Abstract |
Japanese society is aging rapidly, so an increasing number of households currently consists of only elderly single people or couples. We propose a system that uses LINE (a mobile communication application) for sending notices containing information from local governments to elderly or physically disabled people, as well as for efficient monitoring by local governments and social workers of the health conditions and statuses of such people. Our system can be used by anyone who has a smartphone with LINE installed. We have also conducted an operational test of a prototype of our system. |

Abstract |
In a rapidly globalizing world, disasters and the way in which they are managed are changing. Social media, in conjunction with other online resources, now provide a wealth of information throughout the lifecycle of disasters and are relied upon by individuals and emergency responders alike. The study of such data as a lens for analysis has proved valuable in recent years, with many contributing to targeted emergency response protocols and improved methods for the management strategies of future crises. This study seeks to make a similar contribution by reporting on the use of such data for situational awareness during the case of hurricane Irma, which occurred between September and August 2017. Using a mixed methods approach the paper examines data from social media such as Twitter, as well as other online sources such as blogs and news media, to provide original insight into the disaster. A conceptual framework is then applied to determine the uses and users of social media, and to identify how these change throughout the course of the disaster, thus demonstrating situational awareness over time. The paper concludes with proposed improvements for disaster management and emergency response for future similar disasters, specifically in the hurricane season, in addition to more generalized hazards which are predicted to increase in their frequency and severity due to underlying issues such as climate change. |

Abstract |
Citizens and Emergency Managers need to be able to distinguish “fake” (untrue) news posts from real news posts on social media during disasters. This paper is based on an online survey conducted in 2018 that produced 341 responses from invitations distributed via email and through Facebook. It explores to what extent and how citizens generally assess whether postings are “true” or “fake,” and describes indicators of the trustworthiness of content that users would like. The mean response on a semantic differential scale measuring how frequently users attempt to verify the news trustworthiness (a scale from 1-never to 5-always) was 3.37. The most frequent message characteristics citizens' use are grammar and the trustworthiness of the sender. Most respondents would find an indicator of trustworthiness helpful, with the most popular choice being a colored graphic. Limitations and implications for assessments of trustworthiness during disasters are discussed. |

Abstract |
Crisis informatics researchers have taken great interest in methods to identify information relevant to crisis events posted by digital bystanders on social media. This work codifies the information needs of emergency dispatchers and first responders as a method to identify actionable information on social media. Through a design workshop with public safety professionals at a Public-Safety Answering Point (PSAP) in the United States, we develop a set of information requirements that must be satisfied to dispatch first responders and meet their immediate situational awareness needs. We then present a manual coding scheme to identify information satisfying these requirements in social media posts and apply this scheme to fictitious tweets professionals propose as actionable information to better assess ways that this information may be communicated. Finally, we propose automated methods from previous literature in the field that can be used to implement these methods in the future. |

Abstract |
Emergency management organisations across the world routinely use social media to reach out populations for preparedness and response to extreme weather events. In this paper we present a preliminary analysis of social media strategies towards vulnerable populations in the State of Victoria (Australia). Using the notion of vulnerability in an emergency management context (e.g. older persons, socially/geographically isolated persons, people with disabilities, refugee/recent migrant communities) we explore whether and how organisations address vulnerable groups with targeted messages. Our initial findings suggest that organisations do not tend to interact directly with these groups. Rather, reliance on 'information brokers' (intermediary organisations and individuals with an expected duty of care) seems to be a preferred strategy. |

Abstract |
Official policies, socioeconomic and demographic factors influence how individuals cope with, and respond to natural disasters. Understanding the impact of these factors in social media crisis communications studies is difficult. This paper focuses on convergence behaviour during social media crisis communication in an environment where the access to commercial social media platforms is highly restricted. This study is designed as a case which analyses 41,745 Tweets communicated during an earthquake event and for the two weeks after. This research aims to understand how different communities use social media services for communication during extreme events. The content of the Tweets shows users' attitudes toward government policies as well as the social difficulties of ethnic groups reflecting on the use of social media in crises communication. The results indicate a “political effect” on this online crisis communication. This behaviour was not expected and has been underreported in the current body of knowledge. |

