  Abstract During large scale crisis response operations there is an acute and continuous need to efficiently and quickly allocate a dynamically changing supply of resources. In this paper we are proposing a system, which uses polls to seamlessly discover, request, collect and aggregate information from engaged resource providers using the web or mobile devices. At the same time we aim to integrate information from sources such as sensors deployed on incident sites, publicly available open data, corporate legacy systems or documents stored on remote locations. The overall process of such Poll Sourcing also encompasses reservation and order of suitable resources. We provide a validation scenario concerning reservation of hospital beds during a mass casualty incident.

  Abstract Crises range from global catastrophes to personal disasters. However, systematic inquiry on crises rarely employs a comparative approach to examine commonalities between these seemingly very different events. We argue here that individual psychosocial disasters can inform a broader discussion on crises. Our approach applies general crisis theory to a smartphone based psychosocial support system for US military veterans. We engaged in a process designed to explore how veteran peer-to-peer mentorship can be augmented with IS support to display potential early warning signs as first step toward preventative intervention for high risk behaviors. To gain a better understanding of how military veterans might benefit from such a system, this article focuses on a community collaborative design process. The co-design process used the Small Stories method, allowing important cultural characteristics of to emerge, illuminating considerations in IS design with military veterans, and highlighting how humans think about crisis events at the individual level.

  Abstract The recovery of small businesses from a disaster is critical to community recovery. Such businesses can be extremely vulnerable to disasters, particularly because they often occupy a single location and have a localized customer base. Although social media is an effective platform for information dissemination, and has been extensively used in a disaster context, the way in which small businesses use social media in this context, and the effectiveness of those efforts, are still not well understood. With this in mind, this paper uses the 2013 floods along the Front Range in Colorado as a case study to help improve our understanding of how small businesses use social media in disaster situations. Characterizing the organizations' behavior involves using both qualitative and quantitative approaches, and the paper focuses on an initial qualitative analysis.

  Abstract Terrorist attack continues to spread in the world which leads to severe casualties and property losses and poses great pressure to the government. Therefore it is essential to identify the potential targets terrorists may select, assess the risk level and take risk management measures in advance. Aiming to this problem, the paper provides a new analysis method. Firstly it investigates target types terrorists prefer to and target diversity based on the data in Global Terrorist Database ; Then it puts forward the target risk analysis of three-dimensional model which considers the threat probabilityã?the target vulnerability and the consequence severity; Finally, the paper calculates and assesses the risk level using the fuzzy synthesis decision-making method, and two examples are given to prove the feasibility of the model. The result can contribute to target risk analysis and emergency preparedness or management of terrorist attack.

  Abstract Emergency response plays an important role in reducing the loss of an accident. And the excellent plan is important to ensure the high efficiency of the emergency response system. However, actions of emergency response arranged in emergency plan can hardly be assessed before the plan is used. Stochastic Petri Net (SPN) is proposed to analyze the performance of emergency response for oil and gas pipeline accident. The results show that the average execution time of SPN model can be used to evaluate effectiveness of emergency response. Then place average mark number indicates that emergency decision-making is the most important segment to optimize emergency work flow. And utilization rate of transition shows that decreasing the cost time of maintenance is the key to improve efficiency of emergency response.

  Abstract Many people die or are lost every year during mass gatherings around the world hence making it very difficult for the local authorities to track them and identify them in case of accidents. This paper proposes a system for tracing of lost, injured and dead using network of Radio Frequency Identifiers (RFID) tags and mobile phones. With such a system, time, effort, and cost can be significantly minimized hence eliminating the psychological torture through which relatives of the lost passes though. The proposed system can also be used for crowd management in a real time. For outdoor tracking, where placing RFID readers is not practical, the paper proposes mobile-based peer to peer network for tracking pilgrims who don?t have access to the internet or don?t have GPS facility in their mobile phones. The paper also proposed a plan of testing the prototype in simulation.

