Abstract: With a coastline touching upon the Pacific and Atlantic Oceans, the Great Lakes and the Arctic Sea, the Canadian MSOCs are faced with a daunting task. They are responsible for both routine duties, including patrolling coastal areas and collecting satellite data, as well as critical missions, such as emergency response and crime intervention. Both kinds of mission require the fusion of data from a variety of sources and the orchestration of myriad heterogeneous resources over great physical distances. They must deal with uncertainty, both in terms of what can be known and also in the outcomes of actions, and must interact with an environment prone to dynamic change. We present the architecture and core mechanisms of a decision support system for marine safety and security operations (Glässer, Jackson, Araghi, When and Shahir, 2010). The goal of this system is to enhance complex command and control tasks by improving situational awareness and automating task assignments. This system concept includes adaptive information fusion techniques integrated with decentralized control mechanisms for dynamic resource configuration management and task execution management under uncertainty. Autonomously operating agents employ collaboration and coordination to collectively form an intelligent decision support system. © 2012 ISCRAM.

Abstract: The purpose of this work is to enhance the understanding of command and control in collectives, paying particular attention to coalition situations when multiple, typically autonomous agencies are expected to work together harmoniously. There are two different approaches to dealing with commands, one approach focuses on individual command components and the other studies the interplay between different commands. This paper is a first attempt at bringing these two views together, with the aim of understanding what is needed for human autonomous systems to work as collectives through command and control systems that achieve their full capability through “command by intent”, while also encouraging and encompassing new agile behaviour both at the individual and organizational level. We have identified key aspects of commands in collectives (both from existing literature and from our own work) and demonstrate our findings in case studies taken from hurricane Katrina, 1995 Oklahoma city bombings, the 2001 attack on the Pentagon, as well as some incidents of lower complexity, such as an oil spillage on a motorway.

Abstract: In emergency response, parallel working coordination groups and command and control centres are responsible to deal with complex events. A well-functioning exchange of information between organizations, officials and these coordination groups is the basis for an efficient risk management. This paper describes a methodical ap-proach for field observation to understand and improve the inter-organizational information management be-tween the involved partners. The method was tested within a practical approach and possible occurring problems during the observation were identified and solutions for these problems are provided.

Abstract: We use the term “Personal Safety Assistants” (PSAs) to refer to a family of mobile information systems that intend to reduce the risks of both citizens and responders in emergency responses. Using their mobile devices, they can access to personalized views of the emergency plans including context-aware evacuation instructions or real time guidance to specific locations for rescue operations, among others. Additionally, both responders and citizens act as context sources sending fresh information (e.g. pictures of damaged areas) to the command and control center, increasing situational awareness. In this paper, we show how the SUCRE infrastructure collects and processes contextual information to improve the information infrastructure during responses. We describe the current status of the system and outline the incoming enhancements.

The study is based on case studies and interviews in Sweden with the aim to understand how information processing best can be supported from a crisis manager's perspective. The needs and requirements found in the study can be used in future system design or improvement.

Abstract: This paper presents an analysis of situation reports used and created by a crisis management team within the Swedish healthcare sector during the early phase of the COVID-19 pandemic. The analysis was conducted through a deductive content analysis, where categories were identified based on the concepts of common operational pictures, sensemaking, and situation awareness. In the analysis, support for all identified categories was found. Based on the analysis and the concepts, future recommendations regarding what type of information that ought to be included in situation reports were created. These recommendations include, amongst others, the categories of consequences, how it is perceived by the public, objectives, status and implications of information, future scenarios, actions, resources, and work procedures.

Abstract: Over the last decade, the disaster response landscape is increasingly complemented by voluntary citizen initiatives on digital platforms. These developments have opened up opportunities for response agencies and NGOs to organize local community involvement. In this paper we focus on the question how citizen involvement can be proactively organized toward disaster relief and what kind of dilemmas may arise in this process. We studied Ready2Help, an online platform developed by the Dutch Red Cross. Bringing together 36.000 volunteers, the platform plays a significant role in addressing the current refugee crisis. In our analysis we demonstrate the platform?s potential, but also note a tension between control and cooperation. Our results indicate that, in contrast to their initial objective, during the crisis the Red Cross falls back on principles of control to organize citizen response efforts. We end by discussing our future research agenda aimed at bridging formal and emergent citizen responses.

