  Abstract Since the Aurora, Colorado movie theater shooting of 2012, the web aggregation community Reddit has been an enthusiast-driven, public-facing source of information about crisis response efforts. We describe the evolution of Reddit's software from the Boston Marathon Bombing of 2013 to the Ferguson unrest throughout 2014. Initially, Reddit was built to aggregate verified news but beginning with the Aurora movie theater shooting, Reddit began to aggregate and verify breaking news. In response to criticism of Reddit's actions during the Boston Marathon Bombing, Reddit re-designed their software in an effort to more accurately mimic crisis response professionals by fostering rigor, information control, and tighter bureaucracy. Reddit's ability to swiftly change its software serves as an example of the possibilities of crisis informatics in practice. We highlight the processes that Reddit has taken to maintain its efficacy even within the current issues surrounding information verification and automated spreading of rumors and falsehoods.

  Abstract Quantitative evaluations are valuable in the strive for improvements and asserting quality. However, the field of Command & Control (C2) evaluations are hard to navigate, and it is difficult to find the correct measurement for a specific situation. A comprehensive Scoping Study was made concerning measurements of C2 performance and effectiveness. A lack of an existing appropriate framework for discussing C2 evaluations led to the development of the Crisis Response Management (CRM) Matrix. This is an analysis tool that assigns measurements into categories, and each category display unique strengths, weaknesses and trends. The analysis yielded results proving to be too rich for a single article, thusly, this is the first of two articles covering the results. In this article, the Practitioners Guide focus on results valuable for someone interested in evaluating C2. Each evaluation has specific requirements that, for best result, ought to be reflected in the chosen measurement.

  Abstract Dysfunctions in interactions can impede communication between crisis responders. The literature in crisis management partially addresses this practical issue by outlining several types of “breaks” (Milburn, 1983). Breaks refer to social disruptions between organizations involved in crisis response that result in erosion of social links, conflicts amplifications and unstructured responsibilities allocation. However, research falls short of details about specification of these social breaks and how to address them, thereby leaving practitioners who need to handle this issue without clear practical guidelines. We draw on the concept of authority to help dealing with the occurrence of these breaks. The empirical analysis of this article focuses on a cross-border region between France and Germany, that is very likely to encounter inter-organizational breaks. This research in progress will contribute to understand the influence of authority on inter-organizational breaks and crisis response. We discuss the expected contribution of this research.

  Abstract In disaster situations like earthquakes and hurricanes, people have difficulties accessing shelter and requesting help. Many smartphone applications provide behavioral advice or means to communicate during such situations. However, to what extent a person is affected by a disaster is often unclear, as these applications rely on the user's subjective assessment. Therefore, detecting a user's situation is key to provide more meaningful information in such applications and to allows first responders to better assess incoming messages. We propose a predictive model that recognizes four normal and ten disaster-related activities achieving an average f1-score of up to 90.1\%, solely based on sensor readings of the subject's mobile device. We conduct an extensive measurement-based evaluation to assess the impact of individual model parameters on the prediction accuracy. Our model is orientation-independent, position-independent, and subject-independent, making it an ideal foundation for future context-aware emergency applications.

  Abstract Given the rising trend of natural and technological disasters in recent years, the demands for emergency responders are on the rise. One main challenge is how to cost-effectively train emergency responders. In this research, we aim to explore of the usage of Virtual Reality (VR) technology in an emergency healthcare training setting. We start with the following two research questions: (1) how to implement the VR technology to be used in the emergency healthcare training; and (2) how to evaluate the effectiveness of our implementation. To address the question (1), we construct emergency healthcare workflows from reference sources, convert them into process diagrams, and develop a VR software that allows users to carry out the processes in a virtual environment. To address question (2), we design an experiment that collect participants's personal data (features such as Age, Technical background etc.) and the performance data (such as timespan, avatar moving distance, etc.) generated during the training sessions. Ten participants were recruited and each performed three training sessions. We evaluate the data collected and have the following three conclusions: (a) despite the different personal features, the participants, after repeated trainings, can improve their performance with reduced timespan and moving distance; and (b) the technical background plays the most significant role among other features in affecting timespan in our VR-based training.

