  Abstract This position paper discusses the ongoing debate on the topic of humanitarian effectiveness and highlights the need to look at the structuring of the humanitarian system from an ethical point of view. The paper makes the argument that any community engagement with the affected population is a matter of ethics and dignity of those needs to be considered as a central focus to the discussion. The paper also discusses how the humanitarian system as a set of technology, tools & practises focusses on efficiency, and overshadows the issues of care by objectifying and turning the affected population into mere numbers. We discuss that technology and organisations are inter-twined and such a discussion of technology cannot be contemplated without considering the traditional institutional practises as a whole.

  Abstract This paper presents an innovative IT solution, a virtual studio, enabling security professionals to formulate, test and adjust security measures to enhance the security of critical buildings. The concept is to virtualize the environment, enabling experts to examine and assess and improve on a building’s security in a cost-effective and risk-free way. Our virtual studio solution makes use of the latest advances in computer graphics to reconstruct accurate blueprints as well as 3D representations of entire buildings in a very short timeframe. In addition, our solution enables the creation and simulation of multiple threat situations, allowing users to assess security procedures and various responses. Furthermore, we present a novel device, tailored to support collaborative security planning needs. Security experts from various disciplines evaluated our virtual studio solution, and their analysis is presented in this paper.

  Abstract Vehicles or freight cars on fire below a bridge or inside a tunnel are exceptional events and imply difficult intervention conditions for firefighters. A buried technical network like high voltage electricity line, gas or steam pipeline around such a fire causes additional specifics risks. Vulnerability areas for firefighters are defined as zones where both factors exist: a difficult incident area – like tunnels or bridges over roads/railway lines – together with a specific risk like buried networks. These areas require intervention teams with specific emergency response capabilities. The present paper proposes a method developed for the Paris Fire Brigade for vulnerability mapping. Results aim at being used by their decision support system dedicated to the mobilization of intervention teams. On the long term, it could improve the allocation of specific responses capabilities intervention teams as soon as the emergency call is treated. Results are debated from an operational point of view.

  Abstract Social media are increasingly used by emergency responders as part of the communication infrastructure during crisis. As such, it is important to understand how these new technologies offer opportunities and barriers to information access for population affected during crisis events. In particular, this project explores the extent to which Twitter is used to provide emergency-related information to vulnerable populations both during routine and crisis contexts. We look longitudinally, across four years, at the online information and communication behaviors of official emergency responders in the United States. Our results demonstrate a notable lack of cross-language crisis communication on social media. We discuss the practical implications of these results, and offer directions for future work and improvement of practices.

  Abstract While different governments worldwide have published sets of recommendations-or even laws-for increasing preparedness, a reference framework to assess the level of compliance of organizations is still to come. For instance, emergency plans often remain stored in closets where they stay until some emergency or major legal change occurs. Consequently, achieving actual preparedness is difficult to assess. QuEP is a framework for the assessment and improvement of the management of emergency plans within organizations. It is inspired by the Total Quality Management strategy, and provides a hierarchy of emergency plan management maturity levels. The aim of QuEP is to guide organizations to assess and improve their emergency preparedness by following a set of principles, practices and techniques at the technical, human and strategic levels. In this paper, we show the model underlying the framework, and give details of the current framework evaluation processes.

  Abstract Collapsed buildings are one of the most complex challenges for rescue forces. The large amount of incoming information in particular is a major challenge to handle for the involved forces. The Assessment of this information is necessary in order to be able to give reliable statements about the number of buried and missing victims. To improve the handling of the information, the authors have developed a method to measure information flow during rescue exercises after the collapse of a building. This method has been developed within VERVE, a research project subsidized by the German Federal Ministry of Education and Research (BMBF). The method has been evaluated and tested through two exercises.

  Abstract Radiation measurements are key information in post-nuclear accident situations. Automated Twitter accounts have been used to share the readings, but often in an incomplete way from the perspective of data sharing and risk communication between citizen and radiation experts. In this paper, we investigate the requirements for radiation measurements completeness, by analyzing the perceived usefulness of several metadata items that may go along the measurement itself. We carried out a benchmark of existing uses, and conducted a survey with both experts and lay citizens. We thus produced a set of guidelines regarding the metadata that should be used, and the way to publish it.

  Abstract Large-scale crisis events require coordination between the many responding stakeholders to provide timely, relevant, and accurate information to the affected public. In this paper, we examine how social media can support these coordinated public information efforts. This research considers how emergency responders mentioned different organizations, institutions, and individuals by examining the social media communications of police and fire departments during Hurricane Sandy. We find that these departments use mentions to reference other sources of information, recommend credible information and sources, and rebroadcast information. These mentions offer insight into how emergency responders fit within a broader crisis information network and the types of entities that responders trust and recommend to provide information to the public.

