Abstract Globally floods are categorized as one of most devastating natural disasters and annually causing a major loss to human lives and economy. Abstract We describe the creation of a building inventory database that is created for Wellington, New Zealand's earthquake-prone capital city. This database aims to assist the generation of research on the risks, impacts, and viable solutions for reducing the seismic risk of existing multi-story concrete buildings in Wellington's Central Business District. The database includes structural, economic and market information on every building in the CDB. Its primary purpose is to inform a multi-disciplinary project whose aims are: (1) to provide best scientific knowledge about the expected seismic performance of concrete buildings; (2) to assess the impact of multiple building failures including the downstream consequences of associated cordoning; (3) to provide a path for seismic retrofitting that includes prioritization of retrofits; and (4) to inform the design of a regulatory structure that can facilitate the reduction of risk associated with earthquake vulnerable concrete buildings as described in aims (1)-(3).

Abstract Common denominators emerge difficultly in projects bridging science and society or/and across disciplines. Managing crises require inter-organizational learning and citizen involvement, but, often such undertakings lead to bargain resulting in sub-optimal decisions. Building resilience into human communities demands complex projects, which further require good problem definition, starting with agreements on values and knowledge, as basis for further agreements on goals and methods. This paper spreads the Data-Information-Knowledge-Action-Result frame over a 4-level process to generate a DIKAR_process matrix and lattice that allows optimal orientation and coordination towards achieving a set of common denominators and coordinated action protocols. This framework allows sequences and cycles that can be formulated and pursued simultaneously, comparatively and iteratively, within any large, heterogeneous constituency of actors involved in building resilience in local communities. The model is illustrated and discussed in relation to urban sustainability issues and complementary methods like knowledge maps, mental models, social learning and scenarios.

Abstract Is your organisation ready to cope with underground infrastructure condition assessment data collected after an earthquake? Drawing on lessons from the 2010-2011 Canterbury and 2016 Kaikoura earthquakes, we provide guidance on how to make small differences in how your organisation currently collects and stores the necessary condition data to prepare for emergencies, especially for small- and medium-size councils without sophisticated asset management systems. Key questions to address include: Are you receiving condition assessment data in electronic format? Are your contractors providing XY coordinates when repairs are undertaken, or when providing photographs as part of visual assessment? Do you have an asset management system able to prioritise critically damaged underground infrastructure? Do you have easy access to your current network condition for insurance purposes? Simple business-as-usual improvements will provide enhanced preparedness and resilience capability in the event of an earthquake. In addition, we provide a framework for future data collection processes.

Abstract This paper depicts the real-time sensemaking of experts as they worked to combat the first emerging disease of the 21st century: Severe Acute Respiratory Syndrome (SARS). Newspaper data was analysed from the 2003 SARS crisis, with a Canadian perspective, to follow the process of solving the puzzle of this emerging disease. Retrospective sensemaking is a process that is triggered by the unexpected, which leads to actors gathering information (taking action) in order to consider possible interpretations for the unexpected event. Disease outbreaks serve as sensemaking triggers, and actors engage in retrospective sensemaking to find out the factors involved in how the outbreak happened. Prospective sensemaking (future-oriented) is employed when actors work together to plan how to combat the disease. The newspaper data demonstrate that retrospective and prospective sensemaking are tethered: to make plans to combat a disease, actors first require a collectively agreed upon understanding from which they can generate possibilities for a crisis response. This paper contributes to the field by providing concepts for long-duration crisis sensemaking, as the bulk of organisational research focuses on acute crises such as wildfires, or earthquakes.

Abstract Emerging threats provide motivation to develop new methods for preparing the next generation of crisis responders. Bayesian theory shifts reasoning toward a probabilistic, epistemic paradigm, giving rise to Evans' revised heuristic-analytic theory. Researchers at The Pennsylvania State University use scenario-based training and the analytic decision game (ADG) to blend and implement these processes as foundational pedagogy for engaging, educating and training medical students as crisis responders and critical thinkers. The ADG scenarios vary by content and level of expertise, lending themselves readily adaptable to both crisis response preparation and the development of clinical reasoning. The ADG creates a virtual crisis requiring participants to engage in scenario management as role-players. For the past two years, medical students from the Penn State College of Medicine, in their first year of training, have participated in the ADG Lights Out scenario, testing community preparation and resilience after a wide-spread and months-long power outage.

Abstract The standard framework for undertaking a risk assessment of a natural hazard involves analyzing the interaction of three components: Hazard data (in the form of maps), the elements exposed to the hazard (exposure), and measures of these elements' vulnerability (understood as the susceptibility to harm or damage). In New Zealand, national flood risk remains unquantified due to the absence of national flood inundation hazard map coverage. In this paper, we develop a methodology that aims to fill this gap by estimating instead the likelihood of a flood insurance claim for a stock of residential buildings. We estimate a non-linear limited-dependent variable model and using a set of fragility functions (also known as damage curves), we calculate the expected monetary losses under plausible flood depth scenarios. The outcome of this research could inform insurers of their potential liabilities and threats to their financial sustainability in the face of flood and storms.