  Abstract Prehospital command and control (PS) is a structure for handling medical accidents in Sweden. It includes terminology, command structure, roles, and performance indicators. The concept is taught and trained at the Centre for Teaching and Research in Disaster Medicine and Traumatology (KMC). The concept is trained using a mixture of lectures, simulation based exercises, and scenario designed by the participants. The scenarios are ran in Emergo Train System (ETS), a versatile and flexible table-top simulation platform, where medical command and control can be trained and evaluated. The purpose of this study was to develop structure for feedback and reflection by using a measure of shared understanding. The empirical study presents how the Shared Priorities instrument can be used to provide structured feedback for training. The paper is concluded with a discussion on how the empirical findings can be integrated in training prehospital medical command and control.

  Abstract Following two Major Incident Reviews and a request from WA's governing emergency management body, DFES WA acknowledged that their incident management processes were not supporting seamless communication and collaboration. After identifying their unique needs, DFES implemented two web-enabled platforms: WebEOC, a Crisis Information Management System and Whispir, a multichannel notifications solution. Both systems offer DFES and, in turn, WA communities a level of transparency, collaboration and accuracy not previously available. Recently, six of WA's key government agencies have connected their WebEOC platforms via a single information hub. Through this, they can share and disseminate crucial information within a common operating picture, have complete situational awareness, and rapidly and intelligently prepare for and respond to incidents. WA is the first Australian state to have such a platform implemented and, through these efforts, its agencies are ensuring increased efficiency, collaboration and resiliency for themselves and the wider WA population.

  Abstract Sensitive products supply chain and supply chain facing crisis management share several aspects. In both cases, several decision makers have to choose the best options most of the time under pressure, often in emergency and need to access numerous information from the field. Unfortunately, for the transportation steps we focus on, the current transport management systems do not reach these requirements. The added value is to connect in real time and relevant way the data from the field to the information on a shared model used to make reliable decisions. We use the French Blood Establishment supply chain to illustrate the proposition.

  Abstract Recent research has identified a correlation between increasing Twitter activity and incurred damage in disasters. This research, however, fails to account for localized emergencies occurring in areas in which people have lost power, otherwise lack internet connectivity, or are uncompelled to Tweet during a disaster. In this paper, we analyze the correlation between daily Tweet counts and FEMA Building Level Damage Assessments during Hurricane Harvey. We find that the absolute deviation of Tweet counts from steady state is a potentially useful tool for the evolving information needs of emergency responders. Our results show this to be a more consistent and persistent metric for flood damage across the full temporal extent of the disaster. This shows that, when considering the varied information needs of emergency responders, social media tools that seek to identify emergencies need to consider both where Tweet counts are increasing and where they are dropping off.

  Abstract In disasters, several national, international, and non-governmental organisations such as police, health, ambulance, fire and civil defence services are usually involved in the response process. Therefore, it is crucial that responding agencies communicate effectively to avoid fragmentation and duplication in services, to harmonise separate activities, and to clarify roles and responsibilities. Central to communication is information exchange. Effective information exchange enhances not only the appropriateness and success of disaster response, it also ensures timeliness. However, cross-agency communication is extremely challenging especially at times when there are high stress levels, incomplete data, and minimum time to make critical decisions. This paper attempts to specify a 'best-practice' model for cross-agency communication built around the specific information requirements of disaster management and disaster medicine agencies, with the aim of improving the overall quality of healthcare services provided to disaster victims.

  Abstract Huge amounts of data that are generated on social media during emergency situations are regarded as troves of critical information. The use of supervised machine learning techniques in the early stages of a disaster is challenged by the lack of labeled data for that particular disaster. Furthermore, supervised models trained on labeled data from a prior disaster may not produce accurate results, given the inherent variation between the current and the prior disasters. To address the challenges posed by the lack of labeled data for a target disaster, we propose to use a hybrid feature-instance adaptation approach based on matrix factorization and the k nearest neighbors algorithm, respectively. The proposed hybrid adaptation approach is used to select a subset of the source disaster data that is representative for the target disaster. The selected subset is subsequently used to learn accurate Naive Bayes classifiers for the target disaster.

