Title Challenges in Community Resilience Planning and Opportunities with Simulation Modeling Type Conference Article

Abstract The importance of community resilience has become increasingly recognized in emergency management and

post-disaster community well-being. To this end, three seismic resilience planning initiatives have been

conducted in the U.S. in the last decade to envision the current state of community resilience. Experts who

participated in these initiatives confronted challenges that must be addressed for future planning initiatives.

We interviewed eighteen participants to learn about the community resilience planning process, its

characteristics, and challenges. Conducting qualitative content analysis, we identify six main challenges to

community resilience planning: complex network systems; interdependencies among built environment systems;

inter-organizational collaboration; connections between the built environment and social systems;

communications between built environment and social institutions? experts; and communication among

decision-makers, social stakeholders, and community members. To overcome the identified challenges, we

discuss the capability of human-centered simulation modeling as a combination of simulation modeling and

human-centered design to facilitate community resilience planning.

Abstract Vulnerable communities are disproportionately impacted by major disasters. Information scientists working to improve disaster planning and mitigation efforts in these communities often involve first responder (practitioner) groups in collaborative design; however, less emphasis has been placed on developing long-term, sustainable crisis informatics partnerships at the population level. Community-based participatory research approaches are gaining attention in the US as an important element in translational science efforts designed to move innovations “from the bench to the curbside.” Community Engagement in Research (CEnR) is a community research approach adopted US National Institutes of Health (NIH) to improve public health intervention. CEnR has implications for improving the generalizability of ISCRAM research, may provide a roadmap for Public/Private/Community disaster research partnerships, and suggests modifications to training for information scientists working in this arena. The CEnR approach also recognizes conflicts that can occur in community/government partnerships, emphasizing the importance of predicting and preventing these situations. © 2012 ISCRAM.

Abstract Understanding that disasters and conflicts do not occur in a vacuum, but are integrally linked to the broader context in which they take place, building resilience within both state and society structures becomes a crucial tool to speed recovery and lessen the likelihood of recurrence as local and institutional capacities are put in place to respond to, manage and reduce emerging risks. Since, 2008, United Nations Development Programme in Sudan has through its Crisis and Recovery Mapping and Analysis Project been developing a participatory mapping and analysis methodology to enhance crisis responsiveness and evidence-based strategic planning both within the United Nations system and national government. Using innovative technologies and GIS, sensitive issues are contextualized and depoliticized through novel correlations and visualisations, allowing previously contesting state and society actors to jointly identify priorities for intervention and response. The process has fostered an open dialogue, strengthening the capacities of local actors to respond to emerging crises in a timely and appropriate manner. Participatory mapping has thus become a key tool in managing complexities in peacebuilding and recovery in post-crisis settings. © 2012 ISCRAM.

Abstract The United States of America experienced two major incidents that changed the countrys perspective on emergency preparedness: September 11, 2001 World Trade Center attacks, and Hurricane Katrina in 2005. Since that time the United States Department of Homeland Security established 10 separate Regional Catastrophic Planning Teams (RCPT) around the country. These RCPTs were set-up to inform, train and determine the effectiveness of mutual-aid coordination and prepare individuals, families and communities for an “all-hazard” environment. As RCPT members representing one state agency providing human services, the authors proposed an initiative, based on a working model they had already deployed in their own agency, to enhance emergency preparedness activities to include individual and community resiliency along with disaster and catastrophic planning. That request to expand the RCPT role, opened-up a dialogue to develop an innovative approach to collaborative partnerships. This shift afforded additional opportunities in times of a crisis, disaster or catastrophe.

Abstract This paper describes our work in progress on an approach and technology for providing integrated data access in situational awareness applications – particularly for disaster and emergency response. The key new aspect of our work is an approach where information aggregation, processing, and integration capabilities are offered as a service to any new application builder. Further, we provide a framework for possibly reusing prior information integration knowledge, the development of which demands the major fraction of time and complexity in a new application, in a customized fashion for new application. Our overall goal is to provide a framework where integrated access to critical data in an emergency response situation can be enabled very rapidly and by personnel with basic IT and data handling expertise. Our approach, while general purpose, is currently motivated by and grounded in the context of situational awareness systems for incident commander decision support in the fire response domain.

