  Abstract In the last decade, people have increasingly relied on social media platforms such as Twitter to share information on the response to a natural or a man-made disaster. This paper focuses on the aftermath of the Fukushima Daiichi nuclear disaster. Since the disaster, victims and volunteers have been sharing relevant information about radiation measurements by means of social media. The aim of this research is to explore the diffusion of information produced and shared by Twitter bots, to understand the degree of popularity of these sources and to check if these bots deliver original radiation measurements.

  Abstract A hyperbolic portrayal of Ebola in the US resulted in a crisis of misinformation, when an actual outbreak never occurred. We study how online mass media uses discourse in the constitution of a culture of fear, and how non-expert actors (e.g. media) employ a specific line of discussion to legitimize actions outside of science. Strange nationalism is afantastical construction of foreign, invasive crises. This discourse was used in online media to create an imagined Ebola outbreak, which legitimized inappropriate disease management policies, since outbreak was positioned as fact. Information featured on mass media provides input to crisis and emergency management information systems, such as the Global Disaster Alert and Coordination System (GDACS). In this respect, online media play a key role in informing the public about crisis through the construction of real or imagined emergencies. How crisis is framed affects both public understanding and response by authorities.

  Abstract This paper presents a user configurable monitoring system to track in near-real-time tweets describing fire events. The system targets fire related words in a user defined region of interest published on Twitter which are further processed by a text classifier to determine if they describe a known fire event of interest. The system was motivated from a case study that examined a corpus of tweets posted during active bushfires. This demonstrated that useful information is available on Twitter about fire events from people who are in the vicinity.

We present an overview of the system describing how it is initially configured by a user to focus on specific fire events in Australia, the development of a text classifier to identify tweets of interest, especially those with accompanying photos, and the monitoring system that can track multiple events at once.

  Abstract Content shared in microblogs during disasters is expressed in various formats and languages. This diversity makes the information retrieval process more complex and computationally infeasible in real time. To address this, we propose a classification model for the identification of prominent users who are sharing relevant and exclusive information during the disaster. Users who have shared at least one tweet about the disaster are modeled using three kinds of time-sensitive features, including topical, social and geographical features. Then, these users are classified into two classes using a linear Support Vector Machine (SVM) to evaluate them over the extracted features and identify the most prominent ones. The first results using the actual dataset, show that our model has a high accuracy by detecting most of the prominent users. Moreover, we demonstrate that all the proposed features used by our model are indispensable to achieve this high accuracy.

  Abstract Recently, we are witnessing the progressive increase in the occurrence of large-scale disasters, characterized by an overwhelming scale and number of causalities. After 72 hours from the disaster occurrence, the damaged area is interested by assessment, reconstruction and recovery actions from several heterogeneous organizations, which need to collaborate and being orchestrated by a centralized authority. This situation requires an effective data sharing by means of a proper middleware platform able to let such organizations to interoperate despite of their differences. Although international organizations have defined collaboration frameworks at the higher level, there is no ICT supporting platform at operational level able to realize the data sharing demanded by such collaborative frameworks. This work proposes a layered architecture and a preliminary implementation of such a middleware for messaging, data and knowledge management. We also illustrate a demonstration of the usability of such an implementation, so as to show the achievable interoperability.

  Abstract Controlled experiments on crisis management could provide many insights into the human factors that lead to effective performance in the area. However, the challenge of establishing a controlled environment directly relevant to the chaotic settings in which crisis management occurs means that such experiments are scarce. Here, we describe our attempt to use a videogame (ARMA III) as a realistic but controllable environment for research in this domain. We successfully developed a testbed linking the game world to the front-end of a prototype command-and-control system, so that one can use the latter to monitor events in the former. However, when it came to developing controlled scenarios for the experiment, we discovered that too much realism can be a problem. This paper outlines the challenges we encountered and provides recommendations for researchers and game designers interested in the use of serious games in scientific research.