  Abstract In order to deal with the huge threat and loss caused by the earthquake, established the evaluation system and model, and the risk zoning map is drawn according to the study of the vulnerability of Xicheng District's streets. According to the spatial coupling relationship between social vulnerability and physical vulnerability, drawn the comprehensive risk zoning map of Shichahai street as a typical case. The results show that Xicheng District and Shichahai street have their own vulnerability, which is very different from the social vulnerability and physical vulnerability of different streets and communities.

  Abstract Accident of oil and gas pipeline may result in enormous economic loss, great casualties and severe environmental pollution (Assael and Kakosimos, 2010). In the field of pipeline accident emergency, the Decision Support System (DSS) has been proposed to reduce the loss of an accident (Dey, 2001; Agbenowosi, 2000; Nataraj, 2005). However, their researches are mostly about risk management (Dey, 2001), materials scheduling (Agbenowosi, 2000), theory (Nataraj, 2005) and process of response, which are served for the decision-makers. In fact, though one of the most important steps of emergency response for accident of oil and gas pipeline is maintenance implemented, there is no enough attention paid on the maintenance scheme-making.

  Abstract The idea on Linked Open Data (LOD) for Disaster Management was stimulated by the experience with the integration of heterogeneous environmental data based on well-known OGC based web services. A lot of spatial data is available 'via the Web' – but not ?really on the web': many datasets can be viewed, queried and downloaded via web services, but it is usually not possible to reference an entity within a dataset, like a web page. However, persistent identifiers and deep and reliable linking between datasets and tools are frequently required, beyond file level, to items ?within? files. This becomes possible using Semantic Web (SW) technologies, such as the ?Resource Description Framework? (RDF), and opens possibilities to integrate or aggregate subsets of datasets based on logical criteria. Ontological modelling is used to represent conceptual knowledge. This SW approach is able to handle SPARQL queries considering property relations and ontological models. Disaster related data is multidisciplinary by nature, and comprises data entities from observations, experiments, surveys, simulations, models, and higher-order assemblies, along with associated metadata. The present work with AGORA´s SDI-NODE focuses on connecting dispersed disaster-relevant data to enable easier and faster discovery and access of disaster-related data. The cloud-based geographical information system is hereby explored in 3 ways: Firstly it serves as a reference implementation for the current state of art in SDI; Secondly it serves as praxis relevant use case for disaster relevant data and information management: it is worldwide developed and earlier versions are already used by many countries for their national disaster preparedness – with regard to its ability in rapid and easy mapping and its flexibility to be quickly adapted to unpredictable and fast changing crisis scenarios, and thirdly because it serves already, “partially”, as a SDI-LOD-bridge: The SDI node is composed by underlying components (like GeoServer, GeoNode and GeoNetWork) and some of the supporting communities are already developing different facilities to promote the desired SDI+LOD integration. Thus, the ?LOD-enabled SDI-node? explores LOD related technologies to query, integrate and aggregate, over distributed datasets, at feature-level. Final example: The LOD-enabled SDI-Node is a highly appropriate approach and solution to integrate, track, map, catalog and serve information on the ZIKA VIRUS, the AEDES MOSQUITOES and their environmental conditions.

  Abstract The paper proposes a framework that provides security in networks deployed in disaster areas. Traditional networks are not well suitable to use in such setting due to many unusual constraints such as long delays, high packet drop rates, unavailability of central trusted entity etc. Under such constraints existing security protocols do not work. Proposed here approach provides solutions for some of these problems often listed as challenges in the literature. We consider delay-tolerant wireless networks as a most suitable for such setting, and propose a trust based approach that provides flexible and efficient solutions that can be used in disaster arears.