Abstract Federal, State, and local decision makers and public health officials must prepare and exercise complex plans to contend with a variety of possible mass casualty events, such as pandemic influenza. Through the provision of quick look tools (QLTs) focused on mass casualty events, such planning can be done with higher accuracy and more realism through the combination of interactive simulation and visualization in these tools. If an event happens, the QLTs can then be employed to rapidly assess and execute alternative mitigation strategies, and thereby minimize casualties. This can be achieved by conducting numerous “what-if” assessments prior to any event in order to assess potential health impacts (e.g., number of sick individuals), required community resources (e.g., vaccinations and hospital beds), and optimal mitigative decision strategies (e.g., school closures) during the course of a pandemic. In this presentation, we overview and demonstrate a pandemic influenza QLT, discuss some of the modeling methods and construct and visual analytic components and interface, and outline additional development concepts. These include the incorporation of a user selectable infectious disease palette, simultaneous visualization of decision alternatives, additional resource elements associated with emergency response (e.g., first responders and medical professionals), and provisions for other potential disaster events.

Abstract There are growing concerns that future Atlantic hurricane seasons will be severe and unpredictable due to underlying factors such as climate change. The 2017 season may offer a range of lessons, especially to small island developing states (SIDS), who are looking to build community resilience and heighten community engagement to cope with disaster. While many SIDS utilise a range of media and technology for these purposes, there has been a recent uptake in the use of social media, which may have further potential to support their goals. This paper scopes the use and users of social media in the case of Antigua and Barbuda during the 2017 Atlantic hurricane season. Through a series of qualitative interviews it explains the role that social media currently has, and concludes with suggestions for its improvement in future seasons that are contextualized over the disaster lifecycle phases.

Abstract The initial impact of a disaster can lead to a variety of associated hazards. By taking a multi-hazard viewpoint with respect to disaster response and recovery, there is an opportunity to allocate limited resources more effectively, particularly in the context of long-term planning for community sustainability. This working paper introduces an approach for extending quantitative resource allocation models to consider multiple interrelated hazards. The discussion is motivated by a literature review of existing models and then focuses on changes necessary to take the multiplicity of hazards into consideration in the context of decision support systems for disaster operations management.

Abstract Building community resilience to natural disasters represents a major policy priority for the United States as hazards impact vulnerable urban regions with increasing frequency and severity. Applying network analysis techniques, we examine the dynamics of emergency response to Superstorm Sandy, which struck the United States east coast in late October 2012 and caused over $72 billion in damages. Drawing on a variety of data sources and analytical techniques, we document the storm's impact on a system of interacting private, public, and nonprofit organizations. We find that the storm's response network exhibited clear patterns of information gaps and flows among different types of organizations. Our findings suggest a general lack of communication between government agencies and businesses, an area of potential improvement in future regional-scale emergency response systems.

Abstract Advancements in information and communication technology (ICT) offer new possibilities when dealing with crisis situations. In this paper we present the design for a crowd tasking tool (CTT) that is currently under development. We describe how the tool can assist disaster relief coordinators during a crisis by selectively distributing tasks to a crowd of volunteers. We also compare the CTT with an already existing ICT based solution for supporting volunteerism during crisis. The differences between these two tools are addressed and the implications for volunteerism are discussed. The paper concludes with an outlook on future work emphasizing a form of volunteer involvement that offers potential for gathering information that is more relevant and easier to digest for decision-making than information provided solely by self-organised volunteers through social media.

