Abstract |
Several recent studies point the way to enabling emergency response managers to be able to find relevant posts and incorporate them into their sensemaking and decision making processes. Among the approaches that have improved the ability to find the most relevant information are the social conventions of creating topic groups and tags and of “retweeting;” the use of trained volunteers to filter and summarize posts for responders; automated notifications of trending topics; natural language processing of posts; techniques for identifying posts from the disaster site; and the use of GIS and crisis maps to visually represent the distribution of incidents. |

Abstract |
Since crisis management training requires extensive resources, a computer-simulated environment where communication plays a crucial role, can be an effective and efficient way to complement real-life training. With the aim of designing a simplified communication interface for a training simulator, this paper analyzes the complex communication network of crisis management, based on observations of a real-life, large-scale exercise of emergency services. Three research objectives were pursued to reach this goal. The results show that a selection of the most useful communication metaphors suggests that face-to-face and radio should be provided in a virtual environment. Consolidation of the communication groups highlights two groups, namely, the first responders and commanders. And, the analysis of the communication flow identifies different roles and the information flow between and within the groups. With this approach we aim to provide a single, multi-role interface that will be easily scalable and reconfigurable, while saving implementation costs. |

Abstract |
Social media allows the public to engage in the disaster response and recovery process in new and exciting ways. Many emergency management agencies in the United States are embracing social media as a new channel for alerts, warnings, and public outreach, but very few are mining the massive amounts of data available for use in disaster response. The research reflected in this paper strives to help emergency management practitioners harness the power of community volunteered information in a way that is still novel in most parts of the country. Field verification and research combined with survey results attempts to identify and solve many of the barriers to adoption that currently exist. By helping practitioners understand the virtues and limitations of this type of data and information, this research will encourage the use of community volunteered information in the emergency operations center. |

Abstract |
Social Media data allows for profound analyses of user-generated content in order to predict or manage disasters and crisis situations. In this paper, we present an analysis of tweets from and about Al Za'atari, a refugee camp in Jordan close to the Syrian border. Our results are based on the analysis of location-tagged tweets by our “Avalanche” system in order to support an accurate situational awareness picture for on-site and off-site operators from relief organizations on evolving events and challenges. |

Abstract |
Social media has become increasingly important for emergency management. One example is its current use by governmental organizations to disseminate emergency-relevant information. During disaster events, it is imperative for people in affected areas to obtain accurate information. People using social media make a conscious decision to trust, act on, propagate or disregard emergency-relevant information. However, local government, in general, has not developed agreed upon ways to use social media in emergencies. This study documents how emergency management was able to successfully partner with local media and utilize social media to develop important relationships with the affected community via social media in emergencies. The study demonstrates a way to successfully utilize social media during disaster events in several ways: by closing a feedback loop between first responders and the public, by monitoring information flow, and by providing regular updates to the public. |

Abstract |
Spatial partitioning consists of the problem of finding the best segmentation of an area under specific conditions. The final goal is to identify parts of the area where a number of resources could be allocated. Such cases are common in disaster management scenarios. In this paper, we consider such a scenario and propose a methodology for the resource allocation for emergency response. We utilize an intelligent technique that is based on the Particle Swarm Optimization algorithm. We define the problem by giving specific formulations and describe the proposed algorithm. Moreover, we provide a method for separating the area into cells and describe a technique for calculating cell weights based on the underlying spatial data. Finally, we present a case study for allocating a number of ambulances and give numerical results concerning the run time and the total coverage of the examined area. |

Abstract |
Successful decision making and task execution in emergency management require appropriate levels of situation awareness (SA). This paper proposes an ontology-based model for the design of a computer-based system, Situation Aware Vigilant Emergency Reasoner (SAVER) that supports the individual, shared and team SA of managers in emergency situations. SAVER is evaluated in simulated experiments that demonstrate the improvements in SA performance. The paper provides a complete description of the SAVER design, implementation, evaluation and its proposed extension from a proof-of-concept to a production environment. |