  Abstract Companies work increasingly more on projects as a means of executing organizational decisions. However, too many enterprise projects result in failure. Hence, firms should follow a risk management method that drives their projects toward success. Nevertheless, project managers often deal with risks intuitively. This is partly because they lack the proper means to correctly manage the underlying risks which affect the entire cycle of their projects. Therefore, one purpose is to identify the critical events that managers may encounter before the beginning of the project and during its development. In addition, we propose CIA-ISM to represent existing relationships between the unforeseen events in the project?s lifetime and their key performance indicators. This also predicts the influence of risks on project performance over time by means of scenarios. The tool proposed would thus help practitioners to manage enterprise projects risks in a more effective and proactive way. We have validated the predictive capability of the CIA-ISM model with 22 real projects. The results show a high level of predictive capability in terms of risk analysis and key performance indicators.

  Abstract Natural hazards such as extreme coastal events can generate indirect impacts extending far beyond the exposed areas and the direct aftermath of the event. The recognition of such impacts in risk assessment is essential for preparing, mitigating against such events and for increasing the resilience of coastal communities. However the assessment is often limited to the direct impacts. This paper proposes new methodologies for assessing the indirect impacts of coastal storm events. Eight impacts are considered in the approach: household displacement, a financial recovery of households and businesses, business supply chain disruption, ecosystem recovery, risk to life, utility and transport disruptions. These methodologies are incorporated in the open-source INDRA model (INtegrated DisRuption Assessment) to compare and identify hotspots at a regional using a multi-criteria analysis.

  Abstract Twitter is a very important source for obtaining information, especially during events such as natural disasters. Users can spread information in Twitter either by crafting new posts, which are called ?tweets,? or by using retweet mechanism to re-post the previously created tweets. During natural disasters, identifying how likely a tweet is to be highly retweeted is very important since it can help promote the spread of good information in a network such as Twitter, as well as it can help stop the spread of misinformation, when corroborated with approaches that identify trustworthy information or misinformation, respectively. In this paper, we present an analysis on retweeted tweets to determine several aspects affecting retweetability. We then extract features from tweets? content and user account information and perform experiments to develop models that automatically predict the retweetability of a tweet in the context of the Hurricane Sandy.

  Abstract In recent risk studies, some researchers have raised concerns regarding the focus on extraordinary events – sometimes called ?extreme paradigm? (Gaillard, 2007). Simultaneously, we are witnessing a growing interest in the more ?ordinary? situations that must be handled on a daily basis in order to avoid crises (Roux-Dufort 2007, Van Laere 2013). In an interdisciplinary perspective of sociology and geography, we have analysed five different control rooms (traffic safety, air traffic control, humanitarian coordination, weather forecasting and electrical supply). This transversal perspective has helped us consider control rooms as specific spatio-temporal devices, where ordinary practices aim as much at crisis avoidance as at crisis management. We conclude that it is important to broaden the analytical perspective of control rooms; to no longer regard them as the source of action but rather as one aspect of larger socio-technical monitoring devices.

  Abstract Understanding the characteristics of the spatiotemporal distribution of a population, which varies according to the time of the day and the day of the week (weekday or weekend), is one of the most important issues in the field of urban disaster mitigation planning. However, the existing Person Trip Survey data based on weekdays is not appropriate for estimating the spatiotemporal distribution of population on weekends. In the present study, we proposed a method for converting existing Person Trip Survey data from a weekday base to a weekend base and examined the differences in the spatiotemporal distribution of the population. Using these databases, we attempted to compare the number of deaths due to building collapse estimated for weekdays and weekends for various districts in the Tokyo Metropolitan area.

  Abstract The simulation of radioactive pollutants dispersion is critical for emergency response of the nuclear terrorism. The radioactive ?dirty bomb?, also called radiological dispersion device (RDD), produced and used by the terrorist to make fearful and radioactive pollution in general, has a great risk on humans. Numerical investigation of the impact of different configurations on radioactive pollution release and dispersion in urban buildings is made in this paper. The numerical simulations used the OpenFOAM, a free and open source software for computational fluid dynamics (CFD), and the simulations can be implanted to the information system of the nuclear terrorism emergency decision support system(EDSS) as the consequence assessment subsystem conveniently. The study showed that the configurations of building canyon and the position relationship of the source item and the buildings both affect the concentration distributions around the buildings.

