centric agent framework for deployment. A preliminary evaluation using an SOP for virtual collaboration is described and shows the potential of the approach. |