Abstract |
Supplies of food and water are essential in disaster management, particularly in the very early chaotic phases when demand and available resources are highly uncertain, information systems are disrupted, and communication between communities, food suppliers, retail and emergency authorities is difficult. As many actors and organisations are involved in ever more complex food supply chains, cooperation and collaboration are vital for efficient and effective disaster management. To support decision-makers facing these problems, this paper introduces a scenario-based approach that integrates simulation of disruptions in food supply chains, and qualitative expert assessment to develop consistent scenarios that show the consequences of different strategies. To choose the best individual measures for all relevant actors and to compare it with the best overall strategy approaches from multi-criteria decision analysis are used. |

Abstract |
Technological advances, such as software tools for citizen reporting, first responder support, and online collaborative information management and mapping, are enabling new or improved forms of volunteering in humanitarian crisis. However, the change is largely driven by the technical community and many proposed solutions are never integrated into community response efforts, indicating mismatches between designs and real world needs. This paper offers readers with a technical background insight into roles, goals and constraints of humanitarian crisis response. In particular, we present three seemingly conflicting views regarding how citizens can contribute to response activities as spontaneous volunteers. With examples from two field studies and grounded in literature review, we integrate the three viewpoints into a framework explaining how the roles of volunteers and trained professionals shift with increasing severity and scale of a crisis. Based on this framework, we also discuss high-level opportunities for supporting crisis response with new software tools. |

Abstract |
The application of Information and Communication Technologies in emergency management environments is a challenging research topic; particularly, the applicability of C4ISR (Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance) systems specifically designed for these environments. A key aspect in emergency management is the training of operatives at all levels, from intervention to operational, including tactical command and control. Virtual reality is widely used for training and learning purposes, but the interaction of real and virtual worlds with new standards (i.e. MPEG-V), going a step further from the traditional approach to create virtual environments based in expensive simulation dedicated equipment and allowing data streaming between both worlds, has not yet been exploited in training for emergency management. This paper proposes an architecture for a C4ISR training system providing interoperability between real and virtual worlds using the MPEG-V standard and allowing simultaneous and real time training of both real and virtual units. |

Abstract |
The Common Alerting Protocol (CAP) is an open standard, which is universally used for early warning systems and other emergency information systems. Future early warning systems will also disseminate CAP warning messages to location aware Internet devices, such as notebooks, Internet phones or Internet-enabled television sets. These Internet devices have the option to acquire their current location as a Presence Information Data Format – Location Object (PIDF-LO) document by the protocols and means developed by the Internet Engineering Task Force (IETF). When an Internet device receives a CAP message, determination of whether this alert is relevant to the user at the current location is crucial. However, the civic address format of PIDF-LO is not interoperable with CAP. This paper describes these interoperability issues, which were collected during a prototype implementation and proposes a mapping of PIDF-LO location elements to CAP to achieve interoperability. |

Abstract |
The damage caused by recent events in Japan in 2011 and USA in 2012 highlighted the need to adopt measures to increase the resilience of communities against extreme events and disasters. In addition to the conventional and official information that is necessary for adaptation to disasters, recently, common citizens residents in the affected areas also began contributing with voluntary qualified and updated information. In this context, this work-in-progress presents an approach that uses voluntary information – Also known by VGI (Volunteered Geographic Information) – As a data source for Spatial Decision Support Systems (SDSS) in order to assist the decision-making in disaster management. Our approach consists of a framework that integrates voluntary and conventional data, a SDSS and processes and methods for decision-making. As a result, it is expected that this approach will assist official organizations in disaster management by providing mechanisms and information. |