Abstract |
There are growing concerns that future Atlantic hurricane seasons will be severe and unpredictable due to underlying factors such as climate change. The 2017 season may offer a range of lessons, especially to small island developing states (SIDS), who are looking to build community resilience and heighten community engagement to cope with disaster. While many SIDS utilise a range of media and technology for these purposes, there has been a recent uptake in the use of social media, which may have further potential to support their goals. This paper scopes the use and users of social media in the case of Antigua and Barbuda during the 2017 Atlantic hurricane season. Through a series of qualitative interviews it explains the role that social media currently has, and concludes with suggestions for its improvement in future seasons that are contextualized over the disaster lifecycle phases. |

Abstract |
In times of emergency, crisis response agencies need to quickly and accurately assess the situation on the ground in order to deploy relevant services and resources. However, authorities often have to make decisions based on limited information, as data on affected regions can be scarce until local response services can provide first-hand reports. Fortunately, the widespread availability of smartphones with high-quality cameras has made citizen journalism through social media a valuable source of information for crisis responders. However, analyzing the large volume of images posted by citizens requires more time and effort than is typically available. To address this issue, this paper proposes the use of state-of-the-art deep neural models for automatic image classification/tagging, specifically by adapting transformer-based architectures for crisis image classification (CrisisViT). We leverage the new Incidents1M crisis image dataset to develop a range of new transformer-based image classification models. Through experimentation over the standard Crisis image benchmark dataset, we demonstrate that the CrisisViT models significantly outperform previous approaches in emergency type, image relevance, humanitarian category, and damage severity classification. Additionally, we show that the new Incidents1M dataset can further augment the CrisisViT models resulting in an additional 1.25% absolute accuracy gain. |

Abstract |
Managing emergency events, such as natural disasters, requires management teams to have an up-to-date view of what is happening throughout the event. In this paper, we demonstrate how a method using a state-of-the-art open-sourced search engine and a large language model can generate accurate and comprehensive summaries by retrieving information from social media and online news sources. We evaluated our method on the TREC CrisisFACTS challenge dataset using automatic summarization metrics (e.g., Rouge-2 and BERTScore) and the manual evaluation performed by the challenge organizers. Our approach is the best in comprehensiveness despite presenting a high redundancy ratio in the generated summaries. In addition, since all pipeline components are few-shot, there is no need to collect training data, allowing us to deploy the system rapidly. Abstract |
Information about incidents within a conflict, e.g., shelling of an area of interest, is scattered amongst different data or media sources. For example, the ACLED dataset continuously documents local incidents recorded within the context of a specific conflict such as Russia’s war in Ukraine. However, these blocks of information might be incomplete. Therefore, it is useful to collect data from several sources to enrich the information pool of a certain incident. In this paper, we present a dataset of social media messages covering the same war events as those collected in the ACLED dataset. The information is extracted from automatically geocoded Twitter text data using state-of-the-art natural language processing methods based on large pre-trained language models (LMs). Our method can be applied to various textual data sources. Both the data as well as the approach can serve to help human analysts obtain a broader understanding of conflict events. |

Abstract |
We report on how individuals local to the US state of Colorado used statistics in tweets to make sense of the early stages of the COVID-19 pandemic. Tweets provided insight into how people interpreted statistical data, sometimes incorrectly, which has implications for crisis responders tasked with understanding public perceptions and providing accurate information. With widespread concerns about the accuracy and quality of online information, we show how monitoring public reactions to and uses of statistics on social media is important for improving crisis communication. Findings suggest that statistics can be a powerful tool for making sense of a crisis and coping with the stress and uncertainty of a global, rapidly evolving event like the COVID-19 pandemic. We conclude with broader implications for how crisis responders might improve their communications around statistics to the public, and suggestions for how this research might be expanded to look at other types of disasters. |

Abstract |
People increasingly use social media at the time of crisis, which produces a social media data deluge, where the public may find it difficult to locate trustworthy and credible information. Therefore, they often turn to authoritative sources: official individuals and organizations who are trusted to provide reliable information. It is then imperative that their credible messages reach and engage the widest possible audience, especially among those affected. In this study, we explore the role of metadata and linguistic factors in facilitating three types of engagement — retweets, replies, and favorites— with posts by authoritative sources. We find that many factors are similarly important across models (popularity, sociability, activity). However, some features are salient for only a specific type of engagement. We conclude by providing guidance to authoritative sources on how they may optimize specific types of engagement: retweets for information propagation, replies for in-depth sense-making, and favorites for cross-purpose visibility. |

