Abstract: Privacy Impact Assessments (PIA) are increasingly used and, in certain jurisdictions, legally mandated in projects to foresee risks to privacy and to plan strategies to avoid these. Once adopted and implemented, the EU?s Data Protection Regulation will, in certain circumstances require the need for a PIA. This short paper focuses upon the PIA process in an EU-funded project to develop cloud-based disaster response technology. It introduces the project and then gives a background to the PIA process. Insights and observations are then made on how the PIA operates, with the aim of drawing conclusions that can both improve the current project and be transferable to others.

Abstract: Ethical, legal and social issues (ELSI) are widely recognised as important in IT innovation for crisis response and management. However, attention often struggles to get beyond theorising basic concepts, when the realities of how difficulties and opportunities manifest are complex and practical. Unless these realities are understood, solutions to ELSI will remain at the surface, missing opportunities to responsibly and creatively leverage the potential of IT in disaster response. This workshop brings together narratives of lived experiences of ethical, legal, and social issues encountered in the context of IT innovation in disaster response, and analyses of normative, policy and regulatory backgrounds. In this editorial, we motivate this turn to narrative, summarise the contributions that will be presented on the day, and set out some key questions.

We describe the value of such methodology and demonstrate how working alongside users enables creative anticipation of emergent future practices that can inform both more ?appropriate? and more ambitious innovation. We demonstrate how co-design methods are particularly valuable for eliciting ethical, legal, and social issues that would otherwise go unconsidered.

Abstract: This paper discusses an experiment with a formative method for ethical impact assessment (EIA) in the context of IT design for multi-agency crisis management that draws on scenarios and role-playing to ground ethics in a broader socio-technical domain not just in user needs and values. Contextualising the EIA discussions in this way opened up new avenues for addressing ethical concerns, broadening the design context from a focus on usability to thinking creatively and collaboratively through ethical, legal and social implications.

Abstract: Information management in disaster situations is challenging, yet critical for efficient response and recovery. Today information flows are difficult to establish, partial, redundant, overly complex or insecure, besides the interoperability between heterogeneous organisations is limited. This paper presents a novel system architecture that enables combining of several communication technologies in a secure manner. This supports creation of a pan-European ?Common Information Space? by rescue organizations that can enable more efficient and effective information management in disaster response. Moreover, this technology can be used for disaster preparedness (e.g., training, tutorials). The modular architecture is designed to consider future evolutions of technology by defining interfaces for the integration of new technologies and services.

Abstract: The latest EU funding framework, ?Horizon 2020?, has moved consideration of ethical and societal implications of technology development to the fore. Yet, there is little guidance on how to do such research in practice, let alone how to innovate in ethically and socially sound ways. This paper addresses these issues in the context of a large scale EU funded project developing system of system innovations in IT supported emergency response. Building on collaborative design and a range of other approaches, the paper argues that just like ?usability?, ethics cannot be invented or decided by experts, but has to be the product of engagement with the technology by directly or indirectly implicated publics. Facilitating such publics is a central element of what we call ?ELSI Co-Design?. The paper outlines the theoretical and methodological underpinnings of this approach.

Abstract: This paper explores issues of security, privacy and liberty arising in relation to ICT supported emergency management. The aim is to inform the design of emergency management information systems (EMIS) and architectures that support emergent interoperability and assembly of emergency management systems of systems. We show how transformations of social and material practices of privacy boundary management create challenges, opportunities and dangers in this context. While opportunities include development of more efficient and agile emergency management models, building on smart city concepts, dangers include surveillance, social sorting and an erosion of civil liberties. Against this backdrop, we briefly explore human practice focused 'privacy by design' as a candidate design avenue.

Abstract: Future laboratories allow users to experiment with future technologies in as realistic as possible conditions. We have devised this method because, to realize the potential of ubiquitous computing technologies it is essential to anticipate and design for future practices, but for prospective users it is often difficult to imagine and articulate future practices and provide design specifications. They readily invent new ways of working in engagement with new technologies, though and, by facilitating as realistic as possible use of prototype technologies in Future Laboratories designers and users can define both opportunities and constraints for design. We present 11 scenes from a Major Incidents Future Laboratory held in September 2005. For each scene we point out key results. Many raise tough questions rather than provide quick answers. In the discussion we summarize important lessons learnt.

Abstract: In this paper we describe the inspiration for, and the design of, prototype technologies that support emergency teamwork. We combine ethnographic studies of material practice, participatory design collaboration with emergency personnel, and knowledge of the potential of ubiquitous computing technologies to 'stretch' the materiality of envi-ronments, persons and equipment. A range of prototypes-products of an iterative, ethnographically informed, participatory design process-are described in a series of scenarios. We conclude with a discussion of potential benefits and challenges our experience raises for socio-technical-material innovation in emergency teamwork.

Abstract: In this paper we use the formative evaluation of a prototype 'assembly' of pervasive computing technologies to specify design implications for emergency virtual teamwork tools. The prototype assembly, called “Overview”, was implemented in collaboration with police, fire and medical emergency services as part of the real life event management during the Tall Ships' Races 2007 in Denmark. We describe how the emergency teams used the technologies for collaboration between distributed colleagues, to produce shared situation awareness, to manage efforts and resources and respond to minor emergencies. Trust in technology is a key need virtual teams identify in their endeavours to dovetail innovative technologies into emergency work. We show how practices of working up trust are supported by the PalCom open architecture (which was used to build Overview), and delineate design guidelines to enable the productive integration of pervasive computing.

The Guidelines would facilitate Risk Governance and serve as a living community resource to support the design and use of IT for PPDR and Risk Governance.

Abstract: Emergencies are characterised by uncertainty. This motivates the design of information systems that model and predict complex natural, material or human processes to support understanding and reduce uncertainty through prediction. The correspondence between system models and reality, however, is also governed by uncertainties, and designers have developed methods to render ?the world? transparent in ways that can inform, fine-tune and validate models. Additionally, people experience uncertainties in their use of simulation and prediction systems. This is a major obstacle to effective utilisation. We discuss ethically and socially motivated demands for transparency.

Abstract: This paper presents a case study of a very recent man-made crisis in Norway on 22 July, 2011, during which a single person first detonated a bomb in downtown Oslo and then killed 69 young people on the island of Utøya. It proposes a novel way of conceptualizing the public contribution to mobilization of resources using microblogging, particularly tweeting. By examining aspects of public and professional response to this crisis, the notion of peripheral response is developed in relation to emergent forms of agile and dialogic emergency response. Through examining the distributed efforts of responding to the crisis, the paper also revisits situation awareness and reflects upon the dynamic and constantly changing environment that social media and crises inhabit together. © 2012 ISCRAM.