  Abstract The term semi-professional can be used to denote occupational groups that do not have emergency response as their primary profession but who get additional responsibilities within rescue and response, e.g. by performing a first response or assisting the professional emergency services. In this study, four different groups of possible semi-professional resources are analyzed and compared. Similarities and differences between the four groups are discussed. Factors, important for the successful implementation of a cross-sector collaboration of this kind, are highlighted. The preliminary results show that all four groups have the potential to act as semi-professional resources within emergency response. Interestingly, the basic requirements are the same for all groups, despite different prerequisites.

  Abstract Research on decision-making and coordination in critical settings has provided important insights on resources and behaviors that improve emergency response. However, literature often assumes that decision-makers can access information when necessary, while empirical reality suggests that information is not always so easily accessed, but more or less shared between emergency actors. This research in progress aims to investigate how a specific organizational variable, power, influences information sharing behaviors? and its impact on emergency management. This research relies on two field studies to highlight in an inductive fashion a set of hypotheses on power in emergency organizations. We propose axes of investigation that map out ways to further explore the issue of power in emergency settings.

  Abstract In aiming to decrease the number of casualties and people with difficulty in wide-area evacuations due to a large earthquake, it is highly important to visualize and quantify the potential danger in residential areas. In this paper, we construct a multi-agent simulation model, which describes property damage (such as building-collapse, the spread of fire and blocking of streets) and people?s evacuation behavior after an earthquake occurring. Using this simulation model, we quantify the wide-area evacuation difficulty in densely-built wooden residential areas, and evaluate the past project to improve buildings and streets based on this indicator. Furthermore, we demonstrate the effects of adding new evacuation routes between two intersections of streets with narrow width and long distance. Through these case studies, the effectiveness of our simulation model on urban disaster mitigation planning is shown.

  Abstract Emergencies are highly complex situations that require careful consideration of information collected from a variety of sources, by a variety of individuals and agencies. Good situation awareness provides the basis for a highly effective decision-making process requiring large volumes of real time information. Processing this is a highly complex task, and the dynamic nature of emergencies introduces further challenges. Over the years, several initiatives have attempted to address this complexity by proposing a variety of solutions that have contributed to a growing field of research. While progress toward decision-making support has been significant, the process of managing decisions has received less attention. To learn from decisions, there needs to be a process of collecting, curating and analyzing decision-making itself. Information being collected via a large number of resources needs to be formalized and interpreted by the decision maker, who in turn combines the information collected with their own knowledge and experience to make critical, and often life-saving decisions. Many of the decisions need to be taken instantaneously, while some need careful consultation and consideration, in collaboration with experts only once good situation awareness is achieved. This process of taking decisions based on evidence and personal experience is often lost, mostly due to lack of appropriate archiving mechanisms (e.g. not digitizing paper-based decisions or recording informal decisions). Therefore post-event analysis and auditing activities can lose track of how decisions were made, their associated evidences and rationale. Recording decisions in real-time, as they are taken, can provide a step change in the way decision support systems can aid future events or post-event analyses. We address this aspect of decision support by proposing a real-time decision capture and monitoring approach, Decision Graphs. At the core of Decision Graphs resides a decision management framework, employing semantic web techniques to organise decisions, as and when they are taken. While Semantic Web approaches have been employed in the past in Decision-Making for Emergency Response, management of decisions using Semantic Technologies has been largely limited. Lightweight decision loggers are deployed in a variety of ways ? mobile applications available for all types of mobile devices, web browser-based plugins, and a dedicated web site. The decision loggers capture decisions and all related evidence and rationale from the decision maker, and make them available to the decision management framework. Following an event, a decision maker can then retrieve all decisions via a web-based solution. In this poster, we first present requirements gathered from interviews with a variety of stakeholders. We then address this need and propose a decision management framework that employs a variety of pervasive lightweight decision loggers and semantic web technologies for enriching and organizing decisions. Finally, we present our visualisation mechanisms to help look up events and decisions, during follow-up post event analyses activities.