Abstract |
The development of sustainable tsunami early warning systems (TEWS) requires the adoption of proven standards for components on all system levels. This is crucial to ensure the successful operation of the overall system in the long term. Currently, components, data formats and models used to build an individual TEWS come from independent development efforts, using non-standardized proprietary interfaces. Integrating these components into a TEWS requires additional work effort due to the proprietary technologies and formats. This article discusses alternative cost-effective approaches. The successful integration of the TEWS system components depends critically on the adoption and application of industry standards and good practices. From this perspective, this article examines the role of tsunami simulation models, and the challenge to integrate the data products generated from independent tsunami models for a TEWS. The significance of tsunami simulation products, consisting of data and metadata, for the overall early warning workflow is described, including data exchange (among multiple TEWS) and information visualization in combination with additional spatial information. As an outcome, the use of standardized data formats for simulation products is recommended for future work. This approach is demonstrated on a simulation of the March 2011 Tohoku-Oki mega thrust earthquake. |

Abstract |
The effective and efficient distribution of relief goods is a key challenge in disaster management. Typically, adhoc supply networks (SNs) need to be built, in which various actors with different interests collaborate. Although information is sparse and highly uncertain, time for SN design is short, and important strategic decisions (e.g., location of facilities), whose revision requires investing substantial time, effort and resources, must be made promptly. This paper presents an iterative approach for the design of robust SNs that combines (i) an optimisation model to identify promising alternatives to be analysed in detail, (ii) a scenario-based approach to analyse the weaknesses of these alternatives and generate alternative solutions for comparison and benchmarking, and (iii) a decision support module for detailed comparisons and consensus building. By following the iterative approach, successively robust SNs are created to enable effective and efficient disaster response. We illustrate our approach by an example from the Haiti 2010 earthquake. |

Abstract |
The electricity network is one of the most important infrastructures in modern industrialized societies. In the case of power outages, the society becomes aware of their dependence on electricity and organizations responsible for recovery work need precise information about the location and the type of the damage, which are usually not available. Unmanned Aerial Systems (UAS), commonly known as drones, are aircrafts without a human pilot on board and may help to collect this information. While many technical approaches for UAS exist, a systematic process model for using UAS in emergencies based on the organizations needs is still missing. Based on the presentation of current types of UAS, approaches of using UAS and workshops with organizations responsible for recovery work (police and fire department, public administration, power supplier) this paper presents a process model for UAS in emergencies, especially power outages, which takes both theoretical findings and human experiences into consideration. |

Abstract |
The Four Phase Model of Emergency Management has been widely used in developing emergency/disaster response plans. However, the model has received criticism contrasting the clear phase distinctions in the model with the complex and overlapping nature of phases indicated by empirical evidence. To investigate how phases actually occur, we designed PhaseVis based on visualization principles, and applied it to Hurricane Isaac tweet data. We trained three classification algorithms using the four phases as categories. The 10-fold cross-validation showed that Multi-class SVM performed the best in Precision (0.8) and Naïve Bayes Multinomial performed the best in F-1 score (0.782). The tweet volume in each category was visualized as a ThemeRiver[TM], which shows the 'What' aspect. Other aspects – 'When', 'Where', and 'Who' – Are also integrated. The classification evaluation and a sample use case indicate that PhaseVis has potential utility in disasters, aiding those investigating a large disaster tweet dataset. |

Abstract |
The goal of this article is to introduce a plastic architecture of a survey system dedicated to any kind of geographical area that requires to be observed. The principle of this architecture is to allow to change dynamically the set of sensors that is used to monitor the area and also to provide an analyze system able to deal with this unstable set of sensors. Based on Event-Driven Architecture (EDA) technology, such a system does not provide new features compared with traditional set of static sensors connected through cables to dozens of bulbs lighting when a predefined subset of measures is not in the expected range. However, the introduced architecture provides a completely agile and dynamic system of measurement where neither the network of sensors nor the system of measure interpretation is static. |

Abstract |
The growing use of a variety of information systems in crisis management both by non-governmental organizations (NGOs) and emergency management agencies makes the challenges of information sharing and interoperability increasingly important. The use of semantic web technologies is a growing area and is a technology stack specifically suited to these challenges. This paper presents a review of ontologies, vocabularies and taxonomies that are useful in crisis management systems. We identify the different subject areas relevant to crisis management based on a review of the literature. The different ontologies and vocabularies available are analysed in terms of their coverage, design and usability. We also consider the use cases for which they were designed and the degree to which they follow a variety of standards. While providing comprehensive ontologies for the crisis domain is not feasible or desirable there is considerable scope to develop ontologies for the subject areas not currently covered and for the purposes of interoperability. |

