Abstract: In this article, we briefly describe a crisis management case that has been chosen (in the European funded project PLAY) to test the federated-open-trusted platform for event-driven interaction between services. A description of such complex use case in natural language is obviously limited and should be completed with a formal description methodology to gather the necessary knowledge. Considering our technical requirements we suggest to combine the S-Cube approach with the model driven architecture approach to propose a complete and structured case study description framework. Then this article presents a nuclear crisis case modeled according to these guidelines.

Abstract: Uncertainty and risks are part of humanitarians' daily routine. Most of the time, infrastructures are damaged or non-existent, the political climate is highly volatile, communication means are insufficient, and so on. Therefore, humanitarian organizations often have to find original methods to implement their supply chains. They may also face recurrent problems, that requires them to change the way they operate. And yet, as they lack the time and resources to reflect on the lessons learnt, most of their best practices and issues are neither captured nor communicated. The aim of the study is thus to propose a framework to capitalize humanitarians' knowledge and know-how, to analyze both gaps and best practices and learn from one operation to another. To this end, we propose a framework derived from traditional Enterprise Modelling tools, adapted to fit relief chains' specificities. Field applications are then given to illustrate our approach and its beneficial effects.

Abstract: EGCERSIS is a starting research program aiming at defining a virtual collaborative training space for crisis management. It should provide the users (first and second aid, firefighters, etc.) with a way to virtually perform operational and strategic tasks of crisis management in digital twins of critical infrastructures. The training system is structured according to four main components: (i) protocol and tools for digital twins generation, (ii) scenario editor dedicated to defining crisis use-cases within the modeled digital twins, (iii) integration with the technological crisis management platform (RIO-Suite), and (iv) monitoring component in charge of the continuous edition of dashboards (real-time and afterward). The main expected benefit of the EGCERSIS program is to create a breakthrough in the way training and exercises are performed in critical sites.

Abstract: Project management has become a standard in business. Unfortunately, the projects as well as companies are increasingly subject to major disruptions. In this context, it is of prime importance to have the ability to manage the risks inherent to these projects to best achieve their objectives. The existing approaches of crisis management in the literature no longer seem to be adapted to this new normality. The future of research lies in a more systematic crisis assessment and a better conceptualization of the uncertainty associated with risks. It is necessary to rely on the collection of heterogeneous data in order to maximize the understanding of the project environment and to find a way that best describes and visualizes the influence of crises on the project management processes. This article uses the POD approach and applies it in the context of project management to address these issues.

Abstract: Emergency Call Centers (ECCs) can be considered as the starting point of the pre-hospital emergency medical system. Although, ECCs exist everywhere, their business processes and their performance levels differ from one place to another, even sometimes in a same country. By definition, users expect a high level of performance, particularly regarding the waiting time and the processing time of the calls. Additionally, ECCs might have difficulties to manage sudden rise of activities following disasters impacting huge number of victims for instance. To support ECCs in their continuous improvement steps, this paper suggests an innovative framework and its associated tools to support both diagnosis of current organizations and enhancement of their performance. Concretely, the proposal is data-driven and simulation oriented. First experiments are shown in order to demonstrate the potential benefits of such an approach. Avenues for further research are also discussed.

Abstract: This paper presents a research in progress about the French ISyCri project that aims at providing partners involved in crisis management with an agile Mediation Information System (MIS). Not only this MIS shoul support the interoperability of the partners' information systems but it is also dedicated to coordinate their activities through a collaborative process. One of the first and main steps towards such a MIS, is to elaborate a common and sharable reference model built to characterize crisis situations. Such a model is also an input for automated reasoning to elaborate and adapt a crisis solving collaborative process. This article presents the objective of the project, our approach and our first results: a UML metamodel of crisis situation and its corresponding OWL ontology on top of which deductions are possible.

Abstract: Disaster Management has received a lot of attention over the last twenty years, and can now be considered a full research area. But a gap exists between research work proposals and their applications on the field. This is particularly true regarding quantitative approaches. One of the main issues is that the scenarios used to design and validate the proposals are often not accurate and/or too simple compared to the complexity of real situations. Designing realistic scenarios is of prime importance to be able to propose relevant quantitative models which could be implemented by practitioners. This paper tackles this problem by proposing a structured methodology which aims at defining realistic disaster scenarios. The case of earthquakes management in Peru is used to illustrate the consistency of our proposal.

Abstract: The HSC is a key element for the success of HOs relief operations. Today, the HSC performance faces many challenges: (1) the increasing gap between funding and needs; (2) donors ask for more transparency and accountability; (3) the growing urgency of switching to sustainable development is gaining ground in public opinion. Consequently, to maintain a competitive position (order winner) in the near future, considering sustainability in addition to effectiveness and efficiency to measure the performance of the operations becomes fundamental. In the literature, some authors have highlighted that the lack of Decision Support Systems difficult the planning and achievement of sustainability performance objectives in humanitarian operations. Therefore, we propose a sustainability maturity assessment method to improve the sustainability of HSC operations. Using the information gathered from IFRC field research, as well as from the literature, a proof of concept is presented to demonstrate the relevance of the proposal.

