Limited availability of information hinders the response time and decision making process. Efficient communications supported by interoperable technology are vital to the situational awareness, scalability, and effectiveness of incident response. This paper?s prime objective is the review of available information systems than can be used to support and assist security agencies.

  Abstract Triage in emergency response refers to determining the priority of victims based on their need for treatment and medical intervention. Today, triage is performed by the use of paper-based triage tags. Communication about patients? status is mainly carried out over radio or through handwritten notes. This practice makes it challenging for emergency personnel to keep an overview of the number, location, and medical status of victims, and to distribute information between personnel. Although technological solutions to ease the triage process exist, the methods used to test these solutions are somewhat limited. This paper reports our plans and preparations for a practitioner-centered, long-term testing of an ICT-based triage system. The system uses electronic devices to tag patients and communicate their status to relevant incident operators, providing a common operational picture for both on- and off-site personnel. The technologies (eTriage and Master) that are to be used during the testing are presented.

  Abstract This paper presents results from a two-round Expert-Delphi (N1=227, N2=126), realized in 2014, which focuses on the following research question: What are the most relevant developments affecting public security in Germany until 2030?

Theoretically the survey is based on a conceptual framework that includes assumptions on calculating the probable occurrence of risks, the relevance of megatrends and the implications of both on public security. Preliminary results show the relevance of the increasing dependency on Information and Communication Technologies (ICT), increasing exposure of critical infrastructures, the global mobility of men and goods and the widening gap between rich and poor as relevant for public security in Germany. Furthermore the potential impact of risks like ICT-crime, extreme weather events and pandemics are rated high, while their expected probability of occurrence differs from medium to high.

  Abstract The dynamically evolving environment of the post-disaster scene?where unpredictable scenarios and uncertain data are commonplace?can bring about considerable complexity into response tasks. The multiplicity and interdependence of approaches to undertaking these tasks may yield many decision alternatives, further complicating the response effort. Additionally, because emergencies are evolving, expectations regarding the post-disaster scene may not match those that are actually encountered. Plans compiled before the disaster may therefore be judged as inadequate, requiring personnel to adjust or even redefine them during the response activities. This paper outlines and illustrates one approach?drawing upon the paradigm of improvisation?for providing management-level response personnel with information and tools to support on-the-fly adaptation of emergency response plans. A case study illustrates the approach application.

  Abstract Over the last couple of years Volunteered Geographic Information (VGI) and particularly OpenStreetMap (OSM) have emerged as an important additional source of information in disaster management. The so-called OSM Crisis Maps are primarily developed by OSM contributors who work remotely. While local OSM contributors know their area of interest and rely upon local knowledge, often the sole basis for the remote mapping is satellite imagery. This fact may raise doubts about the quality of the Crisis Maps. This study introduces an experimental approach to assess the data quality that remote mappers produce. In an experimental setting, data sets produced by a group of remote mappers are evaluated by comparing them to data sets created by a selected expert mapper with local knowledge. The presented approach proved to be useful for assessing data quality of remote mapping and can be used to support decisions about the suitability of crowdsourced geographic data.

  Abstract Crisis management frameworks are typically associated with concepts related to command and control or ?hierarchical? decision-making. However, advancements in communication technologies and new media platforms have brought new prospects to the design of crisis management frameworks. Social media platforms, for example, enable volunteering citizens to actively take part in crisis response efforts. In our paper we explore comparing and contrasting two forms of crisis management frameworks: a formal, the well-tested Incident Command System of the US, and an informal example, the Community Emergency Response Teams (CERT) program. The goal of the paper is to outline potential ways to examine the disparities in network structure and collaboration linkages in different forms of crisis management frameworks.

  Abstract In this paper, we present a model that identifies seven success factors for the development of crowdsourcing platforms for disaster recovery. This model integrates two existing theories. The first theory focuses on success factors of crowdsourcing initiatives in general. The second theory states how disaster relief operations can improve when they take the psychological components of resilience into account. By merging the core principles of these two theories and adding additional knowledge gained from literature study, we constructed an integrated success factor model for use in the development of crowdsourcing applications for disaster recovery. An initial validation of the success factor model was conducted within a case study on a crowdsourcing platform for disaster recovery which is currently being developed. Conclusions are drawn with regards to the applicability of the model to guide development of crowdsourcing platforms for disaster recovery.

