Abstract: The goal of the paper is to discuss the framework for an interdisciplinary human-computer interactive technology that facilitates information and resource exchange and forms core groups for crisis management. The social networks discussed here are designed to incorporate local knowledge and participation and to foster institutional and academic ties by modeling interrelationships among global communities and exploring policy options. Social interactions between individuals and organizations are explored especially in situations when directed responses are helpful in predicting the complex interplay between social, political, and technological systems and practices that result in a transfer of information and resources in disaster situations. In the future, such networks shall identify patterns through which groups interact in responding to critical issues and shall incorporate more complicated actions by individuals and organizations allowing them to move away from a rigid path to manage disasters via the most situationally appropriate routes.

Abstract: It is commonly assumed that conducting exercises will contribute to better crisis management. However, the exact mechanisms of cause and effect are hard to isolate empirically. The objective of this paper is to compile and analyze the recommendations in the literature on inter-organizational exercises and learning. While not claiming to meet the strict scientific demand of empirical validation and general applicability, the compilation may nevertheless provide some guidance from research to practitioners. Forty-four papers about learning in interorganizational exercises were analyzed. Out of the analyzed papers, 28 discussed obstacles or success factors.
However, the recommendations applicable in one setting are not automatically valid in others, and some are even contradictory. The recommendations have therefore been categorized according to two criteria; when in the exercise cycle and for whom they apply. Several recommendations concern individual learning, but maximizing individual learning can sometimes hamper learning on the organizational level.

Abstract: Society's welfare is very dependent on the effective performance of Critical Infrastructure (CI). Nowadays, CI constitutes a network of interconnected and interdependent entities. This means that a serious event in one CI can originate cascading events in the rest, leading to a serious crisis. As a consequence, Crisis Management (CM) and Critical Infrastructure Protection (CIP) should converge and integrate their findings, providing a more unified approach. One relevant issue when developing integrated CM/CIP research is what type of unit of analysis should be used, as it conditions the research objectives and questions. This paper presents an analysis of three different units of analysis used in CM research, focusing on the research objectives and questions used in them. These three different units of analysis have been used in a European CIP research project where three simulation models have been developed based on these three units of analysis.

Abstract: Social media is used during crises and disasters by state authorities and citizens to communicate and provide, gain
and analyze information. Monitoring of platforms in such cases is both a well-established practice and a research
area. The question, whether people are willing to renounce privacy in social media during critical incidents, or
even allow surveillance in order to contribute to public security, remains unanswered. Our survey of 1,024 German
inhabitants is the first empirical study on people�s views on social media monitoring and surveillance in crisis
management. We find the willingness to share data during an imminent threat depends mostly on the type of data:
a majority (63% and 67%, respectively) would give access to addresses and telephone numbers, whereas the
willingness to share content of chats or telephone calls is significantly lower (27%). Our analysis reveals diverging
opinions among participants and some effects of sociodemographic variables on the acceptance of invasions into
privacy.

Abstract: One of the important aspects of the crisis management consists in a comprehensive analysis of the impacts generated and their associated cost. The capacity to carry out an efficient holistic management, through the development of preventive measures and response programs relies on a proper estimation of impacts which helps to mitigate the harshness or can even avoid impacts in face of future crises. The aim of this paper is to analyse existing methodologies for natural disasters' impact evaluation, the identification of the different impact categories as well as the explanation of a natural disasters impact framework, which includes a list of indicators for a correct impact assessment. The framework also analyses the evolution of impacts, that is, how immediate impacts can also generate delayed impacts.

Abstract: We describe a socio-technical system designed to train different organisations in emergency management during the preparedness phase. In this system, both humans and the system work together in building organisational context awareness. The system uses a normative multi-agent system and a tangible table for user interaction. Real time virtual feedbacks are used to draw users? attention to the validity of their actions with respect to the emergency plan. Feedback allows the actors to be aware of the other factors that impact the validity of their action (actions of other actors, environment etc.) and to identify the behaviour that is expected of them by the other organisations. The system is still in its prototype phase. Its behaviour is illustrated by example scenarios, showing that it is possible to support collaboration amongst distant actors, in a way that only relevant information is shown.

