Abstract Emerging technologies provide opportunities for the humanitarian responders' community to enhance the effectiveness of their response to crisis situations. A part of this development can be contributed to a new type of information supply chains -driven by collaboration with digital, online communities- enabling organizations to make better informed decisions. However, how exactly and to what extend this collaboration impacts the decision making process is unknown. To improve these new information exchanges and the corresponding systems, an evaluation method is needed to assess the performance of these processes and systems. This paper builds on existing evaluation methods for information systems and design principles to propose such an impact evaluation framework. The proposed framework has been applied in a case study to demonstrate its potential to identify areas for further improvement in the (online) collaboration between information suppliers and users.

Abstract Using actors from different societal sectors can improve the response operation quality in emergency management. The different roles, tasks and responsibilities these actors have in response operations and the legal frameworks they work within influence their needs for proper information system support. There is thus a substantial need to study and systemize the concept of “new actors” before providing them with technical solutions. In this study, a framework is constructed showing 14 dimensions of new actors that need to be considered when new actors are studied in more detail.

Abstract The land area of the world is divided into countries. Most of the countries are, in turn, divided into smaller units. These units may be called states, provinces, regions, governorates, and so on. A phrase that describes them all is “major administrative divisions of countries”. Due to shortcomings of related de-jure standards a hierarchical set of subdivision codes, called Hierarchical Administrative Subdivision Codes (HASC), has been devised, extending in many cases to secondary administrative divisions. This is not an official standard, sanctioned by any international body. The codes are intended for internal use within a database or other computer system and not for display.

Abstract An emergency plan is an important artifact used throughout emergencies. Therefore, it is crucial that this plan covers the different scenarios faced by emergency team and that the prescribed procedures generate the desired results. To achieve these goals, emergency plans need to be exhaustively tested prior to its adoption. Emergency teams usually use simulation to test plans, but it is an expensive approach, demanding the building of complex environments and tools to get realistic situations. To be ready to go through a simulation exercise, a plan should not have many or critical mistakes, otherwise the simulation exercise would be wasted. We present a paired approach to evaluate emergency plans before simulation exercises, by applying software engineering testing techniques: Formal technical review (FTR) and mutation testing. The expected result is a plan more ready to go through simulation, as many of the mistakes are eliminated prior to simulation.

Abstract The electricity network is one of the most important infrastructures in modern industrialized societies. In the case of power outages, the society becomes aware of their dependence on electricity and organizations responsible for recovery work need precise information about the location and the type of the damage, which are usually not available. Unmanned Aerial Systems (UAS), commonly known as drones, are aircrafts without a human pilot on board and may help to collect this information. While many technical approaches for UAS exist, a systematic process model for using UAS in emergencies based on the organizations needs is still missing. Based on the presentation of current types of UAS, approaches of using UAS and workshops with organizations responsible for recovery work (police and fire department, public administration, power supplier) this paper presents a process model for UAS in emergencies, especially power outages, which takes both theoretical findings and human experiences into consideration.

Abstract The most popular micro blogging platform Twitter has been the topic of a variety of research papers related to disaster and crisis management. As an essential first step and basis for a real-time methodology to exploit Twitter for event detection, localization and ultimately semantic content analysis, a functional model to describe the amount of tweets during a day has been developed. It was derived from a corpus of messages in an exemplary area of investigation. To satisfy the different daily behavior on particular days, two types of days are distinguished in this paper. Moreover, keyword-adjusted data is used to point out the potential of semantic tweet analysis in following steps. The consideration of spatial event descriptions in relevant tweets could significantly improve and accelerate the perception of a disaster. The results from the conducted tests demonstrate the capability of the functional model to detect events with significant social impact in Twitter data.

Abstract This practitioner report describes a moor- And turf-fire that occurred in 2011 at the Dutch-German border and was engaged by forces both from the Netherlands and Germany. All involved emergency management organizations were facing interoperability issues when it came to cross-border cooperation, although cooperation handbooks were already in use and the involved organizations were used to work together. The size of the incident and it's remote location called for an increased coordination between all involved actors and across all command levels.

