  Abstract Information about location and geographical coordinates in particular, may be very important during a crisis event, especially for search and rescue operations – but currently geo-tagged tweets are extremely rare. Improved capabilities of capturing additional location from Twitter (up to 4 times improvement) are crucial for response efforts given a vast amount of messages exchanged during a crisis event. That is why authors have designed a tool (Text Analysis TWeet lOcator – TAT2) that relies on existing open source text analysis tools with additional services to provide additional hints about people location. Validation process, complementing experimentation and test results, included involvement of end-users (i.e. Public Protection and Disaster Relief services and citizens during a realistic crisis exercise showcase. In addition, the integration of TAT2 with external tools has also been validated.

  Abstract Given the importance of geographic information for riverine flood evacuations, a geographic information system (GIS) is a vital tool for supporting successful flood evacuation operations. This paper discusses the development of a GIS-based riverine flood evacuation model which used to model trip distributions between flooded areas and relocation shelters. As the ultimate goal of this research is to simulate, model, and optimise a planned evacuation, all components of evacuation time have been considered (e.g., travel time between flooded areas and relocation shelters, warning time for each flooded area, and the time needed for evacuation before these areas get inundated). As well, variation in population (static and dynamic population) within the flooded areas has been considered.

  Abstract This paper describes the development of a multi-functional airborne management support system within the frame of the Austrian national safety and security research programme. The objective was to assist crisis management tasks of emergency teams and armed forces in disaster management by providing multi spectral, near real-time airborne image data products. As time, flexibility and reliability as well as objective information are crucial aspects in emergency management, the used components are tailored to meet these requirements. This article includes the individual system components as well as their performance using examples from lab tests and real-life deployments. Based on this, the impact of existing command and control processes as well as the benefits for time critical decision making processes are described based on expertise of the involved end users. In addition, it gives an outlook on future perspectives.

  Abstract Natural or man-made disasters can trigger other negative events leading to tremendous increase of fatalities and damages. In case of Low Probability – High consequences events, decision makers are faced with very difficult choices and the availability of a tool to support emergency decisions would be very much beneficial. Within EU CRISMA project a concept model and tool for evaluating cascading effects into scenario-based analyses was implemented.This paper describes the main concepts of the model and demonstrates its application with reference to two earthquake-triggered CE scenarios, including (the first) the falling of an electric cable, ignition and spreading of forest fire and (the second) the happening of a second earthquake in a sequence. Time dependent seismic vulnerability of buildings and population exposure are also considered for updating impact estimation during an earthquake crisis.

  Abstract Regardless of the type of crisis and its complexity as well as the difference of culture, objectives and priorities of the multitude organizations involved, emergency response requires effective communication in order to achieve situational awareness within inter-organizational collaboration, make decision and achieve their own objectives. However, actors are challenged by several problems. Among them, weak interaction and information exchange, unavailability of information at the right time etc. Our contribution outlined in this paper is suggesting an approach based on an empirical study conducted in France. The objective of this approach is to mitigate inter-organizational communication problems and support situational awareness (SA) by distributing needed information at the right time.

  Abstract The evaluation of the quality of emergency plans is an unresolved issue. While most research efforts have focused on the definition and improvement of planning methods and the associated tools, a reference framework allowing the assessment of emergency plans is still missing. In this paper, we report our initial work towards the definition of a quality framework for emergency plan management. To create it, we are borrowing results from more than one century of research on quality methods, with special emphasis in the newest Total Quality Management approaches that pay attention to technical, human and strategic concerns during the plan development process. The QuEP framework defines a number of planning principles and practices to define a maturity-driven layered model for the evaluation of organizations. We list the principles and practices, and describe its potential to be integrated with other emergency plan management frameworks.

  Abstract In this paper we imagine that one day soon, mass crisis events will result in thousands of people trying to get emergency help multiple via multiple mediums. Public Access Service Points and 911 Centers will not be able to meet the demand of text-message calls for help during a large scale disaster. While 911 dispatchers will need to respond directly to each individual text message, we present the development and testing of a system that aims to provide this data, in real-time, directly to emergency managers during a large-scale crisis. The system is designed to accept, sort, triage and deliver hundreds of direct text messages from the PSAP and provide them directly to emergency management staff, who can leverage their content. In the hands of the emergency manager, these data can be used to inform resource allocation decisions, enhance their operational situational awareness, and potentially improve the response to the crisis.

