  Abstract The goal of this article is to introduce a plastic architecture of a survey system dedicated to any kind of geographical area that requires to be observed. The principle of this architecture is to allow to change dynamically the set of sensors that is used to monitor the area and also to provide an analyze system able to deal with this unstable set of sensors. Based on Event-Driven Architecture (EDA) technology, such a system does not provide new features compared with traditional set of static sensors connected through cables to dozens of bulbs lighting when a predefined subset of measures is not in the expected range. However, the introduced architecture provides a completely agile and dynamic system of measurement where neither the network of sensors nor the system of measure interpretation is static.

  Abstract This article aims at presenting a whole approach of Information Systems interoperability management in a crisis management cell. We propose a Mediation Information System (MIS) to help the crisis cell partners to design, run and manage the workflows of the response to a crisis situation. The architecture of the MIS meets the need of low coupling between the partners' Information System components and the need of agility for a such platform. Based on the Service Oriented Architecture (SOA) and the Event Driven Architecture (EDA) principles which, combined to the Complex Event Processing (CEP) principles, it will leads to an easier orchestration, choreography and real-time monitoring of the workflows' activities, and even allows the automated agility of the crisis response on-the-fly-we consider agility as the ability of the processes to remain consistent with the response to the crisis-. © 2012 ISCRAM.

  Abstract The goal of this article is to introduce a platform (called Agility Service) that gathers and analyses data coming from both crisis response and crisis field by using the principles of Complex Event Processing. As a crisis situation is an unstable phenomenon (by nature or by effect of the applied response), the crisis response may be irrelevant after a while: lack of resources, arrival of a new stakeholder, unreached objectives, over-crisis, etc. Gathering data, analyze and aggregate it to deduce relevant information concerning the current crisis situation, and making this information available to the crisis cell to support decision making: these are the purposes of the described platform. A use case based on the Fukushima's nuclear accident is developed to illustrate the use of the developed prototype.

  Abstract Every 24 hours a member of the United States (US) Armed Forces commits suicide, while every hour a US veteran takes his own life. These statistics illuminate a deeply-rooted social crisis which eludes experts and military leaders to this day. Billions of dollars invested in suicide prevention seem to offer little relief for active duty servicemen and veterans alike. Military suicide is framed as a wicked problem and the new and exciting theory of Chronic Emotional Atrophy (CEA) is proposed to help explain causes of suicidal ideation in the military. A holistic crisis management strategy via information systems is presented in this work. Depressive symptoms exhibited by military members in emotionally suppressed environments closely parallel those phenomena exhibited by medical patients suffering from frontal lobe damage. The prospective psychiatric information system solution provides frontal lobe stimulation (FLS) to mitigate CEA and suicidal ideation.

  Abstract Warnings to the broad population in an emergency situation, irrespective of location and condition, is a public policy responsibility. Public wireless networks offer now the opportunity to deliver emergency warnings in this way with explanations, because in many countries the mobile penetration rates and coverage are higher than any other access form. The paper summarizes the analysis of the selection process between Short messaging services (SMS) and Cell Broadcast (CB) messaging in the context of Denmark based on end user requirements, stakeholder roles and case-based analysis. It demonstrates the many technical, cost-benefit and other trade-offs needed in supporting the population now with a dependable and wide-spread technology. This research is the basis for a national policy.

  Abstract In public safety communications the first responders are getting directions about the tactical action plan with multicast voice whereas they can report back to the dispatcher with unicast voice. In this paper, the aim is to find the maximum number of voice calls for situation reporting in the presence of multicast voice for tactical coordination. In order to increase the reliability of our analysis we verify our simulator against a test bed prototype consisting of three 802.11 terminals. The simulation study is applied within a mobile cell. The proposed mobility model applies for initial deployment in emergency scenarios. We investigate the statistical properties of the model by simulations.

  Abstract Emergency situations often play out over extended geographic regions and can present response personnel with numerous types of data at various level of detail. Such data may be displayed in mapping software tools that organize the data into layers. Sufficiently complex scenarios can result in dense, occluded, and cluttered map displays. We investigated a localized, detail-on-demand filtering strategy called semantic lensing that in certain situations provides a more efficient and desirable approach than filtering global layers for mitigating clutter and occlusion. An initial formal user study with these semantic lenses has shown their value in aiding decision makers during tasks that might occur during detection of and response to emergency situations. Completion times are significantly faster when using lenses, and workloads are significantly lower. Future work will evaluate additional features and task-specific applicability, and may support the distribution of such a lens tool to emergency preparedness and response personnel.

  Abstract The importance of community resilience has become increasingly recognized in emergency management and

post-disaster community well-being. To this end, three seismic resilience planning initiatives have been

conducted in the U.S. in the last decade to envision the current state of community resilience. Experts who

participated in these initiatives confronted challenges that must be addressed for future planning initiatives.

We interviewed eighteen participants to learn about the community resilience planning process, its

characteristics, and challenges. Conducting qualitative content analysis, we identify six main challenges to

community resilience planning: complex network systems; interdependencies among built environment systems;

inter-organizational collaboration; connections between the built environment and social systems;

communications between built environment and social institutions’ experts; and communication among

decision-makers, social stakeholders, and community members. To overcome the identified challenges, we

discuss the capability of human-centered simulation modeling as a combination of simulation modeling and

human-centered design to facilitate community resilience planning.