Abstract |
Disasters are unexpected large-scale events accompanied by trauma, death, and destruction. Disaster resilience varies by location and can be significantly improved through effective management. Real-time information describing the on-site impacts of disasters plays an important role in managing disasters. Social media provides a convenient platform where users in disaster-affected areas can access disaster information, report local damages, and ask for assistance. However, a widespread spatially uneven flow in online activities requesting for food, shelter, and medical assistance among people in disaster-affected areas through social media is seen during any disaster. Digital divide Influences social media use. Before probing the social media data for inspecting the affected population and prioritizing the relief operations, the social inequality in the social media use has to be considered. In this study, we examine the role of digital divide and its influence in social media use with aim of improving disaster resilience in vulnerable communities. |

Abstract |
Social media has emerged as a useful disaster management tool. However, studies indicate that not all individuals are equally inclined towards using social media for managing disasters. Underserved communities have not been able to reap the benefits of social media for disaster management to its full potential. We draw on the Uses and Gratification Theory and the literature on disaster vulnerability of underserved communities to develop a conceptual model. In our poster, we make five propositions in order to examine the motivating factors for the underserved communities to use social media for disaster management. |

Abstract |
On September 8, 2011 the Great San Diego/Southwest Blackout occurred. Approximately 5 million people were affected by this blackout. This paper explores the availability of social media following such a crisis event. Contrary to expectations, the cell phone system did not have the expected availability and as a result, users had a difficult time using social media to status/contact family and friends. This paper presents a survey exploring the use and availability of social media during the Great San Diego/Southwest Blackout event. © 2012 ISCRAM. |

Abstract |
This paper introduces two concepts-dialogical emergency management and strategic awareness-as means to use and understand the content of social media for the purpose of emergency communication. Dialogical emergency management denotes that the emergency management organizations follow what people publish in various social media on emergencies and ongoing emergency response, and then adjust their information strategies in a way that matches the expectations and needs for emergency information of the public. The concept of strategic awareness suggests that it is essential to have an understanding of the receiver (public) of emergency information but also to have an understanding of the receivers' idea about the emergency and emergency response. Hence, the notion of strategic awareness incorporates structured awareness of how people interpret, value, and reacts on communication based on what they think about the sender's (emergency management organization's) actual intentions and motives. |

Abstract |
In this paper, we introduce Tweedr, a Twitter-mining tool that extracts actionable information for disaster relief workers during natural disasters. The Tweedr pipeline consists of three main parts: classification, clustering and extraction. In the classification phase, we use a variety of classification methods (sLDA, SVM, and logistic regression) to identify tweets reporting damage or casualties. In the clustering phase, we use filters to merge tweets that are similar to one another; and finally, in the extraction phase, we extract tokens and phrases that report specific information about different classes of infrastructure damage, damage types, and casualties. We empirically validate our approach with tweets collected from 12 different crises in the United States since 2006. |

In this paper, we describe AsonMaps, a platform for collection, aggregation, visualization and analysis of near real-time, geolocated quantifiable information from a variety of heterogeneous social media outlets in order to provide emergency responders and other coordinating federal agencies not only with the means of listening to the affected population, but also to be able to incorporate this data into geophysical and probabilistic disaster forecast models that guide their response actions. Hurricane Sandy disaster is examined as a use-case scenario discussing the different types of quantifiable information that can be extracted from Instagram and Twitter. |

Abstract |
Can populations self-organize a crisis response? This is a work in progress report on Exercise 24, X24, Mexico, a follow up to the first two exercises, X24 and X24 Europe The X24 exercises used a variety of free and low-cost social media and web 2.0 tools to organize, plan, and manage local and international expertise and organizations in the response to a preset disaster scenario. The first X24 focused on Southern California, while the second X24, X24 Europe, focused on the Balkan area of Eastern Europe. These exercises involved over 12,500 participants for X24 while X24 Europe had over 49,000 participants. This paper presents an overview of the recently completed X24 Mexico exercise, as well as the preliminary results. © 2012 ISCRAM. |

Abstract |
The 2014 West African EbolaOutbreak raisedfrom Sierra Leone, Guinea, and Liberia at December in 2013 has been reported to cause 21296 cases and 8429 deaths until now which became the deadliest recorded in history. In this paper, we proposed the riskanalysis to assess the international spread risk from mentioned three African countries to China by GEM(Global Epidemic Mobility) Model. As another part of analysis, we crawled related online social media data of Ebola from the most four favorite online social networks (including SINA, TENCENT) in China from June to November in 2014.By analyzing these attained social media data and airline data of GEM, we found some interesting results. For example, Beijing has the most importing risk of Ebola while it has the hottest discussion on social network.. Furthermore, we showed analysis of combining social network data with geographicaldemonstration and Chinese citizen sentiment towards this disaster. |

