Abstract Due to the shared focus of disaster response management (DRM) and business process management on activities as well as the obvious similarity of disaster response processes (DRP) and business processes, the application of workflow management systems (WfMS) has been discussed as a promising approach to manage DRP. However, the application of WfMS in DRM has not yet been realized in practice. One reason for this is the lack of methods and tools in WfMS for taking interdependencies between activities, time, resource, and place into consideration. This considerably restricts the variety of DRP. Therefore, a novel architecture for a disaster response workflow management system is discussed. A special focus lies on the management and analysis of interdependencies that is seen as very promising to improve future DRM.

Abstract The damage caused by recent events in Japan in 2011 and USA in 2012 highlighted the need to adopt measures to increase the resilience of communities against extreme events and disasters. In addition to the conventional and official information that is necessary for adaptation to disasters, recently, common citizens residents in the affected areas also began contributing with voluntary qualified and updated information. In this context, this work-in-progress presents an approach that uses voluntary information – Also known by VGI (Volunteered Geographic Information) – As a data source for Spatial Decision Support Systems (SDSS) in order to assist the decision-making in disaster management. Our approach consists of a framework that integrates voluntary and conventional data, a SDSS and processes and methods for decision-making. As a result, it is expected that this approach will assist official organizations in disaster management by providing mechanisms and information.

Abstract In urban search and rescue (USAR) situations resources are limited and workload is high. Robots that act as team players instead of tools could help in these situations. A Virtual Reality (VR) experiment was set up to test if team performance of a human-robot team increases when the robot act as such a team player. Three robot settings were tested ranging from the robot as a tool to the robot as a team player. Unexpectedly, team performance seemed to be the best for the tool condition. Two side-effects of increasing robot's teammembership could explain this result: Mental workload increased for the humans who had to work with the team-playing robot, whereas the tendency to share information was reduced between these humans. Future research should, thus, focus on team-memberships that improve communication and reduce cognitive workload.

Abstract A convenient way to test Urban Search And Rescue (USAR) robots would be in virtual environments (VEs). Evaluations in VEs are generally accepted as alternative for real scenarios. There are obvious differences between operation in a real and virtual environment. Nonetheless, the current experiment showed no significant differences in situation awareness (SA) and performance during several elementary tasks (e.g. slalom) between a virtual world and a previous experiment in reality (Mioch, Smets, & Neerincx, 2012). Only small dependencies between the unit tasks were found. The effect of individual differences (like gender, km driven per year, and gaming experience), were significant for certain elementary tasks. Testing robots in virtual environments could still be useful even if differences between VE and reality exist, since comparisons of different conditions in VE seems to have the same results as the same comparison in the field (Bishop & Rohrmann, 2003; Van Diggelen, Looije, Mioch, Neerincx, & Smets, 2012).

Abstract In this paper, we describe the design, implementation, and evaluation of a mesh network based messaging application for the One Laptop Per Child XO laptop. We outline the creation of an easy-to-use OLPC Activity that exchanges Ushahidi-style messages with nearby OLPC users through the Internet or a mesh network. Our contributions are to implement an epidemic messaging scheme on mesh networks of OLPC XO laptops, to extend the Ushahidi web application to efficiently exchange messages with nodes in mesh networks, and to allow the Ushahidi server to distribute cures, notifications of message delivery, for each received message. Testing and analysis revealed substantial overhead is introduced by the OLPC's use of Telepathy Salut for activity sharing.

Abstract Microblogging sites such as Twitter can play a vital role in spreading information during “natural” or man-made disasters. But the volume and velocity of tweets posted during crises today tend to be extremely high, making it hard for disaster-affected communities and professional emergency responders to process the information in a timely manner. Furthermore, posts tend to vary highly in terms of their subjects and usefulness; from messages that are entirely off-topic or personal in nature, to messages containing critical information that augments situational awareness. Finding actionable information can accelerate disaster response and alleviate both property and human losses. In this paper, we describe automatic methods for extracting information from microblog posts. Specifically, we focus on extracting valuable “information nuggets”, brief, self-contained information items relevant to disaster response. Our methods leverage machine learning methods for classifying posts and information extraction. Our results, validated over one large disaster-related dataset, reveal that a careful design can yield an effective system, paving the way for more sophisticated data analysis and visualization systems.