  Abstract Earthquakes frequently destroy the homes and livelihoods of thousands. One of the most important concerns after an earthquake is to find a safe shelter for the affected people. Because of large numbers of potential locations, the multitude of constraints (e.g. access to infrastructures; security); and the uncertainty prevailing (e.g., number of places required) the identification of optimal shelter locations is a complex problem. Nevertheless, rapidly locating shelters and transferring the affected people to the nearest shelters are high priority in crisis situations. In this paper, we develop a framework based on Ant Colony Optimization (ACO) to support decisions-makers in the response phase. Using the same framework, we also derive recommendations for urban planning in the preparedness phase. We demonstrate our method with a case focusing on the city of Kerman, in Iran.

  Abstract Emergency organizations have contingency plans, which define responsibilities, resources, and actions to be performed in an emergency situation. However, unexpected incidents may arise and cause additional difficulty in the emergency control process. The knowledge that team members develop to deal with these incidents and keep the system ?functioning? improves resilience and response and is very valuable for such organizations. This research addresses the problem of how to capture the incidents and knowledge generated during the emergency response through a conceptual framework. The framework defines a structured process for preparation and capture of incidents during an emergency through direct observations, to assist in the capture and proper representation of the incidents to produce knowledge within other practitioners.

  Abstract In order to be proactive to accidents, there is a need to limit systems? threats and vulnerabilities by being able to perceive and comprehend them as early as possible. Under this notion, the concept of ?risk Situation Awareness provision capability? is introduced, indicating that the elements of a system, tangible or not, have an impact on the enhancement or degradation of the awareness, in reference to its threats and vulnerabilities. As a means of measuring this capability, a methodology, based on existing yet not combined methods, i.e. STPA hazard analysis, EWaSAP early warning sign identification approach, and dissimilarity measures, is offered. This paper looks at analogous SA measurement techniques and finally discusses some limitations and future research directions.

  Abstract The increasing number of victims from disasters in recent years results in several challenges for authorities aiming to protect and provide support to affected people. Humanitarian logistics represents one of the most important fields during preparedness and response in cases of disaster, seeking to provide relief, information and services to disaster victims. However, on top of the challenges of logistical activities, the successful completion of operations depends to a large extent on coordination. This is particularly important for developing countries, where disasters occur very often and resources are even scarcer.

This paper assumes a multi-agency approach to disaster preparedness that combines geographical information systems (GIS) and multi-objective optimization. The purpose of the tool is to determine the location of emergency facilities, stock prepositioning and distribution allocation for floods. We illustrate the application and the results using a case study centred on Acapulco, México.

  Abstract This is the first paper to apply Cross Impact Analysis (CIA) and Interpretative Structural Modeling (ISM) methods for analyzing complex cascading effects in Operational Risk Management in an industrial environment. Its main objective is to improve the understanding of the overall picture of an organization?s risks. The paper summarizes the development of a CIA-ISM method of the interaction of 18 critical events of an industrial plant as a first step to improving organizational resilience based on the company?s own estimations as well as the estimates of a panel. The main benefit of using these methods is to know the relationships between different risks and consequences, direct links, indirect and cascading effects. Having the possibility of knowing a full risk map and being able to make a forecast will help to mitigate the unexpected effects and have a better response after an emergency situations is the same as being more resilient.

  Abstract Population preparedness plays a crucial role in disaster management since it can help reduce the number of victims and restrict damage. Nevertheless, little work has been done at a European level towards preparing populations to learn how to cope with disasters and involving them in the disaster management process. In this paper we present the preliminary results of an on-line emergency preparedness survey circulated among EU citizens, which aims to identify and analyse people?s behaviour in terms of preparedness, first reaction, risk awareness and willingness to engage in preparedness actions. Our preliminary analysis, based on over 1200 participants, indicates that although EU populations have a high capability for participation in emergency response, their preparedness level is low. We also found that national differences are a significant factor affecting individual preparedness behaviour and awareness of risks.