Abstract: To assess current situation properly is crucial for effective decision-making in crisis management. However, gathering accurate information from incidence sites and providing appropriate support for assessment practices faces several challenges. The unique information demands of each crisis situation, the information availability or inter-organizational problems and obstacles to information exchange are important factors that need to be considered in designing ICT. In this contribution we present results from an empirical study about decision-making practices in scenarios of medium to large power outages in Germany. We focused on the needs and practices on information exchange at the level of inter-organizational cooperation. We examined the cooperation of fire departments, police, public administration, electricity infrastructure operators and citizens. Our empirical material reflects particularly conditions and challenges in current situation assessment practices, and we were able to derive design requirements for an inter-organizational situation assessment client as a complementary tool for existing crisis management infrastructures. © 2012 ISCRAM.

Abstract: Information is the most valuable resource for coping and recovery work in crisis management. It is the foundation for coordination, collaboration and decision-making. However, several challenges face information retrieval, evaluation and exchange processes in inter-organizational crisis management. On the one hand, due to the dynamic nature of crisis situations, information demands are hardly predictable and change in the course of time. Moreover, inter-organizational issues like terminology issues, policy constrains or even the lack of awareness about information available are influencing factors and need to be considered in designing appropriate ICT. In this paper we report from an empirical study, where we had a closer look on information retrieval and exchange practices in scenarios of medium to large power outages in Germany on an interorganizational level. Derived from these results, we were able to present a reference implementation of an interorganizational information repository (IOIR) and report our findings from a related evaluation.

Abstract: Planning, designing, facilitating, and evaluating are central activities for instructors when conducting exercises. When conducting these activities, instructors usually rely on past experiences since structured educations or guides for instructors do not exist. It is therefore evident that there is a need for such educations or guides. In this study, the contents of a guide for instructors are proposed. The contents are based on seven semi-structured interviews with novel and experienced instructors, where they were asked to map their procedures for conducting exercises through a journey map. The interviews resulted in material which was transcribed and analysed using a thematic analysis. The thematic analysis emphasized five themes to consider when acting as an instructor, namely roles, realism, defining purpose and goals, learning, and planning and acting. The results from the interviews, combined with past literature, resulted in proposed contents for an instructor’s guide which is currently being developed.

Abstract: The growing use of a variety of information systems in crisis management both by non-governmental organizations (NGOs) and emergency management agencies makes the challenges of information sharing and interoperability increasingly important. The use of semantic web technologies is a growing area and is a technology stack specifically suited to these challenges. This paper presents a review of ontologies, vocabularies and taxonomies that are useful in crisis management systems. We identify the different subject areas relevant to crisis management based on a review of the literature. The different ontologies and vocabularies available are analysed in terms of their coverage, design and usability. We also consider the use cases for which they were designed and the degree to which they follow a variety of standards. While providing comprehensive ontologies for the crisis domain is not feasible or desirable there is considerable scope to develop ontologies for the subject areas not currently covered and for the purposes of interoperability.

Abstract: Automated planning is a domain of Artificial Intelligence which aims to study the deliberation process used to choose and organize actions by anticipating their expected outcomes. In this paper, we discuss the use of automated planning techniques in crisis management contexts. To begin with, the crisis management planning problem is formalized in light of the conceptual model for automated planning. In addition, we describe the conceptual scheme of an information system generating action plans in order to support decision-makers in crisis management. Finally, a proof of concept implementation of the aforementioned system is presented.

Abstract: In times of emergency, crisis response agencies need to quickly and accurately assess the situation on the ground in order to deploy relevant services and resources. However, authorities often have to make decisions based on limited information, as data on affected regions can be scarce until local response services can provide first-hand reports. Fortunately, the widespread availability of smartphones with high-quality cameras has made citizen journalism through social media a valuable source of information for crisis responders. However, analyzing the large volume of images posted by citizens requires more time and effort than is typically available. To address this issue, this paper proposes the use of state-of-the-art deep neural models for automatic image classification/tagging, specifically by adapting transformer-based architectures for crisis image classification (CrisisViT). We leverage the new Incidents1M crisis image dataset to develop a range of new transformer-based image classification models. Through experimentation over the standard Crisis image benchmark dataset, we demonstrate that the CrisisViT models significantly outperform previous approaches in emergency type, image relevance, humanitarian category, and damage severity classification. Additionally, we show that the new Incidents1M dataset can further augment the CrisisViT models resulting in an additional 1.25% absolute accuracy gain.