  Abstract Social media are ubiquitous in modern society. Among their uses are to provide real-time information during crisis. One might expect that emergency management agencies in the U.S. make use of social media extensively to disseminate and collect crisis information as that is where the information flows most freely and quickly; yet, these agencies are not fully exploiting the capabilities of social media. A survey of 241 U.S. emergency managers at the county level shows that only about half of these agencies use social media in any way as of 2014. Most do not have any formal policies to guide their use. Of those that do have formal policies, about one quarter actually forbid the use of social media. This study describes the barriers that impede use of social media by these emergency managers, and the ways in which they are currently used, and recommends steps to improve this use.

  Abstract The 2014 West African EbolaOutbreak raisedfrom Sierra Leone, Guinea, and Liberia at December in 2013 has been reported to cause 21296 cases and 8429 deaths until now which became the deadliest recorded in history. In this paper, we proposed the riskanalysis to assess the international spread risk from mentioned three African countries to China by GEM(Global Epidemic Mobility) Model. As another part of analysis, we crawled related online social media data of Ebola from the most four favorite online social networks (including SINA, TENCENT) in China from June to November in 2014.By analyzing these attained social media data and airline data of GEM, we found some interesting results. For example, Beijing has the most importing risk of Ebola while it has the hottest discussion on social network.. Furthermore, we showed analysis of combining social network data with geographicaldemonstration and Chinese citizen sentiment towards this disaster.

  Abstract In this paper we imagine that one day soon, mass crisis events will result in thousands of people trying to get emergency help multiple via multiple mediums. Public Access Service Points and 911 Centers will not be able to meet the demand of text-message calls for help during a large scale disaster. While 911 dispatchers will need to respond directly to each individual text message, we present the development and testing of a system that aims to provide this data, in real-time, directly to emergency managers during a large-scale crisis. The system is designed to accept, sort, triage and deliver hundreds of direct text messages from the PSAP and provide them directly to emergency management staff, who can leverage their content. In the hands of the emergency manager, these data can be used to inform resource allocation decisions, enhance their operational situational awareness, and potentially improve the response to the crisis.

  Abstract Evacuation models can be used to determine evacuation capacity, by estimating the time required for evacuating populations to leave areas exposed to a hazard. Disaster management practices and evacuation modeling are generally carried out to prepare for ?worst-case? conditions. However, hazard severity is highly variable. Performing evacuation modeling for multiple hazard scenarios may provide flexibility and a comprehensive understanding of evacuation capacity. A case study was undertaken to analyze the merit of scenario-based evacuation modeling. Results demonstrate a difference in clearance time between maximum and historic tsunami scenario modeling. During a smaller-scale event, allowing the maximum scenario population to evacuate can add congestion and inhibit evacuation of at-risk populations. Managing evacuation can improve evacuation efficiency by preventing unneeded congestion. Results show that traditional worst-case-scenario modeling may lead to overestimation of time needed to evacuate. Planning under such a scenario may increase risk to smaller-scale hazards.

  Abstract Information delivery and sharing are vital for survival during and following a disaster. Information and communication technology (ICT) is supposed to support these processes effectively. To promote information delivery and sharing, the primary actors in charge of conducting a disaster relief operation at all levels of government have invested in developing a supposedly disaster-proof communication channel to be used exclusively when catastrophes hit. In 2011, the biggest earthquake on record hit Japan. ICT services were suspended because of a huge tsunami. This made it impossible for officials to respond as per the existing disaster management plan. The plan turned out not to be useful in response to such an unexpected event. This paper shows how municipal governments responded to the disaster and leads us to propose that unpredictable, large-scale disasters need communication systems that are founded in familiar contexts rather than technological complexity.

  Abstract This paper describes an effort underway to develop an operational concept and technical implementation for a User Defined Operational Picture (UDOP). The purpose of the UDOP capability is to create, visualize, and share decision-focused views of the operational environment for decision-makers to support accurate situation awareness and timely decision-making. Unlike a traditional Common Operational Picture (COP), a UDOP allows the user to select what information should be included in- or excluded from the data set defining the operational picture at the source. This paper provides an overview of the UDOP capabilities, as well as a description of the initial prototype implementation in an operational setting.

  Abstract In Costa Rica, there is an acceptable work in the area of risk management and an advanced system of emergency response. However, it is recognized and accepted the lack of a comprehensive shared approach to manage disaster risk that involves the prevention of disasters in the National System for Disaster Risk Management (SNGR in Spanish). One of the main needs is the lack of a shared and accessible national platform of timely and updated information for risk management. Considering this weakness, we submitted a proposal to the authorities of the University of Costa Rica (UCR) and the Consejo Superior Universitario Centroamericano (CSUCA) that was sponsored by the Swiss Agency for Development and Cooperation (SDC). The project seek to develop an information platform which uses a Content Management System with meta data, semantic , taxonomic and georeferenced information for local, regional and national levels in Costa Rica. The system also serves as a network for data producers, analysts, users of public and private institutions, and of the population in general.