  Abstract This abstract highlights research challenges to improving effectiveness of integrating information and communication technologies during emergencies. Proposed as a research focus is the integration of proven virtual activation processes with an unobtrusive research presence. This positions the research presence during a real-time emergency to glean previously unknown information/rationales on how decision-makers decide and take action. Establishing a collaborative partnership by combining a ?research presence? with the ?virtual operation capability,? is essential. Mutual understanding must embrace the precept of no disruption to first responders in actual response and recovery efforts. Consensus should be reached in identifying measurable outcomes for the research. The collaborative effort opens a groundbreaking area for consideration of study in crisis response and management. It would shed new light on an underexplored, critical area of emergency management and has the potential to further enhance the value of information and communication systems in preparing, responding, and recovering from emergencies.

  Abstract Sudden cardiac arrest (SCA) is among the three most prominent causes of death in industrialized nations. Therefore, experts are calling for solutions, including smartphone-based systems to mobilize volunteers. German researchers are developing a crisis response system with a crowd tasking app. It aims to help reduce the effects of large-scale events, but also of ad-hoc incidents including SCA. This paper describes an approach to determine the potential of the system to increase the survival rate of SCA illustrated by an example. Its concept was analyzed by five experts from three countries and benefited from their feedback.

  Abstract Affected locations by flash floods are rich in information for flood management. Usually, there are several types and sources of information which can be related to achieve better reliability to decision-making. However, a major challenge is to achieve the reliability this information within datasets so heterogeneous or complex. For instance, reports of Volunteered Geographic Information (VGI) through a crowdsourcing-based platform can be confirmed by means of images available on site. Thus, we carried out an experiment to identify water level of river through clustering from static images using an evolutionary method of hierarchical data clustering, called DAta-MIning COde REpositories (Sanches, Cardoso, and Delbem, 2011). Our experiment aimed answering the following question: Is DAMICORE able to find matching clusters between static images gathered from the sensor in-situ and water levels provided by the non-automatic interpretation mechanisms in the riverbed? These mechanisms (Figure 1 (a) water level ruler, (b) puppet, and (c) multi-color band) refer to the hazard index at hydrology field and help volunteers to report into the crowdsourcing-based platform (Degrossi, Albuquerque, Fava, Mendiondo, 2014). Moreover, our dataset contains 288 images categorized in (gray) 124 undefined, (orange) 109 acceptable, (red) 17 high, (dark red) 6 very high, and (blue) 32 flood which were obtained from in-situ sensor in a 5-minute temporal resolution on November 23rd, 2015, when a flash flood occurred at 4 p.m. (Figure 1 (d) ) at São Carlos, São Paulo, Brazil. Our preliminaries results have shown a possible matching between clusters found (Figure 2) and interpretation mechanisms of the water level in the riverbed. Therefore, there is evidence that the DAMICORE can support VGI reports collected from dedicated platforms, improving the credibility of information. Nevertheless, further experiments should be performed considering a greater number of images per category and matching between other types of VGI and authoritative data, e.g. social media and sensor.

  Abstract We propose a methodology to study the occurrence of fires through image posts on Flickr; crowd-sourcing information from a noisy social media dataset can estimate the presence of fires. We collect several years worth of photos and associated metadata using fire-related search terms. We use an image classification model to detect geotagged photos that are further analysed to determine if a fire event did occur at a particular time and place. Furthermore, a case study investigates image features and spatio-temporal elements in the metadata, as well as location information contained in camera EXIF data.