Abstract: When crisis management plans are described in natural language documents, they may contain logical inconsistencies or ambiguities that are not immediately apparent. To allow automated early detection of such errors, they need to be described in a well defined formalism. C2Sketch is a tool for modeling command and control systems that provides such a structure for formalizing (crisis management) plans. However, C2Sketch is in active development and to what extent real-world crisis management plans can be expressed in it is unknown. In this exploratory study the unstructured text of a small sample of publicly available regional-level crisis management plans was translated systematically into structured C2Sketch mission-plans to uncover limitations and opportunities for further development of the tool. The plans contained enough information to largely capture the networks of actors and their tasks therein, but did contain enough operational information to develop complete C2Sketch models from.

Abstract: This paper tests the claimed benefits of using geographical information systems (GIS) in emergency response operations. An experimental study comparing command teams using GIS and paper-based maps is presented. The study utilized a combined approach using microworld simulations together with physical artefacts. Participants in the experiment took the role of command teams, facing the task of extinguishing a simulated forest fire. A total of 132 persons, forming 22 teams, participated in the study. In eleven of the teams, the participants were given access to GIS with positioning of fire-brigades as well as sensor data about the fire outbreak. In the other eleven teams, the participants were using paper-based maps. The result shows that teams using GIS performed significantly better than teams with paper-based maps in terms of saved area. Communication volume was considerably reduced in the case of GIS teams. Implications of these results on GIS are discussed as well as methodological considerations for future research.

Abstract: This paper presents an ethnographic study consisting of non-participatory observations of a Swedish regional medical command and control team during their crisis response to the COVID-19 pandemic. The field-notes from the observations were analyzed using a deductive content analysis with categories representing teamwork processes. The content analysis showed that the studied regional medical command and control team was engaged in all but one of the predefined teamwork processes. Furthermore, the content analysis also added to the understanding of the regional medical command and control team’s work procedures by emphasizing how the team was engaged in the different processes. Lastly, the content analysis also made it possible to identify potential developmental needs of the studied regional medical command and control team.

Abstract: It is generally agreed in crisis management that a comprehensive visualization of the situation is crucial for an appropriate situational awareness of the staff personnel in control rooms. Therefore an expert group of fire officers in the German State North Rhine Westphalia developed a system for this purpose known as the “tactical wall”. The core of the system is a situation map of the relevant area with so-called tactical signs, i. e. defined graphic symbols for hazards, response units and tactical measures. Moreover, the assignment of response units to tactical sectors or staging areas as well as other relevant information such as the management organization is displayed at defined places within the wall. While the system was purely manual in its original version, a new digital version was recently developed. The user interfaces of this system are web-based and can by intuitively operated after a minor training effort.

Abstract: Spontaneous volunteers influence crisis and disaster relief efforts as both an effective aid and a stressing factor for emergency organisations. Managing the negative impacts of spontaneous volunteering has thus become part of command and control deliberations. In this paper, we take a closer look at integrating spontaneous volunteers into the formal response system to mitigate negative impacts.
Working with participants from formal response organisations, we gathered qualitative data regarding the management of spontaneous volunteers during the European migration crisis in 2015.
Through thematic analysis, we extracted topics to systematically describe the interaction between emergency organisations and spontaneous volunteers. As implication thereof, we propose how computer supported systems can be applied to better manage spontaneous volunteers. In our discussion, we focus on the registration process and ad hoc verification of spontaneous volunteers to better integrate them in the formal response process.