  Abstract In case of indoor fire hazards, firefighters face difficulties at assessing the fire situation and evacuating trapped victim inside the building, especially when the fire is big, and the building is unknown to them. On the other hand, modern sensor technologies in smartphone are becoming more advanced, widespread, and can be exploited for helping the firefighting operation. This paper proposes using smartphones as a distributed sensing and computing platform, for supporting firefighters to conduct their mission. The developed solution is based on collecting sensor data from smartphones. A Bayesian network then uses this data to generate a picture of the fire and predict its development. The additional indoor positioning feature make this proposed solution a promising tool to make the firefighter intervention more efficient and fast in order to save more lives.

  Abstract Maps, showing the tactical or the administrative situation at any particular time, play a central role in disaster management. They can be realized as interactive map mashups. In addition to classical information (weather, water levels, energy network, forces), they can also be used to present a view on citizen-generated content, e.g. from social media. In this paper we offer insights into how mobile map mashups can assist citizens during infrastructure failures that often occur in large-scale emergencies. Based on a review of approaches and mobile applications from literature and especially from practice, we present SOMAP (social offline map), a mobile app we developed in Android. It offers offline map functionality in terms of (A) pro-active loading and storing of potentially needed maps of the respective area as well as (B) the possibility of exchanging information from social media using Bluetooth. The application was evaluated qualitatively, to gain insights into the potential of such applications.

In this paper, we construct a model that estimates the spatiotemporal distribution of automobile users using data from the Person Trip Survey and the Road Traffic Census. We use this model to estimate the spatiotemporal distribution of automobile users in Tokyo and demonstrate several ways to apply this data to urban disaster mitigation planning.

  Abstract Source term estimation (STE) of hazardous material (HAZMAT) releases is critical for emergency response. Such problem is usually solved with the aid of atmospheric dispersion modelling and inversion algorithms accompanied with a variety of uncertainty, including uncertainty in atmospheric dispersion models, uncertainty in meteorological data, uncertainty in measurement process and uncertainty in inversion algorithms. Bayesian inference methods provide a unified framework for solving STE problem and quantifying the uncertainty at the same time. In this paper, three stochastic methods for STE, namely Markov chain Monte Carlo (MCMC), sequential Monte Carlo (SMC) and ensemble Kalman filter (EnKF), are compared in accuracy, time consumption as well as the quantification of uncertainty, based on which a kind of flip ambiguity phenomenon caused by various uncertainty in STE problems is pointed out. The advantage of non-Gaussian estimation methods like SMC is emphasized.

  Abstract This paper explores the added-value of using interactive head-mounted displays to support command and control of first responders during emergency response. Specifically, it describes and evaluates a prototype system that makes use of Google Glass to enable in-field receiving of information from a command center, as well as in-field navigation and video streaming. The viability and usefulness of the concept was evaluated through a set of end-user workshops and interviews. A small-scale experiment was also conducted to assess the efficiency of using head-mounted displays for in-field navigation, as compared to handheld devices. Findings from workshops and interviews suggest that head-mounted displays could be a valuable supplement to radio communication, with potential for reducing information misinterpretation, and for enhancing information quality. Results from the experiment indicate that head-mounted displays have the same level of efficiency as handheld devices when used for basic navigation tasks.

Unless these realities are understood, solutions to ELSI will remain at the surface, missing opportunities to responsibly and creatively leverage the potential of IT in disaster response. This workshop brings together narratives of lived experiences of ethical, legal, and social issues encountered in the context of IT innovation in disaster response, and analyses of normative, policy and regulatory backgrounds. In this editorial, we motivate this turn to narrative, summarise the contributions that will be presented on the day, and set out some key questions.

  Abstract Information about location and geographical coordinates in particular, may be very important during a crisis event, especially for search and rescue operations ? but currently geo-tagged tweets are extremely rare. Improved capabilities of capturing additional location from Twitter (up to 4 times improvement) are crucial for response efforts given a vast amount of messages exchanged during a crisis event. That is why authors have designed a tool (Text Analysis TWeet lOcator ? TAT2) that relies on existing open source text analysis tools with additional services to provide additional hints about people location. Validation process, complementing experimentation and test results, included involvement of end-users (i.e. Public Protection and Disaster Relief services and citizens during a realistic crisis exercise showcase. In addition, the integration of TAT2 with external tools has also been validated.