Abstract Emergency preparedness for CALD (culturally and linguistically diverse) communities has been identified as a significant gap in DRM (disaster risk management) research and practice. Using a community engagement approach, a practitioner in Wellington, New Zealand implemented a Citizen Translation project to have volunteers from 15 communities facilitate translations for a new local Earthquake Preparedness Guide, in partnership with local Civil Defense and an international crisis translation team, INTERACT. Initial findings have shown that consultation with community members over the translation of their language has been a powerful way to establish initial links into the community and instigate discussion and feedback about emergency preparedness; it has led to further projects including emergency messaging translations. This work in progress raises an important and often overlooked discourse on inclusiveness in DRM activities and the potential for community engagement to play a role with CALD community preparedness.

Abstract Sentiment Analyses are widely used approaches to understand and identify emotions, feelings, and opinion on social media platforms. Most sentiment analysis systems measure the presumed emotional polarity of texts. While this is sufficient for some applications, these approaches are very limiting when it comes to understanding how social media users actually use language resources to make sense of extreme events. In this paper, a Sentiment Analysis based on the Appraisal System from the theory of communication called Systemic Functional Linguistics is applied to understand the sentiment of event-driven social media communication. A prototype was developed to analyze Twitter data using the Appraisal System. This prototype was applied to tweets collected during and after the Sydney Siege 2014, a hostage situation in a busy café in Sydney. Because the Appraisal System is a theorised functional communication method, the results of this analysis are more nuanced than is possible with traditional polarity based sentiment analysis.

Abstract With the Hurunui (HDC), Mackenzie (MDC) and Kaikoura (KDC) District Councils sharing their Geographic Information Systems (GIS) and Information Technology (IT) resources since 2017 it was decided to work on a GIS strategy for Emergency Management (EM) that would be applicable for all three councils as in the past geospatial skills and tools did not get equally utilised at all three councils during emergency and training events. ArcGIS Online (AGOL) was chosen as a common platform for a fully cloud based approach to the new Emergency Management Applications. The core modules of these applications are Story maps, WebApp Builder, Survey123, Operations Dashboard, Workforce and AppStudio. The development of these applications is a work-in-progress situation which is driven by the constant conversation and testing between the GIS person and the Emergency Management (EM) officers and a work flow is being developed to integrate these applications into the existing Emergency Operations Centre (EOC) picture. We believe once finalised this set of applications will add great functionality to New Zealand's Coordinated Incident Management System (CIMS) by providing interactive and cloud based visual geospatial information, situational awareness, forecasting, task management and task tracking.

Abstract Responders and decision makers can be trained through simulation tools where participants learn how to deal with an ongoing crisis and make decisions through a realistic, simulated environment using a game or gamification approach. Training through a simulated, virtual crisis tool would be a more affordable way of conducting a drill, as a supplement to field drills. In this paper, we describe the requirements' elicitation process for co-design of a virtual training tool for emergency management. The cooperative design process included researchers and end-users together to generate potential solutions for a defined problem. The elicitation process involved brain-storming, interviews and a workshop together with representatives from emergency stakeholders. A systematic qualitative data analysis was conducted. The paper reports our analysis results which serve as a basis for further development of an emergency management virtual training tool using an extreme weather scenario.

Abstract This document will discuss the current methodologies used by New Zealand DART and USAR teams to collect manage, analyse and report on information gathered during the initial and subsequent phases of deployments to a sudden onset disaster (SOD). This will include some of the experiences that have formed the current methodology and the outcomes of disaster events with new methodologies applied. It will further identify and discuss the current systems and processes in place and how they have come about, and then identify a range of opportunities and issues that exist within the Geospatial Intelligence environment to be more effective, both in systems and the development of partnerships to enhance the usability and intuitive nature of these systems and methods. Finally, the discussion will look to identify a future state for responders to SOD's and the ability and outcomes of proposed and imagined future systems, leveraging off the current Esri packages to provide a starting platform and a desired end state.

Abstract Crisis informatics researchers have taken great interest in methods to identify information relevant to crisis events posted by digital bystanders on social media. This work codifies the information needs of emergency dispatchers and first responders as a method to identify actionable information on social media. Through a design workshop with public safety professionals at a Public-Safety Answering Point (PSAP) in the United States, we develop a set of information requirements that must be satisfied to dispatch first responders and meet their immediate situational awareness needs. We then present a manual coding scheme to identify information satisfying these requirements in social media posts and apply this scheme to fictitious tweets professionals propose as actionable information to better assess ways that this information may be communicated. Finally, we propose automated methods from previous literature in the field that can be used to implement these methods in the future.