Abstract: Post-crisis analysis of transboundary crises in Sweden is problematic due to limited documentation. We believe that there is a need to find tools to better understand the command and control, and to understand how the information sharing that takes place during larger crises works. This paper presents the results of an ongoing research, as well as findings about how the TETRA system is used for information sharing in transboundary crises. The data used was collected from two large emergency exercises, where Swedish, Finnish and Norwegian TETRA systems were merged. Communication in 10 shared talk groups was recorded, transcribed and analyzed. The communication in shared TETRA-talk-groups mostly focused on information about the accident, the recourses and first respond units, as well as the actions of each unit. The research also exemplifies and shows that communication within TETRA-talk-groups in transboundary crisis can give new insight into how command and control works.

Ineffective collaboration may potentially result in poor performance and loss of life. The increased adoption of sensor rich mobile devices allow for mobile context to be leveraged. In this paper, we present Overseer, an agent-based system that exploits context information from mobile devices to facilitate collaboration and task allocation. We describe how mobile context can be used to create dynamic role-based assignments to enhance collaboration and effective task management.

Abstract: This paper describes our approach to facilitating automated data sharing during a crisis management scenario. There are a number of reasons why this is difficult, of which we are addressing two of the main ones. Firstly, data in different organisations (and organisations) is mismatched in that different terminology, structure, specificity and data formats are used, so automated comprehension of data is problematic. Secondly, is that it is hard to assess the trustworthiness of data from other organisations. We have developed data-matching and provenance-based solutions to these problems individually. In this paper, we discuss how best these approaches can be integrated so that decision makers can quickly and automatically be presented with data to match, or approximately match, their data needs, together with the right information for them to understand the quality and meaning of this data, and introduce the CEM-DIT (Communication for Emergency Management through Data Integration and Trust) system.

Abstract: Shared situation awareness is hard to measure, especially in operative environments such as crisis management. In this paper the purpose is to develop a novel method to measure to what extent the team has shared situation awareness that can be used in operations. 20 two person teams participated in a study where a dynamic and evolving tactical decision-making task was solved. Shared situation awareness, shared priorities, and team performance were assessed. The results show that the shared priorities measure in this study did not relate to shared situation awareness. Several methodological concerns was identified which could have affected the results. The measure did relate to subjective ratings of cooperation which is very interesting and it is suggested that the measure captured aspects of teamwork. The shared priorities measure was easy to employ, required little preparation, and is a promising addition to team research.

CICC-RJ is part of Rio de Janeiro state?s response to the Brazilian national government?s mandate to improve the state?s ability to anticipate and respond coherently to public safety events in the region. Its infrastructure is intended to enable and promote local agencies? ability to anticipate, plan, monitor, and respond to public safety events by sharing operational intelligence and acting in concert. The aim of this paper is to explore some of the CICC-RJ issues where fragility and resilience were at play during the operational management of the 2014 World Cup in Rio de Janeiro, as the CICC-RJ seeks to enhance its capabilities to promote resilience in preparation for the 2016 Olympics in Brazil.

Abstract: Traditional mobile phones have been used for alerting purposes by utilizing their SMS and cell broadcasting features. They do however not suit for demanding alerting and command purposes, for the observation of special forces, rescue officers and civilians, or for the post-evaluation of the operation. Current 3G and 4G/LTE smartphones can do all this, but the empirical evidence is missing. This article reports of the preliminary tests which the University of Jyväskylä has made with the Finnish Police for alerting civilians and for commanding two special groups of the police with smartphones. Smartphones were also used for observing police officers' position and status and for post-evaluating action during and after the operation. The study supports using smartphones for alerting, command and control purposes. Because of external distractions alerts are noticed better at night than in the daytime. In active hours personal alerts should be given not only by a voice alarm but by stimulating 2-3 senses at the same time. Noticing of smartphone alerts might be improved also by using some additional reception device with the handset.

Abstract: After the summer 2017 deadly wildfires in Portugal, President Juncker of the European Commission asked for “a stronger European Union (EU)”, clearly targeting civil protection management. This wish found achievement in the March 2019 guidance to establish a reserve of EU response capacities called “rescEU”, integrated into the jurisdictional basis of EU civil protection. However, the authors regret the ambition of this plan has not been fulfilled. Due to some very “European constraints” this “new deal” has introduced only small changes in terms of resources and knowledge management. In each of the past several years, climate change has brought new examples of fatal natural disasters: wildfires in Sweden, and Greece, and flash floods in Spain and France. Because of this continuous rise in disasters, and based on some lessons learned, the authors stress that it's now time to shape a project to improve European Civil Protection. The idea is to move from the already good modular system of the EU Civil Protection Mechanism to an integrated, robust, and unique European Command System, which clearly must be fully interoperable with other existing mechanisms (US ICS, UNOCHA...).