  Abstract Experimentation is an essential element to improve crisis management and to assess crisis management tools. Unfortunately, for the moment, real crisis management experimentations are episodic and generally focus on a specific geographical and/or thematic area. This is why the European DRIVER project aims to provide a test-bed platform where crisis management testing and experimentation can be carried out with a mix of live and simulated actions. To achieve this goal, simulation tools have to be identified, described and classified in order to (i) help the user to select tools and models based on the experimentation requirements and (ii) to allow the DRIVER platform to insure exchange information between simulated actions and live actions. This paper focuses on the taxonomy used to classify simulation tools relevant for crisis management. This taxonomy is divided into three main categories of characteristics: (i) business (type/topic of the simulation), (ii) legal (terms of use), (iii) technical (integration within the DRIVER platform and/or other crisis management (simulation) tools).

  Abstract In the last decade, people have increasingly relied on social media platforms such as Twitter to share information on the response to a natural or a man-made disaster. This paper focuses on the aftermath of the Fukushima Daiichi nuclear disaster. Since the disaster, victims and volunteers have been sharing relevant information about radiation measurements by means of social media. The aim of this research is to explore the diffusion of information produced and shared by Twitter bots, to understand the degree of popularity of these sources and to check if these bots deliver original radiation measurements.

  Abstract We report initial findings around the Facebook and Twitter adoption trends of 840 fire and police departments affected by Hurricane Sandy. The data show that adoption increased during the time period directly surrounding Hurricane Sandy. Despite this increase, the creation of new online accounts since that time has been declining and overall adoption rates seem to be stabilizing. Lastly, the data report Facebook to be significantly more popular than Twitter as a form of online communication for these fire and police departments.

  Abstract Do we fully utilize the results of disaster management exercises? Do we miss valuable feedback? Many different types of disaster management exercises, command post exercises, tabletop exercises, or serious games have a specific purpose. Generally each exercise is designed to meet its own particular exercise goals. Evaluation of the exercises is achieved in many different ways. Not always guidelines for exercise evaluation are present. Generally the exercise participants’ performance is assessed by experienced staff members. The main purpose of the evaluation is to see whether the exercise goals are met. In this publication the authors suggest that a valuable source of information about the participants’ performance in exercises remains often undiscovered. A new level of information can be unlocked by evaluating the exercise using a structured, analytical method. The method TARCK-it directly compares measured participant or team performance with the exercise goals.

  Abstract Population preparedness plays a crucial role in disaster management since it can help reduce the number of victims and restrict damage. Nevertheless, little work has been done at a European level towards preparing populations to learn how to cope with disasters and involving them in the disaster management process. In this paper we present the preliminary results of an on-line emergency preparedness survey circulated among EU citizens, which aims to identify and analyse people’s behaviour in terms of preparedness, first reaction, risk awareness and willingness to engage in preparedness actions. Our preliminary analysis, based on over 1200 participants, indicates that although EU populations have a high capability for participation in emergency response, their preparedness level is low. We also found that national differences are a significant factor affecting individual preparedness behaviour and awareness of risks.

  Abstract Public spaces are created to be used, and large crowds gather in many buildings and external spaces. Maintaining a high level of safety for these people is of utmost importance. Cameras are used for security reasons by control room personnel, who also monitor crowd movements in case of emergency. Crowd modelling can be used to detect and analyse time dependent and space dependent crowd behaviour. Despite the large amount of raw visual information being processed, crowd modelling has not been dedicated yet to evacuation decision making. Predictive information can assist the decision maker in assessing the situation in the early stages, potentially preventing the need for an evacuation. If evacuation is inescapable, a decision maker can use crowd modelling to define the quickest and safest evacuation routes. This kind of decision support will reduce the number of deaths that occur before and during an evacuation.

  Abstract Identifying the assets of a community that are part of its Critical Infrastructure (CI) is a crucial task in emergency planning. However, this task can prove very challenging due to the costs involved in defining the methodology and gathering the necessary data. Volunteered Geographic Information from collaborative maps such as OpenStreetMap (OSM) may be able to make a contribution in this context, since it contains valuable local knowledge. However, research is still due to assess the quality of OSM for the particular purpose of identifying critical assets. To fill this gap, this paper proposes a catalogue of critical asset types, based on the analysis of different reference frameworks. We thus analyze how good the emergent OSM data model is for representing these asset types, by verifying whether they can be mapped to tags used by the OSM community. Results show that critical asset types of all selected sectors and branches are well represented in OSM.

