Abstract: The paper presents a four-phase action research project that was (and still is) conducted at the department of Information Management Customer Support and Operations (IM\CS&O) of a large multi-national company. The department is in charge of ICT-service continuity and has to produce ICT recovery plans that are integrated with the organization's overall Business Continuity plan. Interviews, Group Support System (GSS) technologies as well as a risk survey have been used to gather information and identify risks and threats. A systematic quantitative classification, measuring the impact of loss of ICT services on the company's business processes in terms of cost and risk will allow in the near future to utilize an economic decision model to prioritize the core activities of training and implementation of a recovery disaster plan. The research has made clear to the involved protagonists the necessity to share information, to develop awareness, and to formulate a shared recovery disaster plan to ensure ICT/business continuity and/or recovery when ICT disruptions occurs. © Proceedings ISCRAM 2004.

Abstract: With the increased use of electronic patient files in Health Care Organizations (HCOs), addressing the risks related to the storage and use of patient information has become increasingly important to avoid intentional or unintentional disclosure, damage to or abuse of patients' personal health records. This has lead governments from various countries to introduce and impose information security standards for HCOs. The Dutch government introduced the NEN 7510 national information security standard; a standard derived from the international ISO 17799 norm. Preceding the implementation phase of NEN 7510 standard at a Dutch HCO, we conducted a field study to identify the information security risks as perceived by the main stakeholder groups in the HCO. We present the differences in the perceived information security risks and threats by end users, management and suppliers, and the degree to which these identified risks will be addressed by the implementation of the NEN 7510 standard.

Abstract: Negotiation and collaboration during the requirements stage of the software engineering process are fundamental to developing successful software products. Groups of stakeholders work together to come to agreement on the most important requirements to be sent forward for implementation. Distributed software engineering is becoming the norm rather than the exception, yet the requirements elicitation and definition process is normally conducted face to face. This paper describes an empirical study to investigate the relationship between structured task and specified negotiation steps within an asynchronous environment. The results reveal that these structures can have a positive impact on solution quality but a negative impact on process satisfaction, although following a negotiation sequence and task structure can help asynchronous groups come to agreement faster. Details of the experimental procedures, statistical analysis, and discussion of the results of the experiment are presented, as are suggestions for improving this work and a plan for future research.

Abstract: This paper introduces the experimental design we developed for the analysis of asynchronous negotiations among five different stakeholders as they work towards consensus on the functional system requirements that are needed for a common emergency response information system. We present three analytical preference models to measure the evolving consensus and conflict among the stakeholders as they modify their preferences during the negotiation. Abstract: In an extreme event or major disaster, very often there are both alternative actions that might be considered and far more requests for actions than can be executed immediately. The relative desirability of each option for action could be a collaborative expression of a significant number of emergency managers and experts trying to manage the most desirable alternatives at any given time, in real time. Delphi characteristics can satisfy these needs given that anyone can vote or change their vote on any two options, and voting and scaling are used to promote a group understanding. Further utilized with Thurstone's Law of Comparative Judgment, a group decision or the range of acceptability a group is willing to consent to, can be calculated and utilized as a means of producing the best decision. A ubiquitous system for expeditious real-time decision making by large virtual teams in emergency response environments is described.

Abstract: Serious games are an effective tool for giving players a hands-on, immersive experience of crisis situations. To simplify the design of such games while ensuring their relevance, we propose a design method that is based on reference tasks. The feasibility of this approach is demonstrated by the improved design of the serious game “Disaster in my Backyard” that has been played during ISCRAM Summer school 2013. The design incorporates humanitarian logistics, search-and-rescue and coordination tasks. We also present the lessons learned from this instantiation of the game and give an outlook towards future research, such as the evaluation of tools for crisis response and management through the use of serious games and reference tasks.

Abstract: The objectives of the research reported by the authors in this paper are threefold. First, the authors want to fine-tune the rresearch methodology on risk identification based on cognitive mapping techniques and group decision support systems (GDSS) developed earlier (Rutkowski et al., 2005). Second, the authors want to determine how High Reliability Theory (HRT) – through the characteristics of High Reliability Organisations (HROs) – can be applied in the particular organisational context of an important economic sector like banking. Third, the authors want to inquire into how Information Systems for Crisis Response and Management can benefit from experiences gained in a mainstream context. Abstract: In this paper we present a dynamic model of the performance of an organization's Incident Management process as determined by the capability of its supporting emergency response information system. Our work is based on the Capability Trap model by Repenning & Sterman (2001) and draws from the many insights on emergency response information systems design as described in the DERMIS (Dynamic Emergency Response Management Information System) framework established by Turoff et al. 2004. Whereas the latter describes the premises that underlie an Information System (IS) that is capable of ensuring a reliable and flexible emergency response, the present paper contributes to the research field by looking at the interrelations of the aforementioned premises. We take a System Dynamics approach and gain insights in the key determinants of IS Capability by highlighting the mutual interdependences grouped around the concepts of adaptability, control, implicit knowledge and explicit knowledge.