  Abstract Emergency managers continue to struggle with a lack of staff, information processing tools, and sufficient trust in citizen-reported information to coordinate the use of social media in their communities. To understand possibilities for overcoming these barriers, we conduct interviews with emergency managers using scenarios describing the projective activities of community volunteers disseminating and monitoring social media. We find that coordinating social media use in communities requires alignments with local incident management systems and, in particular, existing sociotechnical infrastructure for managing citizen-reported information. These alignments open limited roles for community volunteers, notably coordinating the redistribution of official information; and stand to reshape the workflows and infrastructures of incident management systems by pushing emergency dispatchers to proactively process indirect reports of incidents obtained on social media, and integrate tools that can access hyperlocal data, curate incident and situational reports, and facilitate sensemaking among officials confronted with multiple information sources.

  Abstract Smart Service Queensland (SSQ) is the 'front door' to the Queensland State Government in Australia, providing services and information for citizens and businesses. Services are delivered through online channels, call centres and face-to-face service centres. Rostering to adequately staff the call centres during business as usual demand is well supported using existing workforce planning tools and content management systems alongside real-time telephonic monitoring. However, during times of large scale emergency events, such as floods and tropical cyclones, effective workforce planning heavily relies upon experienced SSQ personnel constantly monitoring and updating call centre staffing levels leading up to and during the disaster event to ensure customer demands are met. Achieving the right balance of call centre servicing without over provisioning is a challenging task. We present a prototype analytics tool that supports the SSQ Forecast Analyst responsible for workforce planning during disaster events and provides initial results of modelling caller behavior during two recent tropical cyclones. The tool provides a single point of reference to a wide collection of relevant datasets, including population demographics and details of the natural and built environment, data feeds describing the emergency event under investigation, relevant social media posts and call centre operations metrics. The tool is an early proof of concept demonstrator highlighting the utility of data integration, web mapping, real-time event monitoring, and predictive modelling.

  Abstract While Hurricane Irma struck the Cuban Southern coasts, thousands of tourists were evacuated from this area and relocated in the Varadero peninsula. In a couple of days, all means for families and friends to connect with the tourists were down, leaving them without any information about the on-site situation. This paper focuses on the volunteer citizens' initiative to take advantage of social media, to enhance their own situational awareness in Varadero area, supporting fellow citizens to identify and localize their relatives. In particular, two Facebook groups that were created at the time are analyzed and their messages' content and objectives categorized. We will show that once more, social media has constituted opportunities for citizens to engage a specific response to the crisis, but at the same time has raised specific ethical and social issues.

  Abstract The American Society of Civil Engineers (ASCE) Report Card for America's Infrastructure gave bridges a C+ (mediocre) grade in 2017. Approximately, 1 in 5 rural bridges are in critical condition, which presents serious challenges to public safety and economic growth.   Abstract This poster is dedicated to present our research work on the application of crowd and crowdsourcing platforms to crisis situations. In particular, it focuses on crowdsourced crisis mapping solutions. Crowdsourcing has become a popular avenue of research dealing with crisis mapping systems. Crisis mapping systems enable collecting and disseminating crisis information. The contribution of this research is to create a model to assess label quality in the context of crowdsourced crisis mapping. The model was devised in three phases: (1) collection of crisis reports from a crisis mapping platform, (2) crowd-sourced empirical approach to capture labels at scale, and (3) a theory-guided approach for feature selection to create a machine learning model. In the first phase, we collected crisis reports from the Ushahidi platform during the 2010 Haiti earthquake. In the second phase, we utilized CrowdFlower – a crowdsourcing platform for labeling crisis reports based on the input from five crowd volunteers. In the third phase, we adopted situation awareness lens for selecting contextual and collaborative features.

  Abstract WalkSafe is a location-based app that notifies users of emergencies around them. The app is compared to The Pennsylvania State University's emergency notification system – PSUAlert, which provides time-based alerts. We identify weakness of the existing PSUAlert system and address them by introducing a location-based emergency notification system with the records of past incidents along with the type of emergency with respect to the user's location. We gathered user perception from 43 survey respondents that informed the design of the WalkSafe app. We use mixed-methods approach to evaluate WalkSafe with PSUAlert system as a baseline. We assess both systems with 22 participants by notifying them of the fake emergencies and asking them to use both systems to understand details regarding the emergency and its location. The pre- and post-surveys are evaluated using content analysis and paired t-test. Participant reported higher perceived convenience, perceived security, willingness to use, and willingness to share when using WalkSafe.