Abstract: This paper proposes a performance measurement definition to consider sustainable development principles in the humanitarian supply chain operations (source, make, deliver). Previous research has shown the challenge for humanitarian organizations to consider the three sustainability pillars people, planet and profit in their decision-making processes. Based on field research with the International Federation of the Red Cross and Red Crescent (IFRC) and a literature review on humanitarian performance measurement and sustainability, we define a set of criteria, objectives and Key Performance Indicators that translates sustainability concepts to concrete humanitarian operations. Based on the Triple Bottom Line approach, the environmental and social dimensions are added to the economic dimension, which is standard in HSC literature and practice. The aim of this study is to set the basis for a Decision Support System (DSS) in operations planning.

Abstract: The International Federation of the Red Cross and Red Crescent (IFRC), is one of the many humanitarian organizations that are further developing their logistics network more decentralized structures with sub-regional networks. One of the main challenges identified is the need of monitoring tools to have a real-time overview of the whole logistics network state, and optimization of the associated operations through real-time decision support systems. Logistics departments of humanitarian organizations have not adopted the technological developments that are standard in the commercial sector due to critical differences, and the IFRC is not an exception. This paper presents a case study conducted with the American and Caribbean IFRC. We present user requirements and specifications for the design of a real-time monitoring system dedicated the sub-regional network. It particularly addresses the challenges to simplify remote data collection, visualization and analysis.

Flows of goods and information connect the field to headquarters, distribution to procurement, beneficiaries to donors. The problems of decision-making, information sharing and coordination can be studied with this special logistics focus. We present a Value Stream Mapping approach that provides a structure to analyze and understand the problems arising in practice, such as bottlenecks; waiting times; or misaligned procurement and distribution policies. We demonstrate our lean-management approach by using the ongoing Ebola Outbreak in West Africa as Case Study.

Abstract: Humanitarian crisis require a responsive and agile response. The number of professional and volunteer organization involved in the response to humanitarian disasters has increased over the past year, making coordination more important than ever before. This paper discusses the main issues of Humanitarian Disaster Management (HDM) coordination and the different modes applied on the field. We argue that while these challenges have been addressed by scientific literature with dedicated solutions, there is still a considerable gap between humanitarian best practice and academic state of the art.
This paper proposes a field-oriented methodology to bridge this gap. We analyze the findings from field research on the Typhoon Haiyan response (Philippines, 2013) and deduce practitioners? requirements for HDM coordination support systems. Then we suggest a research agenda from a gap analysis comparing requirements with the existing solutions and the scientific approaches.

Abstract: Humanitarian Supply Chain (HSC) performance is a key factor for disaster response. In order to be more responsive, the typical humanitarian supply strategy has evolved from a centralized to a decentralized network, generally at regional level. The objective was to reduce lead-times and costs. However, after a decade of working, organizations like the Americas and Caribbean International Federation of the Red Cross and Red Crescent (IFRC) have noticed that those objectives are only partially reached and have decided to go further in the evolution by developing sub-regionalized networks. In this study, we analyse the HSC sub-regionalization process to better understand the challenges and opportunities for humanitarian organizations. Three key aspects are point out: implementation, real-time monitoring and operations? cost-efficiency. Based on these results and considering the law maturity level of humanitarian organizations in terms of Information and Decision-Support Systems, we conclude with giving concrete guidelines for designing and developing ad-hoc monitoring and orchestrating systems.

Abstract: Over the past decades, humanitarian organizations have largely been criticized for their lack of effectiveness regarding their mission of assisting vulnerable population. However, few researches have investigated what ideal should humanitarian organizations tend toward and the path to undertake in such transformation. In this perspective, this paper intends to overcome this situation by proposing a supply chain maturity model specifically addressed to the humanitarian sector. In the form of a two-dimension matrix, the table aims at: 1) Objectify one organization's position regarding its transformation journey 2) Depending on the organization, identify the specific improvement areas and suggest their sequence. An instantiation of the maturity model is also proposed through the case of the Indonesian red cross.

Abstract: The French Blood Establishment (EFS) is the only one in France allowed dealing with the blood supply chain. The EFS centers are scattered in France and blood products are transported over hundreds of kilometers, from collection sites to hubs and from the hubs to distribution sites. The strong constraints on lifetime and storage conditions imply a traceability of transportation steps very accurate, which is necessary in case of unexpected and unwanted events. To make “good” decisions, we propose in this research work to use the Physical Internet philosophy. Thanks to sensors in containers and Complex Event Processing modules to aggregate and filter the data collected, we would be able to create a real time “field model”. In case of crisis this model would be helpful and perfectly adapted to help the crisis unit to make “good” decisions and maybe propose solutions based on the past events.

Abstract: Sensitive products supply chain and supply chain facing crisis management share several aspects. In both cases, several decision makers have to choose the best options most of the time under pressure, often in emergency and need to access numerous information from the field. This shared monitoring aspect put forward the visualization need to consider in each decision all the crisis potential impacts. Unfortunately, for the transportation steps we focus on, the current transport management systems do not reach these requirements. In this paper, focusing on supply chains during crisis situations, we present a new monitoring system with adapted functionalities. The added value is to connect in real time and relevant way the data from the field to the information on a shared model used to make reliable decisions. We use the French Blood Establishment supply chain to illustrate the proposition.