Abstract The use, or barriers to use, of crowdsourced data by emergency managers has been a significant topic of scholarly discussion during the past several years. The single strongest barrier to use has been identified as one of data quality (Tapia, et. al, 2011). We argue that within this environment the Emergency Manager (EM) acts as a decision-maker and evaluator of crowdsourced data. The final judgement on whether to incorporate crowdsourced data into a Crisis response lies with the EM. In this paper we make a brief argument for the role of EM as trustworthy data analyst and then propose a model for capturing the trust-analytical behavior through game theory (Griffin, et. al, 2012). Lastly, we propose a simple computer game, which uses our model through which we will capture EM trust-analytical behavior though a future empirical data collection effort.

Abstract Detecting the occurrence of hydraulic accidents or contamination events in the shortest time has always been a significant but difficult task. The simple and efficient way is to identify the sudden changes or outliers hidden in the vast amounts of monitoring data produced minute by minute, which is unpractical for human. A new method, which employs a data self-recognition approach to achieve that automatically, has been proposed in this paper. The autoregressive moving average (ARMA) model was employed in this research to construct the self-recognition model. 56 months monitoring data from Changping water distribution network in Beijing, which was firstly cut into different time-slice series, was used to establish the ARMA model. This provided a prediction confidence interval in order to identify the outliers in the test data series. The results showed a good performance in outlier identification and the accuracy ranges from 90% to 95%.Thus, the ARMA model showed great potential in dealing with monitoring data and achieving the expected performance of data self-recognition technology.

Abstract Emergency plans are developed to serve as a basis for response actions required in real situations. However, plan development is not an easy task and usually relies on complex processes. Due to the uncertainty of emergencies, one of the most challenging tasks is the development of possible courses of action. To deal with this uncertainty, we propose the use of scenario techniques for the definition of courses of action. Specifically, we adopt the use of CIA-ISM scenario technique for structuring the chain of events that can occur in a crisis that would support planning teams to develop courses of action. A practical application of the methodology has been successfully conducted by an emergency planning team in Brazil. The practical application of the CIA-ISM process was supported by a software artifact called CAEPlan. Lessons learned about the empirical application of both the methodology and the software artifact are presented.

Abstract Crisis communication during power outages poses several challenges. Frist, the causes of power outages are often events such as severe weather, which also lead to complications. Second, power outages themselves lead to limitations in everyday life. Third, communication infrastructures, that are necessary for crisis communication, are often affected. This work focuses on the communication of the organizations responsible for recovery work (emergency services, public administration, energy network operators) to the public affected by the power outage. Therefore this paper investigates the perception and the information demands of citizens and communication infrastructures in different scenarios. Taking the users' needs into consideration, an Information and Communication Technology (ICT) based concept for crisis communication, which combines general information with location-specific and setting-specific information was implemented as a prototype smartphone application and evaluated with 12 potential end users. ICT-based concepts can gain acceptance, however they should be understood as supplemental for some target groups and in some scenarios.

Abstract Post hoc evaluations made of crisis situations and exercises often point at communication as an important reason for the failure of the management and coordination of the crisis. Crisis managers have to deal with the problem that they (and all other actors in the field) don't have the right information to coordinate the efforts and solve the crisis situation. This paper examines the relation between the information available – more specifically the richness of the information and the distribution of the information – And the management and coordination of a typical man-made fast-burning crisis. The literature on decision making and situation awareness is reviewed and an experiment is conducted with 40 crisis managers in Belgium to assess the impact of the information. Initial results indicate a relationship between the ways a crisis team receives information and the achieved level of situation awareness, the difficulty of making decisions and the perceived complexity of the crisis.