  Abstract The paper presents the results of interviews with representatives from Norwegian emergency management volunteer organizations on their current use of social media and their perception of the potential for extended use of social media in their operations. Our study shows that social media is currently mainly used for information to the public and for internal communication. The informants expressed some reluctance towards the concept of virtual operations support teams, and using social media to collect information from the public. Yet, based on the possible benefits reported in the literature from studies of early adopters of digital volunteer groups, we argue in this paper for establishing a similar service at the regional level in Norway that can support the local volunteer organizations.

  Abstract In this paper, we present a model that identifies seven success factors for the development of crowdsourcing platforms for disaster recovery. This model integrates two existing theories. The first theory focuses on success factors of crowdsourcing initiatives in general. The second theory states how disaster relief operations can improve when they take the psychological components of resilience into account. By merging the core principles of these two theories and adding additional knowledge gained from literature study, we constructed an integrated success factor model for use in the development of crowdsourcing applications for disaster recovery. An initial validation of the success factor model was conducted within a case study on a crowdsourcing platform for disaster recovery which is currently being developed. Conclusions are drawn with regards to the applicability of the model to guide development of crowdsourcing platforms for disaster recovery.

  Abstract The dynamically evolving environment of the post-disaster scene—where unpredictable scenarios and uncertain data are commonplace—can bring about considerable complexity into response tasks. The multiplicity and interdependence of approaches to undertaking these tasks may yield many decision alternatives, further complicating the response effort. Additionally, because emergencies are evolving, expectations regarding the post-disaster scene may not match those that are actually encountered. Plans compiled before the disaster may therefore be judged as inadequate, requiring personnel to adjust or even redefine them during the response activities. This paper outlines and illustrates one approach—drawing upon the paradigm of improvisation—for providing management-level response personnel with information and tools to support on-the-fly adaptation of emergency response plans. A case study illustrates the approach application.

  Abstract Privacy Impact Assessments (PIA) are increasingly used and, in certain jurisdictions, legally mandated in projects to foresee risks to privacy and to plan strategies to avoid these. Once adopted and implemented, the EU’s Data Protection Regulation will, in certain circumstances require the need for a PIA. This short paper focuses upon the PIA process in an EU-funded project to develop cloud-based disaster response technology. It introduces the project and then gives a background to the PIA process. Insights and observations are then made on how the PIA operates, with the aim of drawing conclusions that can both improve the current project and be transferable to others.

  Abstract In the context of an era filled with frequent occurrence of emergencies, it is urgent to carry out effective treatment. The existing studies focus their research on general rule of emergency evolution, ignoring the consideration of concrete composition of scenario, whilethe formulation of contingency plan based on the real evolution process of the emergency is rare. In this paper, the basic model of scenario elements is proposed firstly. Next, from the perspective of evolution and disposal of emergency, the framework of scenario for emergencies and emergency disposal is put forward, which paves the way for depiction and scenario analysis of emergency. Finally, this paper takes the stampede as an example, dividing the scenario of emergency and its components, namely scenario elements, and representing the evolution scenario of stampede by scenario elements model. Our method takes advantage of scenario elements model to provide support for the formulation and evaluation of emergency exercise.

  Abstract Resulting from an interdisciplinary endeavor, the paper proposes an ontological model for supporting collaborative work practices in critical settings, and shows its application to a specific domain. The model is empirically-grounded, as based on ethnographic research carried out at an international airport –clearly an example of safety-critical environment, where emergency prevention and preparedness are crucial. On the other hand, the model leverages on previous ontological work on collaboration and observation in emergency response, and revises it when necessary, thus contributing to its development. Taking hand-baggage screening as an example, the paper shows how the model can be applied, and how it could be used to run model-based simulation in order to better understand collaborative work practices and analyze the impact of different techno-organizational changes on such practices and their effectiveness. This could result in suggesting guidelines for enhancing workflow, security policies and, more generally, time- and safety-critical situations management.

  Abstract Maps, showing the tactical or the administrative situation at any particular time, play a central role in disaster management. They can be realized as interactive map mashups. In addition to classical information (weather, water levels, energy network, forces), they can also be used to present a view on citizen-generated content, e.g. from social media. In this paper we offer insights into how mobile map mashups can assist citizens during infrastructure failures that often occur in large-scale emergencies. Based on a review of approaches and mobile applications from literature and especially from practice, we present SOMAP (social offline map), a mobile app we developed in Android. It offers offline map functionality in terms of (A) pro-active loading and storing of potentially needed maps of the respective area as well as (B) the possibility of exchanging information from social media using Bluetooth. The application was evaluated qualitatively, to gain insights into the potential of such applications.
