Abstract: Information on the Web has become increasingly important in disaster response. Yet much of this information is redundant. We are creating a suite of electronic knowledge management (eKM) tools that can be used to reduce by an order of magnitude the information that people need to read in order to gain and maintain awareness of web content during emergencies. In this paper, we describe research-in-progress on developing these tools and applying them to web content from organizations' websites and individuals' blogs. Results so far indicate that organizations' websites and individuals' blogs provide redundant coverage of general issues and that each provides additional information about specific issues. By using the tools we are developing, responders and victims will be able to quickly gather an overview of general issues derived from many websites, then learn more about specific issues by navigating to a few websites.

Abstract: We propose an OWL/SWRL enabled ontological environment which can play a role in reporting and decision making in Humanitarian Crises (HC). We use (5WH): WHO, WHAT, WHERE, WHEN, WHY and HOW, as the main vehicle for gathering information for decision making. We implement the semantics of (5WH) through OWL models and perform reasoning with SWRL rules, in order to support decision making and create more efficient Humanitarian Response (HR). Abstract: In this paper we present a novel approach to reduce information proliferation and aid better information structure by automatically generating extraction of abbreviation for emergency management websites. 5.7 Giga Byte web data from 624 emergency management related web sites is collected and a list of acronyms is automatically generated by proposed system (AbbrevExtractor). Being the first attempt of applying abbreviation extraction to the field, this work is expected to provide comprehensive and timely information for emergency management communities in emergency preparedness, training and education. Future work is likely to involve more data collection and intelligent text analysis for dynamically maintaining and updating the list of acronyms and abbreviations.

Abstract: Event recognition systems have high potential to support crisis management and emergency response. Given the vast amount of possible input channels, automatic processing of raw data is crucial. In this paper, we describe several components integrated in an overall intelligent resource management system, namely abnormal event detection in audio and video material, as well as automatic speech recognition within a public safety network. We elaborate on the challenges expected from real life data and the solutions that we applied. The overall system, based on Event-Driven Service-Oriented Architecture, has been implemented and partly integrated into the end users' infrastructures. The system is continuously running since almost two years, collecting data for research purposes. © 2012 ISCRAM.

Abstract: Indian tribes have a special relationship with the federal government that dates back to the establishment of the United States. Federal disaster law, however, treats tribes as local governments and gives little weight to the historic relationship and lands of tribes. Instead of communicating as sovereign governments, tribes must first submit a disaster request to state officials, who then have discretion in transmitting the information to the federal government. This additional step in communication harms two important goals in disaster response on tribal lands: Efficiency and respectfulness in emergency communication and assistance. This paper examines how the legal framework that frames that intergovernmental communication. With this short introduction, this paper hopes to draw attention to the unique characteristics of tribal government, Indian law, and disasters on tribal land. © 2012 ISCRAM.

Abstract: Disaster management and disaster medicine are well-established disciplines for responding to disasters and providing care for individuals whose health and well-being has been affected. However, these disciplines have different origins, development, and priorities so that communication and coordination across them during disasters is often lacking, leading to delayed, sub-standard, inappropriate, or even unavailable. Moreover, neither discipline exploits the new range of e-health technologies such as the electronic health record or telehealth and mobile health that are revolutionizing non-disaster healthcare. We need a new paradigm that applies information and e-health technologies to improve disaster health planning and response. This paper describes the initial stages of a project to develop such a paradigm by scoping and developing the area of disaster e-health.

Abstract: Serious games and virtual environments are increasingly used for emergency management training and research. The development of these technologies seems to contribute to a solution to some problems in the existing literature on emergency management which is mainly based on case study research. However, using virtual technology for research also introduces new difficulties. This paper describes the advantages and drawbacks of using serious games for research and reviews eight recently published studies that make use of virtual environments. The review focuses on the external validity of serious games as this is a challenging issues for research that involves virtual environments. The paper concludes with some recommendations to increase the external validity of future research with serious games.

Abstract: Disaster response management has become an important area of research in recent years, with authorities spending more resources in the area. Infrastructure resource interdependencies are key critical points for a system to operate optimally. After a disaster occurs, infrastructures would have sustained certain degrees of damage, the allocation of limited resources to maximize human survival becomes a top priority. The I2Sim (Infrastructures Interdependencies Simulator) research group at the University of British Columbia (UBC) has developed a software simulation toolbox to help authorities plan for disaster responses. This paper presents an optimization decision algorithm based on Lagrange multipliers, which provides the theoretical basis for I2Sim software decision maker layer. There is a simple scenario of three hospitals constructed with the I2Sim toolbox to illustrate the interdependencies of water and electricity. © 2012 ISCRAM.