Abstract This paper introduces Social Coverage Maps (SCM) as a visual representation of the societal impact of localized disruptions in urban areas. Incited by the recent deliberate interruption of wireless services for the purpose of crowd control in San Francisco, we focus on the use of SCMs for representing emergent effects of electronic warfare. As a prequel we discuss maps and other visualizations as representations of human behaviour and relations. The SCM concept is defined and grounded in simulation-based parameters. Using an experimental scenario based on cell phone jamming in a city we show how SCMs are generated using an agent-based population simulator. We find that Social Coverage Maps could become a useful tool for analysing emergent effects of actions and events including electronic warfare, roadblocks, smoke, teargas, chemical and radioactive contamination with applications in operational and emergency planning as well as crisis management.

Abstract Successful decision making and task execution in emergency management require appropriate levels of situation awareness (SA). This paper proposes an ontology-based model for the design of a computer-based system, Situation Aware Vigilant Emergency Reasoner (SAVER) that supports the individual, shared and team SA of managers in emergency situations. SAVER is evaluated in simulated experiments that demonstrate the improvements in SA performance. The paper provides a complete description of the SAVER design, implementation, evaluation and its proposed extension from a proof-of-concept to a production environment.

Abstract Massive crisis open data is not fully utilized to identify humanitarian needs because most of it is not in a structured format, thus hindering machines to interpret it automatically and process it in a short time into useful information for decision makers. To address these problems, the paper presents a method which merges ontologies and logic rules to represent the humanitarian needs and recommend appropriate humanitarian responses. The main advantage of the method is to identify humanitarian needs and to prioritize humanitarian responses automatically so that the decision makers are not overwhelmed with massive and unrelated information and can focus more on implementing the solutions. The method is implemented on real data from the Hurricane Wilma crisis. The use of the method in the hurricane Wilma crisis shows the potential abilities to identify the humanitarian needs in specific places and to prioritize humanitarian responses in real time.

Abstract This paper introduces the latest state of the interoperable Sensor Web and Web Processing standards specified by the Open Geospatial Consortium. Based on these components it becomes possible to share, integrate and analyse observation data across political and administrative borders as well as across multiple thematic domains. We present the 52°North open source implementations of the OGC SWE and WPS standards and introduce an outlook how this technology could be applied in the field of crisis management. Thus, this paper aims at providing a perspective how currently existing technology can be combined and applied to solve problems in emergency management rather than describing an already finished product. Special consideration will be given to the combination of Sensor Web and Web Processing technology which opens up new possibilities by having near real-time data flows that can be linked on-demand to different processing services.

Abstract The study presented in this paper has investigated how technology can support spatial awareness when moving in wooded terrain. By “spatial awareness”, we refer to the ability to point in the approximate direction of several objects while navigating in unknown terrain. The ability to localize objects in the terrain has importance for emergency operations, for example firefighting and search and rescue operations. A field experiment was conducted with two conditions, one with technical support and one without. The results show that technical support in terms of GPS, digital maps and electronic compass can dramatically improve the ability to accurately indicate directions to objects. Further, findings concerning use of tests on spatial orientation to predict the ability to indicate directions to objects in the terrain when having no technical support are presented.

Abstract Spatial partitioning consists of the problem of finding the best segmentation of an area under specific conditions. The final goal is to identify parts of the area where a number of resources could be allocated. Such cases are common in disaster management scenarios. In this paper, we consider such a scenario and propose a methodology for the resource allocation for emergency response. We utilize an intelligent technique that is based on the Particle Swarm Optimization algorithm. We define the problem by giving specific formulations and describe the proposed algorithm. Moreover, we provide a method for separating the area into cells and describe a technique for calculating cell weights based on the underlying spatial data. Finally, we present a case study for allocating a number of ambulances and give numerical results concerning the run time and the total coverage of the examined area.

