Abstract: In disaster situations security authorities and organizations have the responsibility and duty to manage the disaster response. These organizations work in elaborated command and control structures with well trained employees. But in recent events, supported by new technologies like social media and mobile devices, spontaneous volunteers from the local population gained new importance as helpful force in disaster response. The high amount of volunteers bears high potentials to improve the efficiency of several activities through pure manpower. However, these people are not integrated in existing structures and lack a proper qualification. The proper coordination of spontaneous volunteers poses new challenges for disaster authorities. In this paper we introduce the prototype of a novel information system enabling crisis committees to coordinate spontaneous volunteers by semi-automated purposive communication and allocation. The results of first staff exercises are discussed to emphasize potential benefits and open challenges.

Abstract: Timely information is essential for better dynamic situational awareness, which leads to efficient resource planning, coordination, and action. However, given the scale and outreach of social media�a key information sharing platform during crises, diverse types of users participate in discussions during crises, which affect the vetting of information for dynamic situational awareness and response coordination activities. In this paper, we present a user analysis on Twitter during crises for three major user types�Organization, Organizationaffiliated (a person�s self-identifying affiliation with an organization in his/her profile), and Non-affiliated (person not identifying any affiliation), by first classifying users and then presenting their communication patterns during two recent crises. Our analysis shows distinctive patterns of the three user types for participation and communication on social media during crises. Such a user-centric approach to study information sharing during crisis events can act as a precursor to deeper domain-driven content analysis for response agencies.

Abstract: Fostering community resilience in the aftermath of a disaster constitutes a significant challenge and requires an adequate understanding of the community?s specific capabilities and vulnerabilities. We carried out a field study in Nepal as a multi-disciplinary research team that explored how the humanitarian response enabled community resilience after the devastating earthquakes. We explored three elements of resilience: persistence, adaptability and transformability by zooming in and out between the local community and humanitarian organizations operating at the national level. Our combined insights from three disciplines, social sciences, information management and logistics, show that humanitarian organizations operating in Nepal still primarily aimed to (re)build community resilience ?from above? instead of enabling communities to strengthen their own resilience in a bottom up way. In this paper we contend that fostering an inclusive and networked response has the potential to strengthen the adaptive capacity of humanitarian organizations and community groups and boost local resilience.

Abstract: Crisis management frameworks are typically associated with concepts related to command and control or ?hierarchical? decision-making. However, advancements in communication technologies and new media platforms have brought new prospects to the design of crisis management frameworks. Social media platforms, for example, enable volunteering citizens to actively take part in crisis response efforts. In our paper we explore comparing and contrasting two forms of crisis management frameworks: a formal, the well-tested Incident Command System of the US, and an informal example, the Community Emergency Response Teams (CERT) program. The goal of the paper is to outline potential ways to examine the disparities in network structure and collaboration linkages in different forms of crisis management frameworks.

Abstract: Organizing response operations during large-scale and complex disasters requires an ability to meet and adapt to sudden changes of plans. This paper presents descriptive accounts from an ethnographic field study of the work of a foreign Ebola response team during the Ebola outbreak on location in Liberia. The findings illustrate how response work is subject to frequent and rapid changes that result in unforeseen consequences that could cause frictions and dilemmas. The findings imply tentative implications for design, suggesting a need for improved decision support for re-planning and re-designing of ongoing response operations.

Abstract: Over the years many different strategies, approaches and tools have been used in emergency response to connect information flows. In large-scale emergencies different tools, processes and structures are used to coordinate information. This is in part due to the differences in countries, emergencies, and local context, but also personal preferences, capabilities and resources play a role. Despite these differences, being able to compare and contrast various information structures, processes and systems would be beneficial to identify recurring structures and their performance. Modelling languages have been used in many other contexts to support these practices of describing, analyzing and comparing processes. This research examines the need and potential of a tailored modelling language to visualize information flow setups. In this study an initial set of requirements is developed from a literature study and further validated with expert in-depth interview. These requirements are compared with existing modelling languages to identify key building blocks of the language. The results provide key considerations for the development of a new modelling language to describe information flows in a consistent and structured manner.

Abstract: Humanitarian crisis require a responsive and agile response. The number of professional and volunteer organization involved in the response to humanitarian disasters has increased over the past year, making coordination more important than ever before. This paper discusses the main issues of Humanitarian Disaster Management (HDM) coordination and the different modes applied on the field. We argue that while these challenges have been addressed by scientific literature with dedicated solutions, there is still a considerable gap between humanitarian best practice and academic state of the art.
This paper proposes a field-oriented methodology to bridge this gap. We analyze the findings from field research on the Typhoon Haiyan response (Philippines, 2013) and deduce practitioners? requirements for HDM coordination support systems. Then we suggest a research agenda from a gap analysis comparing requirements with the existing solutions and the scientific approaches.