  Abstract After large-scale disasters, diverse partner agencies rely heavily on an information-sharing environment that supports collaborative work. In the U.S., this occurs under the Incident Command System (ICS), a structured organizational framework for coordinated action. We explore obstacles to information sharing and coordinationobserved at a county-level Emergency Operations Center (EOC) operating under ICS during the response phase of a large-scale regional disaster exercise. Textual observations collected in situ are analyzed for both the effect/manifestation and cause/source of barriers to information sharing. Two-thirds of barriers that manifest as computational issues are not caused by technology breakdowns, and a third caused by unclear processes manifest as computational issues. Overall, obstacles to collaborative work that appear to be related to computational issues are generally attributable to non-technical causes. This indicates that resources directed at improving collaborative management of disasters by enhancing technological capabilities are likely to be misdirected.

  Abstract Wireless Ad Hoc Networks (MANETs) can to provide first responders and disaster management agencies with a reliable communication network in the event of a large-scale natural disaster that devastates majority of the existing communication infrastructure. Without requiring a fixed infrastructure, MANETs can be quickly deployed after a large-scale natural disaster or a terrorist attack. On the other hand, MANETs have dynamic topologies which could be disconnected because of the mobility of nodes. This paper presents a decentralized approach to maintain the connectivity of a MANET using autonomous, intelligent agents. Concepts from the social network analysis along with flocking algorithms are utilized to guide the deployment decision of agents. Unlike a basic flocking algorithm where all nodes have the same importance, network metrics are used to quantify the relative importance of nodes. Computational results are presented to demonstrate the effect of various local agent behaviors on the global network connectivity.

  Abstract Sound Source Localization (SSL) are used to estimate the position of sound sources. Various methods have been used for detecting sound and its localization. This paper presents a system for stationary sound source localization by cubical microphone array consisting of eight microphones placed on four vertical adjacent faces which is mounted on three wheel omni-directional drive for the inspection and monitoring of the disaster victims in disaster areas. The proposed method localizes sound source on a 3D space by grid search method using Generalized Cross Correlation Phase Transform (GCC-PHAT) which is robust when operating in real life scenario where there is lack of visibility. The computed azimuth and elevation angle of victimized human voice are fed to embedded omni-directional drive system which navigates the vehicle automatically towards the stationary sound source.

  Abstract Information about location and geographical coordinates in particular, may be very important during a crisis event, especially for search and rescue operations – but currently geo-tagged tweets are extremely rare. Improved capabilities of capturing additional location from Twitter (up to 4 times improvement) are crucial for response efforts given a vast amount of messages exchanged during a crisis event. That is why authors have designed a tool (Text Analysis TWeet lOcator – TAT2) that relies on existing open source text analysis tools with additional services to provide additional hints about people location. Validation process, complementing experimentation and test results, included involvement of end-users (i.e. Public Protection and Disaster Relief services and citizens during a realistic crisis exercise showcase. In addition, the integration of TAT2 with external tools has also been validated.

  Abstract Social media together with still growing social media communities has become a powerful and promising solution in crisis and emergency management. Previous crisis events have proved that social media and mobile technologies used by citizens (widely) and public services (to some extent) have contributed to the post-crisis relief efforts. The iSAR+ EU FP7 project aims at providing solutions empowering citizens and PPDR (Public Protection and Disaster Relief) organizations in online and mobile communications for the purpose of crisis management especially in search and rescue operations. This paper presents the results of survey aiming at identification of preliminary end-user requirements in the close interworking with end-users across Europe.

  Abstract Crisis management (CM) organizations regularly face the challenge to assess the potential impact of a change in their socio-technical setup. No matter if a new software, a new tool, a simple workflow or a broader organizational structure become available, CM organizations need to estimate the potential added value under a high degree of uncertainty. In general, the more reliable information about the new solution is available, the more informed the decisions are. One promising way in assessing the potential impact of new CM solutions can be found through its application in an as realistic as possible and an as secure as necessary setup. However, such artificial scenarios like simulation exercises hold the risk of measuring the performance of the solution itself rather than its contribution to the CM operation. In this paper we review the state of the art in measuring crisis management performance, discuss the results in the context of performance measurement in general and present a performance measurement approach supporting a structured assessment of innovative CM solutions applied within collaborative demonstration project.

  Abstract In this paper we present the development of an integrated process analysis toolkit for humanitarian logistics. The toolkit integrates a conceptual and a technological component. Our approach follows a case study-based modeling and design approach. The developed concept was evaluated in two humanitarian organizations. Based on these results we extended and integrated the tool-supported process analysis approach, which is ready to use for the structural and quantitative analysis of humanitarian logistics processes. The toolkit can be applied in humanitarian organizations as a decision support tool for designing, planning and executing their logistics processes. Thus, the application affects the preparedness of humanitarian organizations as well as their response performance. The process analysis toolkit is embedded in an overall research agenda with the objective to provide humanitarian organizations with the capabilities to identify, monitor, and improve their logistics processes respecting the organization specific objectives.

