Abstract |
Real-time information from microposts like Twitter is useful for applications in the crisis management domain. Currently, that potentially valuable information remains mostly unused by the command staff, mainly because the sheer amount of information cannot be handled efficiently. Sentiment analysis has been shown as an effective tool to detect microposts (such as tweets) that contribute to situational awareness. However, current approaches only focus on two or three emotion classes. But using only tweets with negative emotions for crisis management is not always sufficient. The amount of remaining information is still not manageable or most of the tweets are irrelevant. Thus, a more fine-grained differentiation is needed to identify relevant microposts. In this paper, we show the systematic evaluation of an approach for sentiment analysis on microposts that allows detecting seven emotion classes. A preliminary evaluation of our approach in a crisis related scenario demonstrates the applicability and usefulness. |

Abstract |
Heat waves are becoming more common and intense with global climate change, which requires deploying resilience strategies of governments to prepare for long-term trends of higher temperatures and carefully plan emergency responses for such extreme heat events. The British Columbia province of Canada is one of the regions severely affected by extreme climatic events in 2021, which resulted in several deaths and put hundreds of thousands of people scrambling for relief. This study examines the public reactions to one of these extreme climatic events, the 2021 Pacific Northwest heatwave, in a non-emergency service request platform to uncover the types of municipal service needs during severe climatic disasters. City of Vancouver 311 system data is used to identify the impact of the heatwave on the frequency and types of service needs and examine the significance of the relationship between climatic conditions and the non-emergency service volumes. |

Abstract |
Mass casualty incidents (MCI) are highly dynamic situations in which limited available resources need to be quickly and efficiently allocated. In this paper, we suggest considerable extensions to an allocation method that we presented in earlier work. The extensions address two major challenges: First, the need to balance real-world resource usage and second, the need to adapt to changing situations. Additionally, a theoretical evaluation of the efficiency of the suggested approach is described. © 2012 ISCRAM. |

Abstract |
In mass casualty incidents (MCIs) different authorities and organizations with safety responsibilities (BOS) act in highly dynamic situations. BOS operating in MCI-scenarios have a large demand of different information. SpeedUp, a German government-funded research project, wants to support this information demand. From an IT-perspective, our basic concept is to model available resources (e.g., sources of information and communicative devices) as services and flexibly combine them to the information demand of the BOS. To achieve this, we have to know which kind of information is needed by whom and explore the structures, tasks and roles of the BOS involved. In this paper we employed an interdisciplinary and user – centered approach. It is the result of a close cooperation of two research groups: one from the Intercultural Business Communication (IWK) and one from the chair of computer sciences. While the IWK focused on identifying information needs via expert interviews and observations, the computer scientists were looking at the possibilities for technical support of these needs. Only both disciplines together can achieve viable solutions. |

Abstract |
Today, during compartments fire, the decision-making of the rescue teams is mainly based on human decisions, which are the results of gathered experiences. However, a perfect knowledge of the situation, its evolution over time and the dangers that may appear is impossible. The transition between a localized fire and a generalized fire can take several forms. One of the most important vectors in the propagation of combustion for compartment fires is smoke due to its high temperature and the large amounts of energy it contains. Despite its extreme danger, smoke remains important to study because it convey valuable information, especially on the appearance of thermal phenomena feared by firemen. To carry out this study, a large scale experimental cell is used. A burner fueled with propane produces hot fumes in a so-called “real fire” configuration. All the measurements carried out are compared with LES (Large Eddy Simulation) simulations of the experiment using FDS. The numerical component allows defining scenarios (fire fully developed, fire under ventilated ...), which are verified by the experiments. The dual competence numerical /experimental data is essential in this type of study since the experimental data suffer from a lack of resolution (spatial, temporal) but nevertheless represent information necessary for validating the codes. |

Abstract |
Public spaces are created to be used, and large crowds gather in many buildings and external spaces. Maintaining a high level of safety for these people is of utmost importance. Cameras are used for security reasons by control room personnel, who also monitor crowd movements in case of emergency. Crowd modelling can be used to detect and analyse time dependent and space dependent crowd behaviour. Despite the large amount of raw visual information being processed, crowd modelling has not been dedicated yet to evacuation decision making. Predictive information can assist the decision maker in assessing the situation in the early stages, potentially preventing the need for an evacuation. If evacuation is inescapable, a decision maker can use crowd modelling to define the quickest and safest evacuation routes. This kind of decision support will reduce the number of deaths that occur before and during an evacuation. |