Abstract |
Our research is aimed at investigating whether social media has a role to play in military Command & Control. Since social media is peer-to-peer, it could facilitate Network-Enabled Capabilities. A useful theoretical development is Reuter, Marx, and Pipek's (2011) proposal of a two-by-two matrix for social software infrastructure. Their framework assumes one-way communication and monolithic organizations. However, to operate in a real-time, dynamic environment, crisis management organizations must close the decision-making loop. Moreover, they must be structured into an action part that handles the crisis on-site, and a control part that monitors and directs operations in real time. The purpose of this work-in-progress paper is to present our extension of Reuter et al's framework. The paper outlines Reuter et al's framework, summarises the basic theory of Command & Control, describes how we extended Reuter et al's framework, and outlines further research. © 2012 ISCRAM. |

Abstract |
Many observers heralded the use of social media during recent political uprisings in the Middle East even dubbing Iran's post election protests a “Twitter Revolution”. We seek to put into perspective the use of social media in Egypt during the mass political demonstrations in 2011. We draw on innovation diffusion theory to argue that these media could have had an impact beyond their low adoption rates due to other factors related to demographics and social networks. We supplement our social media data analysis with survey data we collected in June 2011 from an opportunity sample of Egyptian youth. We conclude that in addition to the contextual factors noted above, the individuals within Egypt who used Twitter during the uprising have the characteristics of opinion leaders. These findings contribute to knowledge regarding the role of opinion leaders and social media, especially Twitter, during violent political demonstrations. © 2012 ISCRAM. |

Abstract |
Geospatially-oriented social media communications have emerged as a common information resource to support crisis management. Our research compares the capabilities of two popular systems used to collect and visualize such information – Project Epic's Tweak the Tweet (TtT) and Ushahidi. Our research uses geospatially-oriented social media gathered by both projects during recent disasters to compare and contrast the frequency, content, and location components of contributed information to both systems. We compare how data was gathered and filtered, how spatial information was extracted and mapped, and the mechanisms by which the resulting synthesized information was shared with response and recovery organizations. In addition, we categorize the degree to which each platform in each disaster led to actions by first responders and emergency managers. Based on the results of our comparisons we identify key design considerations for future social media mapping tools to support crisis management. © 2012 ISCRAM. |

Abstract |
Social or new media have over the past years become an integrated part of human communication, both as a means to establish and maintain social relationships, but also as a means of sharing and co-creating information. New media comes with an array of possibilities for individuals as well as organisations, corporations and authorities. Within the field of crisis communication new media possibilities, such as online sharing and social networking, has had an impact on the way crisis information is disseminated and updated. This paper addresses the issues related to using new media as a means of communicating crisis information and broadcasting alerting messages to the general population, and also discusses the role of new media in future pan-European alerting. It focuses on current and on-going research on social media for crisis communication. An extensive systematic literature review was done to identify factors that affect the use of social media for alerting and warning. These factors were mirrored in experiences, collected through interviews, in crisis communication organisations in three European regions (Sweden, Czech Republic and Spain). The factors finally form the basis for suggestions regarding the design of technological tools for both communication and information collection as part of a pan-European alerting system. © 2012 ISCRAM. |

Abstract |
The effectiveness of emergency response largely depends on having a precise, up-to-date situational picture. With the World Wide Web having evolved from a small read-only text collection to a large-scale collection of socially created data accessible both to machines and humans alike, with the advent of social media and ubiquitous mobile applications, new sources of information are available. Currently, that potentially valuable information remains mostly unused by the command staff, mainly because the sheer amount of information cannot be handled efficiently. In this paper, we show an approach for turning massive amounts of unstructured citizen-generated content into relevant information supporting the command staff in making better informed decisions. We leverage Linked Open Data and crowdsourcing for processing data from social media, and we show how the combination of human intelligence in the crowd and automatic approaches for enhancing the situational picture with Linked Open Data will lead to a Web 3.0 approach for more efficient information handling in crisis management. © 2012 ISCRAM. |