Abstract Decision making in extreme events presents a difficult challenge to emergency managers who are legally responsible for protecting life, property, and maintaining continuity of operations for their respective organizations or communities. Prior research has identified the benefits of gaining situation awareness in rapidly changing disaster contexts, but situation awareness is not always sufficient. We have investigated “option awareness” and the decision space to provide cognitive support for emergency managers to simulate computationally possible outcomes of different options before they make a decision. Employing a user-centered design process, we developed a computational model that rapidly generates ranges of likely outcomes for different options and displays them visually through a prototype decision-space interface that allows rapid comparison of the options. Feedback from emergency managers suggests that decision spaces may enable emergency managers to consider a wider range of options for decisions and may facilitate more targeted, effective decision making under uncertain conditions.

Abstract This paper presents a novel, advanced research approach to investigate organizational safety culture as a complex phenomenon, combining agent modeling and organizational ethnography. Safety culture is an emergent property of organizations that largely influences the resilience of organizational responses in crisis situations. However, theory describing the precise ways in which safety culture influences resilience is lacking. Thus the first step is to understand how safety culture gradually emerges from interactions between formal and informal organizational processes. The paper explains the proposed research methodology illustrated by a case of an aircraft maintenance organization. A preliminary analysis is performed from which a conceptual model is derived, and the subsequent simulation and automated analytical techniques that will be used to validate the model and gain new insights are explained.

Abstract Widespread crises require the deployment of a crisis team, to coordinate the disaster assistance. Because of their low frequency of occurrence and the extensive assignment of volunteers, often only less practical knowledge in managing widespread crises are available on demand. If such a crisis occurs, the gained knowledge must be quickly shared within the team. Current crisis management systems are designed to manage big amounts of situation facts, crisis teams based their work on. But very often these systems are not able to manage information about the linkage of these facts causing the problems. KIS is the first prototype of a crisis team information system, able to combine an ontology based data model for situation representation with the ability to forecast causal chained and spatially related problems derived on situation facts. KIS is able to store and manage this knowledge so that it can easily be shared with others.

Abstract This paper describes the OpenVCE system, which is an open-source environment that integrates Web 2.0 technology and a 3D virtual world space to support collaborative work, specifically in large-scale emergency response scenarios, where the system has been evaluated. The support is achieved through procedural knowledge that is available to the system. OpenVCE supports the distributed knowledge engineering of procedural knowledge in a semi-formal framework based on a wiki. For the formal aspect it relies on a representation used in AI planning, specifically, Hierarchical Task Networks, which corresponds naturally to the way emergency response procedures are described in existing Standard Operating Procedures. Knowledge engineering is supported by domain analysis that may highlight issues with the representation. The main contribution of this paper lies in a reasonably informal description of the analysis. The procedural knowledge available to OpenVCE can be utilized in the environment through plans generated by a planner and given to the users as intelligent, distributed to-do lists. The system has been evaluated in experiments using emergency response experts, and it was shown that procedural uncertainty could be improved, despite the complex and new technologies involved. Furthermore, the support for knowledge engineering through domain analysis has been evaluated using several domains from the International Planning Competition, and it was possible to bring out some issues with these examples.

Abstract Crisis situations generate tens of millions of social media reports, many of which contain references to geographic features and locations. Contemporary systems are now capable of mining and visualizing these location references in social media reports, but we have yet to develop a deep understanding of what end-users will expect to do with this information when attempting to achieve situational awareness. To explore this problem, we have conducted a utility and usability analysis of SensePlace2, a geovisual analytics tool designed to explore geospatial information found in Tweets. Eight users completed a task analysis and survey study using SensePlace2. Our findings reveal user expectations and key paths for solving usability and utility issues to inform the design of future visual analytics systems that incorporate geographic information from social media.

