  Abstract Web 2.0 can be viewed as a platform where users can develop their own web applications. It is also characterized by a vast amount of user-generated contents presenting spatial and temporal components, by means of associated metadata. These metadata has been successfully exploited to generate map-based mashups (web applications gathering data from different sources) facing different kind of crisis situations, ranging from natural disasters (earthquakes, wildfires, floods...) to human-made disasters (terrorist attacks, school shootings, conflicts...). The social and collaborative dimensions of the Web 2.0 can be also exploited for managing crisis-related information. We present here a survey of current crisis-related mashups we employed to extract design dimensions and provide a conceptual framework that can be used: A) to understand current systems and; b) to design next generation of crisis-related mashups. We propose the eStoryS system as an example of application developed following the design principles presented in this paper. On the basis of our analysis, we believe that the design dimensions posited here provide useful insights for the design of novel web mashups in the emergency management domain.

  Abstract The effectiveness of emergency response largely depends on having a precise, up-to-date situational picture. With the World Wide Web having evolved from a small read-only text collection to a large-scale collection of socially created data accessible both to machines and humans alike, with the advent of social media and ubiquitous mobile applications, new sources of information are available. Currently, that potentially valuable information remains mostly unused by the command staff, mainly because the sheer amount of information cannot be handled efficiently. In this paper, we show an approach for turning massive amounts of unstructured citizen-generated content into relevant information supporting the command staff in making better informed decisions. We leverage Linked Open Data and crowdsourcing for processing data from social media, and we show how the combination of human intelligence in the crowd and automatic approaches for enhancing the situational picture with Linked Open Data will lead to a Web 3.0 approach for more efficient information handling in crisis management. © 2012 ISCRAM.

  Abstract This paper presents our work on developing a system for Internet monitoring and knowledge extraction from different web documents which contain information about disasters. This system is based on ontology of the disasters domain for the knowledge extraction and it presents all the information extracted according to the kind of the disaster defined in the ontology. The system disseminates the information extracted (as a synthesis of the web documents) to the users after a filtering based on their profiles. The profile of a user is updated automatically by interactively taking into account his feedback.

  Abstract Agro Terrorism is “a hostile attack, towards an agricultural environment, including infrastructures and processes, in order to significantly damage national and international political interests”. This special session within the early warning track is aimed at reducing agro-terrorism related risks by either means of prevention (intelligence gathering using data mining and chatter mining, for example) or means to response to such an attack by early detection of exotic/foreign pathogenic agents, early prediction of disease dispersion patterns, implementation of biosecurity measures, and the development of future methodologies and techniques related to food defense and post-event response. This paper focuses on intention detection using overt data sources on the World Wide Web as they relate to agro-terrorism threats. The paper focuses on early detection that can lead to prevention of such acts, yet a variety of the techniques presented here are also useful for helping in post-event perpetrators detection. © 2012 ISCRAM.

  Abstract This paper concerns the use of new media technologies, including virtual worlds and web 2.0, for on-line collaborative activities, and specifically for the provision of expert advice about the response to large-scale crises. Internet technologies in general offer rich possibilities for interactions involving remote experts; however, the diversity, novelty and power of these technologies are such that to introduce them into problem-solving episodes without first developing a model of the nature of those episodes and the type of collaborative support they require, risks confusing and discouraging users. After a brief discussion of the nature of distributed collaboration and the implications this has for any technical support, we describe a virtual collaboration environment that has been developed to foster task-focused communities and support them through specific problem-solving episodes, and present some of the results of evaluation experiments.

  Abstract Current GIS solutions for evacuation planning are frequently based on expensive and difficult to use commercial software solutions. These tools require a GIS analyst to generate and interpret results for decision makers. This paper introduces a web-based interactive mapping tool called EvacSpace that can provide emergency managers with actionable spatial information to develop plans for potential citizen evacuations in common emergency situations. Easy-to-use web mapping software and services are blended together with cloud computing methods to support interactive, visually-enabled evacuation planning and scenario evaluation. Here we show our current progress through a case study application to characterize the usefulness and utility of EvacSpace for the rapid, interactive development and assessment of evacuation plans.

  Abstract This paper describes SIGAME, a web-based application for national cooperation in case of disaster. The main motivation of SIGAME is to provide a quick, flexible, reliable, many-to-many, updated communication channel for improving and coordinating the response of assistance suppliers (located at several territories) when an emergency occurs. In order to make communication as efficient as possible and taking into account the organizational diversities of the suppliers, the political implication and the characteristics of the future users, a user centered design method for web-based interactive systems seems to be the best solution for attending the designer through the different phases and products of the design process. In particular, we will focus on the techniques used both to involve stakeholders in the design and to collect requirements.

  Abstract Flood is a critical problem that will increase as a result of climate changes. The problem of flooding is particularly challenging over the rainy season in tropical countries like Brazil. In this context, wireless sensor networks that are capable of sensing and reacting to water levels hold the potential of significantly reducing the damage, health-risks and financial impact of events. In this paper, we aim to outline our experiences with developing wireless sensor network for flood monitoring in Brazil. Our approach is based on Open Geospatial Consortium's (OGC) Sensor Web Enablement (SWE) standards, so as to enable the collected data to be shared in an interoperable and flexible manner. We describe the application of our approach in a real case study in the city of São Carlos/Brazil, emphasizing the challenges involved, the results achieved, and some lessons learned along the way.

  Abstract KETALE is a database and web application intended to improve the collaborative decision support of the Finnish Radiation and Nuclear Safety Authority (STUK) and of the Finnish Meteorological Institute (FMI). It integrates distributed modeling (weather forecasts and dispersion predictions by FMI, source term and dose assessments by STUK) and facilitates collaboration and sharing of information. It does so by providing functionalities for data acquisition, data management, data visualization, and data analysis. The report outlines the software development from requirement analysis to system design and implementation. Operational aspects and user experiences are presented in a separate report.

  Abstract This paper introduces the latest state of the interoperable Sensor Web and Web Processing standards specified by the Open Geospatial Consortium. Based on these components it becomes possible to share, integrate and analyse observation data across political and administrative borders as well as across multiple thematic domains. We present the 52°North open source implementations of the OGC SWE and WPS standards and introduce an outlook how this technology could be applied in the field of crisis management. Thus, this paper aims at providing a perspective how currently existing technology can be combined and applied to solve problems in emergency management rather than describing an already finished product. Special consideration will be given to the combination of Sensor Web and Web Processing technology which opens up new possibilities by having near real-time data flows that can be linked on-demand to different processing services.

  Abstract Broadcasting methods, such as the radio, the television and sirens, have been the main choices for delivering emergency announcements (EA)-Also called public warnings, emergency alerts or citizens warnings-during the last 60 odd years. Unfortunately, broadcast EAs do not reach all people, and the reason for the EA and the actions required can remain unclear. Today, the high penetration of personal mobile phones offers new options to authorities. As a result, a new research and implementation area, Mobile Emergency Announcement (MEA), has emerged. The GSM Short Message System (SMS) is already deployed for MEA delivery. Simultaneously, in the World Wide Web (WWW) a novel news delivery technology, called Really Simple Syndication 2.0 (RSS) is spreading. This paper describes a concept for how RSS can be harnessed for MEA use. First, MEA requirements are briefly reviewed. Second, the eXtended Markup Language (XML) based Common Alerting Protocol (CAP) and the syndication protocol RSS 2.0 are presented. Third, the central implementation issues are presented. Finally, the proposed solution is critically reviewed.