  Abstract Over the last decade, the disaster response landscape is increasingly complemented by voluntary citizen initiatives on digital platforms. These developments have opened up opportunities for response agencies and NGOs to organize local community involvement. In this paper we focus on the question how citizen involvement can be proactively organized toward disaster relief and what kind of dilemmas may arise in this process. We studied Ready2Help, an online platform developed by the Dutch Red Cross. Bringing together 36.000 volunteers, the platform plays a significant role in addressing the current refugee crisis. In our analysis we demonstrate the platform’s potential, but also note a tension between control and cooperation. Our results indicate that, in contrast to their initial objective, during the crisis the Red Cross falls back on principles of control to organize citizen response efforts. We end by discussing our future research agenda aimed at bridging formal and emergent citizen responses.

  Abstract Most agree that the innate complexity and uncertainty of a crisis compel the stakeholders to coordinate in a hurry, despite their heterogeneity or the volume of data to process. Supporting their coordination is now possible, thanks to a mediation system combined with big data management tools. The GéNéPi1 project explores this possibility and proposes to improve the generation of collaborative processes offered by the MISE2’s solution. The idea is to increase the number of usable data sources. To do that, in a fixed time-frame, the situation models have to be instantly generated upon sets of raw data. This new methodology holds the key to a new big data era: an age where global understanding reigns.

  Abstract This paper introduces a simulator to train cognitive skills and teamwork of EMS teams engaged in a multi-casualty incident. It focuses on the multi-level EMS management of the incident: the collaborative training of the onsite paramedics and offsite dispatch operators in a flexible manner. The simulator’s configuration consists of two primary modules: 1. The multi-casualty incident site module, consisting of a fully interactive 3D serious game for a single trainee playing the role of the onsite paramedic in charge of managing the EMS; and 2. The EMS dispatch center module for two trainees, one playing the dispatch supervisor and the other playing a dispatch operator. This module includes also a situation display to facilitate situational awareness skills, predictive thinking, natural decision making, and team transactive memory systems.

  Abstract Recent development in disaster management and humanitarian aid is shaped by the rise of new information sources such as social media or volunteered geographic information. As these show great potential, making sense out of the new geographical datasets is a field of important scientific research. Therefore, this paper attempts to develop a typology of geographical information crowdsourcing. Furthermore, we use this typology to frame existing crowdsourcing projects and to further point out the potential of different kinds of crowdsourcing for disaster management and humanitarian aid. In order to exemplify its practical usage and value, we apply the typology to analyze the crowdsourcing methods utilized by the members of the Missing Maps project developed in South Kivu.

Our analysis shows correspondence between the core principles of the Living Labs approach and the user interaction focus in development research in ISCRAM. However, the task urgency and criticality of crisis situations limits the possibility for testing and experimenting with technology in real use situations. Instead, the main distinguishing principle of the Living Lab approach is the nature and scope of stakeholder involvement. By creating an arena where community stakeholders participate equally with developers and researchers in sharing ideas and testing new technological solutions, chances for successful diffusion of these solutions in real use practice could be strengthened.

  Abstract In this study, urban pluvial flood risk is studied in an actual study area using scenario simulation method based on hydrodynamics. Real weather data and GIS (Geographic Information System) data are adopted to make the results reliable. A region in Haidian District of Beijing is selected as the study area. All the rainfall scenarios (about 200 scenarios) during an 8-year period (from January 1, 2008 to December 31, 2015) are obtained from hourly precipitation data. These rainfall scenarios are used as input for numerical simulations. Spatial-temporal distributions of water depth are obtained through numerical simulation base on SWEs (Shallow-Water Equations). GPU computing technique is applied to increase simulation speed greatly. Influence of rainfall parameters on flood water depth is analyzed. The results show that water depth becomes higher if rainfall duration and average rainfall intensity increase. Moreover, situation of water depth is not only related to overall parameters like rainfall duration or rainfall intensity, but also related to other details of rainfall. Water depth exceedance probability curves of every location and every building are obtained, and different characteristics of the curves are discussed. Finally, the effect of water depth exceedance probability curves of buildings on designing building foundation height is shown. This study is helpful to the risk assessments of urban pluvial flood.

  Abstract We present work on developing and evaluating a serious GIS spatial thinking game called SerGIS. We conducted a spatial think-aloud study with ten participants new to crisis response who used SerGIS with a coastal city hurricane scenario. Four themes emerged from participant responses: processes of reasoning, tools of representation, overlay and dissolve operation, and geographic information concept learning and knowledge gaps. The first three themes match directly with the spatial thinking theory and evaluation underlying SerGIS. The fourth theme identified addresses GIS and spatial thinking crisis response educational issues. Furthermore, statistical evidence indicates there is likely a relationship between participants from spatially-oriented backgrounds (but with no GIS experience) performing better with SerGIS than participants from non-spatial backgrounds. Finally, we found that with a game scenario based on established disaster management practitioner literature, participants could focus on spatial thinking tasks and not be limited by understanding the game scenario itself.