Abstract |
Collaborative information foraging refers to the collective activities of seeking and handling information in order to meet information needs. This paper delineates requirements for modeling salient factors that shape collaborative information foraging behavior of groups. Existing modeling approaches are assessed based on their adequacy for measuring identified salient factors that shape collaborative information foraging behavior. A view of information foraging behavior as a dynamic process is presented. Consequently, this paper purports that modeling methods employed to aid understanding of foraging behavior must allow for plausible explanation of the inherent dynamism in foraging activities. This work therefore provides an initial roadmap to defining salient factors that need to be addressed in order to adequately model collaborative information foraging behavior within teams that operate in extreme environments. Implications of this work in practice and research are discussed. |

As the deployment of situational awareness mechanisms such as geothermal sensors, use of social network sites, and information and communication technologies (e.g., cell phones) become increasingly widespread to emergency responders, the problem of alert analysis has become very important. Broadcast of large amounts of alerts sent back to command centers for processing may impair the ability of analysts to connect dots that may otherwise adequately enable them to make informed decisions in a timely fashion. This paper investigates trends and patterns embedded in alert notifications generated over a given period of time in order to uncover correlations that may exist in the data. Data for this study are obtained from the National Center for Crisis and Continuity Coordination (NC4). We employ classical time series analysis to understand, explain and predict trends and patterns in the data. This work presents results obtained thus far in the quest for the effect of passage of time on alert patterns. Implications of this work in practice and research are discussed. |

Abstract |
One of the biggest challenges faced during the wildfires is communication. A specific case represents the need to establish communication between first responders and the public. This paper presents a proposal for a generic protocol to ensure effective communication between fire fighters and many citizens at the incident site or in the surrounding area using nontraditional information sources such as a dedicated mobile app or social media. Specific challenges, concepts and technologies relevant to such communication are described specifically customized for forest fires and wildfires. The protocol itself is provided by proposing information flows between the involved actors. Moreover, several technologies including a Citizen Engagement Mobile App, an Edge Micro Data Center for forward command centers, a Mesh in the Sky communication infrastructure or a Dashboard integrating and displaying all the data in one place is shortly introduced. The presented paper is a work in progress. |

Abstract |
Effective responses to emergency situations require accessing both information that is known ahead of time and information from emergent sources. Whereas emergency providers have succeeded in formalizing acquisition and distribution of information from pre-existing sources, emergent and unconventional sources remain a challenge, especially in the context of rapid system-of-systems integration. The Rich Feeds project demonstrates the use of the Rich Services architectural pattern to incorporate data capture facilities into a framework that attends to crosscutting concerns such as authentication, authorization, encryption, and governance. By organizing a system-of-systems, Rich Services fosters the rapid incorporation of novel data sources while promoting scalability, low overall system risk, and fine grained policy definition and evaluation. In this paper, we demonstrate Rich Feeds' use of Rich Services in accessing multiple data streams during research and disaster drills. Additional opportunities include adding data sources and extraction methods, and increasing flexibility of policy definition and evaluation. |

Abstract |
With the increased use of electronic patient files in Health Care Organizations (HCOs), addressing the risks related to the storage and use of patient information has become increasingly important to avoid intentional or unintentional disclosure, damage to or abuse of patients' personal health records. This has lead governments from various countries to introduce and impose information security standards for HCOs. The Dutch government introduced the NEN 7510 national information security standard; a standard derived from the international ISO 17799 norm. Preceding the implementation phase of NEN 7510 standard at a Dutch HCO, we conducted a field study to identify the information security risks as perceived by the main stakeholder groups in the HCO. We present the differences in the perceived information security risks and threats by end users, management and suppliers, and the degree to which these identified risks will be addressed by the implementation of the NEN 7510 standard. |

Abstract |
When crisis management plans are described in natural language documents, they may contain logical inconsistencies or ambiguities that are not immediately apparent. To allow automated early detection of such errors, they need to be described in a well defined formalism. C2Sketch is a tool for modeling command and control systems that provides such a structure for formalizing (crisis management) plans. However, C2Sketch is in active development and to what extent real-world crisis management plans can be expressed in it is unknown. In this exploratory study the unstructured text of a small sample of publicly available regional-level crisis management plans was translated systematically into structured C2Sketch mission-plans to uncover limitations and opportunities for further development of the tool. The plans contained enough information to largely capture the networks of actors and their tasks therein, but did contain enough operational information to develop complete C2Sketch models from. |