Abstract There is a growing global demand for planning and development interventions aimed at enhancing the resilience of human systems. Coinciding with this demand for resilience enhancement is the demand for rigorous monitoring and evaluation of resilience and of the efficacy of resilience interventions. The aim of these assessments is to help decision makers prioritise inputs in a way that will result in the greatest reduction of mortality, health effects, and economic losses. As a result, there is an almost insatiable hunger for data that can improve our understanding of the resilience of human systems in the face of disasters. This paper reflects on two ongoing projects that are part of the 'Resilience Trajectories' programme of the Resilience to Nature's Challenges National Science Challenge. The first project, the creation of a New Zealand Resilience Index, is used to illustrate the data-related challenges and limitations of quantitative resilience assessments. We argue that composite indicators are useful aids for having a robust discussion about resilience, but high-level indicators must be supplemented with local knowledge and contextual information to facilitate meaningful decision making. The second project, the Data Integration and Visualisation En Masse (DIVE) web-based data catalogue, presents a partial solution to some of the resilience data challenges we have observed in the creation of the national index.

Abstract Disaster management and the health sector ought to be natural allies, but their different origins, culture, and priorities of the various agencies tasked with disaster response mean that communication and coordination between them is often lacking, leading to delayed, sub-standard, or inappropriate care for disaster victims. The potential of the new e-health technologies, such as the electronic health record, telehealth and mobile health, that are revolutionizing non-disaster healthcare, is also not being realised. These circumstances have led to an international project to develop a disaster e-health framework for the objectives of intelligent adaption to changing scenarios, presentation and management of information, and communication and collaboration. In this paper, we describe characteristics of disaster e-health support systems to achieve such set of objectives.

Abstract Although one of the dominant paradigms in managing disaster operations is that of modeling decisions around the activities of humanitarian organizations, recent literature has highlighted the importance of managing disaster operations from the perspective of the affected community. Modeling community-driven disaster operations has a unique set of challenges, however, several of which are highlighted in this research effort. These include engaging the community and coordinating amongst multiple decision makers, defining a clear community objective, and planning with long decision horizons. Using the urban area of Portsmouth, Virginia as a case study, this work in progress paper demonstrates a decision approach which addresses these critical elements of community-driven disaster operations management.

Abstract This article studies on the cases of nine types of mass incidents happened in China during the last decade, and study the relationships among various social actors in different types of mass incidents with the methods of social networks from the perspective of relational theory. By constructing the social network of mass incidents, we statistically analyze the relationship intensity between social actors in different types of mass incidents, and calculate the centrality degrees of social actors, which can be regard as index to characterize the social risk of social actors. Meanwhile, we also analyze the cliques and “core-periphery” structure in the social network of mass incidents to get the core social actors in mass incidents, thus providing decision-making references for social leaders to effectively deal with mass incidents and improving emergency response capabilities.

Abstract In every disaster and crisis, incident time is the enemy, and getting accurate information about the scope, extent, and impact of the disaster is critical to creating and orchestrating an effective disaster response and recovery effort. Decision Support Systems for disaster and crisis situations need to solve the problem of facilitating the broad variety of sensors available today. This includes the research domain of the Internet of Things and data coming from social media. All this data needs to be aggregated and fused, the semantics of the data needs to be understood and the results must be presented to the decision makers in an accessible way. Furthermore, the interaction and integration with risk and crisis management systems are necessary for a better analysis of the situation and faster reaction times. Abstract Accurate predictions of severe weather events are extremely important for society, economy, and environment. Due to the fact that weather forecasts are inherently uncertain, it is required to give information about forecast uncertainty to all users providing weather forecasts in probabilistic terms utilizing ensemble forecasts. Since ensemble forecasts tend to be under dispersive and biased, they need to be calibrated with statistical methods. This paper presents a method for the calibration of temperature forecasts using Gaussian regression, and the calibration of wind gust forecasts with a box-cox t-distribution method. Statistical calibration was made for the operational European Centre for Medium-Range Weather Forecasts (ECMWF) ensemble prediction system (ENS) forecasts for lead times from 3 to 360 hours. The verification results showed that calibration improved both temperature and wind gust ensemble forecasts. The probabilistic temperature forecasts were better after calibration over whole lead time scale, but the probabilistic wind gust forecasts up to 240 hours.

Abstract When wide-scale flooding occurs in a community not accustomed to floods, health concerns emerge. While official organizations tasked with communicating emerging health information exist, the proliferation of social media makes it possible for average citizens to participate in this conversation. This study used a combination of semi-structured interviews and photo elicitation techniques to explore how citizens used private social media sites to share health information. We found two main categories of health concerns: existing medical conditions and water-created. We further identified six themes that describe the common approaches average citizens used to share health information: Narrating a personal experience, presenting it as a Public Service Announcement, downplaying the contribution, bringing a credible source into the conversation, including external links and sources, and using humor. Together, these findings suggest that citizens need health information during a flood disaster, and when they do not have it available from official sources, they use their private social media to tap into a shared community identity and carefully help one another.