Abstract: The semantics of things represent the central problem of the heterogeneous domain of emergency response. Both the communication between human actors and the interface between information systems face this hurdle with high impact on the efficiency in mission and time critical command and control processes. The integration of applications and information sharing based on semantic technologies promise added value for a solution to this problem. Therefore a model of the domain is essential; this paper contributes a domain ontology for fire protection. The scientific discussion as well as expert interviews built the basis for a new modeling approach. The selection of ontology languages is one of the important design issues presented in this paper.

Abstract: In this paper, methodological issues in research and training of complex command and control structures in emergency management are addressed. In particular, a methodological approach combining real-time role-playing exercise, after action review and observations is presented. An explorative study-ALFA-05-utilizing this approach is described. A brief overview of methodological aspects of preparation and execution is given. Further, experience gained and methodological lessons learned are also discussed. Finally, real-time role-playing exercise in combination with other methods is suggested as a feasible method for researchers and exercise managers to tackle present and future command and control in complex settings, where interaction and communication are in focus. In addition, areas for further development of the real-time role-playing exercises as a research method are suggested.

Abstract: This paper presents preliminary analysis from a validation study of a novel emergency medicine command and control training and evaluation simulator: DIGEMERGO®. The simulated emergency scenario was a surge capacity event at a generic emergency department, in which the participants took on a management role as the emergency department?s coordinating head nurse. A between group validation design with medical expert and novice participants was used. Initial analysis examined three triage measures associated with surge capacity management performance: time to triage, amount of patients triaged, and triage accuracy. The results show that experts were significantly more accurate at triaging in-hospital patients, but not incoming trauma patients. No significant differences in time or number of patients triaged was found. These initial results partially indicate simulator validity, but trauma patient triage accuracy suffered from a confounding variable in the triage system used. Analysis of additional measures is undergoing to further investigate validity claims.

Abstract: A novel, 'net-centric' approach to disaster management is challenging traditional forms of command and control, through technology-supported, self-directed networks of heterogeneous stakeholders including affected citizens. Citizen involvement in crisis response can strengthen the resilience of local communities, and improve the relevance and delivery of response, evidenced by increasingly important Web2.0-based platforms. While netcentric responses show promise as a principle, it remains unclear how networks can be integrated in shared response infrastructures. We draw on the concepts of 'programming' and 'switching' to suggest a different perspective by which to explore the potential and consequences of interconnected networks. Finally, we propose a research agenda that can help identify and understand switching points in disaster response, comparing a weakly formalized management structure, but strong in citizen involvement, with a strongly formalized management structure, but weak in citizen involvement. We thereby suggest how response organizations can relinquish their reliance on control and command approaches, increasing their adaptive capacity to capitalize on citizen-based information.

Abstract: Effective command and control (C2) is necessary to achieve and maintain superiority in military engagements. C2 is well documented in the literature and is a major focus in the military arena; however, the conventional military network topology is increasingly becoming a liability and ineffective in the new age of asymmetric warfare. The beyond-line-of-sight command and control (BLOS C2) concept is a radical shift towards a seamless joint network topology, which will dramatically increase tactical C2 across military service branches, equipment types, and geographical locations. Though BLOS C2 is still in its testing phase, this paper examines the systems thinking approach of BLOS C2 with respect to layered models, adaptation, and synergy. The implementation of the BLOS C2 “tactical Wi-Fi” concept helps fill a Central Command (CENTCOM) capability gap in support of a Contingency Plan (CONPLAN) that provides Navy Forces Central Command (NAVCENT) with a robust force protection system. © 2012 ISCRAM.