Abstract Risk and volatility in the form of political issues, natural disasters, terrorism etc., are impending dangers to the normal functioning of today's world. Supply Chains (SCs) are the backbone to societal functions and are heavily affected when such events occur. SC professionals have limited preparedness to deal with disruptions. Shared Situational Awareness (SSA) by means of information sharing, coordination and collaboration among SC partners, can significantly improve the recovery capacity of supply chains from disruptions. To prepare SC professionals for disruptions, a serious game (a tabletop board game) has been developed. The game serves both as an instrument to explore SSA during disruptions and as a training tool for SC practitioners. The paper discusses the design, development and applicability of the serious game based on an SSA framework in multistakeholder systems.

Abstract This paper studies the differences on technology acceptance between two age groups among uniform police forces. The goal was to seek more understanding on the effects of age on technology adaption in the context of mandatory technology use. Data was collected from police officers in field operations. User intentions were measured after subjects had seen a presentation of a pre-prototype of a mobile information system on the video. The results of this study suggest that there is no difference between the old and young age groups. Similarly, the results suggest that the effect of age is similar between the age groups on the effects of the factors in the research model. This suggests that the old police officers are similar to young police officers regarding the acceptance of new technology for their use. The most prominent result was that regression of behavioral intention on perceived usefulness was not statistically important.

Abstract Traditional mobile phones have been used for alerting purposes by utilizing their SMS and cell broadcasting features. They do however not suit for demanding alerting and command purposes, for the observation of special forces, rescue officers and civilians, or for the post-evaluation of the operation. Current 3G and 4G/LTE smartphones can do all this, but the empirical evidence is missing. This article reports of the preliminary tests which the University of Jyväskylä has made with the Finnish Police for alerting civilians and for commanding two special groups of the police with smartphones. Smartphones were also used for observing police officers' position and status and for post-evaluating action during and after the operation. The study supports using smartphones for alerting, command and control purposes. Because of external distractions alerts are noticed better at night than in the daytime. In active hours personal alerts should be given not only by a voice alarm but by stimulating 2-3 senses at the same time. Noticing of smartphone alerts might be improved also by using some additional reception device with the handset.

Abstract In emergency management, the identification of hazards, analysis of risks, development of mitigation and response plans, maintaining of situational awareness and support of response and recovery are all complex responsibilities. A major accident brings together individuals belonging to many different organizations, having backgrounds in different fields of operation, and representing different organizational cultures. They have to absorb a large amount of information about the accident over a short period of time. In order to take effective action, actors are expected to work smoothly together, thus the flow of information from and to the actors involved is crucial. Nevertheless, there are certain problem domains in the different phases of emergency management, which may weaken the flow of information. In this paper we present the findings of the first round of a Delphi study in which we identified problem domains in communication both in long-term and short-term planning for major accidents.

Abstract Emergency plans are developed to serve as a basis for response actions required in real situations. However, plan development is not an easy task and usually relies on complex processes. Due to the uncertainty of emergencies, one of the most challenging tasks is the development of possible courses of action. To deal with this uncertainty, we propose the use of scenario techniques for the definition of courses of action. Specifically, we adopt the use of CIA-ISM scenario technique for structuring the chain of events that can occur in a crisis that would support planning teams to develop courses of action. A practical application of the methodology has been successfully conducted by an emergency planning team in Brazil. The practical application of the CIA-ISM process was supported by a software artifact called CAEPlan. Lessons learned about the empirical application of both the methodology and the software artifact are presented.