Abstract In this paper we elaborate on the concept of crowdtasking as a form of crowdsourcing. The paper describes the setup and boundaries of a first controlled live field test of a prototypical implementation of a possible crowdtasking workflow. The implemented workflow allows crisis managers rapid intelligence gathering due to direct and tailored task distribution. Practitioners of Crisis and Disaster Management and volunteer managers who were present during the field test made favourable comments on the approach and its implementation. The analysis of the records and the conducted interviews give new insights and ideas for further development.

Abstract Humanitarian organizations are increasingly challenged by the amount of data available to drive their decisions. Useful data can come from many sources, exists in different formats, and merging it into a basis for analysis and planning often exceeds organizations? capacities and resources. At the same time, affected communities? participation in decision making processes is often hindered by a lack of information and data literacy capacities within the communities. We describe a participatory disaster risk analysis project in the central Philippines where the community and a humanitarian NGO worked towards a joint understanding of disaster risks and coping capacities through data integration and IT-supported analysis. We present findings from workshops, focus group discussions and semi-structured interviews, showing the reciprocal effects of the collaborative work. While the community valued the systematically gathered and structured evidence that supported their own risk perceptions and advocacy efforts, the humanitarian NGO revisited established work practices for data collection for analysis and planning.

Abstract The Global Disaster Alert and Coordination System, jointly developed by the European Commission and the United Nations, combines existing web-based disaster information management systems with the aim to alert the international community in case of major sudden-onset disasters and to facilitate the coordination of international response during the relief phase of the disaster. The disaster alerts are based on automatic hazard information retrieval and real-time running of impact models. This paper describes impact models for earthquakes, tsunamis and tropical cyclones.

Abstract The Spatial Futures Forum, held in Sydney in September 2017, highlighted issues that governments, emergency management organisations, academics and spatial systems research and development groups should carefully consider as they work towards a future that provides 'inter-connectedness with inclusiveness' for individuals and the societies in which they live. This is especially important when we consider the implications for disaster management when situational awareness and community resilience will be reliant on the: successful connection and integration of the 'islands' of spatial information generated by and stored in current systems; development of a real-time 'data on demand' approach to spatial systems; and the development and careful curation of an individual's 'virtual identity' from an ethical, legal, property ownership and risk perspective.

Abstract Natural disasters are frequent in Bengladesh. Abstract Community-based disaster response is gaining attention in the United States because of major problems with domestic disaster recovery over the last decade. A social network analysis approach is used to illustrate how community-academic partnerships offer one way to leverage information about existing, mediated relationships with the community through trusted actors. These partnerships offer a platform that can be used to provide entré into communities that are often closed to outsiders, while also allowing greater access to community embedded physical assets and human resources, thus facilitated more culturally appropriate crisis response. Using existing, publically available information about funded community-academic partnerships in Wisconsin, USA, we show how social network analysis of these meta-organizations may provide critical information about both community vulnerabilities in disaster and assist in rapidly identifying these community resources in the aftermath of a crisis event that may provide utility for boundary spanning crisis information systems.

Abstract Public health organizations, including the Centers for Disease Control and Prevention, the World Health Organization, and the U.S. Department of Health and Human Services, are greatly concerned that a new influenza type A outbreak will result in a rapid spread of infectious disease, overwhelming existing medical response infrastructures. Each of these organizations has published planning guides that call upon local and community organizers to begin planning for such an event. To establish insight and provide context for these organizers, this paper presents a case analysis of the Philadelphia yellow fever outbreak of 1793.

Abstract The characteristics of a crisis cannot be predicted and no two crises are alike. The responders in a crisis also vary creating two axis of uncertainty that inhibit rapid and accurate scope definition of a crisis. How and what a responder chooses to communicate in a crisis can impact subsequent response efforts placing importance on the clarity and cohesion of information exchange. Training and increased practice of clear and accurate message content between responders is proposed to improve the situation details needed for rapid scope identification. SMS text-messaging is one viable, mobile interoperable communication technology, accessible for everyday use. This research studies message content exchanged between responders and begins with the message-prompt to message-response relationship during crisis response training. A web-enabled training application has been designed to simulate two-way SMS text-message exchange and captures communication responses based on defined task prompts. Leveraging Speech Act Theory and the use of plain language protocols for communication exchange, the SMS text-message responses are assessed for ongoing training and practice.