Crisis management information often has a geospatial dimension that allows it to be visualized on a map. As
more and more systems are developed as web-based applications, maps have also become a common sight in such
applications. The de-facto solution to add maps to web-based applications is to integrate a third-party service.
For web-based crisis management information systems, this approach has two disadvantages. First, the third-party
service must be available and reachable. Second, by using third-party services you implicitly share what you are
viewing, with the risk of unintentionally exposing sensitive location information. In this Tool Talks paper, we show
how to create a robust and private alternative for web-based maps using open source tools and open data. |

Abstract |
The dynamic nature of crisis response operations and the rigidity of workflow modelling languages are two things that do not go well together. A recent alternative approach to workflow management systems that allows for more flexibility is the iTask system. It uses an embedded functional language for the specification of workflow models that integrates control-flow with data-flow in dynamic data-dependent workflow specifications. Although there is a variety of publications about the iTask workflow definition language (WDL) and its implementation, its applications have been limited to academic toy examples. To explore the iTasks WDL for crisis response applications, we have developed an iTask specification of the Search And Rescue (SAR) workflow of the Netherlands Coast Guard. In this specification we capture the mix of standard procedures and creative improvisation of which a SAR operation exists. |

Abstract |
During unforeseen situations of crisis such as disasters and accidents we usually have to rely on local news reports for the latest updates on casualties. The information in such feeds is in unstructured text format, however, structured data is required for analysis and visualization. This paper presents a system for automatic extraction and visualization of casualty information from news articles. A prototype online system has been implemented and tested with local news feed of road accidents. The system extracts information regarding number of deaths, injuries, date, location, and vehicles involved using techniques like Named Entity Recognition, Semantic Role Labeling and Regular expressions. The entities were manually annotated and compared with the results obtained from the system. Initial results are promising with good accuracy overall. Moreover, the system maintains an online database of casualties and provides information visualization and filtering interfaces for analysis. |

Abstract |
Disaster recovery operations rarely proceed smoothly and disruptions often require the redistribution of relief items. Such a redistribution has to be carried out taking into account both the current disruption and the uncertainty regarding possible future incidents in the respective area. As decisions have to be made fast in humanitarian operations, extensive optimization runs cannot be conducted in such a situation. Nevertheless, sensible decisions should be made to ensure an efficient redistribution, considering not only satisfaction of needs but also operational costs, as the budget is usually scarce in the recovery phase of a disaster. In this work, different scenarios are generated and then solved with a multiobjective optimization model to explore possible developments. By evaluating the results of these scenarios, decision rules are identified which can support the decision maker in the actual disaster situation in making fast, but nevertheless well-founded, decisions. |

Abstract |
Much of the crisis management literature focuses on improving communication by improving the integrity of communication equipment, vulnerable for example, to the loss of electricity. But communication issues arise in sociotechnical systems with functioning communication equipment, prompting researchers and practitioners alike to bemoan the absence of information sharing. Computer scientists envision a giant virtual display accessible to all, but little thought has gone into the principles for selecting, formatting and organizing content to make it useful. Here we argue that what is needed is information rather than data, and that situating data in context is key to the provision of information. Documentation of information exchange issues in real crisis management is quite superficial, generally pointing to conclusions without any supporting data. Using documentation of the Deepwater Horizon Accident in 2010, we distinguish between data and information, and the challenge this poses to the design of computational support for information sharing. |

Abstract |
As the geographic scale, operational complexity and frequency of disasters continues coupled with ever-increasing amounts of information related to disaster response activity, the crisis management practitioner and research communities are calling for new methodologies for processing and visually representing disaster information [1]. More specifically, there is a growing body of research focused on how analytical outputs based on remote sensing and Geographic Information System (GIS) such as disaster impact assessments can be formatted into usable information products for crisis management practitioners[2]. © 2012 ISCRAM. |

Abstract |
When carrying out tasks, police officers need up-to-date information contextualized to their current situation to support them in decision making. The results of a previous user study with the aim of capturing the information requirements of police officers have led to the implementation of a rule-based system for contextualized information delivery. In this paper, we present the overall system and discuss how the various sources of information are modelled using ontologies. Our focus is on the formalism for expressing the rules and the engine executing those rules to decide which information is relevant for specific users. These declarative rules can be modified independently of the code executing them, thus providing a principled way to adapt the system to new domains. Quantitative evaluations on scenarios constructed in cooperation with police officers show that precision and recall levels of our system are satisfactory compared to other systems and that our system can be adapted to new scenarios with reasonable efforts. |
