	Abstract	Decision-making has been a subject actively investigated in several areas of knowledge such as Philosophy, Economics, Psychology, Computer Science, among others. This paper explores the potential opportunities offered by two methodologies to assess the team decision-making at the end of a simulated exercise (training). We present a case study showing how to measure the team decision-making combining both methodologies to assess a team of three experienced Officers from the Military Fire Brigade of the State of Rio de Janeiro. The simulated exercise was carried out within the Integrated Center of Command and Control of Rio de Janeiro. We intend this study provide a pathway that can be helpful in reducing the subjectivity generated during the observation of the team decision-making in Emergency Management environments.

	Abstract	Terrorist attack continues to spread in the world which leads to severe casualties and property losses and poses great pressure to the government. Therefore it is essential to identify the potential targets terrorists may select, assess the risk level and take risk management measures in advance. Aiming to this problem, the paper provides a new analysis method. Firstly it investigates target types terrorists prefer to and target diversity based on the data in Global Terrorist Database ; Then it puts forward the target risk analysis of three-dimensional model which considers the threat probabilityã?the target vulnerability and the consequence severity; Finally, the paper calculates and assesses the risk level using the fuzzy synthesis decision-making method, and two examples are given to prove the feasibility of the model. The result can contribute to target risk analysis and emergency preparedness or management of terrorist attack.

	Abstract	Information security is an important part of almost any kind of Information System. Crisis Management Systems (CMS) are a type of Information System that deals with information which needs to be secure. No matter what kind of crisis, natural disasters, man-made crisis or terrorist attacks, the CMS security should not be compromised. There are many challenges regarding exchange of qualified information and interoperability between various Expert Systems and the CMS. It is important to have strong security in terms of technology, skills, security requirements, sensitivity of information and trust-worthiness (Vural, Ciftcibasi and Inan, 2010). Depending on the type of crisis situation, different sets of security components should be triggered, since the security requirements vary between situations. For example, a terrorist attack has different security requirements in the system compared to a natural disaster or a medical emergency. In this paper, the importance of Information Security in CMS will be discussed. Methods for secure exchange of qualified information are analyzed and a secure and dynamic Crisis Management Information Security System (CMISS) design is introduced. Â© 2012 ISCRAM.

	Abstract	The 2014 West African EbolaOutbreak raisedfrom Sierra Leone, Guinea, and Liberia at December in 2013 has been reported to cause 21296 cases and 8429 deaths until now which became the deadliest recorded in history. In this paper, we proposed the riskanalysis to assess the international spread risk from mentioned three African countries to China by GEM(Global Epidemic Mobility) Model. As another part of analysis, we crawled related online social media data of Ebola from the most four favorite online social networks (including SINA, TENCENT) in China from June to November in 2014.By analyzing these attained social media data and airline data of GEM, we found some interesting results. For example, Beijing has the most importing risk of Ebola while it has the hottest discussion on social network.. Furthermore, we showed analysis of combining social network data with geographicaldemonstration and Chinese citizen sentiment towards this disaster.

	Abstract	This paper presents an innovative IT solution, a virtual studio, enabling security professionals to formulate, test and adjust security measures to enhance the security of critical buildings. The concept is to virtualize the environment, enabling experts to examine and assess and improve on a building?s security in a cost-effective and risk-free way. Our virtual studio solution makes use of the latest advances in computer graphics to reconstruct accurate blueprints as well as 3D representations of entire buildings in a very short timeframe. In addition, our solution enables the creation and simulation of multiple threat situations, allowing users to assess security procedures and various responses. Furthermore, we present a novel device, tailored to support collaborative security planning needs. Security experts from various disciplines evaluated our virtual studio solution, and their analysis is presented in this paper.

	Abstract	While different governments worldwide have published sets of recommendations-or even laws-for increasing preparedness, a reference framework to assess the level of compliance of organizations is still to come. For instance, emergency plans often remain stored in closets where they stay until some emergency or major legal change occurs. Consequently, achieving actual preparedness is difficult to assess. QuEP is a framework for the assessment and improvement of the management of emergency plans within organizations. It is inspired by the Total Quality Management strategy, and provides a hierarchy of emergency plan management maturity levels. The aim of QuEP is to guide organizations to assess and improve their emergency preparedness by following a set of principles, practices and techniques at the technical, human and strategic levels. In this paper, we show the model underlying the framework, and give details of the current framework evaluation processes.

	Abstract	Research on decision-making and coordination in critical settings has provided important insights on resources and behaviors that improve emergency response. However, literature often assumes that decision-makers can access information when necessary, while empirical reality suggests that information is not always so easily accessed, but more or less shared between emergency actors. This research in progress aims to investigate how a specific organizational variable, power, influences information sharing behaviors? and its impact on emergency management. This research relies on two field studies to highlight in an inductive fashion a set of hypotheses on power in emergency organizations. We propose axes of investigation that map out ways to further explore the issue of power in emergency settings.

	Abstract	The simulation of radioactive pollutants dispersion is critical for emergency response of the nuclear terrorism. The radioactive ?dirty bomb?, also called radiological dispersion device (RDD), produced and used by the terrorist to make fearful and radioactive pollution in general, has a great risk on humans. Numerical investigation of the impact of different configurations on radioactive pollution release and dispersion in urban buildings is made in this paper. The numerical simulations used the OpenFOAM, a free and open source software for computational fluid dynamics (CFD), and the simulations can be implanted to the information system of the nuclear terrorism emergency decision support system(EDSS) as the consequence assessment subsystem conveniently. The study showed that the configurations of building canyon and the position relationship of the source item and the buildings both affect the concentration distributions around the buildings.

	Abstract	Disaster response management has become an important area of research in recent years, with authorities spending more resources in the area. Infrastructure resource interdependencies are key critical points for a system to operate optimally. After a disaster occurs, infrastructures would have sustained certain degrees of damage, the allocation of limited resources to maximize human survival becomes a top priority. The I2Sim (Infrastructures Interdependencies Simulator) research group at the University of British Columbia (UBC) has developed a software simulation toolbox to help authorities plan for disaster responses. This paper presents an optimization decision algorithm based on Lagrange multipliers, which provides the theoretical basis for I2Sim software decision maker layer. There is a simple scenario of three hospitals constructed with the I2Sim toolbox to illustrate the interdependencies of water and electricity. Â© 2012 ISCRAM.

	Abstract	Topological structure vulnerability assessment approach for Urban Metro Networks (UMNS) was proposed in order to decrease the impact caused by incidents. Failure scale of stations and sections random failure and target attacks was evaluated. The results show that UMNS is more vulnerable to target attacks on stations than random failure on stations. But UMNS is less vulnerable to target attacks on sections than random failure on sections. Additionally, UMNS is more vulnerable to station failure than sections. It could be concluded as more resources should be put on big transfer stations in UMNS operation management to avoid large scale impacts. The proposed methodology is not intended to predict the occurrence of events but rather to be used a management tool. Results from the evaluation are valuable elements in planning UMNS. They can be used for network planning, further detailed hazard studies, deciding on the arrangement of emergency resources.