  Abstract Natural and manmade disasters pose a myriad of challenges, which are more severe for individuals with disabilities. Ordinarily to perform daily activities, the disabled get support from assistive technological devices and services; these are commonly disrupted during and after disasters. A proposed solution to support those with visual impairment is a cost-effective wearable 'Smart Cap'. The Smart Cap provides narratives about the surrounding environment while establishing communication between the user (the visually impaired) and a rich online reservoir of knowledge base system capable of vocalising narratives. As a proof-of-concept, this study is implemented using Raspberry Pi, the Amazon Web Services and a P-Cap fitted with a camera. The aim of this research work is to provide an assistive technology to help the visually impaired navigate their way out of any potentially disastrous situation like other citizens would. The proposed system and its usage in disaster situations is an innovative, cost-effective solution specifically addressing the needs of visually impaired persons.

  Abstract In the past year, numerous weather-related disasters have continued to display the critical importance of crisis management and response. Volunteered geographic information (VGI) has been previously shown to provide illumination during all parts of the disaster timeline. Alas, for a geospatial area, the amount of data provided can cause information overload, and be difficult to process/visualize. This work presents a set of open-source tools that can be easily configured, deployed and maintained, to leverage data from Twitter's streaming service. The user interface presents data in near real-time, and allows for dynamic queries, visualizations, maps and dashboards. Another VGI challenge is quantifying trustworthiness of the data. The presented work shows integration of a Twitter-bot assessment service, which uses several heuristics to determine the bot-ness of a Twitter account. Architecture is described, Twitter data from a major metropolitan area is explored using the tools, and conclusions/follow-on work are discussed.

  Abstract Nepal is one of the most popular travel destinations because of its natural beauty and Himalayas. Tourism industry contributes significantly to the nation's GDP. However, the 2015 earthquake has created great havoc causing loss of more than 9,000 lives, damaging many buildings including World heritage sites and trekking trails. Despite a substantial amount of foreign aid, overall recovery programs have not been effective. This empirical study focuses on the use of ICT tools for the recovery works in the tourism industry and uses mixed methods engaging tourism associations and organisations. Four 'areas of concerns' regarding ICT use, are identified by using the qualitative analysis and validated through a survey of 198 tourism organisations. The findings show that the earthquake has significantly impacted the industry and the government has not adequately used ICTs in the recovery activities. This study strongly advocates using ICT tools for the post-disaster tourism resilience.

  Abstract Risk analysis is important for safety-critical IT systems and services, both in public and private organizations. However, the actual practices and the challenges of risk analysis in these contexts have not been fully explored. This paper investigates the current practices of risk analysis by an interview-based investigation. This study investigates several factors of the risk analysis process, e.g., its importance, identification of critical resources, definitions of roles, involvement of different stakeholders, used methods, and follow-up analysis. Furthermore, this study also investigates existing challenges in the current practices of risk analysis. A number of challenges are identified, e.g., that risk analysis requires competence both about the risk analysis procedures and the analyzed system, which is challenging to identify, and that it is challenging to follow-up and repeat a risk-analysis that is conducted. The identified challenges can be useful when new risk analysis methods are defined.

  Abstract Recent disasters have revealed growing numbers of citizens who participate in responses to disasters. These so-called spontaneous unaffiliated on-site volunteers (SUVs) have become valuable resources for mitigating disaster scales. However, their self-coordination has also led to harm or putting themselves in danger. The necessity to coordinate SUVs has encouraged researchers to develop coordination approaches, yet testing, evaluating, and validating these approaches has been challenging, as doing so requires either real disasters or field tests. In practice, this is usually expensive, elaborate, and/or impossible, in part, to conduct. Simulating SUVs' behaviors using agent-based simulations seems promising to address this challenge. Therefore, this contribution presents a conceptual model that provides the basis for implementing SUV agents in simulation software to perform suitable simulations and to forecast citizens' behaviors under a given set of circumstances. To achieve adequate simulations, the conceptual model is based on the identification of 25 behavior-affecting attributes.