Abstract |
The hypothesis of this study is that collaboration between fire and rescue services and new actors, with basic rescue skills, might be a cost effective way to improve emergency response. Interview studies of collaborations between fire and rescue services and security officers in three Swedish municipalities are presented. Seven semi-structured interviews are conducted with representatives from the security officer companies, the fire and rescue services and security managers at the municipalities. The method used to evaluate the collaborations quantitatively is Cost-benefit analysis. The collaborations have positive economic effects for society that most likely outweighs the costs. There also exist several external effects that are not possible to value monetarily, but that represent positive values for society. The results and their generalizability are discussed, as well as the possibility for these new collaborations to improve crisis management. |

The land area of the world is divided into countries. Most of the countries are, in turn, divided into smaller units. These units may be called states, provinces, regions, governorates, and so on. A phrase that describes them all is “major administrative divisions of countries”. Due to shortcomings of related de-jure standards a hierarchical set of subdivision codes, called Hierarchical Administrative Subdivision Codes (HASC), has been devised, extending in many cases to secondary administrative divisions. This is not an official standard, sanctioned by any international body. The codes are intended for internal use within a database or other computer system and not for display. |

Abstract |
The literature on the organizational use of social media in crisis response and management is largely concerned with communication between organizations and the general public (“citizens”). By contrast, there are few papers on the use of social media within organizations for operational purposes. One essential operational capability in such organizations is Command & Control (C2) or its equivalent. Our research focuses on the use of social media in C2 for crisis management at the operational and tactical levels. To enable the use of social media in C2, Jongejan and Grant (2012) extended Reuter, Marx and Pipek's (2011) theoretical framework. In the research reported in this paper, the extended framework was tested by performing a proof-of-principle experiment for a famine relief scenario with human subjects in the laboratory. The results show that more extensive concept demonstrations and field experimentation are justified. |

Abstract |
The most popular micro blogging platform Twitter has been the topic of a variety of research papers related to disaster and crisis management. As an essential first step and basis for a real-time methodology to exploit Twitter for event detection, localization and ultimately semantic content analysis, a functional model to describe the amount of tweets during a day has been developed. It was derived from a corpus of messages in an exemplary area of investigation. To satisfy the different daily behavior on particular days, two types of days are distinguished in this paper. Moreover, keyword-adjusted data is used to point out the potential of semantic tweet analysis in following steps. The consideration of spatial event descriptions in relevant tweets could significantly improve and accelerate the perception of a disaster. The results from the conducted tests demonstrate the capability of the functional model to detect events with significant social impact in Twitter data. |

Abstract |
The possibility of crowdsourced information, multi-geographical and multi-organisational information flows during emergencies and crises provided by web 2.0 tools are providing emergency management centres with new communication challenges and opportunities. Building on the existing emergency management and social media literature, this article explores how institutions are using and adopting social media for emergency communication. By examining the drivers and barriers of social media adoption in two European governmental agencies dealing with emergencies, the paper aims to establish a framework to examine whether and how institutional resilience could be improved. |

Abstract |
The present paper introduces a scenario-based framework design for connecting emergency response system with human behavior analysis and social information processing, which aims at improving its comprehensive capability in dealing with unexpected situations caused by physical, social and psychological factors during a crisis. The overall framework consists of four function modules: Scenario awareness, scenario analysis, scenario evolvement and scenario response. A detailed function design for each module is presented as well as the related methodologies used for integration of four modules. The contribution of this paper includes two aspects. One is realizing the integration of incident evolution, information-spreading and decision-making by taking account of physical, social and psychological effects during emergency. The other is improving the efficiency of decisionmaking through dynamic optimization process. |
