Abstract |
Evaluation and testing are major steps in the development of any information system, particularly if it is to be used in high-risk contexts such as conflicts. While thus far there are various approaches for testing against technology requirements; usability or usefulness, there is a lack of a comprehensive evaluation framework that combines the three elements. The lack of such a framework and commonly agreed standards constitutes a barrier for innovation, and at the same time imposes risks to responders if the technology is introduced without proper testing. This paper aims to close this gap. Based on a reviewing of evaluation methods and measurement metrics, we design a comprehensive evaluation framework including common code quality testing metrics, usability testing methods, subjective usefulness questionnaires, and performance indicators. We demonstrate our approach by using the example of an integrated system for the safety and security of humanitarian missions, and we highlight how our approach allows measuring the system?s quality and usefulness. |

Abstract |
In an increasingly networked society citizens at disaster sites utilize information and communication technology (ICT) to communicate needs or to share information. In order to understand better emergent possibilities and implications of applying ICT for supporting public participation in disasters, we surveyed 57 respondents regarding several key user aspects as perceived usefulness, socially related issues, or deployment. Surprisingly, our results show a clear tendency to use a disaster specific application instead of using everyday services as facebook or Twitter. However, such application poses the risk to loose its focus fading slowly away after once downloading it. Further study is needed to understand if these results are representative regarding public society. © 2012 ISCRAM. |

Abstract |
This paper studies the differences on technology acceptance between two age groups among uniform police forces. The goal was to seek more understanding on the effects of age on technology adaption in the context of mandatory technology use. Data was collected from police officers in field operations. User intentions were measured after subjects had seen a presentation of a pre-prototype of a mobile information system on the video. The results of this study suggest that there is no difference between the old and young age groups. Similarly, the results suggest that the effect of age is similar between the age groups on the effects of the factors in the research model. This suggests that the old police officers are similar to young police officers regarding the acceptance of new technology for their use. The most prominent result was that regression of behavioral intention on perceived usefulness was not statistically important. |

Abstract |
Over the last couple of years social networks have become very popular and part of our daily lives. With the emergence of powerful smartphones and cheap data rates social media can now be accessed anytime and anywhere. Obviously, it makes sense to also facilitate social media for crisis management and response. In this contribution we present a system design for emergency support based on mobile social media with an emphasis on increasing security during large public events. We follow the design science approach as we provide an artifact design along with a description of its implementation and evaluate our artifact using the simulation study methodology. As a result of this study we gained valuable insight into how the users interact with our system and obtained information on how to improve it. Overall the users were quite satisfied with the perceived usefulness and the perceived ease of use of our system. |

Abstract |
To this date, research on crisis informatics has focused on the detection of trust in Twitter data through the use of message structure, sentiment, propagation and author. Little research has examined the effects of perceived emotion of these messages in the crisis response domain. Toward detecting useful messages in case of crisis, we examine perceived emotions of these messages and how the different emotions affect the perceived usefulness and trustworthiness. Our analysis is carried out on two datasets gathered from Twitter concerning hurricane Sandy in 2012 and the Boston Bombing 2013. The results indicate that there is a significant difference in the perceived emotions that contribute towards the perceived trustworthiness and usefulness. This could have impacts on how messages from social media data are analyzed for use in crisis response. |

Abstract |

Our analysis is carried out on two datasets (one natural and one man made) gathered from Twitter concerning hurricane Sandy in 2012 and the Boston Bombing 2013. The results indicate that there is a high correlation and similar factors (support for the victims, informational data, use of humor and type of emotion used) influencing trustworthiness and usefulness for both disaster types. This could have impacts on how messages from social media data are analyzed for use in crisis response. |