Abstract: Social media listening practices are increasingly adopted in crisis management and have become an object of interest for researchers and practitioners alike. This article analyzes how these enactments have been studied in the academic literature. Through a systematic review of the available body of knowledge, features from studies involving depictions of practice were extracted, analyzed, and turned into a narrative using an inductive approach. Strategies of improvisation, overreliance on personal and professional networks, manual work, spontaneous coordination, and re-assigning tasks represent the main findings in the multidisciplinary literature. This article is a consolidated overview of experiences from social media listening in practice beyond listing the benefits of social media as a source of information. Moreover, the paper sets the basis for future studies on the range of possible configurations and institutionalization of disruptive crisis management practices.

Abstract: Current crisis management training, at the strategic level, is predominantly focused on two approaches, table-top exercises and large-scale physical simulations. Unfortunately, neither of these approaches provides the necessary realism to accurately prepare trainees for the stress, volume and speed of decision-making required in an actual crisis situation. The development of virtual environments, rich multimedia, and games technologies has resulted in considerable work in developing new training support tools. Some of this work has introduced more realistic stress into the training environment, but to date there has been no systematic approach to the creation and management of stress in crisis management training. The Pandora project has built from existing models taken from crisis management Gold Commander training, timeline-based event network modelling, augmented and virtual reality serious games environments, affective computing research, and emotional ambience models from film and TV, to develop a rich multimedia training environment offering just such an approach. © 2012 ISCRAM.

Abstract: The ability to learn from crises is vital in order to strengthen the capability of societies to manage severe events. This paper presents the initial analysis of a systematic literature review regarding capability assessment of inter-organizational crisis management systems. Inter-organizational crisis management capability is a diverse concept, touching on several related concepts such as resilience, situation awareness and operational performance. During a systematic review process 73 publications were identified. The different aspects of crisis management capability found in the publications were clustered, using an exploratory approach. Nine thematic clusters were identified: interaction, relationships, coordination/C2, system performance, preparedness, situation awareness, resilience, decision making and information infrastructure. A conclusion is that crisis response capability encompasses a multitude of aspects associated with a wide range of assessment methods. The identified publications to a large extent explored aspects of collaboration and coordination, while the actual outcome (system performance) was less explored.

Abstract: To store patients' medical histories and to exchange them between physicians, patient registries are used. Registries contain detailed data on patients and their treatments, and may comprise additional documents. This makes them very valuable for epidemiological research due to the amount of information contained. Providing data for research requires anonymization and pseudonymization to address privacy laws and security concerns. To be able to give feedback to physicians e.g. about discovered treatment possibilities, advanced pseudonymization has to be used. We present progress in the development of patient registries and the required functionality to support research. Usability, explicability, and performance requirements are addressed by incorporating Web technology. Our findings include ways to develop patient registries as well as the description of mechanisms built into them. In particular, we show applications to and implications for crisis management. © 2012 ISCRAM.

Abstract: We present a decision support system for the allocation of traumatized patients. The assignment of patients to vehicles and hospitals is a task that requires detailed up-to-date information but has to be carried out quickly. We pro-pose to support medical staff with an IT system. We especially encourage such a system to be used in cases of mass incidents as it is very problematic – yet essential – To provide all injured with adequate healthcare as fast as possible. Our proposal is a system based on business rules. In this paper we describe the development project's background as well as the system's requirements and some details of its implementation. Moreover, we explain an exemplary scenario to show strengths of our approach. Besides discussing related work, we draw an overview of future tasks.

Abstract: Ontology matching is a key problem in many metadata intensive application domains, including emergency response, data integration, peer-to-peer information sharing, web service composition, and query answering on the web. In this paper we present an emergency response scenario based on the organizational model as used in Trentino region, Italy. We provide a formalization of this scenario with the help of lightweight coordination calculus. Then, we discuss an automatic approximate structure preserving matching algorithm which we applied within the emergency response scenario. The evaluation results, though preliminary, are encouraging.

Abstract: All phases of emergency management activities – that we will reference hereafter as eResponse activities – depend on data from a variety of sources and involve a range of different organizations and teams at various administrative levels with their own systems and services. The existence of numerous and different actors, policies, procedures, data standards and systems results in coordination problems with respect to data analysis, information delivery and resource management.. In this paper we present a novel approach based on interaction models distributed through a peer to peer infrastructure and we show how it can be applied in the context of crisis management to support coalition formation and process coordination in open environments. In particular, a prototype eResponse simulation system – built on a P2P infrastructure – has been developed to execute interaction models describing common coordination tasks in emergency response domain. Preliminary evaluation of the proposed framework demonstrates its capability to support such eResponse tasks.