Abstract: Organizations allow structuring and coordinating the activities of robots that take part in a multi-robot system (MRS). Within a given organization, each robot is assigned to a role that governs its behavior and its interactions with the other members of the MRS. In this paper; we investigate in a class of problems where role allocation must be done dynamically. This applies, for example in the context of rescue robotic applications where neither the number of robots nor characteristics are known a priori. Furthermore, tasks to be performed are not necessarily all known or at least a portion of the information remains to be discovered (e.g. locations of victims). Finally, some robots may temporarily leave the MRS (for battery recharging) or permanently due to failure or breakage. We propose a solution that can dynamically allocate roles to robots and revise the allocation. This revision takes place in case of failure of agents or in case of discovery of a new task. This allocation allows agents to participate in several tasks. © 2012 ISCRAM.

Abstract: We report on an initial assessment of a grassroots tool developed within the Volunteer Organizations Active in Disaster (VOAD) community to support the coordination of efforts between the diverse network of relief organizations on the ground following a disaster. We look first at the problems that led to its development and the volunteer principles embodied in the tool. We then present an overview of the primary workflows and processes used to capture and manage work orders within this system. We discuss some of the benefits of centralized coordination of work across this network, opportunities for future growth, and some of the barriers that are inhibiting further growth of this tool. Finally, we conclude with opportunities for future research.

Abstract: In complex crises, coordination between organizations is challenging. Knowledge needed to coordinate, like responsibilities, capabilities and interdependencies between tasks are often not known or not communicated systematically. As a result, coordination develops gradually and causes confusion. In this paper we describe an approach and tool called 'Profiler', that focuses on quickly increasing knowledge and understanding about the participating organizations while preparing for, or at the beginning of a crisis. Profiler was evaluated during an exercise of 1 Civil Military Coordination Battalion (1CIMICbat). Teams consisting of functional specialists performed a damage and needs assessments after a flooding. The results show that participants that used Profiler increased their knowledge and integrated understanding, when this was initially lacking. Further, participants with improved knowledge and integrated understanding, coordinated more within and between teams, when they perceived to be interdependent. Our results point in the direction that coordination effectiveness and efficiency may be improved with our approach.

Abstract: In public safety communications the first responders are getting directions about the tactical action plan with multicast voice whereas they can report back to the dispatcher with unicast voice. In this paper, the aim is to find the maximum number of voice calls for situation reporting in the presence of multicast voice for tactical coordination. In order to increase the reliability of our analysis we verify our simulator against a test bed prototype consisting of three 802.11 terminals. The simulation study is applied within a mobile cell. The proposed mobility model applies for initial deployment in emergency scenarios. We investigate the statistical properties of the model by simulations.

Abstract: Coordination bodies that attempt to overcome coordination barriers in humanitarian relief face many challenges. Among them are general organizational barriers to coordination as well as functionally-oriented barriers arising specifically from information management (IM) and information technology (IT) issues. Based on data collected from three coordination bodies, the research presented here examines IM and IT-related barriers, identifying similarities and differences between them as well as requirements for resolving them. The research finds that while many similarities exist, resolving IM issues typically requires higher levels of organizational change as compared to IT-related barriers. The research concludes that coordination bodies need to address a mixture of IT and IM related issues both to foster better coordination but also to ensure their efforts are successful.

Abstract: All phases of emergency management activities – that we will reference hereafter as eResponse activities – depend on data from a variety of sources and involve a range of different organizations and teams at various administrative levels with their own systems and services. The existence of numerous and different actors, policies, procedures, data standards and systems results in coordination problems with respect to data analysis, information delivery and resource management.. In this paper we present a novel approach based on interaction models distributed through a peer to peer infrastructure and we show how it can be applied in the context of crisis management to support coalition formation and process coordination in open environments. In particular, a prototype eResponse simulation system – built on a P2P infrastructure – has been developed to execute interaction models describing common coordination tasks in emergency response domain. Preliminary evaluation of the proposed framework demonstrates its capability to support such eResponse tasks.

Abstract: Resilience to disasters depends on measures taken before, during and after the occurrence of adverse events. These measures require interactions between people belonging to different organizations (public, private, non-profit) and citizens in normal and stressful situations. The efficiency of resilience measures results from the collective interaction of individuals, groups of individuals, and organizations, as well as the situational characteristics of the decision environment. The aim of the French-German research project INCA is to develop a decision support framework for improving cross-border area resilience to disasters. This project comprises the design and the implementation of a multi-agent system with the objective to study the behavioral and organizational implications of cross-border cooperation for crisis management and disaster resilience. The analyzed measures focus on citizens who require medical support and the integration of volunteers into the crisis management procedure. This paper outlines the potentials of the multi-agent system and provides first implementation insights.