Abstract: Disaster exercises are intended to improve disaster responses effectiveness. Exercises exist in a wide variety, ranging from table-top scenarios to full-scale disaster simulations, offering participants different learning experiences. However these exercises can be overwhelming to newcomers, especially when involving large scale simulations, reducing the effectiveness of the learning experience. In order to make the learning experiences more effective to newcomers, researchers or professionals, a new exercise is proposed. This exercise, designed as a serious game, provides a new way to introduce people to the field of disaster management in general and information management in particular. The first version of the game was played during the 2012 ISCRAM summer school where it yielded positive reactions from both novice participants and experienced professionals.

Abstract: Emerging technologies provide opportunities for the humanitarian responders' community to enhance the effectiveness of their response to crisis situations. A part of this development can be contributed to a new type of information supply chains -driven by collaboration with digital, online communities- enabling organizations to make better informed decisions. However, how exactly and to what extend this collaboration impacts the decision making process is unknown. To improve these new information exchanges and the corresponding systems, an evaluation method is needed to assess the performance of these processes and systems. This paper builds on existing evaluation methods for information systems and design principles to propose such an impact evaluation framework. The proposed framework has been applied in a case study to demonstrate its potential to identify areas for further improvement in the (online) collaboration between information suppliers and users.

Abstract: We report the findings of a crisis management survey on the role of IT in the crisis exercising, training and planning activities among companies in 6 different industries in two neighbouring European countries, Belgium and the Netherlands, having at least 50 employees. The survey was sent to 1450 Dutch and 1245 Belgian companies, 245 of which were returned, resulting in a response rate of 9%. The results of the survey show that the role of IT in these activities in both countries is very limited.

Abstract: In this paper we take a system theoretic perspective to the process of security risk identification in the context of city councils. Based on this approach, we construct a framework that helps to identify risks. We analyze why this methodological framework is suitable for the risk identification process. Research in fifty Flemish city councils reveals the usefulness of our approach of combining a perceived vs. objective perspective with a technical vs. organizational one. We believe such a framework offers a workable tool for dealing with IS security risks in a systems thinking way.

Abstract: As a country which frequently suffers from natural disasters, especially earthquakes, China has implemented its own disaster management system to respond to them. The Chinese government gained practical experiences on how to respond to severe earthquakes after the 2008 Wenchuan Earthquake and 2010 Yushu Earthquake. Although China has done a lot to improve its response operations, challenges remain. This paper analyses what these challenges are by using the Sphere Standard as a benchmark to measure the Chinese response operations. The Sphere project was launched in 1997 by Non-Government Organizations (NGOs), the International Federation of Red Cross and Red Crescent Societies. It framed a Humanitarian Charter and established the Minimum Standards for response which emphasize meeting the urgent survival needs of people in the affected regions, while asserting their basic human right to a life with dignity. Based on this analysis, suggestions are provided to improve China's earthquake response operations.

Abstract: Modern critical infrastructure (CI) systems are tightly coupled, resulting in unprecedented complexity and difficulty to predict, limit and control the consequences of disruptions caused by hazards. Therefore, a paradigm shift in disaster risk management is needed: instead of focusing on predicting events, resilience needs to be improved as a basis for adequate response to any event. This paper starts from a definition of CI resilience that provides a basis for quantitative and qualitative decision support. For the quantitative modelling approach, which aims at measuring the resilience of individual CIs, we focus on two CIs of fundamental importance for disaster response: transportation and power supply. The qualitative framework details relations between CIs. The results of this research are illustrated by a case study that analyses the impact of Hurricane Sandy. The findings highlight the need for a framework that combines qualitative and quantitative information from heterogeneous sources to improve disaster resilience.

Abstract: The United Nations Disaster Assessment and Coordination (UNDAC) system is designed to assist the United Nations in providing information during the first phase of a sudden-onset emergency and in the coordination of incoming international relief at the site of the emergency. In the immediate aftermath of such an emergency, the UNDAC team will set up an On-Site Operations Coordination Centre (OSOCC) from where the operational activities of the humanitarian organizations responding to the emergency are coordinated. Information management is a key aspect in this phase as the information gathering, processing, and disseminating activities will determine the timeliness and appropriateness of the response by the international humanitarian community. Through participatory observation in the international humanitarian “TRIPLEX” exercise we explore how information managers in the OSOCC make sense of the disaster, how the immediate needs are assessed, and discuss how information systems could improve Sensemaking in these activities.

Abstract: It is a well-known fact that a lack of information will lead to suboptimal decisions. But even when actors jointly have all the information they need to make a well-informed decision, they may fail to find a superior alternative. This hidden profile paradigm would cause misrepresentations of crisis situations and lead to ineffective response. In this research-in-progress paper, we present the first stage of our experimental study on group decision making in humanitarian disaster response, in which we want to find out how teams can be supported to share more information, make better sense, and ultimately avoid such misrepresentations of crisis situations. First results reveal that humanitarian disaster response teams are able to share significantly more information if they would make use of more advanced information and communication systems. However, none of the teams in the experimental setup managed to find the optimal decision.