Abstract: Exercises are stated to be an important means to learn how to handle crises. However, it has been discussed who should participate and what can be learnt from them. Several roles are involved in the planning, execution and evaluation of exercises, such as participants, observers, facilitators and evaluators. This paper presents an empirical study of the differences in learning experiences between participants and observers. The study was based on interviews with participants and observers involved in a series of exercises at municipality level. The result shows that the participants? learning relates to individual experiences and how well they felt they performed the task. Meanwhile, the observers? learning experiences concerned organisational issues. The findings suggest that to achieve variation in learning experiences, which is important for inventing new solutions, crisis management organisations need to allow their personnel to try different roles in the exercises to increase the learning outcome.

Abstract: Crises are infrequent, unpredictable and complex events. Managing such events requires well-prepared and well-coordinated efforts by several response organizations. Hence, a sufficient inter-organizational crisis management (ICM) capability is critical for sustainable societies. To ensure the ICM capability, approaches for enhancing and evaluating it are needed. The objective of this study was to identify and elaborate a clearly defined set of capabilities that constitutes ICM capability. The study was performed by an explorative literature study, where identified capabilities related to ICM were clustered. The cluster of capabilities was iteratively evaluated and refined. The study resulted in 14 capabilities that constitute ICM capability, which were divided into core, supportive, and enabling capabilities. The set of capabilities may provide a foundation for a framework of ICM capability with the ability to support assessment of ICM performance both in exercises and in real ICM operations, as well as in the design of ICM exercises.

Abstract: Situation assessment in crisis management applications can be supported by automated information fusion systems, such as Distributed Perception Networks. DPNs are self-organizing fusion systems that can infer hidden events through interpretation of huge amounts of heterogeneous and noisy observations. DPNs are a logical layer on top of existing communication, sensing, processing and data storage infrastructure. They can reliably and efficiently process information of various quality obtained from humans and sensors through the existing communication systems, such as mobile phone networks or internet. In addition, modularity of DPNs supports efficient design and maintenance of very complex fusion systems. In this paper, a fully functional prototype of a DPN system is presented that fuses information from gas sensors and human observations. The task of the system is to compute probability values for the hypothesis that a particular gas is present in the environment. It is discussed how such a system could be used for crisis management.

Abstract: Social media is perceived as a rich resource for disaster management and relief efforts, but the high class imbalance between disaster-related and non-disaster-related messages challenges a reliable detection. We analyze and compare the effectiveness of three state-of-the-art machine learning models for detecting disaster-related tweets. In this regard we introduce the Disaster Tweet Corpus~2020, an extended compilation of existing resources, which comprises a total of 123,166 tweets from 46~disasters covering 9~disaster types. Our findings from a large experiments series include: detection models work equally well over a broad range of disaster types when being trained for the respective type, a domain transfer across disaster types leads to unacceptable performance drops, or, similarly, type-agnostic classification models behave more robust at a lower effectiveness level. Altogether, the average misclassification rate of~3,8\% on performance-optimized detection models indicates effective classification knowledge but comes at the price of insufficient generalizability.

Abstract: Warnings can help to prevent damages and harm if they are issued timely and provide information that help responders and population to adequately prepare for the disaster to come. Today, there are many indicator and sensor systems that are designed to reduce disaster risks. These systems have proved to be eective. Unfortunately, as all systems including human beings, a part of unpredictable remains. Indeed, each person behaves dierently when a problem arises. In this paper, we focus on people behaviors in crisis situations: from the definition of factors that impact human behavior to the integration of these behaviors, with three dierent modeling propositions, into a warning system in order to have more and more eÿcient crisis management systems.

Abstract: Much research and technical development has been conducted to make crisis management more efficient, especially regarding crisis information systems used to streamline operations of authorities during a crisis. Experts from the German Red Cross mention that there is a need for the development and improvement of specific training methods and structures for such new crisis information systems in command and control centers. They also say that computer simulations could be a practical possibility to train crisis management and response staff. To substantiate this information, interviews were conducted with key officials in the field of German civil protection: command and control center staff, command and control center software trainers and crisis information system managers. This paper presents a qualitative study in the field of training German response personnel in crisis management information systems. The results are presented in three sections: suitable training strategies and structures, challenges and best practices for the implementation of trainings and using simulation as a training method for crisis information systems. The results contain personal experiences, opinions and known best-practices of the interview partners.