Abstract: Resource coordination between NGOs is crucial to have efficient emergency responses. Information Systems (IS) are a tool facilitating resource transfers, information exchanges, and resource coordination between organizations. They cannot be efficient if they are not adapted to fundamental problems of crisis management and specifically to resource coordination processes. This paper explores the operational aspect of resource transfer processes, the intensity of resource coordination between NGOs, and the characteristics an IS, as a support to those processes, must have to improve the resource coordination. Sixty-five in-depth interviews, documentation, and on-site observations in Chile with 13 NGOs chosen for their diversity allowed identifying different categories of processes. A mixed-transformative approach being used, intensity scores were assigned to processes and global scores were calculated for NGOs, based on their processes. A brief discussion follows on how information systems should be adapted to help these processes to increase coordination intensity.

Abstract: Disasters and crisis create complex conditions that require intra-organizational and inter-organizational coordination throughout the duration of response operations. Emergency response plans and Incident Command Systems that are implemented at times of crisis are well defined on the intra-organizational level, following organization?s own hierarchy and resources. However, in reality, units of different organizations behave differently as they form sub-networks to carry out tasks involved in response operations, despite differences in operating protocols and training background. In this paper we introduce a novel approach to study crisis response networks: the emergence of coordination clusters. The results indicate resilience in the behavior of response units from different organizations as they re-organize into coordination clusters and collectively respond to the unfolding emergency events. Understanding characteristics of coordination clusters helps to identify critical tasks and units beside resources required during emergency response operations. Our results contribute to the continuous change in the concepts of crisis response management and the shift towards a network and function based response protocols.

Abstract: Simulation exercises as a training tool for enhancing preparedness for emergency response are widely adopted in disaster management. This paper addresses current scenario design processes, proposes an alternative approach for simulation exercises and introduces a conceptual design of an adaptive scenario generator. Our work is based on a systematic literature review and observations made during TRIPLEX-2016 exercise in Farsund, Norway. The planning process and scenario selection of simulation exercises impact directly the effectiveness of intra- and interorganizational cooperation. However, collective learning goals are rarely addressed and most simulations are focused on institution-specific learning goals. Current scenario design processes are often inflexible and begin from scratch for each exercise. In our approach, we address both individual and collective learning goals and the demand to develop scenarios on different layers of organizational learning. Further, we propose a scenario generator that partly automates the scenario selection and adaptively responds to the exercise evolvement.

Abstract: Disaster response operations exceed the capacities of each single organization
Disaster response operations exceed the capacities of each single organization and thus require cooperation by at least two, often up to some hundred agencies who do seldom interact in their daily operations. The result is a complex problem of cognition, coordination, command and control. This paper presents a review of empirical studies on multi-agency coordination in disaster response operations in order to initiate and facilitate cross-case learning. The review covers 72 empirical studies and highlights the importance of themes such as plans and plan enactment, leadership or personal acquaintance of actors in emergent multi-agency response networks. The analysis also shows that while some themes received extensive coverage in scholarly publications (e.g. training, skills), various important topics have not been studied in sufficient depth (e.g. development of common operational pictures, plan enactment). Based on these insights, the review develops a research agenda and derives various recommendations for practical disaster response management.

Abstract: In peace support operations, military and civil actors are often cooperating in international coalitions. In such operations, effective and efficient coordination and information sharing is a prerequisite for effective Civil-Military Interaction (CMI), but the literature shows that this still leaves much room for improvement. Most research in this area takes a behavioral-science approach. We argue that existing research could be complemented with a design-science approach, which is an Information Systems problem-solving paradigm with its roots in engineering. After developing a high level CMI information exchange model and identifying inhibitors for information exchange, this paper provides a comparison between CMI in peace support operations and the collaboration of commercial enterprises using the e-Business paradigm. Based on observed similarities, the paper argues that the enabling technology for e-Business could overcome current inhibitors for effective and efficient information exchange for CMI in peace support operations, and is complementary to other mechanisms for information exchange. © 2012 ISCRAM.

Abstract: We assess the usability of public inquiry report data to build a formal trace that can be used in later stages to create an agent model simulating crisis response coordination. The case taken is a train tunnel fire near the underground train station at Amsterdam Airport Schiphol that turned out to be harmless, but the incident illustrated key weaknesses in inter-organizational coordination causing a slower response than required in case of a more serious fire. We present a taxonomy of data problems resulting from our attempt to reconstruct a logical series of events. Our formal trace cannot support all the report's claims that explain the failures in coordination. Abstract: The objective of this international initiative was to provide an integrated framework for strengthening early warning systems in the Indian Ocean region by building on existing systems and facilitating coordination among specialized and technical institutions. The project supported the development of tsunami early warning systems in collaboration with numerous United Nations and other organizations devoted to disaster risk management and risk reduction. For the practitioner of early warning systems, the project has been divided into two areas-warning system development and preparedness. As a cross-cutting theme, the project promoted multi-hazard end-to-end systems in a regional context by emphasizing (i) risk knowledge, (ii) monitoring and warning service, (iii) communications and dissemination of understandable warnings and (iv) response capability and preparedness. The activities of the project were structured into five components-system implementation, integrated risk management, public awareness and education, community-level approaches and project coordination. Practitioners should note that the work represents a first step for establishing a complete tsunami early warning system within a multi-hazard framework.