  Abstract Understanding critical infrastructures and in particular protecting them in case of natural or man-made threats or disasters is the objective of our research. As use case, the security of the power supply in the year 2030 for the city of Karlsruhe was selected. This scenario contains interdependencies between the electrical power grid and IT components as well as critical infrastructures such as water supply and health care. To simulate the critical infrastructure, their dependencies and potential measures to mitigate effects, agent based simulation models have been developed and applied. The ultimate objective of the research activity is to develop a holistic analysis framework to quantify and evaluate requirements and design decisions of the many players in such complex infrastructures.

  Abstract This paper describes the development of a multi-functional airborne management support system within the frame of the Austrian national safety and security research programme. The objective was to assist crisis management tasks of emergency teams and armed forces in disaster management by providing multi spectral, near real-time airborne image data products. As time, flexibility and reliability as well as objective information are crucial aspects in emergency management, the used components are tailored to meet these requirements. This article includes the individual system components as well as their performance using examples from lab tests and real-life deployments. Based on this, the impact of existing command and control processes as well as the benefits for time critical decision making processes are described based on expertise of the involved end users. In addition, it gives an outlook on future perspectives.

  Abstract Resulting from an interdisciplinary endeavor, the paper proposes an ontological model for supporting collaborative work practices in critical settings, and shows its application to a specific domain. The model is empirically-grounded, as based on ethnographic research carried out at an international airport ?clearly an example of safety-critical environment, where emergency prevention and preparedness are crucial. On the other hand, the model leverages on previous ontological work on collaboration and observation in emergency response, and revises it when necessary, thus contributing to its development. Taking hand-baggage screening as an example, the paper shows how the model can be applied, and how it could be used to run model-based simulation in order to better understand collaborative work practices and analyze the impact of different techno-organizational changes on such practices and their effectiveness. This could result in suggesting guidelines for enhancing workflow, security policies and, more generally, time- and safety-critical situations management.

  Abstract This exploratory study examines how fire and police departments used online media during the 2012 Hurricane Sandy and how these media can be used to affect trust with members of the public during such an event. Using trust theory, we describe how online communications provide a means for emergency responders to appear trustworthy through online acts of ability, integrity, and benevolence. We conclude with implications and recommendations for emergency response practice and a trajectory of future work.

CICC-RJ is part of Rio de Janeiro state?s response to the Brazilian national government?s mandate to improve the state?s ability to anticipate and respond coherently to public safety events in the region. Its infrastructure is intended to enable and promote local agencies? ability to anticipate, plan, monitor, and respond to public safety events by sharing operational intelligence and acting in concert. The aim of this paper is to explore some of the CICC-RJ issues where fragility and resilience were at play during the operational management of the 2014 World Cup in Rio de Janeiro, as the CICC-RJ seeks to enhance its capabilities to promote resilience in preparation for the 2016 Olympics in Brazil.

  Abstract Regardless of the type of crisis and its complexity as well as the difference of culture, objectives and priorities of the multitude organizations involved, emergency response requires effective communication in order to achieve situational awareness within inter-organizational collaboration, make decision and achieve their own objectives. However, actors are challenged by several problems. Among them, weak interaction and information exchange, unavailability of information at the right time etc. Our contribution outlined in this paper is suggesting an approach based on an empirical study conducted in France. The objective of this approach is to mitigate inter-organizational communication problems and support situational awareness (SA) by distributing needed information at the right time.

  Abstract This paper applies a Game-based Learning Evaluation Model (GEM) to assess whether the early warning ? early action serious game ?Ready!? is an effective component to add to existing Disaster Risk Reduction (DRR) training curricula, facilitated by NGO staff and applied at the community level. We developed a paper-based survey with 17 five-level Likert items and 15 open questions addressing the different GEM indicators to question 16 NGO staff, and used a simplified set of five questions with emoticons for 58 community people. The results showed that the staff saw great potential in embedding Ready! in DRR processes and that the community highly appreciated the game. The GEM was found to be a useful methodology to evaluate the effectiveness of this serious game. However, in the context of a lower educated and partly illiterate community, the importance of designing an individual, largely visual assessment instrument instead of a paper-based survey was acknowledged.