Abstract This paper introduces the latest state of the interoperable Sensor Web and Web Processing standards specified by the Open Geospatial Consortium. Based on these components it becomes possible to share, integrate and analyse observation data across political and administrative borders as well as across multiple thematic domains. We present the 52°North open source implementations of the OGC SWE and WPS standards and introduce an outlook how this technology could be applied in the field of crisis management. Thus, this paper aims at providing a perspective how currently existing technology can be combined and applied to solve problems in emergency management rather than describing an already finished product. Special consideration will be given to the combination of Sensor Web and Web Processing technology which opens up new possibilities by having near real-time data flows that can be linked on-demand to different processing services.

Abstract The growing use of a variety of information systems in crisis management both by non-governmental organizations (NGOs) and emergency management agencies makes the challenges of information sharing and interoperability increasingly important. The use of semantic web technologies is a growing area and is a technology stack specifically suited to these challenges. This paper presents a review of ontologies, vocabularies and taxonomies that are useful in crisis management systems. We identify the different subject areas relevant to crisis management based on a review of the literature. The different ontologies and vocabularies available are analysed in terms of their coverage, design and usability. We also consider the use cases for which they were designed and the degree to which they follow a variety of standards. While providing comprehensive ontologies for the crisis domain is not feasible or desirable there is considerable scope to develop ontologies for the subject areas not currently covered and for the purposes of interoperability.

Abstract The Common Alerting Protocol (CAP) is an open standard, which is universally used for early warning systems and other emergency information systems. Future early warning systems will also disseminate CAP warning messages to location aware Internet devices, such as notebooks, Internet phones or Internet-enabled television sets. These Internet devices have the option to acquire their current location as a Presence Information Data Format – Location Object (PIDF-LO) document by the protocols and means developed by the Internet Engineering Task Force (IETF). When an Internet device receives a CAP message, determination of whether this alert is relevant to the user at the current location is crucial. However, the civic address format of PIDF-LO is not interoperable with CAP. This paper describes these interoperability issues, which were collected during a prototype implementation and proposes a mapping of PIDF-LO location elements to CAP to achieve interoperability.

Abstract In the new millennium new technologies (should) play an ever more prominent role in the management of mass casualty incidents (MCI). Drawing on empirical data from a four-year research project (SOGRO), the article reflects on the impact of information technologies (IT) on the organisation of emergency response and on rescue services against the backdrop of broader organisational shifts and contemporary demands. Because IT strengthens a particular way of MCI management, it is firstly described as expressing and reifying specific considerations of emergency response experts. Secondly, the benefits of an IT-based emergency response are critically reviewed. IT collects and makes available data about the rescue operation. Thus, it makes a formerly blurred rescue operation transparent. Although its operational benefit remains vague for on-scene executives, the visualisation reduces uncertainties among them. Thirdly, the article points out the inherent logics of IT. Its implementation not only satisfies newly evolved information needs, but also increases the control density.

Abstract This paper reviews the Quake-Catcher Network (QCN), a distributed computing seismic network that uses lowcost USB accelerometers to record earthquakes, and discusses the potential to incorporate QCN stations with traditional seismic networks. These very dense urban networks could then be used to create a working earthquake early warning system, as has been shown by our preliminary tests of the QCN in Christchurch, New Zealand. Although we have not yet attempted to add traditional seismometers to the QCN or supplement existing seismic networks with QCN sensors, we suggest that to do so would not be difficult, due to the simple nature of our network.

Abstract Our research reflects an emerging shift in understandings of effective preparedness practices from siloed approaches toward more holistic views. We trace a shifting perspective emerging in literature and present in the early qualitative data of current preparedness experts' interviews within an international humanitarian organization whose core mission is disaster preparedness and response. Designing effective information systems for disaster preparedness requires us to better understand the dynamic and implicit ways practitioners define effective work. Our pilot research begins to uncover preparedness experts' perspectives, with plans for the study to investigate how preparedness practitioners view, conduct, and evaluate their work at the lowest-level1. Our long-term research goal is to realize implications for the more effective design of tools and systems to support disaster preparedness.