Abstract This paper analyses the collaborative dynamic of community in response to urgent situations. Community emergencies arising from natural or man-induced threats are considered as exogenous events that stimulate community resources to be unified around the response, action, and recovery activities related to the emergency. A structured equation model is derived to depict the actions of the community system. The system is described in terms of its resources including the propensity to trigger community action and collaboration among diverse groups. The community is profiled with respect to its ability to respond. The system defines the trigger mechanisms that are considered to be the drivers of collaborative action. A simulation model is presented to enact the system emergencies, community profiles, and collaborative response. The results develop an improved understanding of conditions that engage community collaborative actions as illustrated by examples from community research in the EnRiCH and the C-Change community research projects.

Abstract Command and Control systems (C2) need to be highly usable to efficiently support communication during crisis situations. Short-term usability evaluations are typically carried out because of the cost and time advantage. However, even the most realistic evaluations (simulations) do not reflect the real issues encountered “in the wild”, such as the operators' stress or the multiple foci of attention. In this paper we carry out an experiment to measure the changes in usability of a C2 system between a short-term simulation and a long-term “in the wild” evaluation. We demonstrate that short-term usability measurements can differ significantly from long-term “in the wild” ones. Our results indicate that a different approach to usability assessment is needed when dealing with critical systems, that takes into account the temporal horizon and assesses the system in real-life conditions.

Abstract One of the important aspects of the crisis management consists in a comprehensive analysis of the impacts generated and their associated cost. The capacity to carry out an efficient holistic management, through the development of preventive measures and response programs relies on a proper estimation of impacts which helps to mitigate the harshness or can even avoid impacts in face of future crises. The aim of this paper is to analyse existing methodologies for natural disasters' impact evaluation, the identification of the different impact categories as well as the explanation of a natural disasters impact framework, which includes a list of indicators for a correct impact assessment. The framework also analyses the evolution of impacts, that is, how immediate impacts can also generate delayed impacts.

Abstract The land area of the world is divided into countries. Most of the countries are, in turn, divided into smaller units. Abstract The development of sustainable tsunami early warning systems (TEWS) requires the adoption of proven standards for components on all system levels. This is crucial to ensure the successful operation of the overall system in the long term. Currently, components, data formats and models used to build an individual TEWS come from independent development efforts, using non-standardized proprietary interfaces. Integrating these components into a TEWS requires additional work effort due to the proprietary technologies and formats. This article discusses alternative cost-effective approaches. The successful integration of the TEWS system components depends critically on the adoption and application of industry standards and good practices. From this perspective, this article examines the role of tsunami simulation models, and the challenge to integrate the data products generated from independent tsunami models for a TEWS. The significance of tsunami simulation products, consisting of data and metadata, for the overall early warning workflow is described, including data exchange (among multiple TEWS) and information visualization in combination with additional spatial information. As an outcome, the use of standardized data formats for simulation products is recommended for future work. This approach is demonstrated on a simulation of the March 2011 Tohoku-Oki mega thrust earthquake.

Abstract Information is the most valuable resource for coping and recovery work in crisis management. It is the foundation for coordination, collaboration and decision-making. However, several challenges face information retrieval, evaluation and exchange processes in inter-organizational crisis management. On the one hand, due to the dynamic nature of crisis situations, information demands are hardly predictable and change in the course of time. Moreover, inter-organizational issues like terminology issues, policy constrains or even the lack of awareness about information available are influencing factors and need to be considered in designing appropriate ICT. In this paper we report from an empirical study, where we had a closer look on information retrieval and exchange practices in scenarios of medium to large power outages in Germany on an interorganizational level. Derived from these results, we were able to present a reference implementation of an interorganizational information repository (IOIR) and report our findings from a related evaluation.

Abstract The relief organizations work in volatile environments involving a variety of actors with different skills and knowledge. The service of emergency for victims of natural disasters requires a rapid decision-making. The objective of the approach presented in this paper is to develop a Systemic Process Model (SPM) for procurement decisions in humanitarian logistics. The SPM aims to support procurement tasks of humanitarian organizations during the response phase in disaster relief. The approach provides a decision support tool using an appropriate quantitative model reflecting the specific area of humanitarian logistics processes.