  Abstract Conceptual frameworks which seek to integrate social media uses into disaster management strategies are employed in a range of events. With continued variations to social media practices, developments in technology, and changes in online behaviors, it is imperative to provide conceptual frameworks which are relevant, current and insightful. This paper conceptualizes a range of recent literature through an inductive methodology, and presents the themes of Web accessibility and online information reliability as broad and emerging considerations for the identification of social media uses during disasters. It presents a new conceptual framework of current social media uses which may be used to supplement existing frameworks. The framework has been applied to a dataset of Tweets from the 2015 Nepal earthquake to demonstrate its validity. Suggestions for future applications are discussed.

  Abstract Emergency situations are characterized by their complexity and the heterogeneity of the available information. Emergency managers are frequently confronted with redundant or irrelevant information, causing the problem of information overload. Evidence of this problem was identified in an exploratory survey conducted in the Center for Integrated Command and Control of Rio de Janeiro (CICC-RJ). In this paper, we present a conceptual architecture that allows a user to handle this influx of information. From a set of available data, a manager can select those of interest, which can then be transformed and mapped into one or more views, and organized in a dashboard. The whole process is interactive, allowing the manager to redefine his/her dashboard as needed. In addition, we provide collaborative mechanisms, given that, at times, it is not possible for a single user to handle such large datasets alone.

  Abstract Urban flooding has been increasing in recent years and therefore new specified methods need to be developed and applied. The rise of Web 2.0 technologies and collaborative projects based on volunteered geographic information like OpenStreetMap (OSM) lead to new dimensions of participatory practices. Thus, citizens can provide local knowledge for natural hazard analysis in a convenient way. In the following, a case study of the Quilicura community in Santiago de Chile -regularly affected by urban floods- is presented. A combination of OSM Field Papers and the risk perception of local people is applied in the concept of risk awareness maps including a questionnaire for participants’ information. This explorative study is a promising approach for a complementing data source because insight into local knowledge is acquired in a fast way. Results reveal two main streets, which are identified by the participants as prone to urban floods.

  Abstract With technological development in crisis management reaching a point at which there is wide-scale aggregation of data, including social media, there is a need to focus strongly upon the position of end users in order to uphold data protection principles. Recent wide-ranging European Union legal reforms, finalized in 2016, have enshrined the concept of data protection by design and paved the way for certification schemes to validate compliance. There is a need for those involved with the practical development of information systems for crisis management to understand these new developments and determine their practical implications. This paper presents a critical analysis of the reforms, focusing on the interplay between the law and technological design and predicting their impact on crisis management system development.

  Abstract This paper is about European networked crisis and disaster management and how to achieve more intelligent decision support and better collaboration. Although collaboration processes are established, the underlying information management tools today don’t support integrated electronic information management in multi-organizational scenarios. This leads to a fragmentation of relevant information into pieces held by different stakeholders. Recently, the concept of the Common Information Space has been introduced as possible solution. This paper looks to the domain of Air Traffic Management where a similar problem was tackled by a concept called System Wide Information Management. The paper starts with describing the operational context, the unresolved needs, and the derived requirements. Experiences from the Air Traffic Management domain are gathered and compared with current solution concepts from the public safety domain. The paper concludes with lessons learned during the on-going development in the public safety domain.

  Abstract In 2014 a small fire started in a forest in central Sweden. Within a few days it developed into the largest wildfire in Sweden in the last 50 years. As the scale of the fire increased, so did the need for direction and coordination of the resources engaged in the response operation. Both official investigators and the research community have studied the challenges and come up with recommendations for improvements of the Swedish crisis management system. All authors of this paper have been involved in such efforts. This paper is a result of us trying to formulate lessons learnt based on several written reports and official discussions. The development of the narratives constructed by individuals involved in the response, investigators and researchers is analyzed. We conclude that researchers need to pay attention to their own role in this development. Maybe there is a need for a game changer on the methodological side?

  Abstract Integrated flood risk management involves a large portfolio of options for mitigating risks that includes hard and soft structural, non-structural, and recovery responses. Non-structural responses include flood warnings, emergency services supported by individuals, collective actions and the use of resistance and resilience measures. Sufficient flood warning time, appropriate actions at desired locations and time are essential for effective and beneficial responses. From this perspective beside the management of the crisis itself, the level of preparedness including the evaluation of plans involving such responses (e.g. emergency protocols) also needs to be sufficient and, thus in the context of various event scenarios.

  Abstract Social media is a vital source of information during any major event, especially natural disasters. Data produced through social networking sites is seen as ubiquitous, rapid and accessible, and it is believed to empower average citizens to become more situationally aware during disasters and coordinate to help themselves. However, with the exponential increase in the volume of social media data, so comes the increase in data that are irrelevant to a disaster, thus, diminishing peoples’ ability to find the information that they need in order to organize relief efforts, find help, and potentially save lives. In this paper, we present an approach to identifying informative messages in social media streams during disaster events. Our approach is based on Convolutional Neural Networks and shows significant improvement in performance over models that use the “bag of words” and n-grams as features on several datasets of messages from flooding events.