Abstract Achieving interoperable communication across governmental agencies and jurisdictions remains a challenge and is simply taking time to implement. Initiatives to support agency interoperability continue. However, community responders remain in need of two-way device quick response tactics. SMS text-messaging is one viable interoperable communication technology that provides a bottom-up approach while offering benefits for everyday use. This research in progress studies the use of a web-based SMS text-message training application, designed to simulate two-way SMS text-message exchange. Speech Act Theory and the Theory of Planned Behavior are leveraged to carefully measure SMS text-message exchange. The overarching crisis scenario takes the role of the local community responder. Initial qualitative pilot results are presented and discussed, including next steps for this ongoing research.

Abstract Crisis management efforts in the United States public health sector aim to prepare and protect the life of an individual, family or group against a health-related event. These efforts span governmental, nongovernmental and private sectors. The need for coordination between these organizations has never been more apparent. A solution will depend heavily on standardized communication protocols using information and communication technology (ICT). Numerous initiatives are currently addressing the needs of our nation with respect to homeland security and public health, yet remain in the early stages for the nongovernmental sector. The emphasis of our research is at the local level where the governmental sector extends to the nongovernmental sector (NGO), particularly community outreach. Our analysis of the local community suggests focusing on the management of communication during public health crises to better understand the complexities and variations presented in these communities. Leveraging experiences from media-technology literature findings and emergency-response efforts, we seek to identify a framework and tools to enable effective communication for those public health practitioners who serve as front-line responders to public health crises. The major contributions of this research will be to extend the use of information systems and mobile technology to the local United States public health communities to increase effective communication between organizations, while providing a state of readiness for homeland security related events.

Abstract Despite the growing awareness of the untapped potential of the affected population in a disaster situation, their inclusion in a disaster management is extremely limited. This study aims to survey the literature to see whether utilizing the affected people and prevalent mobile technology can be used during disaster response. The idea is to provide the affected with a way to lead themselves to safety and empower them to serve as distributed active sources of information. This way, those people will reach safety by themselves, while at the same time helping to construct a clear image of the disaster situation without burdening the already overwhelmed emergency services. This study examines knowledge derived from disaster sociology, draws on experience from recent disasters, and extrapolates current technological solutions. By establishing that such a solution is feasible, it offers a basis for empirical studies on a mobile technology that can be used during disaster response. © 2012 ISCRAM.

Abstract Even though the adoption of emergency alerting systems may improve the safety and security of individuals, participation in existing systems that utilize mobile alerting in universities in USA varies and does not match the high adoption rate of mobile phone technology itself (Sullivan, Häkkinen & Piechocinski 2009; Wu, 2009). As the adoption of mobile alerting system (MAS) can be viewed as a critical life safety benefit, there is motivation to better understand factors that affect the acceptance of MAS. Among the possible, alternative methods of implementing mobile alerting, an opt-in type of system can enable the alerting process to be executed in a way that is more suitable and useful for a diverse community of individuals. As a result of this study, a refined version of technology acceptance model (TAM) is proposed, extended with factors of perceived trust and perceived financial cost to better interpret the acceptance of MAS. This model is being evaluated in ongoing research on MAS in a university and community context.

Abstract Information systems have great potential to support emergency management. However, development of such systems is difficult, due to the complexity of emergency management. The ability to be able to reveal the needs for support are essential for successful system developments. The emergency responders at the local community level are the main actors when it comes to emergency management. The objective of this paper is to explore the rationale for emergency management systems at the local community level. This is done by an extensive needs assessment based on 12 interviews with representatives for local as well as regional emergency organizations and 49 governing documents. The analysis uncovers ten areas where emergency management systems can enhance the ability of local communities' to manage emergencies. © 2012 ISCRAM.