  Abstract A great number of radioactive cesium were released into sea water after Fukushima Accident. We modified the Regional Oceanic Modelling System (ROMS) to reproduce the dispersion process of the cesium in oceans. The simulated water concentration was in good agreement with observation. In order to explore the nuclear impact of these contaminant in ocean, we established a food web model to calculate the concentration in marine organisms and assess the internal dose rate to the public. The estimated internal dose rate is small compared with the recommended limit by International Atomic Energy Agency (IAEA). Then, we employed the Monte Carlo N Particle Transport Code (MCNP) to calculate the transfer coefficient. The external dose rate could be estimated by this coefficient and simulated water concentration.

  Abstract For recent years, disaster response management is considered as a promising field for applying methods and tools from business process management. Especially the development of adaptive workflow management systems (WfMS) brought a process-oriented management of highly dynamic disaster response processes (DRP) within tangible reach. However, time criticality, unpredictability or complex and changing disaster reality make it impossible to analyze and adapt ongoing DRP within reasonable time manually. Hence, to foster the application of disaster response WfMS in practice, it becomes mandatory to develop methods supporting an (semi-)automated analyses and adaption of ongoing DRP. Addressing this research gap, we present a novel method called DRP-ADAPT which analyzes given DRP models with respect to place-related conflicts and resolves inoperable response activities (semi-)automatically by process adaptation.

  Abstract During major disaster events, human operators in a crisis center will be overloaded with under-stress a flood of phone calls. As an increasing number of people in and around big cities do not master the native language, the need for automated systems that automatically process the context and content of information about disaster situations from the communicated messages becomes apparent. To support language-independent communication and to reduce the ambiguity and multitude semantics, we developed an icon-based reporting observation system. Contrast to previous approaches of such a system, we link icon messages to disaster events without using Natural Language Processing. We developed a dedicated set of icons related to the context and characteristic features of disaster events. The developed system is able to compute the probability of the appearance of possible disaster events using Bayesian reasoning. In this paper, we present the reporting system, the developed icons, the Bayesian model, and the results of two experiments.

  Abstract Warnings can help prevent damage and harm if they are issued timely and provide information that help responders and population to adequately prepare for the disaster to come. Today, there are many indicator and sensor systems that are designed to reduce disaster risks, or issue early warnings. In this paper we analyze the different systems in the light of the initial decisions that need to be made in the response to sudden onset disasters. We outline challenges of current practices and methods, and provide an agenda for future research.

To illustrate our approach, we present a case study of Typhoon Haiyan. Although meteorological services had issued warnings; relief goods were prepositioned; and responders predeployed, the delivery of aid was delayed in some of the worst hit regions. We argue for an integrated consideration of preparedness and response to provide adequate thresholds for early warning systems that focus on decision-makers needs.

  Abstract Natural and man-made hazards are increasingly threatening modern societies. Therefore Turoff, Hiltz, Bañuls and Van Den Eede (2013) highlight the need for boosting efforts in planning for emergencies. Advanced early warning systems (EWS) provide opportunities to increase the resilience of societies. Warning via mobile phones is considered to be the best way of alerting but few public authorities already use this warning channel. EWS also help to protect property but their implementation requires significant investments. Cost-benefit estimations are needed for public authorities, insurance companies and the users, particularly private households and enterprises. This paper contributes a disaster-independent formula to disaster research with specific applications for hydrological hazards. Illustrated by a heavy rain scenario, it shows, in particular, the benefits of EWS for companies. A specific focus is put on lead time aspects.