Abstract Inter-organisational collaboration is often cited as a factor in effective emergency response to mitigate risks and impacts of extreme events, such as natural disasters (James, 2011; Power, 2017). However, collaboration during times of emergencies is difficult as diverse roles and authorities of other organisations (Kapucu, 2008), differences in organisational cultures and systems in place (Bharosa, Lee, & Janssen, 2010; Mendonça, Jefferson, & Harrald, 2007) and difficulty in coordination and information sharing (Bharosa et al., 2010; Huxham, 1996) can hinder collaborative development. Moreover, previous research have not paid much attention to the enablers and barriers of such collaborations in disaster settings. This research aims to investigate how collaborative systems deal with uncertainty during disaster aftermath in Malaysia, including both barriers and enablers which influence inter-organisational collaboration in disaster environments. The study employs a qualitative methodology using a multiple-case study design. Malaysia National Disaster Management Agency (NADMA) was the focal organisation for this research, and units of analysis were two major floods that occurred in Malaysia in 2014 and 2017. Thirty semi-structured interviews were conducted with strategic and operational decision makers (from 11 different organisations) and disaster aid recipients. Qualitative research tools such as coding, memoing, constant comparison and theoretical saturation were applied to analyse the data (Charmaz, 2008). The initial findings to date detect salient enablers: proficiency of stakeholders in managing relationships, competent leaderships, and early preparedness; barriers include ambiguous organisational roles, weak legitimate framework and different perceptions on trust. This research has both academic and practical implications. The findings uncover how enablers and barriers influence collaboration between public agencies and its partners in emergencies. This research recommends solutions to collaboration barriers, and discusses how multiple partners can cooperate to resolve problems too complex for any one single organisation to manage on their own. Abstract Social media platforms such as Twitter provide convenient ways to share and consume important information during disasters and emergencies. Information from bystanders and eyewitnesses can be useful for law enforcement agencies and humanitarian organizations to get firsthand and credible information about an ongoing situation to gain situational awareness among other uses. However, identification of eyewitness reports on Twitter is challenging for many reasons. This work investigates the sources of tweets and classifies them into three types (i) direct eyewitnesses, (ii) indirect eyewitness, and (iii) vulnerable accounts. Moreover, we investigate various characteristics associated with each kind of eyewitness account. We observe that words related to perceptual senses (feeling, seeing, hearing) tend to be present in direct eyewitness messages, whereas emotions, thoughts, and prayers are more common in indirect witnesses. We believe these characteristics can help make more efficient computational methods and systems in the future for automatic identification of eyewitness accounts.

Abstract Contemporary information and wayfinding design often disregard the changing personal circumstances and mental state of the user. This paper explores concepts and methodologies in user interface (UI) and user experience (UX) design to increase comprehension and retention through the inclusion of human centered design principles and a focus on the participants' individual context, mental state and abilities. The paper focuses on human factors and comprehension in fast changing situations demanding a sudden high cognitive load from the affected. In a highly stressed condition, visual perception and situation awareness may be restricted due to the impact of sensory symptoms (panic, tunnel vision or limited motor skills), thus calling for a linear course of action to enable the user to concentrate at the task at hand. Many user interfaces (UI) are designed for a specific task, but are limited in function if used in a context contrary to its original intent. Paired with the real-time data collecting abilities of current mobile devices, the model of calm technology can offer new ways of implementing anticipatory and adaptive UI in applications. Calm technology is capable of seamlessly moving in and out of the periphery of the experience and only comes into focus when needed. It can be consciously included, but intentionally unnoticeable features of a design utilising contextual information to adapt its behaviour and aid in calming an agitated person. Considering and incorporating the concepts of calm technology as a second layer into every day applications can not only aid in the perception of the displayed information but also offer an advantage in timely decision making.

Abstract The HSC is a key element for the success of HOs relief operations. Today, the HSC performance faces many challenges: (1) the increasing gap between funding and needs; (2) donors ask for more transparency and accountability; (3) the growing urgency of switching to sustainable development is gaining ground in public opinion. Consequently, to maintain a competitive position (order winner) in the near future, considering sustainability in addition to effectiveness and efficiency to measure the performance of the operations becomes fundamental. In the literature, some authors have highlighted that the lack of Decision Support Systems difficult the planning and achievement of sustainability performance objectives in humanitarian operations. Therefore, we propose a sustainability maturity assessment method to improve the sustainability of HSC operations. Using the information gathered from IFRC field research, as well as from the literature, a proof of concept is presented to demonstrate the relevance of the proposal.