  Abstract Decision making in the area of humanitarian logistics and supply chain management often suffers because of the interrelations between planning horizons, tasks, and crisis management lifecycle phases. In this paper, we present a method, an exemplary prototypical implementation and its evaluation within a relief organization. Based on a structured literature analysis (a review of existing information systems as well as a consideration of ongoing research projects), basic requirements for an integrated logistics and transport planning approach were derived. Together with end-user involvement, these results were used to design and prototype a concept of an appropriate information system, which was applied and evaluated in a tabletop exercise. The generated results are promising in terms of having a positive impact on the logistics effectiveness. In combination with the identified limitations, our results promise to have an impact on future ISCRAM research.

  Abstract Traffic congestion creates multidimensional impacts that require stakeholders' integration and coordination. This paper tries to close the research gaps in congestion management by examining a case study of integrated solutions of congestion measures and analyzing future challenges in congestion management based on two selected factors. The authors develop the result from the literature study and an expert interview that provides a better perspective on the case study. The study generates a new perspective on reviewing the organizational aspect of integrated congestion management measures. Secondly, it starts a discussion on future challenges in congestion management and connects the domain of future mobility with congestion theories as an independent discussion.

  Abstract Results from disaster research suggest that methods for coordination between individual emergency responders and organizations should recognize the independence and autonomy of these actors. These actor features are key factors in effective adaptation and improvisation of response to emergency situations which are inherently uncertain. Autonomy and adaptability are also well-known aspects of a multi-agent system (MAS). In this paper we present two MAS strategies that can effectively handle aircraft deicing incidents. These MAS strategies help improve to prevent and reduce e.g. airplane delays at deicing stations due to changing weather conditions or incidents at the station, where aircraft agents adopting pre-made plans that would act on behalf of aircraft pilots or companies, would only create havoc. Herein each agent using its own decision mechanism deliberates about the uncertainty in the problem domain and the preferences (or priorities) of the agents. Furthermore, taking both these issues into account each proposed MAS strategy outperforms a naive first-come, first-served coordination strategy. The simulation results help pilots and companies taking decisions with respect to the scheduling of the aircraft for deicing when unexpected incidents occur: they provide insights in the impacts and means for robust selection of incident-specific strategies on e.g. deicing station delays of (individual) aircraft.

  Abstract Owing to the complexity of Critical Infrastructures and the richness of issues to analyze, numerous approaches are used to model the behavior of CIs. Organizations having homeland security as mission often conduct desktop-based simulations using judgmental assessment of CI interdependencies and cascading failures. Expert estimates concern direct effects between the originally disrupted CI sector and other sectors. To better understand the magnitude of aggregate cascading effects, we developed a system dynamics model that uses expert estimates of cascading failures to compare the aggregate effect of cascading failures with the primary direct cascading failures. We find that the aggregate effect of compounded cascading failures becomes significantly greater than the primary cascading failures the longer the duration of the original disruption becomes. Our conceptually simple system dynamics model could be used to improve desktop-based exercises, since it illustrates consequences that go beyond judgmental assessment.

  Abstract Evaluation and testing are major steps in the development of any information system, particularly if it is to be used in high-risk contexts such as conflicts. While thus far there are various approaches for testing against technology requirements; usability or usefulness, there is a lack of a comprehensive evaluation framework that combines the three elements. The lack of such a framework and commonly agreed standards constitutes a barrier for innovation, and at the same time imposes risks to responders if the technology is introduced without proper testing. This paper aims to close this gap. Based on a reviewing of evaluation methods and measurement metrics, we design a comprehensive evaluation framework including common code quality testing metrics, usability testing methods, subjective usefulness questionnaires, and performance indicators. We demonstrate our approach by using the example of an integrated system for the safety and security of humanitarian missions, and we highlight how our approach allows measuring the system’s quality and usefulness.

  Abstract Microblogs are an opportunity for scavenging critical information such as sentiments. This information can be used to detect rapidly the sentiment of the crowd towards crises or disasters. It can be used as an effective tool to inform humanitarian efforts, and improve the ways in which informative messages are crafted for the crowd regarding an event. Unique characteristics of microblogs (lack of context, use of jargon etc) in Tweets expressed by a message-sharing social network during a disaster response require special handling to identify sentiment. We present a systematic evaluation of approaches to accurately and precisely identify sentiment in these Tweets. This paper describes sentiment detection expressed in 3698 Tweets, collected during the September 2010, San Bruno, California gas explosion and resulting fires. The data collected was manually coded to benchmark our techniques. We start by using a library of words with annotated sentiment, SentiWordNet 3.0, to detect the basic sentiment of each Tweet. We complemented that technique by adding a comprehensive list of emoticons, a sentiment based dictionary and a list of out-of-vocabulary words that are popular in brief, online text communications such as lol, wow, etc. Our technique performed 27% better than Bayesian Networks alone, and the combination of Bayesian networks with annotated lists provided marginal improvements in sentiment detection than various combinations of lists. © 2012 ISCRAM.