Abstract: Most information systems (IS) research into emergency management (EM) consists of case studies of prior disasters, social behavior research, and planning or preparedness research. This study fills a gap in EM and IS research as it aims to better understand the nature of coordination during crisis response; investigate the functions and capabilities of existing coordination systems; and identify the desired functions to manage multi-agency coordination response. Grounded theory is the methodology adopted for this study. Firsthand interview and observational data will be collected from agency command centers, ride-outs with police, fire, and emergency medical services (EMS) agencies, and from multi-agency training exercises. This study is expected to make a theoretical contribution to crisis response system design as it will develop a theory to better understand the information requirements for context-aware multi-agency real-time coordination responses to crises.

Abstract: In this paper we describe a work-in-progress decision support program designed for use in the response to major incidents in the UK. The proposed program is designed for use in a continuous fashion, where the updating of its model, the search for solutions to the model through an optimization algorithm, and the issuing of these solutions are carried out concurrently. The model facilitates the inclusion of dynamic and uncertain features of emergency response. The potential of such an approach to deliver high-quality response plans through enabling more accurate modeling is evaluated through focusing on the case of casualty health information. Computational experiments show there is significant value in monitoring the dynamic and uncertain health progression of casualties and updating the model accordingly. © 2012 ISCRAM.

Abstract: In the Netherlands, Royal Dutch Meteorological Institute warns water boards for extreme rainfall if per-specified thresholds are (expected to be) exceeded. When a water board receives a warning, certain response measures can be taken. In general, the thresholds are based on experience and intuition. Clear procedures, which describe decision-making under uncertainty in available information (e.g., forecasted rainfall), do not exist. In this document, first results of the project “Extreme weather for water boards” are briefly described. The aim of this project is to study integration of the uncertainty into emergency procedures of the water boards. The current emergency procedures of two water boards are analyzed. Recommended adjustments to the procedures allow including the uncertainty by estimation of a probability of overload and cost-benefit analysis of response measures (benefit as avoided damage). A simple scheme that supports estimation of the probability is introduced. © 2012 ISCRAM.

Abstract: Emergency response involves collaboration among search and rescue workers, medical staff, transportation coordinators, and others to save human lives and minimize damages. While carrying out local activities, members of the teams must also attend to new events happening elsewhere that may affect their work, and be prepared to adjust their activities accordingly. This paper describes a computer supported coordination system, DACE (Dependency-based Awareness and Coordination Environment), which offers a scalable solution to coordination in emergency response. The system serves as a cognitive aid to human actors in both maintaining a group mental model of the overall collaborative activities and their dependencies, and determining the effects of events as they propagate through the web of dependencies. We demonstrate the principles and utility of the DACE system through a hypothetical scenario of search and rescue exercise. This work contributes to the goal of scaling up awareness-based coordination in emergency response. © 2012 ISCRAM.

Abstract: This study attempted to evaluate the utility of the Incident Command System (ICS) in varying disaster contexts. ICS is mandated in the United States and practitioners assert that it is an effective organizing system for emergency management. However, researchers contend that the utility of ICS is conflated with inter-team familiarity gained during ICS exercises. A military team-in-the-loop simulator was customized to represent the problems, resources, and command structures found in civilian led disaster management teams. A modified single case design drawn from behavioral psychology was used to explore possible casual relationships between changes team heterogeneity and performance. The design also allowed for the evaluation of improvisation on performance. Further, psychological factors that may underpin improvisation were explored. In addition to some preliminary empirical findings, the successes and difficulties in adapting the DDD simulator are briefly discussed as part of an effort to achieved greater interdisciplinary integration.

Abstract: As the complexity of disasters increases, a transdisciplinary conceptual framework designed to address three key variables-technology, disaster severity, and human characteristics-must be developed and elaborated. Current research at the nexus of disaster management and information science typically addresses one or two of these factors, but rarely accounts for all three adequately-thus rendering formal inquiry open to a variety of threats to validity. Within this tripartite model, several theories of human behavior in disaster are explored using the response of the Federal Government and the general public during Hurricane Katrina as an illustrative background. Lessons learned from practice-based scientific inquiry in the social sciences are discussed to address concerns revolving around measurement and statistical power in disaster studies. Finally, theory building within the transdisciplinary arena of disaster management and information science is encouraged as a way to improve the quality of future research.

Abstract: Information technologies and other critical infrastructures are interconnected in ways that can lead to vulnerabilities in the ability of these infrastructures to perform during natural disasters and acts of terrorism either to reduce adverse consequences or provide needed emergency response services. This research applies and adapts a number of indicators of infrastructure interdependency based on the authors' earlier research to determine where weak points and strengths occur in the interconnections between infrastructure technology and other infrastructure support services such as electric power and transportation, and where weak points create vulnerability that can be improved for more effective response in emergencies.
